1 Annual Project Work Plan
The Annual work plan 2019 is prepared as part of the project activity in Element
one Reports and other Deliverables of Task Order (Section F.6.2). This AWP is
an overall plan of the work to be accomplished during the period for better
planning, performance and resolution of problems. This report shall be read in
conjunction with AWP 2018, Annual Review report 2018 and other relevant
reports as may be required to understand the planning. AWP 2016‐2017 was
the first report on this topic and was designed to cover all the necessary sections
which would be required to implement the planning. AWP 2016‐2017 has been
referred for details in some sections of AWP 2019 to avoid repetition of sections
that are still valid for this AWP.
As agreed with USAID Annual Work Plan will follow calendar year from 1st
January to 31st December. This work plan covers the period from 1st January
2019 to 30th September 2019 as the Task Order end date. If deem necessary
quarterly reviews of AWP 2019 may be held as scheduled below. These
quarterly reviews will form the quarterly activity reports.

This task order scope and activities are in continuation of previous contract
“Architect‐Engineer Services for Sindh basic Education Program” Task Order
No. AID‐391‐TO‐12‐00004. This report should be read in conjunction with
previous task order deliverables, Annual Work Plans, Annual Reports,
Completion Report and other relevant reports in order to understand the
overall SBEP background, scope or work plan, activities and progress.
Following two sub‐tasks were added during the last year. The same have also
been incorporated in AWP‐2019 activities as per approved sub task plans and
current status of progress as applicable..
Sub task-1 - Third Party Monitoring for repair/rehabilitation of Maternal Child Health Centers (MCHC) in 16 Districts of Sindh
USAID Office of Infrastructure & Engineering (OIE) acting through its
Implementing Partner, Project Management Contractor (PMC) (EA

Consulting) is undertaking the repair and renovation of up to 73 Maternal and
Child Health Centers (MCHC) in 16 districts of Sindh. Repair and renovation
is necessary for these facilities to function optimally as MCH centers. In
addition subject to the availability of funds, USAID also plans to fund the
procurement and installation of equipment for these facilities (e.g. low
technology medical equipment and furniture).
As part of this Task Order “A‐E Services for Construction of Schools in Sindh
Stage‐II under Sindh Basic Education Program (SBEP)”, USAID has amended
the task order (Modification no. 04) and added a sub task “Third Party
Monitoring for Repair/Rehabilitation of Maternal Child Health Centers
(MCHC) in 16 Districts of Sindh”.
Sub task-2 – AE Services for two addition districts, Shikarpur and Ghotki, Sindh, SBEP Stage-II
The GoS and USAID have mutually agreed to extend the geographical focus of
Sindh Basic Education Program (SBEP) from seven (7) to nine (9) districts of
Northern Sindh by adding two new districts namely Shikarpur and Ghotki,
with 12 new schools, six (6) in each district. USAID will provide additional
fund, amount of $4.2 million for construction of six (6) additional schools in
Shikarpur district. The additional fund will increase the total number of
schools to be constructed with USAID funds from 106 to 112. Reciprocally, the
Government of Sindh (GoS) has agreed to construct six (6) schools in Ghotki
district with its own funds.
USAID Pakistan has modified (Modification no. 05) the task order to provide
Architect‐Engineer Services for two new districts, Shikarpur and Ghotki in
Sindh under the SBEP II Task Order “Architect‐Engineer Services for
Construction of Schools in Sindh, Stage‐II for Sindh Basic Education Program
(SBEP)”.

2 Objectives & Targets
2.1 Objectives
The objective of SBEP is to increase and sustain student enrolment in primary,
middle, and secondary schools in targeted geographic locations in Sindh by
developing a child friendly new facilities by replacing fully damaged schools
in flood affected districts and implement GoS Reform Policy and developing a
school environment conducive to teaching and learning. Completion of the
schools will provide means and access to achieve the noble cause.
2.2 Task & Targets
Each of the four elements under this TO has certain activities, reports and

The teams can interact directly on technical matters through
telephone. All significant telephone calls should be followed by an
email to minute the conversation. Single point of contacts should also
be kept in the loop.

5 Project Schedule and Targets
5.1 Overview
Overall all the A&E services activities are moving forward, meeting the
milestone and achievements confirming all the procedural requirement and
approvals
Element‐1: General Administration and Management will continue as per
requirement. Refer to TO scope all activities for Activity
Element‐2: Site Assessment and Design have been completed with the
procurement of construction contractor for total 16 construction packages.
However, there may be some revisions, reviews and design changes as site
condition during construction.
Refer sub‐task‐2 A‐E services for two news districts shall be carried out as per
scope of work.
Element‐3: Construction supervision and project management will continue as
per requirement, contractor progress and pace of work for successful and
quality delivery.
Refer sub‐task‐1 Third party monitoring and reporting for MCH centers shall
be carried out as per scope and project requirement.
Element‐4: Procurement of furniture and contract management will remain
active and progressive during the upcoming year period.
5.2 Proposed Work plan
A proposed Work plan has been updated with the inclusion of sub task of two
new districts, Shikarpur and Ghotki Sindh, upto September 2019 and is
enclosed in Appendix‐B1. The revised plan is based on number of assumptions,
which are explained in section below.
5.3 Construction Work Plan Assumptions
Proposed construction schedule has been developed based on following key
assumptions:

5.5 Extension in Project Completion Timeline
Please note this work plan shows planning up to September 2019 as per
available TO timelines.
However, it is anticipated construction activities and procurement of furniture
of all schools would not be able to finish by TO end date of 30 September 2019.
Following reasons may be considered as record:
- Delay in procurement of construction contractor to last four
packages (P‐13A, 13B, 14 and 15) led the latest completion time line
to Feb 2020.
- Slow progress to the running construction packages.

- Potential extension of time (EOT) to running construction package
beyond the contractors’ control
- Delay in procurement of furniture as advised by PMIU
- Addition of two new districts in December 2018.
An updated summary for to‐date status and expected completion of schools is
enclosed in Appendix B2.
We understand this TO A‐E services would not be further extended as per IQC
clause. So, the remaining construction supervision and project management
(and Procurement of furniture as per PMIU advise) services as briefed above
would be required to carry out by some other USAID contractor through a
separate Task Order/contractual arrangement.
We would submit the completion report at end of TO, illustrating the
completed/remaining services as on date by 30 September 2019. This would
lead the onward action for completion of remaining construction supervision
and project management for completion of remaining schools.
5.1 MCHC targets
A work plan for third party monitoring for repair/renovation of MCH centers
in 16 districts of Sindh is also enclose in Apendix‐B3.
5.2 LOE forecast
Updated Level of Effort (LOE) corresponding to the planned project progress
is included as Appendix C. The forecast figures are up to 30 September 2019.
6 Reports & Deliverables
Each of the four elements has certain activities, reports and deliverables under
the TO. The reports and deliverables for the current year are outlined, with
element reference, submission date and frequency in Appendix D.

7 Challenges and Risks
Construction Contractor’ capability
The core reason and obstruction in accelerating the pace of work is the
construction contractor capability. It may be summarize that by large almost
all the construction contractors are not well aware to such state of the art
construction techniques and quality control procedures, particularly in
northern Sindh region. This is a real challenge throughout the period and
demanding a lot of facilitation input and support to the contractor to guide,
assist and physical training in construction techniques, HSE,, quality control
quality assurance compliances.
Proposed Donor’s land ground condition
Many of the schools were assessed subject to availability of land that may be
acquired on adjacent or some alternate land near to potential candidate schools.
It was encouraged through donating the free of cost land parcel to GoS by local
community to this noble cause. However, during the execution it has been
encountered that couple of the offered lands do not have the suitable ground
condition for construction of school building. Some of schools have to change
the design as per site condition with the PMIU approval which led an extra
efforts to keep construction in progress.
Approval
We have been working with USAID and PMIU in close coordination and
giving our best support as required undertaking progress and delivering the
tasks.. There are some GoS internal procedural and compliances/Audit
requirement which took extra time to get matter approve.
Availability of professional resources
Development activities in the region always give hope for the local resource
utilization and improvement in economic condition. However it always remain
challenging to explore professional, skilled manpower for execution of quality
work of high standard like in SBEP. The resource demand is being
substantially increased and failing to catch, contractor will not be able to meet
the targets.
Quality bulk supply of construction material
Quality is the prime concern for a successful program delivery. Tender
document for construction of schools has defined the preapproved source of
construction material which complies with the international standards. It is

being anticipated that in‐time, quality supply of the construction material to all
the under construction school packages is becoming a big challenge. It is also
being observed that other major development schemes are also in progress in
the region and supplier are getting choice of production on its own practice
and rates rather a quality one. A comprehensive strategy has been developed
includes but not limited to, regular visit to preapproved factory, quality ad HSE
assessment, periodical test, explore new potential vendor etc to ensure the bulk
supply to all the construction sites.
Field Challenges
The northern part of Sindh was devastated by the rains and flood along with
social and administrative issues, therefore Halcrow during their field visits and
construction supervision have to confront challenges while conducting field
travel and other activities. Some key challenges faced are described below:
Destroyed Infrastructure:
Since this part suffered heavy rains and flooding the infrastructure is destroyed
by this catastrophe. The access roads, culverts and other means connecting
villages and small towns were destroyed. To reach these remote villages and
towns was one the core challenge that Halcrow field teams overcame during
the course of this task. The good angle is that many roads rehabilitation has
also been started/completed.
Security
Law and order situation in this part of province of Sindh is distressing. The
teams visiting these parts had to overwhelm this situation.
For this purpose an initial threat assessment was conducted by Halcrow Project
Security team and some security and safety guide lines were set. By following
those guide lines and with the help of local administration (which acted as
facilitators) this grave concern was aborted and as to‐date all activities has been
successfully executed without any hostile incident.
Cultural Limitations
Cultural limitation also remained one of the key factors to select a school as
different kinds of cultural challenges were faced throughout the program
locations. For instance at some locations of the candidate schools locals raised
grave concerns over co‐education system and double storey building in the
vicinity of village. This issue is also being faced even during construction stage
as local at many location observed to change their thought and come back
creating hurdles in constructions activities where they were satisfied at the
time of assessment/selection. We are trying to resolve amicably with the
support of CMP and respectable local personnel.

Tribal Conflicts
The selected geographical locations have tribal system and the locals follow it
strictly. It was reported that these tribes have conflicts on different issues and
a person of one community or tribe is unable to visit the area controlled by their
rival tribesmen. This challenge has affected the implementation of GoS reform
policy as it did not allow consolidating schools in the area.
It has also observed that one person donated land but when this news become
public other also offers his land in order to keep his power in the area. This is
a sensitive issue and USAID/PMIU is requested to be coordinate with the local
administration as any incident may occur, as notice in couple of sites in district
Dadu. At some location this issue again highlight during construction stage as
well.
Political Influences
Most of the government owned projects and programs are ostensibly
influenced by political personalities for their political goal scoring. Therefore
one of the key challenges of the program was to keep it free from political
interference in order to yield full advantage of the program for deserving
pupils of this part of Sindh who were already less privileged and flooding had
doubled their trauma.
For this Program Director (PD) of PMIU and USAID team may highly be
appreciated as they supported Halcrow efforts at every level to carry out the
activity in highly unbiased environment and away from any kind of political
influences.

1 Executive Summary
This document presents the work plan of third party monitoring services
required for repair/renovation of MCH centers in 16 districts of Sindh province.
It presents an overview of approaches and program of field visits to each MCH
centers both in Phase I and Phase II. Task order, contractual information from
PMC (EA Consulting), construction schedule etc. are the reference documents
for this plan.
2 Introduction
USAID Office of Infrastructure & Engineering (OIE) acting through its
Implementing Partner, Project Management Contractor (PMC) (EA
Consulting) is undertaking the repair and renovation of Maternal and Child
Health Centers (MCHC) in 16 districts of Sindh. Repair and renovation is
necessary for these facilities to function optimally as MCH centers. In addition,
subject to the availability of funds, USAID also plans to fund the procurement
and installation of equipment for these facilities (e.g. low technology medical
equipment and furniture).
Project Management Contractor (PMC) for this activity is primarily responsible
for quality assurance, schedule, quantities, measurements of the works, and
verifying construction contractor’s payments. All construction sub‐contracts
under this activity are ad‐measurement contracts.
Acting on behalf of USAID, Halcrow Pakistan is responsible to provide
required construction monitoring services during various stages of
repair/renovation of all repair/renovation MCH centers.
Based on site assessment and other requirement to date 73 sites have been
approved for construction work in various packages. There are in total 11
packages awarded/to be awarded consist of various no. of units depend upon
geographical distribution. The construction repair/renovation activities were
started in Jan 2018 with the award of various packages. However, Package 10
has not awarded yet. As per available updated progress around 20 to 25% work
has been completed on various sites.
A location map to all MCH centers is enclosed in Appendix‐A.
3 Scope of Third Party Monitoring
This task order “Third Party Monitoring for Repair/Renovation of Maternal
Child Health Centers (MCHC) in 16 districts of Sindh” comprises of various
monitoring inspections required to ensure the project requirements. Inspection
requirements include, but are not necessarily limited to the following:

3.1 Site Visits
Each site shall be visited of up to eleven nos. during different phases of
repair/renovation activities. Routine on‐site monitoring inspections will be
conducted periodically to all buildings, under MCH centers
repair/renovation. Inspections shall captured:
1) Verify that the quality of materials used, meet contract specifications; (No
additional testing is anticipated, cost of additional tests if required will be
the responsibility of PMC per their contract with the construction sub‐
contractors)
2) Randomly verify the correctness of the quantities;
3) Monitor that the construction contractor and PMC are conducting proper
sampling and testing procedures, including testing frequency, and are
reporting failed tests to concerned parties for corrective action;
4) Verify the quality of construction work and ensure conformity to design
drawings, technical specifications, and other requirements as per the
contract;
5) Monitor progress of work against the approved construction schedule,
report deviations and their causes.
6) Monitor and report safety assessment/violation during site visits;
7) Monitor environmental compliance;
8) Photographs showing the progress/quality of construction at each site
during the visit.
3.2 Substantial Completion Inspections
Upon substantial completion of construction, a combined visit with PMC
representative will be conducted to inspect the site and verify the punch list
of items requiring remedial work before final inspection and acceptance.
3.3 Final Inspection and Acceptance
After the satisfactory completion of all punch list activities, a combined visit
with PMC representative will be conducted to inspect the site and verify the
punch list items, have been satisfactorily completed, following to this,
representative of the health department GoS, will sign the takeover certificate.
3.4 Quality Assurance Program:
No Quality Assurance Program (QAP) shall be developed. However,
monitoring shall be conducted based on the available QAP prepared by PMC.
Quality monitoring shall also include, progress achieved, verify the level of
workmanship and quality of materials as defined in drawings and technical
specification.
3.5 Acceptable Sources of Materials for Concrete and Mortar:
The quality of concrete and mortar used in the works is of particular concern
in the project area. Particular attention shall be made to on the acceptable/

approved sources of cement, sand, aggregate, and water for all concrete and
mortar mixes used in the works.
4 Work Plan
The work plan has been prepared based on the following assumptions
developed from the data provided by PMC (EA consulting) and our
understanding developed during field inception visits to all MCH centers
except package 10.
The work plan is attached in Appendix B.
4.1 Assumptions
1) The repair/renovation works at all MCHC sites were started between
January 2018 and April 2018 except package 10 which was terminated on
19‐Mar‐18 due to unknown reasons;
2) Mobilization of HPK staff by end of July 2018;
3) Referred progress of works as of 29‐Jun‐18 provided by PMC, 20% to 25%
works was already completed at the time of mobilization of HPK staff at
site;
4) Referred annual work plan for year 2 provided by PMC, the anticipated
completion date of repair/renovation works for package I sites is 15‐Sep‐
2018, whereas, all packages from 2 – 5 will be completed by 30‐Nov‐18;
5) Similarly, all packages from 6 to 11 (excluding package 10), will be
completed in 5‐Jan‐18;
6) This work plan only covers repair/renovation works, furniture and
equipment installation works are not included, therefore;
7) Anticipated extension in repair/renovation completion;
8) As per current situation there are certain MCH centers in Phase 1 where
repair/renovation works are on hold since last 2.5 months approx.
including BHU Bali Shah, RHC New jatoi, THQ Rato dero, MCH Garhi
khero & RHC Chondko – Hence, the completion dates of these MCH
centers may also be effected;
9) The work plan is subject to change, should the updated information may
be received form USAID/PMC consultant.
