Whereasthe Governmentof Germanyhas formally declaredwaragainstthe Governmentand the peopleof the United StatesofAmerica:Thereforebe itReaolvedbytheSenateandHouseof Representativesof theUnited

Statesof Americain Congressassembled,That the stateof warbetweenthe United Statesand the Governmentof Germanywhichhas thus beenthrust upon the United Statesis herebyformally(belated;and the Presidentis herebyauthorizedand directedtoemploythe entire naval and milit forcesof the United Statesand the resourcesof the Governmentto carry on war againsttheGovernmentof Germany;and,to bring the con■ictto a successfultermination,all of the mourcesof the countryareherebypledgedby the Congressof the United
