Project description• Objective of the research project:

- Get more insight into the UN Rural Renewable Energy Electrification projects in the Department of Oruro

- Assessment of the self-supportive potential of the projects

- Investigate possibilities for future development

• Period of the research:Three months (01-09-05 to 15-09-05)

• Project people:Prof.dr.ir. A.H.M. Verkooijen in Holland Ing. E. Peñaranda Muñoz in BoliviaIng. M. van der Griendt

Research project of:

Research plan

• The research program consist of 5 phases

I Obtaining information about the RREE projectsII Selecting of the RREE projectsIII Evaluating the selected projectsIV Asses the self-supporting potentialV Investigate possibilities for further development

07 October 2005 5

Research project of:

Phase I : Obtain information about RREE projects

For obtaining complete information there are mainly tree information sources:

• The Technical University of Oruro

• The governmental institutions Oruro(La Prefectura and municipial governments)

• The electricity distribution company (ELFEO)

• The United Nations Development Program

Research project of:

Phase I : Obtain information about RREE projects and the conventional grid

Current state of the electricity grid and some rural electrification projects

=> LIST OF GOVERNMENTAL RRE PROJECTS

Research project of:

Phase II : Selection of rural RREE projects

Selection criteria for the further evaluation of RREE

• Part of a governmental program between 1997-2001(Probably UNDP financing)

• Complete information about the projects• Variety of renewable energy technology• Existence of connection to the conventional grid

07 October 2005 9

Research project of:

Phase III : Evaluation of the selected projects

Within the evaluation of the projects the technological and financial sustainability of the projects will be assessed

For the evaluation the use of electricity, the technological efficiencies and electricity costs are of major importance.

Research project of:

Phase III : Evaluation of the selected projects

Model of actors within the integral analysis

07 October 2005 11

Research project of:

Phase III : Evaluation of the selected projects

Renewable Electricity vs. Conventional Energy

• Technological analysis (efficiencies of both systems)• Economical analysis (costs now and in future) • Organizational aspects

This analysis may be a trade off in future projects!!

07 October 2005 12

Research project of:

Phase IV : Asses the self-supporting potential

Self-supporting potential: the ability of a rural community to be successful in their electricity supply with renewable energies

07 October 2005 13

Research project of:

Phase V : Investigate possibilities for further development

• The presence of a great self-supporting potential can be the start of further electrification of the rural areas

• This further electrification can stimulate the economical activities in these areas

07 October 2005 14

Research project of:

Current state of the project

September• Overview of conventional electrification• Contact with relevant information sources• First list of RREE projects

Next steps:• More information about RREE projects is needed• Selection of the RREE projects

07 October 2005 15

Research project of:

Conclusions

• In order to make a complete evaluation it is important that the electrification situation in Oruro is centrally and clearly documented

• Only with good communication between the electrification parties an efficient rural electrification policy can be developed

• The evaluation of some RREE projects can give a first indication about the efficiency of Oruro’s electrification
