SUBJECT: Deliberation and possible action approving the selection of the

engineering firm Klotz Associates to provide engineering services related to the 2014 General Obligation Bond Proposition 3 Projects to the intersection of FM 967 and Main Street, other Main Street improvements, improvements to Old Goforth Road and San Antonio Street and/or other streets and road projects and authorizing the City Manager to execute the agreement.

1. BACKGROUND/HISTORY

The City hired ECM International & HDR on February 17, 2015 to provide program management services for all five propositions of the 2014 General Obligation Bond Program projects.

2. FINDINGS/CURRENT ACTIVITY ECM prepared and issued a Request for Qualifications (RFQ) for Streets on April 22, 2015. The RFQ was advertised in the Hays Free Press and on the city website. RFQ’s were submitted on May 21, 2015 at 4:00 PM. The RFQ’s were reviewed and ranked by a City Staff Review Committee consisting of Brian LaBorde, Stanley Fees, Mike Beggs, Drew Wells and Chance Sparks. The RFQ’s were also reviewed and ranked by HDR. A memo from HDR is attached to this report summarizing the selection of the firm for the street projects. HDR is recommending the contract for professional services for streets be awarded to Klotz Associates. The contract will cover the Old Goforth Road Improvements, San Antonio Street Improvements, Main Street at FM 967 Improvements and the Main Street Improvements.

Klotz Associates will be performing the design, bidding and construction oversight for the street projects listed in the Bond. HDR will also provide oversight on the design, bidding and construction of these projects. Allen Crozier from HDR will be present to discuss the selection process and contracts.

3. FINANCIAL IMPACT

The Not To Exceed cost of the four contracts is as follows: Old Goforth Road Improvements (Task 1) $168,418.75 San Antonio Street Improvements (Task 2) $ 73,066.50 Main Street at FM 967 Improvements (Task 3) $ 76,376.50 Main Street Improvements (Task 4) $235,664.50 These professional services are funded by the 2014 General Obligation Bond Projects.

4. ACTION OPTIONS/RECOMMENDATION

Staff requests the City Council consider approval approving the selection of the engineering firm Klotz Associates to provide engineering services related to the 2014 General Obligation Bond Proposition 3 Projects to the intersection of FM 967 and Main Street, other Main Street improvements, improvements to Old Goforth Road and San Antonio Street and/or other streets and road projects and authorizing the City Manager to execute the agreement.

Presentation of Street and Drainage Project Contracts to City Council

On behalf of the City of Buda 2014 Bond Program Steering Committee, The program management team

wishes to present the contracts for the street and drainage projects to the Buda City Council for

approval.

The procurement process followed the State requirements for Professional Services. For each service, a

request for qualification (RFQ) was posted to the City website and published in the local newspaper.

Ten (10) teams submitted Statements of Qualifications on the street projects.

Evaluation

Written responses to the RFQ were received and scored by the Steering Committee members and one

representative of the program management team based on the scoring requirements set forth in the

RFQ and identified below.

• Team experience on similar projects,

• Project Manager experience on similar projects,

• Previous work performance,

• Project approach, and

• Ability to perform requested design tasks within proposed design schedule.

The three firms with the highest scores on their Statement of Qualifications were then asked to participate in an interview with members of the Bond Program Steering Committee and Program Management team.

Teams were scored on their responses to the interview questions. Selections were based upon the combined scores from the Statement of Qualification and Interview.

RPS Klotz Associates was selected for the street projects and Freese and Nichols, Inc. was selected for the drainage projects.
