BREWERY UNIT AT KHORDHA
SOM Distilleries & Breweries Odisha Pvt Ltd has decided to set up one million hectolitre capacity brewery and 1.08 million hectolitre per annum capacity bottling plant near Khordha in the state of Odisha. The investment involved is to the tune of Rs 193 crore. The State Level Single Window Clearance Authority (SLSWCA) has recently approved this proposal.
EMAMI BEGINS CEMENT PLANT CONSTRUCTIONEmami Cement Ltd is
setting up a cement unit with 2 million tonne per year capacity at Panagarh in Burdwan district of West Bengal. The foundation stone for this unit was recently laid by the Chief Minister of West Bengal. The cement plant is coming up on 65 acre of land at a cost of Rs 500 crore. The plant would also have a co-generation unit of 10 MW capacities.
DEFENCE ALLIANCETata Motors have forged an alliance with Bharat Forge and
General Dynamics to participate in the bidding for the $11 billion project of making combat infantry vehicles for the Indian Army under the Future Infantry Combat Vehicle (FICV) Programme.
ALUMINIUM ALLOY CONDUCTOR UNIT IN ODISHAPower Grid Corporation of India Ltd (PGCIL) subsidiary Grid
Conductors Ltd plans to establish an aluminium and aluminium alloy conductor unit in Odisha. The aluminium conductor unit would have a capacity of 60,000 tonne per annum. The unit is likely to come up at the aluminium downstream park at Angul. The investment would be to the tune of Rs 127 crore. The proposal was recently approved by the State Level Single Window Clearance Authority (SLSWCA).
EDF FUND TO BOOST ELECTRONICS MANUFACTURINGElectronic
Development Fund (EDF) is a Rs 10,000 crore fund launched by the Centre to boost electronics manufacturing in India. The said fund aims at providing risk capital to companies developing new technologies in the field of electronics, nano-electronics and information technology. The Centre would contribute Rs 2,200 crore for the EDF fund and the rest is expected by private entities.
SOMANY MAKES INVESTMENT TO DOUBLE ITS PRODUCTION CAPACITY
Somany Ceramics has invested Rs 80 crore to increase its manufacturing capacity of its Bahadurgarh unit. The unit current produces 38,000 square metres (sq m) of tiles per day. The capacity would be increased to 50,000 sq m a day. The plant would commence production by April 2016.
WCL TO SET UP FOUR COAL WASHERIES
Western Coalfields (WCL) plans to set up four coal washeries in Maharashtra. The company is looking forward to forge joint venture for the same. Three of the coal washeries would come up near Wardha Valley coalfield in Chandrapur and the fourth one is planned near Umrer Nand Bander coalfield in Nagpur.

JHARKHAND GETS MEGA FOOD PARKJharkhand Mega Food Park Pvt Ltd has recently inaugurated
the first mega food park in the state of Jharkhand. The food park is set up at a cost of Rs 114.73 crore spread over 51.50 acre. The park have facilities of multi chamber cold storage, dry warehouse, vegetable dehydration line, modern quality control and testing laboratory and other processing facilities for fruits & vegetables.
EYE CARE CHAIN TARGETS 200 HOSPITALSDr Agarwal’s Eye Hospital is looking forward to invest Rs
600 crore for the expansion of its facilities in India and abroad. Chennai-based eye care chain plans to set up 200 hospitals by 2020.
CGHB COMMENCES LARGE SCALE CONSTRUCTION OF LIG HOUSES
Chhattisgarh House Board (CGHB) has commenced construction of LIG and EWS houses in large numbers under ‘Mukhyamantri Jan Awas Yojana’ in the new capital. Under this project, an exemption of around Rs 1 lakh under ‘Mukhyamantri Awas Yojana’ and 1.50 lakh will be provided to beneficiaries of EWS houses under ‘Pradhan Mantri Awas Yojana’.
INDOSPACE TO SETUP LOGISTICS INFRASTRUCTUREIndoSpace plans to develop world-class industrial and
logistics infrastructure at MIDC’s Ranjangaon and Chakan industrial parks. The developer of industrial & logistics parks has signed MOU with state-owned Maharashtra Industrial Development Corporation (MIDC) aiming to invest Rs 768 crore.

SHREE CEMENT BAGS KARHI LIMESTONE BLOCKIn the first-ever non-coal mining lease auctioned by the
Chhattisgarh Government, cement manufacturer - Shree Cement Ltd has bagged the Karhi Chandi limestone block in Balodabazar district of Chhattisgarh. It is estimated that the block has got a reserve of 166 million tonne of limestone. Out of this around 80 million tonne limestone is of cement grade.

Ltd has bagged an order worth Rs 23 crore from IRCON International Ltd for the construction of five Pre Engineered Buildings (PEB) at Rourkela, Orissa for Indian Railways. It is a turnkey project and the scope of work includes design and construction of five buildings including Lifting Bay; Inspection Bay; Machine Shop; Wheel Lathe and Oil godown with the total area of 16,000 sqmt. The project will be completed in nine months.

Tell us in brief about your company and core competencies?Alfaa UV specializes in the design, manufacture and sale of a complete range of
UV air & water purification systems, and is the leader in industrial UV in India. It is one of the few companies in the world today which is totally focused on harnessing environmentally friendly ultraviolet technology to solve challenging environmental problems. Alfaa UV also holds the distinction of being the No. 1 manufacturer of Stainless Steel UV water purification systems in India. In 2001, Alfaa earned the certification of ISO 9001, an internationally recognized model for quality assurance in design, development, production, installation and service, being the first water purification company in India to be awarded this certification. Other firsts include introduction of an online validation tool (monitoring device), validation by CFD technology, and introduction of UV for swimming pools, disinfection units for air in HVAC Systems, and UV for recycling and reuse of waste water.
Could you provide us insight about the USP of your products/solutions offered?
UV is a special subject and we have 20 years of experience in this technology and its applications in water and air disinfection. We understand UV. Rather than create products with a one size fit all approach, our solutions have been tailored around the needs of a particular industry/segment. We believe in Listening, Learning and then Leveraging. This has been a constant process at Alfaa UV. We have created products and solutions for various applications of UV: drinking water, process water, wastewater, swimming pool disinfection, air disinfection. Our commitment to the customer and after sales service record has also been impressive. These have been our USPs.
What can be the size of the water and wastewater treatment segment in India?Our understanding is that the water and wastewater segment is expected to be
around Rs 22,000 crore by 2018.
What needs to be done by all the stakeholders to ensure the optimum use of the scarce water resources?
Government regulations on waste water treatment and reuse need to be tighter and better implemented. Urban water utilities need to cut down their non revenue water (NRW) and unaccounted for water (UFW) by “smart “interventions like sensors and meters. Pricing of water should be such that there is an incentive to use recycled water, for large water users. River cleanup and restoring river health is crucial. Watershed management and rain water harvesting to be done on a widespread scale in rural areas to increase water available for agriculture. Manufacturers of water purification products must innovate with new technologies to reduce water wastages. And finally, the consumer must not only be sensitized to the problem at large, but also be given incentives for water conservation practices, and penalized for wastage.
What kind of opportunities do you see in the next five years for your company in the water segment?
UV is a powerful disinfectant, and its effectiveness in purifying water is well known and time tested. Currently, UV is being used extensively for disinfection of drinking water. It’s a matter of time before traditional methods of disinfection (e.g. Chlorination) of wastewater are replaced by environmentally friendly UV technology. Swachch Bharat and Namami Gange campaigns have evoked interest in UV at the industry and municipal level. As industry leaders, Alfaa UV is poised to ride this wave and play a role in clean up of river bodies and encourage the use of recycled water, in a move towards conserving this precious resource.

POST-BUDGET REACTION
It is a thoughtful Budget, which has taken into account realities of global and Indian conditions. The focus on rural economy will help rekindle demand in rural India and enable stronger, more sustainable economic growth for the
entire country. At the same time, the finance minister’s idea to retain a fiscal deficit target of 3.5% is commendable. It will not only enhance India’s credibility amongst the global investor community but also open doors for the RBI to consider lowering interest rates. The focus on affordable housing will give much-needed impetus to develop greater number of affordable housing projects across the country, thus, directly aligning the agenda with the prime minister’s vision of ‘Housing for All’. Increasing the limits on interest deduction on homes costing less than Rs 50 lakh and removing the Dividend Distribution Tax on REITs, both are welcome measures which will help boost the attractiveness of India’s housing sector. We welcome the Budget and think that it will pave the way for India to continue being the fastest growing major economy in the world.
We would like to congratulate the Finance Minister in presenting a budget that promises economic growth through digitization, rural and skill development and heavy expenditure on infrastructure. The real
estate industry welcomes some of the announcements like exemption of dividend distribution tax from Real Estate Investment Trust (REITs). Provisions like 100 percent deduction to undertaking for construction of affordable housing and additional tax deduction on interest paid for loan amount on house less than Rs 50 Lakh is worth appreciating. These measures will boost affordable housing in the Mumbai Metropolitan Region and will at the same time achieve the Prime Ministers dream of Housing for All’. Increase in tax deduction from Rs 24000 to Rs 60000 for those living in rented house will also benefit the housing sector indirectly. However, the Finance Minister could have done few more things for the real estate sector that needed attention. Industry status at par with infrastructure for priority lending below 10% would have been icing on the cake. Single window clearance scheme were other topics that remained untouched.
The budget has brought relief to the housing sector; however, overall expectations of the realty sector were high which have not been met. In a move to boost the housing demand, deduction of Rs 50000 has been
given on a loan of up to 35 lakhs. There has been allocation of funds for infrastructure development which includes construction of road networks and setting up of 300 urban clusters. Affordable housing has been given a fair share. This would kick start the real estate in Tier 1 and Tier 2 cities along with new mushrooming areas in major cities as well. Direct Dividend Tax (DDT) is now exempt from REITS. This was very much required to make REITS efficiently functional. Much to our disappointment, Industry status and single window clearance system could have been the biggest game changing reforms for real estate sector which were not even mentioned in the budget.

This Budget could have done a lot more for the real estate sector. However, there were some positives. The fact that the annual housing rent reduction limit has been increased from Rs. 24000 to Rs. 60000
could lead to an almost immediate uplift for rental housing across the major cities. This can also potentially encourage the sentiment for home ownership in the long run. Also, first-time home buyers have been given the benefit of an additional deduction of Rs. 50000 on home loan interest for loans not exceeding Rs. 35 lakh, where the value of the house is no more than Rs. 50 lakh. This will result in improved home buying sentiment in smaller cities with lower housing costs, such as Pune. An improvement in sentiment will also be seen in the cheaper far suburbs of the metros. However, this deduction is not sufficient to increase the sentiment much for first-time home buyers in the central parts of the metros like Mumbai, where housing prices are exceedingly high and such an exemption makes little to no difference in the burden on home buyers. The fact that the market indices took a nosedive immediately after the budget announcement more or less reflects the way sentiment in the housing sector has gone. However, if the RBI announces a cut in interest rates on the heels of the reduced fiscal deficit announced by the Finance Minister, it could be a day saver.
Union Budget 2016-17 is a mixed bag for the real estate sector. We are pleased to see that the government has stuck to the 3.5 per cent fiscal target as this will give head room for the reduction in interest rates which
will benefit all sectors of the economy and particularly the housing sector. The Finance Minister’s proposal that any distribution out of SPV income to REITs and INVITs with specified shareholding not being subject to Dividend Distribution Tax (DDT) will spur investments in REITs. The additional exemption of Rs 50,000 for housing loans up to Rs 35 lakh – provided the house cost does not exceed Rs 50 lakh – is welcome too. Excise duty exemption on ready-mix concrete used in construction sites augurs well for the construction industry. While plans to meet the fiscal deficit targets are a good move, some of the key issues in the real estate sector have been given a skip. The real estate sector’s expectations of being accorded Industry and Infrastructure status have not been accepted. Furthermore, the fact that there was no mention about action being taken to expedite GST and the Real Estate Development Bill is disappointing.

Our long pending demand for Real estate regulator and single window approval has not been addressed which is quiet disappointing. Rent-givers have also increased tax exemption limit of Rs 60000 which was earlier subjected to Rs 20000 only. Furthermore, infrastructure development has been assigned a decent amount which eventually will benefit real estate.

The budget 2016 outlined the shift in focus to the rural economy as the finance minister introduced a slew of taxes and cess to be imposed on services to help rural welfare programmes. It also reflected the government’s concern and priority
to improve the investment climate with a view to stimulate growth. The massive push for improvement in infrastructure including outlay for roads, railways and development of smaller airports to improve connectivity will benefit the real estate sector in the long run. The abolishment of DDT is a welcome move and will put the REIT structure in India at par with global standards. REIT listing will soon be a reality. The finance minister also announced certain other measures to bring investment into the real estate sector, while giving special emphasis on affordable housing, few long pending demands of the real estate sector were not met in the budget. Industry status to the real estate sector, single window clearance, tax concessions on home insurance premiums are some of the measures that could have significantly boosted the sentiments in the sector.
I have listed below few key points offered to the real estate sector by the government in the budget.
Removal of Dividend Distribution Tax (DDT) on Real Estate Investment
Trusts (REITs): DDT has long been one of the biggest hurdles that made REIT financially unviable for Indian commercial stakeholders. Removal of DDT (tax levied on the dividend paid to investors) will result in a rush of investment in REITs and this could prove to be decisive for the sector. This will help developers raise funds and will also effectively address issues pertaining to transparency, liquidity and execution of property developments across the country that will spur growth in the future.
Boost for first time home buyers: By introducing an additional interest
deduction of Rs 50,000 on home loans not exceeding Rs 35 lakhs, and the value of homes not exceeding Rs 50 lakhs the budget has given some reason to cheer to the first time home buyers. This could boost demand for housing in smaller cities where the cost of ownership is on the lower side. However, this will make little or no difference if one is buying a property in any metro city in India where housing prices are significantly higher. So, the relief will not make any material difference to the sector.
Modernization of land records under digital India initiatives: The
government has provided Rs150 crores for modernization of land records which aims at ushering in the system of providing online access of land details and plugging of loopholes. This is a welcome move for the sector as the integrated land management system will not only increase the transparency in the whole system but will also expedite the process of land acquisition and enable holistic growth.
Tax deduction for construction of affordable housing: The service tax
exemption for developers focusing on affordable housing with unit sizes not exceeding 30 square meters in the larger cities and 60 square meters in the smaller cities is definitely a positive move and will encourage private participation as well. This will increase profits making it easier for the developer to attract foreign and domestic investments in housing projects. It is in line with the government’s vision to boost affordable housing. It will be a challenge though for developers to deliver in the three year time frame given the lack of single window clearance for the projects.
Tax relief on HRA: The increase in reduction limit from Rs 24,000 per annum
to Rs 60,000 per annum is a welcome move and will give the much needed push to rental housing across major cities in India. It could also boost demand in the long run.
