Amendment in E.C. issued vide order No. J-11011 / 308 / 2009 – IA II (I) dated 29th March 2011 & 9th July 2018 We invite your kind attention to the EC validity extension letter issued by the Ministry vide dt. 9th July 2018, wherein the Particulate Matter emission standard has been mentioned as 30 mg/Nm3. We would like to bring to your kind notice that as per the G.O. issued by MOEF&CC vide dated 7th December, 2015 all Thermal Power Plants to be installed after 1st January 2017 has to comply with Particulate Matter Emission standard of 30 mg/Nm3. As our FBC power plant has not yet been implemented, we will certainly comply with the Particulate Matter emission norms of 30 mg/Nm3. The particulate emission norm for Power plant is 30 mg/Nm3 and for the DRI kilns, it is 50 mg/Nm3. Hence, we request your goodselves to kindly amend the extension of Environmental Clearance letter as following: “Particulate emission norm for FBC Power plant is 30 mg/Nm3 and for the DRI kilns it is 50 mg/Nm3. “

Yes Existing land is more or less flat without many undulations. Not much of plantation in the area earmarked for the project. Hence, no clearance of vegetation required for proposed amendment in EC.

for some of the units for which E.C. already accorded by honourable Ministry and the construction for the remaining units will be taken up in due course of time.

No Construction workers will be taken from local areas. Hence, no housing is proposed for construction workers.

Yes Most of the structures in the expansion project which is being implemented are above the ground. Structures in the expansion project which are not implemented will also be above the ground. However excavations are involved for foundations pertaining to expansion units. Excess cut will be used for landfill.

1.13 Production and manufacturing processes?

Yes Production of Sponge Iron through DRI route. The waste flue gases from the kilns will pass through WHRB and power will be generated. Later this Sponge Iron along with scrap & Ferro Alloys will be melted in Induction Furnaces to produce M.S. Billets. This MS Billets are heated in Re-heating furnace of rolling mill to produce Rolled products viz. TMT / Bars Structural Steel / Steel Wire Rod. The Dolochar generated from the sponge iron Plant will be used FBC Boiler as fuel along with Coal to generate power.

Yes Sheds have been constructed for storage of some of the raw materials.

Other raw materials will be stored in storage yards and products.

1.15 Facilities for treatment or disposal of solid waste or liquid effluents?

Yes There will be no effluent discharge from the process & cooling of DRI Kilns, Induction Furnace, Rolling Mill as close circuit cooling system will be installed. Sanitary wastewater will be treated in Septic tank followed by sub-surface dispersion trench. Slag generated during the manufacturing of the MS Billets is crushed and after recovery of iron the inert material is used as landfill/given to brick manufacturers. All the solid wastes generated from the proposed project will be reused/disposed as per CPCB norms only. Waste / used / spent oil and used batteries if any will be sold to authorized recyclers/re-processors.

1.16 Facilities for long term housing of operational workers?

No No housing colony or township is proposed.

1.17 New road, rail or sea traffic during construction or operation?

No There will be marginal increase in traffic volume during construction of the expansion units for transportation of construction materials. During operation of the plant the raw materials will be brought by rail upto the nearest railway facility and from there it will be brought upto the site by road in covered trucks. The existing roads can handle this additional increase in vehicular traffic. Hence, there will not be any adverse impact on road traffic/rail traffic due to the proposed expansion project.

1.18 New road, rail, air waterborne or other transport infrastructure including new or altered routes and stations, ports, airports etc?

No No new road / rail transport infrastructure is proposed project.

1.19 Closure or diversion of existing transport routes or infrastructure leading to changes in traffic movements?

No No closure or diversion of existing transport routes is envisaged in the expansion projects for units for which EC has been obtained.

No No damming, culverting, realignments are envisaged. There will not be any changes to the hydrology of water courses or aquifers due to the units for which EC has been obtained.

Yes Water required for expansion project (for which EC accorded) will be met from Ground Water source. Permission has been obtained from CGWA vide letter no. 21-4(69)/CGWA/NCCR/2010-1765 dated 8th March 2010.

No No changes in water bodies, drainage and land surface are anticipated as the site is more or less flat.

Yes Few vehicles are being provided for transport of personnel during construction & operation of the plant. Construction materials are being transported in covered trucks. Raw materials will be transported by rail & road. Hence there is no significant impact on environment due to transportation pertaining to the expansion project.

No No such works are envisaged

No As a part of greenbelt development plan native species that are suitable to that soil condition have been planted in consultation with DFO as per CPCB guidelines. Similar system will be followed during implementation of other units also.

All conveyors will be covered with GI sheets to prevent the fugitive dust. Junction hoppers and other areas where fugitive dust is likely to be generated will be provided with dust extraction system with bag filters.

5.4 Emissions from construction activities including plant and equipment

Yes Some dust emissions will be generated during construction. Dust curtains will be provided all round the area to prevent the dust emissions.

The ambient noise levels will be in accordance with MOEF notification dated 14-02-2000 i.e. noise levels will be < 75 dBA during daytime and < 70 dBA during night time.

Fume extraction system with bag filters will be provided to control the fugitive emissions from Induction Furnaces will be collected through hoods then treated in bagfilters to bring down the particulate matter in the exhaust gases to within the standards and then discharged into the atmosphere through stacks whose heights are in accordance with CPCB norms. Unloading areas will be provided with water sprinklers to prevent the fugitive dust. All conveyors will be completely covered with GI sheets. Hence there will not be any major deposition of pollutants into the air/land/water.

(IV) PROPOSED TERMS OF REFERENCE FOR EIA STUDIES

We request the Honorable Ministry to kindly issue the amendment in the Environmental

Clearance order issued earlier vide order No. J-11011 / 308 / 2009 – IA II (I) dated 29th March

2011 & 9th July 2018 with following condition “Particulate emission norm for FBC Power plant

is 30 mg/Nm3 and for the DRI kilns it is 50 mg/Nm3. “.

“I hereby given undertaking that the data and information given in the application and

enclosures are true to the best of my knowledge and belief and I am aware that if any part of the

data and information submitted is found to be false or misleading at any stage, the project will be

rejected and clearance give, if any to the project will be revoked at our risk and cost.
