Introducing new concepts and solutions- Benefits and some challenges

• Investments requires normally astrong business case!

• Several initiatives gives weak or negative business cases for Avinor• But might be good for the network…..

• Avinor ANS is commited to a 16% price reduction to én-route customers during RP2 (2015-2019)

• Important to verify that investments meet overall expectations/objectives!

The way ahead

• Careful introduction of new systems• Compliance with regulatory requirements• Solutions adapted to local needs

• Not always the same challenges and constraints as central Europe

• Collaboration within FAB and neighbour ANSPs• Enable dynamic cross border sectorisation• Further develop Free Route Airspace concept

• Consultation with authorities and customers/users

ATM Systems – the way forwardHigh level road map

Future ATM System ACC/APP – Baseline• Evolutionary approach – build on current system platform

• Upgrade core system coponents early (e.g. Flight Data Processing)

• Focus on early benefits from automated processes etc.

• Successive implementation of new functionalities (benefits vs risk and cost)

• Establish interfaces to TWRs

FAS TWR – (ATM-system for non-RT airports)• Dedicated TWR Systems the large airports (OSL, BGO,

SVG, TRD), incl. other airports which requires on-site Air Traffic Services

• Will be closely integrated with A-SMGCS and other airport systems (A-CDM, ALTi)

• Remote Towers - Successive roll-out Remote Towers• Establish Control Centre

• Initial roll-out (5 systems)

FAS ACC/APP – Next Step

• Step-wise implementation and roll-out of PCP-functionalities

Timing of TWR-systems not yet decided

Financing

• Estimated investments 2,4 bn NOK (until 2020)• PCP related investments, estimated to 920 MNOK

• Plan approved through consultations with airspace users and authorities

• However!• All investment costs have to be paid by the users/customers• ANSPs in EU-member states have access to external funding through

CEF (Connecting Europe Facility)• For PCP – up to 50% financing

• Norway as non EU member - not part of the CEF funding• Disadvantage to the Norwegian aviation industry

AVINOR FLYSIKRING ASAVINOR AIR NAVIGATION SERVICES

Financing (cont’d)

• The aviation industry is an enabler for local and regional development and growth!

• A level playing field is needed for• A sustainable aviation industry • Continued development of local communities and business

• Lack of access to EU funding should be compensated with similar arrangements
