Quantitative Factors

Working Group

• Group established in September 2014 and has met four times most recently in April 2015. Members include:

– Badenoch & Strathspey Access Panel – Badenoch & Strathspey Transport Company – Cairngorms National Park Authority – Community representatives – Highland Council elected members and officials. – NHS Highland – Scottish Ambulance Service, – Youth representatives

Actions

• Identifying the existing budgets and spend on services

• Looking at how resources can be shared and used collectively

• Liaising with commercial providers about potential new routes

Investment

• Local Transport Company has been successful in securing funding from the Bus Investment Fund for new investment and infrastructure over the next 5 years

• NHS Highland and other partners have match funded this to provide ~£500,000 to support improved transport arrangements as part of this business proposal

Business Case Process &

Initial Agreement Document

Three stage process

• Stage 1 – Initial Agreement – establishing the case for change and preferred way forward.

• Stage 2 – Outline Business Case – Examine the IA options in more detail including value for money, affordability and procurement.

• Stage 3 – Full Business Case – Finalising the preferred option prior to financial and legal close

IA Document

• Builds on all the preparatory work, options appraisal and public consultation

• Need to demonstrate that we can facilitate whole-system redesign capitalising on integration of health and social care services plus collaboration with partner agencies, third and independent sector

• Be clear on the future benefits and how these will be assessed and measured

– Lot of work behind the scenes

• Still got to develop the detail around care-at-home and community services

• People want to know what will happen to the hospitals – needs to be sensitively managed

• Still got to agree a site
