Performance Indicator Review (PIR) Background
• Federal regulation, Code of Federal Regulations (CFR), Title 34, Section 300.600, also requires a review of the performance indicators contained in the Office of Special Education Program’s Annual Performance Report (APR). As a result, the CDE will conduct a PIR with those LEAs with one or more performance indicator values which did not meet the targets established statewide for data year 2015-16.
PIR Purpose Statement
The PIR will focus on the following SPPIs:• SPPI 1: Graduation Four Year Rate• SPPI 2: Dropout Four Year Rate• SPPI 3: Statewide Assessments• SPPI 4a: Suspension and Expulsion, Overall• SPPI 5: Least Restrictive Environment (LRE)• SPPI 8: Parent Involvement• SPPI 14: Post-school Outcomes
PIR Improvement Plan Purpose
The purpose of the Improvement Plan is to engage both general and special education in an effort to build LEA capacity to improve the performance of students with disabilities.

Identify Improvement Plan Development Team Members
• Identify stakeholders by name and role, at a minimum, the development team must include the special education director, SELPA representative, and a general education administrator.
• It may be beneficial to include additional stakeholders based on the indicator for which the LEA is noncompliant.

Schedule Meetings
• Create a schedule of meetings to take place throughout the 2017-2018 school year.

• Compare performance with the statewide targets

Develop a Problem Statement
• A specific problem statement is a factual claim about a problem that exists based on the data. It is usually one sentence, but may include additional information in order to provide context. The statement explains what the problem is and who has the problem.
“If I had an hour to solve a problem I’d spend 55 minutes thinking about the problem and 5
minutes thinking about solutions.”

Identify Initiatives or Plans
• Aimed at improving the LEAs performance on each of the relevant SPPIs
• Discuss their effectiveness
• May submit initiative or plan that addresses the LEAs need for improvement (LCAP with appropriate sections highlighted, for example)

SPPI Activities
• Identify interfering root causes
• Examples: data collection and reporting issues, LEA policies and procedures, instructional practices, sufficiency of personnel
Root Cause Analysis
Root cause analysis is an approach for identifying the underlying causes of an incident so that the most effective solutions can be identified and implemented. It’s typically used when something goes badly, but can also be used when something goes well. Within an organization, problem solving, incident investigation, and root cause analysis are all fundamentally connected by three basic questions:

Empathy Interviews• The goal is to understand a person’s thoughts, emotions, and motivations,
so that you can determine how to innovate for him or her.
• By understanding the choices that person makes and the behaviors that person engages in, you can identify their needs, and design to meet those needs.
• By viewing users and their behavior in the context of their work, and by interviewing users through both scheduled and short impromptu encounters.

• Identification of EBPs
