WhenIfirstsetouttostudyabroad,IenvisionedstudyingthehistoricalbuiltenvironmentofSantaFeArgentinatolearnhowa21stcenturysocietyrenuesandreusestheirearliestcityfondations.Itwasasuprisetorealizethatnotonlydoesmostoftheoriginalcitystillexist,butthatbuildingsandinfastructureareusedinvirtuallythesamemannerastheywerefourhundredyearsago,regardlessoftheircurrentupkeep.Itsoonbecameapparenttomethatwhilemodernizationandstate-of-the-artconstructionaregrowingpracticesintheUnitedStates,justplainsimple“reuse”wasprevailingpracticeinthearchitecturalsceneofSantaFe.However,therewasstillaparalleltobefoundbetweenSantaFeandSaltLake:adaptivereuse. Althoughfewexamplesofthisexistineitherlocations,thedifferentcontextsurroundingtheprojectsinSantaFeprovideanoptimalstagetocomparetheviews,attitudes,andmethodssurroundingthefieldofadaptivereuseinacompletelydifferentculture. TheapproachItooktothisprojectwastwofold;first,toexplorethecityofSantaFebyfootandbike,sketchingandtakingnoteofanythinginteresting.Thegoalwastotryanddiscovertheinherenthistoricalboundariesofthecitypriortoansecondaryresearch.Followingthisinitialexploration,thenextstepwastoresearchthehistoryofSantaFeandlocatespecificexamplesofadaptivereuse.WiththehelpofUNLfacultymemberCecilliaParera,Inarrowedmyresearchdowntothreecasestudies:ElMolinoFranchino,LaRedonda,andEstaciónBelgrano.Eachofthesepro-jectswerethenresearchedseperately,includingsitevisits,sketching,etc. ThegoalofthisprojectisnottohighlightthedifferencesbetweenNorthandSouthAmericanculture,buttoinsteaddiscovertheinherentsimilaritesbetweenthetwocultures,witharchitectureasthemedium.Though6000milesapart,SantaFeandSaltLakearemorealikethanonewouldimagine.

OVERVIEW OF PROJECT

HISTORIC OVERVIEW OF SANTA FE:

Santa Fe 1900

ThecityofSantaFewasfoundedbyJuandeGarayonNovember15,1573,onahilladjacenttothepresentcityofCayastá.Thesettlementwaspartofseveral expeditions in the Rio de La Plata territory to es-tablish a port town on the Paraná river overseen by the SpanishCrown. Theoriginallocationofthesettlmentwasunfa-vorabletothepassageofwagons,withcargoenvoysof-tentakingdivergentroutesandcrossingmanyswampstoreachthesettlement.In1651,thetownwasmovedto its current day location between the Setúbal lagoon to thewestandtheCorondarivertotheeast. MuchofSantaFe’sgrowthcanbecontributedtoitsstratigeclocationontheParanáriver,actingasawaypointtoSpanishshipstravelingtoandfromtheportofAsuncion,Paraguay.AnotherkeyfactorinitsgrowthisthatSantaFewasdeclared“PuertoAccurate”bytheSpanishCrownin1662.Thismeantthatallshipson their way to Paraguay were required to register and makestopsinSantaFe.Until1780whenVértizviceroywithdrewtheprivilegeof“PuertoAccurate,”buisnessinSantaFesteadilygrewasaresultofitsporttraffic. SantaFebecametheprovincialcapitalin1814,whentheterritoryoftheprovinceofSantaFewassepa-ratedfromtheprovinceofBuenosAires.39yearslater,theConstitutionofArgentinawasenactedonMay1,1853intheCabildoofSantaFe.ThisputanendtocivilwarsandlaidthegroundworkforthemodernstateofArgentina.

SantaFeislocatedroughlysixhoursnorthofBuenosAiresandabouttwohoursnorthofRosario.Thecityissurroundedbyagricul-turallandsandextendsintotheislandeastofthemainland,asseeninthecentermap.Thecityconsistsofeightdistricts,witheachdistriccontainingmultiplesmallerneighborhoods.

INITIAL EXPLORATION

IbeganmystudyofSantaFebyspendingthefirstmonthsimplyexploringthecity,recordinganythingthatwouldgivemeinsightintothecity’shistory.Earlyoninmyexploration,Idiscoveredtwomajorboundaries:BoulevardGálvezandSanMartín. ThedensityofhistoricbuildingsincreasesthefarthersouthonetravelsonSanMartín.OneexceptiontothisisasevenblockstretchbetweenEvaPerónandJuandeGaray,asectionofSanMartínknownasthe“Peatonal.”Thissectionisclosedtotraffic,andisthecenterofthecity’sdowntownrevitalization. FourblockssouthofthePeatonalisPlaza25deMayo,asitecontainingtheoldestcolonialbuildingsinthecity. EastofSanMartínistheinfamousharbor.Althoughnolongerusedforshippingpurposes,theareaisundergoingrevitalizationsimilartothatofSanMartín. WestofSanMartínismorerundown,withahigherconncentrationoflowincomehousingandfamilies. FortheonemonthIexploredSantaFe,itappearedtomethatBoulevardGálvezwasthenorthernhistoricalboarder(seeinitialconceptmapofSantaFe,left).Fewhistoricbuild-ingsexistedpastthispointandmostofthenortheastcornerofthecitywasdevotedtolargerpropertiesandhouses.CecilliaPareralaterinformedmethatthiswasindeedcorrect;theorigi-nalcitywasnotplannedtoextendnorthofBoulevardGálvez.Proofofthiscanbeseeninthehistoricmaponpage2(notethebreakdownofthegridandtheincreaseofraillinesnorthoftheBoulevard). Inlightofthis,mostofmyexplorationsketchesandcasestudiesareconfinedtothesoutheastsectionofthecity,asthenextpageillustrates.

Asaresultoftheimportantagri-culturalactivityintheregion,the“MillSt.Teresa”byBoero,Lupotti,andFranchinoSAbeganin1893.In1895thecompanymovedtoSantaFeonBoulevardGálvez,nexttotheReconquistarailroadspur.Bythisperiod,BoulevardGálvezhadbeenshaped and the city had not spread to the north,whichwasstilloccupiedbylargeruralparcelsfromformercolonialfarms. Thelocationofthemillhadaveryhigh strategic value due to its connection withtherailroads.In1903araildeviationwasaddedatofacilitatetheentryofgrainfromthenorth.Shortlyafter,theinaugu-

rationoftheoverseasportfinishedconnectingthemillwiththeferroportuariosystem,favoringboththereceptionforgrindinggrainaswellasthetransportationoftheflourproduced. PartoftheprimordialbuildingwasalreadyconstructedbeforethecompanymovedtoSantaFe.Itconsistedofthreemainbodiesandacylindricalchimney,alldoneinbrick.Thissitewasdevastatedbyacycloneintheyear1920. Thenewconstructionofthenewbuilding,commonbricksilos,andattachedbodies(grainprocessingplant,administrationandpackaging),wasoverseenbyarchitectPeterAdolf,anativeofBavaria. In1961afireforcedtherestorationandreconstructionofpartofthebuilding,withthesilosforbaggingflourbuiltin1973.Thefeedmillandthedepotwerealsoaddedaroundthistime.In1984thecompanynamechangedonelasttimeto“MillFranchinoS.A.IyC.”Despitetheexpansionplans,theeconomicrecessionandrisingcostofcreditledtoitsclosureearlyinthenextdecadeandin1997,itwasawardedtotheBankofSantaFeinpublicauction.

TherevitalizationwascarriedoutbytheSpecialProjectsUnitoftheMinistryofPub-licWorksandHousing,underarchitectsLuisLleonart,SilvanaOuijanoFranciscoCodina.TheconceptualplanningofspacewasmadebytheteamfromtheMinistryofInnovationandCulture.Thespaceisnowdedicatedtothedevelopmentofeducationalandexhibitionactivitiesrelatedtodesign.Ithousesamultispaceintendedforaschoolofartsandcraftsanddis-playsbothfinishedproductsalongwiththemanufacturingprocessesanddesign.Hencetheconceptof“culturalfabric”. TherecoveryoftheMolinoFranchinoFábricaCulturalbuildingsrequiredaninvest-mentofover$12millionandwasinchargeofProvincialGovernment. Theworkconsistedofadaptingthebuilding,buildingworkshops,classroomsandschoolmanagement. A25meterwidestreetwasconstructedamongtheprinciplefacilitybodies,whichcrossestheblockinthenorth-southdirection-suitablefortherealizationofmassactivities-thatblendswiththeexteriorfloorsandsidewalks,promotingthecontinuityofthepedes-trianexperienceinandaroundthecomplex. Tofillthisgapandcreateaprotectedenvironment,thebuildingadaptedthe“vaultshell”developedinthe‘40sbythearchitectAmancioWilliams,placingvalueonaniconicarchitecturalobjectthatrepresentedoneofthehighestpointsofArgentinearchitecturalculture.Thus,thecityrecoveredanotherbuildingabandonedforyears.

This building symbolizes this: work wheels that rotate perma-nently based on the combination of the field with the city, based on the knowl-edge that the work is the foundation for growth.”

ElMolinorepresentsoneofthefinestarchitecturalachievementsinthecityofSantaFe.Oneofthemostinteresting practices regarding its reuse practice is that it isoverseenbytheprovincialgovernmentratherthanthecitygovernment.Forcomparison,SaltLake’sLeonardoisleasedbytyhecity,butislargelyfundedbyanon-profit. Onecriticismoftherestorationisthatthebuildingisonlyopentothepublicontheweekends.True,classesareheldforschoolchildrenallweek,butforabuildingthatseekstocrosstheboundariesoflearning,designandinequality,itseemsoddthatanyonepasttheageof16wouldbedeniedaccessfivedaysoftheweek. Thearchitecturalrennovationissuperb,withvirtuallyalloriginalbuildingseitherreusedorpreservedforhistorical

grounding.ThepreservationofthefacadesfacingBoulevardrespect the prevalent colonial styleofthehistoricstreet,whilethe vaulted shell courtyard invitespeopleoffthestreetandintothespace.Theonlyoddpart about this though is that thecourtyardlacksavisualaxis,abruptlystoppingatthenextsteetback.Also,Thoughthe old rail line is directly west ofthesite,thereappearstobeno visible connection between it and the Molino other than theirmereadjacency.

WiththeSantaFeRailwayscametheimplantationofmultiplecomplementaryfacili-tiesthatgreatlycharacterizedtherailwayasadeterminingelementlinkingtownsandcities.Aclearexampleofthiscanbeseenherein“EstaciónSantaFeCambio”(SantaFeStationExchange),alocationandstructuredesignatedforlocomotiverepair. Constructionbeganearlyinthe20thcentury,oncethepermanenttransferoftheprovincialrailwaystotheFrenchRailwaysCompanyofSantaFewascompletedonApril19,1900.Fromhere,Cia.Frenchundertookanextensiveprogramofbuildingnewworksinordertomodernizeitsfacilitiesandimproveitsservices;in1905theyacquiredthenec-essary40hectorsoflandforthesite(NowParqueFederal),2kmnorthofthestationontheReconquistaline. Themostinterestingpartofthebuildingconsistsofachamberwhosefloorisa60meterradiusarc,whosecenterislocatedattheturntable,thetruepointofarticulationnotonlyfunctionallybutalsospatially.Fromtherethelocomotivesweredisplacedradiallytowardsanyofthe40hangarsthatcomprisethemainbody,withthepossibilityofcross-ingthesametworoutestoaccesstherearbodyforadditionalworkshopsandoffices. ThebuildingwasbuiltwithbrickmasonrywallssupportingagabledironroofwithFrenchrooftiles.Thegabledroofcontainedaclearstorywindow,allowingforuniformil-luminationandproperventilation.Theconcavefrontpresentsasequenceofelementaryapertureswithsemicircularopenings,whiletheconvexfaceresultsinasuccessionofwindowswhichgeneratearhythmmodulatedbythecurvatureofthelongwall. Initspeakthroughoutthe1920s-40s,about20trainsperdayenteredandexitedthemaintenancebuildingviatheturnstile.LaRedondawasinoperationuntil1990whentherailcompanyfellonhardtimesandabandonedthestructure.Theentiresitesatabandondfornearly20yearsuntilthecitygovernmentdecidedtorennovateitintoacom-muntintycenterinthe2000s.

LaRedonda,ArteyVidaCotidiana(ArtandDailyLife)hasbecomeanewculturalspaceinthecityofSantaFeanditsenhancement,togetherwithelParqueFederal,waserectedasamajorcom-memorativeworkswithintheframeworkofthenation’sBicentennialcelebration.TheworkwasundertakenbytheGov-ernmentoftheProvince(likeElMolino),whoseinauguration,finalizedin2010,includedtherecoveryandre-functioningoftheformerlocomotiveshopforpublic

use.Speciallyrestoredfortheshowcasingofartexhibitions,theworkprovidedforthefunc-tionalrehabilitationofLaRedondaanditssurroundingopenspaces,inordertoreturntothecitythesymbolicvalueoftheplace. Theworkincludedthereconstructionofroofs,interiorwallrepairs,restorationofexteriorbrickwalls,theclosingofwindowswithaluminumandglassopenings,installingtransparentsecurity,andputtingtheturntablebackintooppertation. Thebuildingincludesaconvertedhallofsculptures,alargegalleryareafortheexhibi-tionofpaintings,andamultipurposeroomforactivitiesincludingreadingpoetry,origami,art,chess,memorygames,anddance.AdmissionisfreeandopentothepubliconSaturdays,Sundays,andfederalholidays.

La Redonda is diversity and challenge, the coexistence of living together, equal and different. TherestorantionofLaRedondaissimilarinstyletothatofTrolleySquare.Bothbuildingsservedasrailroadhangersandbothwererestoredwiththeintentofpublicuse.ThebeautyofLaRedondathoughisthatitnotjustasimplerestorationproject,butactsamediumtobringpeopletogetherandtohelpthemrecognizetheirheritagethroughuniqueandunconven-tionalways.JustasElMolinosparksnewandchallangingwaystoadressthehistoryandmoderndayprocessofdesignandfabrication,LaRedondaallowscitizenstorediscovernotonlytheirindustrialpast,butexpierencehowthispastcanfacilitatenewinteractionswithcultureandArt. ThesuccessofLaRedondacanbeattributedtotwofactors.One,theprojectavoidsthecop-outof“exhibitionspace”bymaintainingaprogramthatfacilitatestheuseofthespaceonadailybasis.It’seasytooverlookthehistoricimportanceofaspacelikethisifoneissimplypassingthrough,butbyhavingafulltimestaffdedicatedtoensuringanout-of-the-boxculturalexperience,thevisitoractuallyengagesthespace,allowingforamore

profoundexperience.ThisisoneaspectthatSaltLake’sTrolleySquarelacks.TrolleysquarewasoneofUnitedState’searliestadaptivereuseprojects,completedin1972.However,thespacewasreopenedasashoppingdistrict,notapublicevent/interactionspace.Theresultisthatwhilethespaceisbeautifulandfullyhistoric,itlacksthatextradynamicthatallowstheusertobetrulyintunewiththeuniquenessofthebuilding.WhenapersongoestoTrolleysquare,theobjectiveistypicallyshoppingandtheshopperisusuallypreoccupiedwithonlythat.HoweverwhenapersongoestoLaRedonda,theobjectiveisonlytoexperiencetheplace.Bynothavingthecon-textofshoppingoranyothermaterialneed,LaRedondatransgressesthedistrac-tionsofamoderndaycapitalistsocietyandalowingcitizenstoescapeintoaworldofplayandappreciation. ThesecondfactorcontributingtoLaRedonda’ssuccessisthatitisanotherprojectoverseenbytheprovincialgovernmentofSantaFe.ThereasonthisissocriticalisbecausetheprovincialgovernmentalsooverseesElMolino,allowingfortheeasyinteractionandintegrationofthetwoprojectsintoonelargercontextualwhole.Thebeautyisthatbylinkingthetwoprojects,boththegovernmentandthebuildingplayamoreactiveroleinthelivesofthecitizens,encouragingpeopletoseeeverythingintheircityjustasinterconnectedandinterrelated.FantasticasTrolleysquaremaybe,itisstillanisolatedshoppingarea,whoseratherlargevacancysuggeststhatitissimplynotenoughtorestoreanoldbuilding,youhavetointegrateitwiththesurroundingcommunity.

TheFFCCNorthCentralArgentineRailwayscametoSantaFeasanexten-sionofthelinethatlinkedSanCristobalwithSantiagodelEsteroandTucuman.In1895thiscompany,initiallyFrenchcapital,wasboughtbytheNationalGovernmenttoformthebasisofwhatlaterbecametheStateRailways. Atthetimeofitsconstruction,the“breadbasketoftheworld”strategyinflu-encedthedrawingofroutestolinkthefieldwiththeports.Asaresult,thetrainwastransformedintoacornerstoneofindustryandSantaFebecamealeadactorinthisstrongeconomicgrowth. By1912actualbuildinghadbegan,completingtheeastwingin1928whenitwasproposedtotransfertheheadquartersofthecompanytothiscity,whichultimatelyfellthrough. Thesolidstructureofthestationrealizeditsfate:tobetheheadoftheNorthCentralArgentineRailway.Themainbuildingextendedintotwowingsparalleltothetrackssothattheplantultimatelytooktheformofa“U”,thelowerlevelsofthesewingsbeingindirectcontactwiththeplatformsinordertohouselocalofficesrelatedtocargoandpassengers.Theimagewasofasoberandbalancedarchi-tecturaldeploymentwithoutalossofmonumentality;ItslocationwasremovedfromthebuildinglineofBoulevardGálvez,whichallowedforanarrivalplaza.Thiswascovered by a canopy through which one could accesses the spacious lobby box

office(seephotobelow). Unfortunately,theprivatiza-tion process and the consequent deactivationoftherailwaysysteminthe‘90sgaverisetotheabandon-mentofthismagnificentexampleofindustrailrevolutionarchitecture.

EstaciónBelgranowasabuildinginruinswhenthecitygovernmentfaceditsrecoveryin2008.UsingthepowersgrantedbyLaw2756,OrganicofMunicipalitiesandCommunes,andsinceinvestmentprojectsnevermaterialized,itwasdecidedtoterminatetheagreementsignedin2006withtheNationalAssetManagement(ONABE),whichpreventedgivingthepropertyause-fulfate. Theactionstoldofstrongpublicsupport,placinganationalentityinchargeofthebuildingthatgrantedtheCityCounciloversightofthebuildingfor10years,withthepossibilityofrenewal.Withitsownresources,theCityGovernmentlaunchedtherestorationwork.Enhancementstartedwiththecentralhallandgroundfloorofthehistoricbuilding,continuingontothefloorandsurroundinghouses,reservingtheeastwingfortheSchoolofLanguagesMunicipalHighSchool.TheExperimentalCenterofColorandtheliterarySaerbarmeetswithunitsoftheCenterDistrict,whichmotivatesthedailyarrivalofcitizens,whilethetouristepicenteractsasconvenerforvisitorstothecity.

*GubbioAwards2011-InSeptember2011theMunicipalityreceivedaspecialmentionbythejuryoftheGubbio,recognizingtheworkdonetoenhanceEstaciónBelgrano.Theaward,givensince1995,encouragedactionstoprotectheritageandrevitalization.

PRECEDENT STUDY - ESTACIÓN BELGRANO: ANALYSIS EstaciónBelgranosharesareusehistorysimilartothatofSaltLake’sUnionPacificDepot.Justasthestationhasbeenconvertedtoamultipurposespace,theUnionPacificDepotnowhousesUrbanOutffit-ers retail shop in its south wing and The Depot concert hall in its northern wing. Anothersimilarityisthatbotharecityoverseenprojects.TheunionPacificDepotwasrestoredaspartofSaltLake’sRailroadConsolida-tionplanof1996,anefforttorenewtheoldtrainyardsinthewestendofSaltLake’sdowntown.EstaciónBelgranowasrestoredbythecitygovernmentofSantaFeatthethreatofitbeingtorndownbytheRailwayInfrastructureAdministration(ADIF). Unique to Estación Belgrano is that the building considers and relatesbacktothepublic,asdoElMolinoandLaRedonda.Morespe-cifically,bothfloorsoftheeastwinghavebeenrennovatedtohousetheSchoolofLanguagesMunicipalHighSchool.Theformertrainshedintherearofthebuildingsalsoservesasthestageforaweeklymarkettaking

placeeverySundayafternoon.ThisisanaspectmissingfromtheUnionPacificDepot,whosetwoothertenantsarefor-profitinstitutions.Ashavetheprevioustwoexamples,EstaciónBelgranofurtherdemonstratesSantaFe’scommitmenttothecommunitywhenconsideringadaptivereuse. Thearchitecturalrestoration/reusehoweverarequitesimilar.Inbothbuildings,themainhall/lobyhavebeenrestoredtotheiroriginalcondition,whilethewingsoneithersidehavebeenrennovatedtoamoremoderninterior(seephotos,page19).TherestorationapproachtoEstaciónBel-granoismuchmoreinterestingthough.WhileitiscommonintheUnitedStatestowaituntilrestorationiscomplete,EstaciónBelgranoisopentothepublicdepitebeingonlyabouthalfwayfinished.Theenirewestwinghasyettoberestored,alongwithsectionsoftheupstairs.Thisaddsauniquetouchtothebuildingthough,forcitizensareactuallyabletoexpirencethechangeforthemselves;itsasthoughthebuildingbreathsandmovesrightbeforetheireyes.Thisisanexperiencethatnointeractivedisplaycaneverreplicateandoffersalevelofintimacywitharchitecturethatisbasicallyun-heardofforthegeneralpublic. Thoughfarfromperfect,EstaciónBelgranoofferspeopleauniquearchitectural experience that could only be experienced by the construction workersandarchitectsofSaltLake’sUnionPacificDepot.

CONCLUSION

FromthetwofullmonthsIspentinSantaFe,onethingbecamecleartometimeandtimeagain:theimportanceofcommunity.ThereweresignsofiteverywhereIwent:peoplesharingmattéintheparkandhavinglunchwiththeirfamilyduringtheSiesta,weeklyasado’satafriends,etc.ThisisnolesstrueforthehistoricarchitectuethataboundsinSantaFe.AllthreeprojectsIstudiedtookintocon-siderationthesurroundingcommunityandworkedtofinduniquewaysnotjusttoretorethebuildingbutalsotoingagethepeopleofSantaFe.WhetheritbebuildingandpaintinginElMolino,dancingandplayingatLaRedonda,orstudyingandshoppinginEstaciónBelgrano,therewasneveralackofactivityorpeople. Theendresultwasanexperiencemuchdeeperthanarchitecture,itwasaglimpseintothefundamentalsofArgentineculture.ForacountrywherebigboxstoresandonlineshoppingarefewandfarbetweenthepeopleinsteadliveinastylesimilartoAmericathrirtyyearsago,havingtorelyonone’sneighborsandfriendsforhelp,navigatingthecitythroughpersonnalknowhow,notGPS.ItisthesecoreideasofcommunityandreliancethatIbelieveareatthecenterofnotjustSantFe’sadaptivereuseprojects,butitsarchitectureingeneral. UnfortunatelythesamecannotbesaidforadaptivereuseinSaltLake.TheLeonardo,TrolleySquare,andUnionPacificbuildingareallfineexamplesofadaptivereuse,butallthreeworktowardsgeneratingaprofit,givingthemamoreindividualisticandcapitalistnaturefromtheverybeginning.Bylackingthisextrainitiativetoconsiderthecommunity,eachadaptivereuseprojectinSaltLakebecomesisolat-ed,effectingonlyitsimmediatesurroundingandeasilymissedbytheunawarecitizeninsuchaspreadoutcity.However,whereSaltLakemaylackthetouchofcommunityadaptivereuseprojectsinSantaFecontain,thatisnottosayitdoesn’texist.WithnewprojectssuchasCityCreekandtheairportTraxlineworkingtomakethecitymoreinterconnected,itisonlyamatteroftimeuntillthecommunityinvolvementinSaltLakerivalsthatofSantaFe. Theintentofthisreportwastohighlightsimilaritiesanddifferencesbetweentwocitiesthousandsofmilesapart.Itismysincerehopethatitdidjustthatbutalsoshedlightonhowaprofessionthatspanstheglobecaneffectlivesthatspantheglobeaswell.ThankYou.
