O UTSIDE. a series of grim rocky bas­tions and an ~rchipelago of more orless u"inhabltable rocky islands;

within. a succession of glorious fiords, withendless attractions for the yachtsman. thefisherman. the artist. the explorer and thenaturalist. The fogs that make the coast somuch dreaded seldom penetrate here. \Vildraspberries, strawberries and currants, be­sides at least half a dozen other varieties ofdelicious wild l)(~rrics are begging to bepicked and devoured; ptarmigan and sprucel)artridges, rabbits, salmon, trout and smeltsmake a potential menu card which, wilh agood selection of home .'l'rown v~getables,

might mak~ the most jaded Sybarite pat hiswaistcoat appreciatively.

If one of the superficial obs~rvers whosomewhat profanely maintain that the Al­mighty made Labrador when He was tired,still remains cynical, the only r~medies 1can suggest are two: One is to stand on oneof tho3e same rocky bastions at a timewhen one of Labrador's extra special sun­sets is just fading before the light of a fullmoon: to linger until a patch of northernlights appears and suddenly bursts into ablaze of whirling, writhing t~ntacles of pur­pl~, pink, gre~n, yellow and white, sweepingfrom vault to horizon, like a foaming break­er rushing up a beach, then gathering upagain only to "break" once mor~. No wordscan describe such a scen~. it lIeeds to bewitnessed.

The other remedy is 10 live with the peo_pl~: to begin 10 get a glimmer of under­<tanding of the Eskimo-Indian-Half-Breed­white settler polyglot. who make up a pop·

ulation of nearly :;,000. scattered over 900miles of coast; to frankly face the lurid "so­cial problem" which is the result of raceinstinct, overcrowding. ignorance. contam­ination by their "superiors" and othercauses; then to sample their unsurpassablekindness and hospitality; to see how somehal'e triumphed ovcr almost insuperablehandicaps, how others are puttill.'l' liP anheroic struggle, and how many extenuatingcircumstances ther~ are for "bums:'

Finally. let the cynic realize that, whenconscription came to a large district ofLabrador, which was and still is unrepre~

sented. there was nothillg for it to do, alldthen let him see the people amid the epi·demic of Spanish "Au," If he is still incapa­ble of repeating the <tdmission of a certainHebrew patriarch. "Surely the Lord is illthis place, and I knew it not," he is to bepitied rather than blamed.

Of course, there an: many "prodigals" andsome "bums." \Vhere are there not? BUlbe it r~membered that the Speaker of theparable manifestly was rar mor~ attractedto the prodigal than to his c~nsoriolls, self­righteous elder brother; and let it not beforgotten that every form of wage-paidlabor is denied to the unfortunate "bum."If the furand Ihefish do not meet his needs,he has the choice of being a loafer, or acriminal (if he traps fur out of season).

And now this must seem a mass of con­tradictions. A "land of milk and honey,"yet a population for which suppOrt is con­tinually asked on account of its poverty; aland of game and fish, yet a population fullof "deficiency diseases"; a splendid climate,

possibilities. only fur, fish and seals standbetween the Labradonnan and destitution.

It is esselltial to remember that huntersarc born, not made. One man must havemade nearly $8.000 last winter. Many didnot make $80. The truth is that the country"just can't" support its population. at pr~s_

ent, without auxiliary industry. To he ahunt~r, a man must have outfit. energy audinstincts, and the complete combination isoften lacking. Many are being blamed, byignoral:lUscs. for failing to get with a dozentraps what a neighbor docs with four hun­dred. If a small fraction of the moneywasted on "charity" had been pUt into gcar.the trapper to make returns, if successful.just as he docs to the trader, some menmight now he self-supporting instead ofchronic Government dependents. To makea good hUll! good markets must be com­bined with abundance of fur, which oftenhas not been thc case. Abo, abundance offur docs not always mean abundance of furtnl.pllcd, Space will not allow technical dis­cussions, but there are many slips 'twixtcup and lip in the trapper's life. But it isnecessary to realize that, just so long asthe population is drivcn to seek a largepart of its livelihood by fur, so long willthere be a number of chronic Governmentdependents who lack gear, instincts, and per­haps energy.

I f~el certain that the poor relief bill couldbe restricted to cases of cripples and wid­ows with a very Iittl~ intellig~nt investiga­tion and legislation. It may be that somebig industry may open up before long, andtransform Labrador; until that happens the

Coast could be "buttressed up" for far lessmoney than has been thrown away in pro­miscuous "charity." •\11d what of adminiqration? Politically Ihonestly fail to sec that Labrador exists ex­cept as a dumping-ground. Every summera swarm of officials Ifescend on the Coast.I have no quarrel with most of them; I donot say non I' have kind hearts or do kindactions. 1 simply cannot see why they archere, from Labrador's point of vicw.

The Custom's posts arc doubly manned.where there is professedly not work for oneThere are lighthouse keepcrs, who in somecases get to their posts after thc fteet 01schooners has passed north, and leave be­fore many of the vessels come south. Surelythere would be few~r paupers in Labradorif her returned soldiers or other men wereeligible for sinecure and lighthouse jobs.

If these officials were supposed to be forthe benefit of this country, they wouldhardly be remo\'ed at a time when theymight be of some use, viz., the fall and win­ter, which are the only time for seeing thereal Labrador and becoming familiar withthe people and conditions.

I suppose Labrador is the only Britishdependency that has had conscription with­out any form of representation. Heavenforbid that we should have a merely nom·inal representative, without knowledge of orsympathy with the Coast; but an intelligentand public·spirited commissioner could do agreat work in evolving cosmos out of chaos.

It is surely manifest that the Labrador­man does labor undcr serious handicaps. Nochance of getting a regular job; condemned,in many cases, to try to earn a living bymeans for which he is entirely unsuited; for­bidden to live by the country except in ac·cordance with impossible laws; with littlehope of "learning" for his little ones if heis enterprising enough to isolate himself inan attempt to get more game and fur; withlittle chalice of appeal to justie~ and with

.0 way of making his voice heard; with all"political privileges" reserved for outsiders,Ciln you wonder at a certain number of"bums," and can you not admire the manywho have "made good" and the many morcwho are keeping their heads above water, ifwearily.

No article on Labrador would be com­plete without some reference to trade, andno ice could be thinner to skate on. [mustsay that all available evidence seems to showthat the old Hudson's Bay Company mo·nopoly was a typical monopoly, and thepeople got no chance at all to get ahead.There were fewer people, and so the gameilnd fish went further, though butter, sugarand milk were almost unknown luxuries.Little or no cash was given. and few ac­counts. People lived and died in debt, with­out knowing how they stood.

Free competition has altered this enor­mously. No douht there are grievances, butthey arc not all on one side. The memoryof the past lingers, and will not quicklyfade, and there is difficult.\" ifl getting someto make allowance at all for the necessaryexpenses of a big trading company.

I have seen some very unpleasant thingsdone on both side but, 1 must say that, ongoing to a trader in an open and Friendlyway and talking over the case of a "lamedog" I have several times received the kind­est cooperation, and I have known tradingclerks, with not very princely salaries, helpout trappers from their own pockets whentney could advance no more from their store.

They have given us the most liberal helpin many efforts for the public welfare, andwithout thelll much of our work would bealtogether impossible. In my experience,where we have not been able to see eye toeye, we have been able to differ in a friendly

AgricullUre is rather uncertain on thisCoast, owing to severe summer frosts, and itis only well inland that we get the hot sun­shine requisite for so short a season. \Vhencrops are good they are very good. Thereare parasites, which are troublesome to tur­nips and cabbages especially. and whichseem very difficult to deal with.

The people do not gel full lise of theberries because preserving is costly. Only

the partridge berries are at all extensivelyused in winter. Berries and llleat and fisharc aJlullcertain. Yet one feels that a littleorganization should enable the natural re­sources to be used to better advantage.

And now has cOllie the terrible scourge ofSpanish ·'Au." which ,has carried off from afifth to a quarter of our population in NorthCentral Labrador. Space does not permit totell of its almost unmentionable horrors.

The people of Groswater and SandwichBays, after au unusually good hunt in theformer bay, have raised nearly $1,400 to helpOut the orphan and school question. It is anold saying that "God helps those who helpthemselves:· only God uses human agents.

I might mention that Gfoswater Bay sentnearly $600 to patriotic funds, besides hersoldiers.

I hove it 1llCly be a case of "thumbs up"for Labrador, and that the absurdity, inhu­manity and impossibility of deportation, thelast l1csperate remedy of the ignorant andtl11interested, have at least been demon­strated by the fatls qnoted.

For the fir.,t time in the history of the Orphanage we ha\'e to record the lossfrOIll death of twO of our children. In ;\I;lrch our eldest boy, who had developedtuherculo.,is Illore than a year ago, died in the ho..pital where he had been a patientsince the pre\'ious summer. In the fall of this year the Orphanage ~uffered froman epidemic of Sp.1.ni~h influenza from which only three of the children e~caped.

S(>veral were very sick and one girl of sixteen unhappily de\'e!oped pneumonia anddied after a few days' illness. Thi;, was the only case of pneumonia we had, and,considering the serions nature of the epidemic, it i., a cause for great gratitude thatalllhe other<i recO\'cred without complication"'.
