    0.4-DISTRIBUTION LIST

    1. General This maintenance program is approved by the State Secretariat of Civil Aviation of Kingdom Cambodia (SSCA). No changes or alterations shall be made to this maintenance program without the prior consent of the SSCA.

    2. Amendment procedures One copy of the maintenance program amendment form(s) showing the justification for such amendment(s) will be submitted by Cambodia Angkor Air to the SSCA for approval. When the amendment(s) are finally approved, a copy is returned to Cambodia Angkor Air for insertion into the 'master copy' and the appropriate amendment number is recorded on the record sheet. One copy is retained by the SSCA for insertion into the 'master schedule'.

    3. Copy holders of the program Amendment(s) will be issued to copy holders of the maintenance program by means of a transmittal letter' and shall contain a list of highlights with information about significant changes and instructions of accomplishment.

    GENERAL INTRODUCTION

    1.2-GENERAL INTRODUCTION

    1. GENERAL This ATR72 Maintenance Program is developed on the ATR72 Maintenance Planning Document Revision 20 date Apr.2014 and MRB revision 19 date Mar 2014, customised in accordance with Cambodia Angkor Air:

    - National Requirements, - General Maintenance Policy, - Vendor Recommendations, - Aircraft Definition (Base version, model and Modification status),

    This Maintenance Program is applicable to the following aircraft:

    2. TASK INTERVAL FRAME

    2.1. Operational units (usage parameters).

    FH (Flight Hours) :Elapsed time between wheels lift off and touchdown. FL (Flight Cycles) :A complete take off and landings sequence. LD (Landing) :A complete landings sequence.

    2.2. Structure program The following inspection thresholds and intervals generally apply to the structure Program :

    Fatigue related tasks

    - Threshold: 18000 CY or 24000 CY or 36000 CY(refer to 2.1)

    - Repeat intervals: no general interval, refer to each task.

    Environmental damage related tasks

    - Threshold: 4 YE or 8 YE.

    - Repeat intervals: 2 YE or 4 YE or 8 YE.

    Task covering accidental damages:

    -Repeated intervals: 2 YE or 4 YE or 8 YE.

    3. GENERAL RULES The following rules, apply to the ATR72 Maintenance Program. 3.1 Cambodia Angkor Airs manuals shall contain the details and responsibilities for accomplishing

    the maintenance identified by this document.

    3.2 The overall reliability of the ATR72 will be monitored by Cambodia Angkor Airs system for continuous analysis and surveillance as required by The State Secretariat of Civil Aviation, Cambodia (SSCA).

    3.3 Task intervals may be changed in accordance with the SSCA practices and rules. In this respect, attention is drawn to the source of the task.

    3.4 Cambodia Angkor Air is aware of the various inspection techniques such as X-Ray, ultrasonic, eddy current, radio isotope... which are available and described in the Non-Destructive Testing Manual (NDTM).

    The use of such techniques shall be developed to provide a valuable adjunct to the prescribed visual inspections. For any substitution of such inspection technique, it shall be ensured that the same damage size will be detectable by the proposed technique with, at least, the same level of confidence. 3.5 Items that are life limited will be removed from service according to the life limits referenced in

    the aircraft Type Certificate Data Sheet or in the appropriate section of the engine or aircraft manufacturers manuals.

    3.6 Certification Maintenance Requirements (CMRs) generated by systems safety assessment

    shall not be deleted from this maintenance program. 3.7 Task may be considered to conform to the requirements of the scheduled maintenance

    program if accomplished as part of a regulatory authorities approved/accepted equivalent check/test by flight crew.

    3.8 It is the responsibility of Cambodia Angkor Air to adjust maintenance program in accordance

    with National Requirements and to comply with existing rules with respect to reporting to SSCA and to the manufacturer events having effects on the continued airworthiness of the aircraft.

    In addition to the above: - Cambodia Angkor Air is aware of manufacturer and vendor recommendations and/or

    requirements published through Inspection Service Bulletin (ISB), Service Information Letter (SIL), All Operators Letter (AOL), All Operators Telex (AOT) and other documents dealing with maintenance, since they can not be immediately reflected in Maintenance Program.

    - For engines and main components, Cambodia Angkor Air shall also consider manufacturers manuals for additional tasks once the engines or the components are in the shop.

    - Cambodia Angkor Air shall refer to ATR technical publications (Aircraft Maintenance Manual, non Destructive Testing Manual, Structure Repair Manual) for maintenance practices and procedures.

    - When two thresholds or intervals, in different units, are assigned to a task and when not otherwise stated, the interval expiring first shall apply.

    3.9 Annually Utilization and Maintenance Review

    The periods/ frequencies of the maintenance tasks in this schedule are generally based on a anticipated annually utilization of 2000 Flight Hours and large variations in the annually utilization of individual aircraft could invalidate the effectiveness of certain tasks. If the annually utilization varies by more than 25% from that anticipated, the operator accepts that

    he or his contracted maintenance organization must review the maintenance tasks and periods with a view to making any necessary adjustments. In addition to variations in utilization the data contained in this schedule will be reviewed at least annually by the Cambodia Angkor Air(CAAir) or CAAir contracted maintenance, to ensure that the detailed requirements continue to be valid in the light of operating experience.

    3.10 Revision Implementation

    ATR has introduced the Revision Implementation in the General Introduction of ATR72 MPD. The Implementation period is a grace period for the first time accomplishment of new tasks added to a Maintenance Program of an aircraft already in service or revised tasks that have the threshold interval reduced. These tasks are often begun at the various MPD source documents such as the MRB Report, CMRs, ALIs, ASMs, FALs, Inspection Service Bulletins and Service Information Letters. Therefore, Cambodia Angkor Air shall refer to the implementation period of MPD and the correlative documents and maintenance experience from CAAir contracted maintenance to define the threshold for first time accomplishment of each task.

    3.11 Method of next due Check calculation

    When determine the next due of a check, use the following method:

    - If CRS date is after Due Date then the Next Due = Due Date +Interval. - If CRS date is before Due Date then the Next Due = CRS date +Interval.

    4. CONTINUOUS AIRWORTHINESS Maintenance tasks and frequencies required by the MRB Document (individually identified in this document) together with life limitations indicated in the time limits section of ATR72-MRB Constitute the instructions that the manufacturers consider as essential for proper maintenance of the aircraft. For the manufacturer and Cambodia Angkor Air common benefit, significant maintenance information will be reported by CAAir to the manufacturer to be considered for further development of the ATR72 MPD.

    Presentation of maintenance tasks -The tasks are listed in increasing task reference order within each sub-section. 6.1 Task Number Each task is identified by a specific task number. When a task has to be repeated in several specific zones, the task is assigned in a single task number, but the several zones are indicated in ZONE column. The task number comprises 12 digits and 3 letters organized as follow: xxxxxx xxx xxxxx x Modification index Sequence number Task code ATA reference or first main zone

    ATA reference or first main zone. - The ATA reference identifies the system/sub-system or component on which the task is to be

    accomplished. - In the first main zone, the main zone number is preceded by the letter code ZL. For tasks to

    be repeated in several main zones, the first main zone or LH zone number is used.

    Task code - The task code identifies the type of task to be performed.

    The meaning of each code is given in the list of abbreviation (Ref. paragraph 8).

    Sequence number - The sequence number is used to discriminate different tasks with the same task code relating

    to the same system, component or zone.

    Modification index - The modification index identifies successive developments of a task introduced by the

    embodiment of one or several modifications. The technical status associated with each modification index is specified in the effectivity column.

    6.2 Main zone column

    The Zone column shows the position (s), where the task to be accomplished (repeat) according to the description. Quoting several positions means that the task has to be repeated in each position.

    6.3 Description column

    This column provides the following information:

    Task title - Identifies the system/sub-system/component/zone/structural significant item concerned by the

    task.

    Task description - Gives a description of the work to be performed.

    Note - Sampling Program Inspection. When this note is not printed, the task has to be accomplished

    on all aircraft of the fleet. - This item provides more detailed information for the action in each task.

    Task preparation (where applicable) - Specifies the preliminary steps (from a pre-established list) to be performed prior the

    maintenance task itself.

    Access (where applicable) - Specifies the identifiers of the access panels, linings or doors to be opened or removed for

    accomplishment of the task. - Floor panels of passenger cabin and cargo holds are not designated by their identifiers but by

    frames numbers between which the floor panels have to be removed are quoted.

    6.4 Threshold/Interval This column provides the following information

    Threshold This information, preceded by the letter T, gives a specific value of an operational parameter or of a letter code defining the first accomplishment deadline of the task. When threshold is equal to the interval, the letter T may not show. When the threshold is expressed in several units, the conjunction OR separate the different indications.

    Task interval This information, preceded by the letter I, gives a specific value of an operational parameter or of a letter code defining the maximum time that can separate two complete accomplishments of the task. When interval is equal to the threshold, the letter I may not show. When the interval is express in several units, the conjunction OR separate the different indications.

    6.5 CT Inspection Column An X in the CT column means that the task requires an inspection.

    6.6 References column

    The AMTOSS(AMT) and the AMM references of the task in the ATR72 Aircraft Maintenance Manual (AMM).

    References to technical publications where accomplishment instructions can be found.

    The reference of a special directive (French CN, German LTA, American AD, Inspection Service Bulletin ISB, SIL) where additional information of the origin or justification will be found.

    6.7 Men and M-H Specifies

    The number of men and the corresponding manhours required to carry out the task in each position quotes in ZONE. Manhours are expressed in hours and hundredth of hours. For tasks which require to be performed in shop (example: landing gear restoration), men and manhours shown correspond to the removal/installation of the item concerned (shop manhours are not considered)

    The values preceded by P indicate the estimated manhours required for the task preparation.

    The values preceded by A indicate the estimated manhours required for opening and closing access and panels per zone concerned.

    The figures quoted do not include:

    Preparatory work such as aircraft cleaning, positioning workstands, procuring consumable materials, connecting ground power carts, etc.

    Correction of defects found during task accomplishment.

    Correction for dead time and manpower efficiency. Therefore these figures represent as such the manhours actually needed.

    6.8 Effectivity column

    The information given in this column defines the technical status of the aircraft on which the task is applicable. Technical status is expressed as one, or a combination, of the following keywords

    Serial number indicates that the task is applicable to this particular aircraft in the ATR72 fleet or part of the ATR72 fleet.

    ALL indicates that the task is applicable to all aircraft in the fleet.

    6.9 Permitted variations to maintenance periods. 6.9.1 Cambodia Angkor Air may submit SSCA to vary the periods described by this Maintenance

    Program provided such as variations are within the limits below. 6.9.2 Variations shall be permitted only when the periods prescribed by this Maintenance Program (or

    documents in support of this Maintenance Program) can not be complied with due to circumstances which could not have reasonably been foreseen by Cambodia Angkor Air or by the contracted Maintenance Organization.

    6.9.3 The decision to vary any of the prescribed periods shall be taken only by the SSCA. Particulars

    of every variation so made shall be entered in the appropriate Log Book.

    7. GLOSSARY

    Check Task performs to ensure that a system or components is still serviceable (check of bottle weight, check of firing circuit continuity, etc...) or that pressures or fluid levels are correct (See also Visual Check).

    Visual Check

    A service is to determine that an item is fulfilling its intended purpose. It does not require quantitative tolerances. This is a failure finding task.

    Detailed Visual Inspection of Detailed Inspection

    Intensive visual check of a specified detail, assembly or installation for evidence of damage or irregularity. The inspection may require surface cleaning, elaborate access procedures including removal of components where necessary and the use of such inspection aids as a flash light, mirrors, magnifying glass, etc...

    Functional Test

    A quantitative check to determine if one or more functions of a system/sub-system or component performances, within special test equipment. This task may call for the use of special test equipment.

    General Visual Inspection

    A visual inspection of an interior or exterior area, installation or assembly to detect obvious damage, failure or irregularity. This level of inspection is made under normally available lighting conditions such as daylight, hangar lightly, flashlight or drop-light and may require removal or opening of access panels or doors. Stands, ladders or platform may be required to gain proximity to the area being checked.

    Repeat Interval

    The maximum permitted period (for all tasks not performed on a sampling basis) that can separate two consecutive accomplishment of the task.

    Lubrication

    Term covering all types of lubricant application by grease gun, squirt can, spray, brush or hand for the purpose of maintaining the inherent design operating abilities of an item.

    Maintenance task

    An action or set of actions, including corresponding planning data, required to achieve a desired outcome which maintain an item (component, system/sub-system, structure) in, or restores an item to, serviceable condition. This term includes inspection and determination of condition.

    Maintenance Significant Item

    Item identified by the manufacturer, whose failure: - Could affect safety( ground or flight) and/or - Is undetectable during operation, and/or - Could have signification operational economic impact, and/or. - Could have significant non-operational economic impact.

    Operational Test

    A task is to determine qualitatively that an item is fulfilling its intended purpose. This task may include the reading of the aircraft instruments but does not require measurement of tolerances.

    Replacement

    The action where by an item is removed and another new or restored item is installed in its place.

    Restoration

    Covering all actions (on/off the aircraft) is necessary to return the item to a specific standard.

    Special Detailed Inspection

    An intensive check of a specific location requiring some special techniques such as non-destructive test techniques, dye penetrant high-powered magnification, etc... and that may require disassembly procedures.

    Structure Significant Item A structural detail, structural element or structural assembly which is judged significant by the manufacturers because of the reduction in aircraft residual strength of loss of structural function which are consequences of its failure .

    Threshold

    Limit deadline for all tasks not performed on a sampling basis at which the task must be accomplished for the first time (subsequent accomplishment deadlines are tainted by adding the repeat interval an its multiplies to the threshold).

    Engine air intake, lubricating-oil heat exchanger, propeller spinner/ blades and LP impeller for obvious damage.

    Propeller Blades in feathering status and unconfined rotating.

    Make sure there are no any discrepancies at draining system.

    Engine exhaust sleeve/ plug for obvious damage.

    Engine cowling for obvious damage, open engine cowls and check for sign of fluid leakage and condition of components and pipes. (Close and lock as required).

    Check all cooling air inlet of starter generator for clearance of foreign object.

    2. Crew Oxygen System

    Check contents of crew oxygen system as per AMM 351200-CHK-10000, pressure reading should

    be between 1500 and 1850 PSI (103 and 127 bars).

    Check Definitions and Notifications

    a) The Pre-Flight and Transit Check shall be carried out before the first flight of the day and at each transit / en-route stop. b) All fluids uplifted during the Pre-Flight and Transit Check must be recorded on the current aircraft Technical Log page.

    Carry out operational check to ensure correct operation of the flush system.

    4. Perform Inspection aircraft interior and exterior (from ground level) for general condition, appearance and cleanliness, obvious damage or discrepancies, paying particular attention to the

    following:

    a) Flight deck

    Windshield and side windows for cleanliness and condition (chips, crazing delamination, and signs of overheating).

    Seats and seat belts for condition and security.

    b) Passenger cabin (interior)

    Passenger / flight attendant seats and belts for condition and security.

    General condition and appearance.

    Visual inspection passenger and attendant seat covers for cleanliness.

    Ensure all galley areas are clean.

    Check ashtray (where applicable) and no smoking placards, both inside and outside the toilet.

    Check demonstration kit bag and contents for completeness and condition.

    c) Air conditioning System

    Check for any discrepancies and foreign objects in air inlet.

    Air inlet check valve of air conditioning system in close position as required.

    d) Fuselage / empennage from ground level:

    Check of reservoir fluid oil level through sight glass as per AMM 290000-CHK-10000.

    Visually inspect ram air inlet / exhaust doors and cabin pressure outflow valves to ensure there is no obstructions.

    Visually inspect the flush static ports, total air temperature, pitot static probes, angle of attack vanes and ice detector sensor for condition and obvious damage.

    Visually inspect the fuselage skin in the vicinity of the flush static ports, total air temperature, pitot static probes, angle of attack vanes for any moderate to severe damage in these areas.

    Check for status of oxygen exhausting indicator (green position).

    Visually inspect communications / navigation antennas (MARKER, DME, ATC, VHF, VOR-LOC...) for condition and any obvious damage.

    Visually inspect the fuselage skin in the vicinity of each of these antennas for any moderate to severe damage in these areas.

    Visually inspect the lower and upper fuselage and radome. Make sure radome / electronic access panels closed and locked.

    Visually inspect the fuselage / cabin doors for condition.

    Visually inspect the tail fuselage and empennage (check the visible portions of the vertical fin, rudder, horizontal stabilizer, elevators, de-icer boots, static discharger and tail bumper for

    condition, obvious damage).

    Make sure aft access panels closed and locked.

    Visually inspect the fuselage skin in areas of drain masts and drains for signs of fluid leakage and blockage.

    Carry out visual inspection of the cargo compartment lining for condition and integrity.

    e) Nose / Main Landing Gear / Wheel Wells / Wheels and Tires and Brake assemblies:

    Visually inspect the Nose, Main Landing Gear and corresponding doors.

    Check Nose / Main Landing Gear shock struts for normal extension (LH / RH equal).

    Check of Nose / Main Landing Gear tires for pressures, wear and general condition as per AMM 324100-CHK-10010. Adjust as required.

    Check for condition and any discrepancies in wheel wells, lights, up lock boxes, hydraulic lines, nose steering system and landing gear doors.

    Apply brakes and visually check brakes for wear, condition, obvious damage, engagement and any discrepancies.

    Make sure there is no leakage in landing gear areas.

    Carry out detail visual inspection of Nose Landing Gear, pay attention to Safety Bolt, Tie Bolt and Axle Nut before each flight.

    Close and lock all panels as required.

    f) Wings from ground level

    Visually inspect the LH and RH wing surface (Visually inspect the visible portions of the left and right flight control surfaces for obvious damage).

    Visually inspect the lower wing surfaces and wing tips for obvious damage and fuel leakage.

    Check for condition of De-ice boots and detect ice sensors.

    Check for any discrepancies in NACA inlet.

    Check for condition of navigation lights / static dischargers on flaps, ailerons...

    g) AMP. VNA-25-CHK-10000-1: Check of security box for general condition.

    5. Fuel System

    AMP 122428-DRN-10000-1: Carry out draining of water from fuel tanks and surge tank as per

    AMM 122428-DRN-10000. Make sure that there is no contamination and/ or foreign particles

    in fuel samples.

    Note: Draining of water from fuel tanks should be performed before first daily flight or after

    aircraft has remained on ground in excess of 6 hours.

    Ensure all fuel to be uplifted has been checked for contamination.

    On completion of fuel uplift ensure fueling station door is secured closed.

    Ensure fueling receptacle caps are installed.

    Make sure that, fuel uplift quantity discrepancy (between Aircrafts indicator and Bowsers indicator) is within limit (reference: APPENDIX 1) - Note: This requirement apply to all

    flights dispatched from Vietnames Airports only.

    Record uplift / content in the Technical Log book.

    Safety Pre-caution at aircraft departure

    a) Make sure all containers and luggage in FWD/ AFT cargo be bound as required. Visually inspect cargo doors (FWD / AFT) seals for damage prior to close and locked the doors after aircraft loading has been completed.

    b) Remove landing gear down locks and stow on-board aircraft.

    c) Remove pitot static probe/ flush static ports and Starter-Generator cooling air inlet protective covers, propeller blade straps and stow on-board aircraft.

    d) Remove ram air inlet covers, remove tail strut and stow tail strut in the aircraft non-pressurized area, (zone 310) behind the rear bulkhead.

    Note: Upon removal of items (b) and/ or (c/ d) the open entry in the aircraft Technical Log shall be appropriately

    annotated and certified

    e) Perform walk around check ensuring as appropriate all external doors, filler caps, servicing panels, fuel measuring and engine cowlings are secured closed. Nose/ Main Landing Gear shock struts for normal extension. Remove all tools and

    equipment from the work area and ensure area is clean. Make sure there is no ice on any surfaces of aircraft.

    f) General Visual Inspection of exterior areas of aircraft from ground for obvious damages.

    Note: Inspection after Ground Servicing Vehicles leaving the aircraft.

    g) Complete fuel refueling amount and fuel total amount / deferred defect / MEL applied and any action taken to clear defect in aircraft technical log. Certify on the appropriate page of the aircraft technical log Pre-flight / Transit Check carried out.

    Dispatch aircraft in accordance with Line Maintenance / Ground Handling Procedures

    Note: Prior to engine start, ensure area is free of any loose objects or obstruction, any remaining entry / service doors are

    closed / secured, and wheel chocks removed.

    fuel samples.

    Note: Draining of water from fuel tanks should be performed before first daily flight or after

    aircraft has remained on ground in excess of 6 hours.

    Ensure all fuel to be uplifted has been checked for contamination.

    7. Hydraulic System

    AMP 290000-25-CHK-10000-1: Check of hydraulic fluid level through reservoir sight glass.

    Safety Pre-caution at aircraft departure

    a) Make sure all containers and luggage in FWD/ AFT cargo be bound as required. Visually inspect cargo doors (FWD/ AFT) seals for damage prior to close and locked the doors after aircraft loading has been completed.

    b) Remove landing gear down locks and stow on-board aircraft.

    c) Remove pitot static probe/ flush static ports and Starter/ Generator cooling air inlet protective covers, propeller blade straps and stow on-board aircraft.

    d) Remove ram air inlet covers, remove tail strut and stow on-board aircraft.

    Note: Upon removal of items (b) and/ or (c/ d) the open entry in the aircraft Technical Log shall be appropriately annotated

    and certified

    e) Perform walk around check ensuring as appropriate all external doors, filler caps, servicing panels, fuel measuring and engine cowlings are secured closed. Nose/ Main Landing Gear shock struts for normal extension. Remove all tools and

    equipment from the work area and ensure area is clean. Make sure there is no ice on any surfaces of aircraft.

    f) Complete fuel refueling amount and fuel total amount / deferred defect / MEL applied and any action taken to clear defect in aircraft technical log. Certify on the appropriate page of the aircraft technical log Pre-flight / Transit Check carried out.

    Dispatch aircraft in accordance with Line Maintenance / Ground Handling Procedures

    Check all cooling air inlet of starter generator for clearance of foreign object.

    4. Interior emergency lights

    Carry out operational check of emergency and standby lighting system and ensure switched OFF after test.

    Carry out an operation test of all cabin and PSU lighting.

    Service toilets: check the servicing cavities for signs of leakage.

    Service potable water system: check the servicing cavities for signs of leakage.

    Detail visual inspection of toilet waste bin and check closing flap operation.
