Let’s Introduce Ourselves

LEACMO Expectations

Performance Indicator Review (PIR) Background

• Federal regulation, Code of Federal Regulations (CFR), Title 34, Section 300.600, also requires a review of the performance indicators contained in the Office of Special Education Program’s Annual Performance Report (APR). As a result, the CDE will conduct a PIR with those LEAs with one or more performance indicator values which did not meet the targets established statewide for data year 2015-16.

PIR Purpose Statement

The PIR will focus on the following SPPIs:• SPPI 1: Graduation Four Year Rate• SPPI 2: Dropout Four Year Rate• SPPI 3: Statewide Assessments• SPPI 4a: Suspension and Expulsion, Overall• SPPI 5: Least Restrictive Environment (LRE)• SPPI 8: Parent Involvement• SPPI 14: Post-school Outcomes

PIR Improvement Plan Purpose

The purpose of the Improvement Plan is to engage both general and special education in an effort to build LEA capacity to improve the performance of students with disabilities.

PIR Improvement Plan Process

Identify Improvement Plan Development Team Members

• Identify stakeholders by name and role, at a minimum, the development team must include the special education director, SELPA representative, and a general education administrator.

• It may be beneficial to include additional stakeholders based on the indicator for which the LEA is noncompliant.

PIR Improvement Plan Process

Schedule Meetings

• Create a schedule of meetings to take place throughout the 2017-2018 school year.

PIR Improvement Plan Process

Performance Review

• Review LEA performance on each relevant SPPI

• Review indicator values from APR

• Compare performance with the statewide targets

• Develop a problem statement

Develop a Problem Statement

• A specific problem statement is a factual claim about a problem that exists based on the data. It is usually one sentence, but may include additional information in order to provide context. The statement explains what the problem is and who has the problem.

“If I had an hour to solve a problem I’d spend 55 minutes thinking about the problem and 5

minutes thinking about solutions.”

PIR Improvement Plan Process

Identify Initiatives or Plans

• Aimed at improving the LEAs performance on each of the relevant SPPIs

• Discuss their effectiveness

• May submit initiative or plan that addresses the LEAs need for improvement (LCAP with appropriate sections highlighted, for example)

SPPI Activities

• Identify interfering root causes

• Examples: data collection and reporting issues, LEA policies and procedures, instructional practices, sufficiency of personnel

Root Cause Analysis

Root cause analysis is an approach for identifying the underlying causes of an incident so that the most effective solutions can be identified and implemented. It’s typically used when something goes badly, but can also be used when something goes well. Within an organization, problem solving, incident investigation, and root cause analysis are all fundamentally connected by three basic questions:

Root Cause Analysis

Root cause analysis is an approach for identifying the underlying causes of an incident so that the most effective solutions can be identified and implemented. It’s typically used when something goes badly, but can also be used when something goes well. Within an organization, problem solving, incident investigation, and root cause analysis are all fundamentally connected by three basic questions:

• What’s the problem?

• Why did it happen?

• What will be done to prevent it from happening again?

Root Cause Analysis

Process Mapping• A graphical representation of the steps, decision points, and links between

them that come together to produce a particular outcome.

• Process maps create a shared understanding and provide valuable insights about strengths and gaps within current workflow.

Root Cause Analysis

Root Cause Analysis

Root Cause Analysis

Fishbone Diagram (handout)

• Used to identify possible root causes of variation in a specific event

• Used when causes of variation need to be visually identified and categorized

• Assist group analysis

• Encourage team contribution of views

• Clearly illustrate a problem

Root Cause Analysis

Five Whys (handout)

• A simple process for asking Why? at least five times in a row to detect the root cause or meaning of a particular problem or situation

• Causes people to use higher order thinking skills

• Cuts through layers of bureaucracy to find true meaning

• Challenges status quo

Root Cause Analysis

Empathy Interviews• The goal is to understand a person’s thoughts, emotions, and motivations,

so that you can determine how to innovate for him or her.

• By understanding the choices that person makes and the behaviors that person engages in, you can identify their needs, and design to meet those needs.

• By viewing users and their behavior in the context of their work, and by interviewing users through both scheduled and short impromptu encounters.

PIR Improvement Plan Process

SPPI Activities• Discuss and identify new strategies to address the root cause

(Indicator strategy resource)

• Consult experts, review existing models and identify EBPs

• Refer to sample lists of resources

PIR Improvement Plan Process

SPPI Activities• Identify specific improvement activities

• Identify resources/drivers (staff, training, materials)

• Identify persons responsible

• Determine dates activities will be initiated

• Identify methods and standards to measure progress

• Align newly identified strategies with current initiatives

PIR Improvement Plan Process

Review Improvement Plan Regularly• Progress monitor at set intervals

• Think IEP progress monitoring…why?

• CDE is watching

• Modifications and funding penalties may result for nonimprovement

Role of the SELPA

• Play an active role in understanding calculations and implications for failure to meet targets

• Disseminate information regarding PIR

• Assistance in identification and correction of noncompliance issues

• Assistance in identification, locating, and review of data

• Identification of EBPs
