Elementary News Crew. The Wilder News Crew consists of 5th grade students from Wilder Elementary that meet weekly and
work on a monthly feature story to appear on the Wilder
website. Mrs. Gwinn, Wilder Librarian, wanted the students to have a voice for the Wilder community, while also keeping
writing as one of the focus points last year.

Student Commendations
Fairview Jr. High Band
The Fairview Jr. High band was named a National Winner in the 2019 Mark of Excellence/National Wind Band Honors
project. They are winners in both Class A and in the New Music
Division. The Mark of Excellence is a national music competition that recognizes music programs and their
ensembles for high standards in performance. The Foundation
for Music Education sponsors this project. Ensembles are judged by nationally respected adjudicators, with the top
quarter being named as National Winners and the second
quarter being named as Commended Winners. The project
received 320 entries in all classifications this year, and has had entries from 38 states. Our band's performance was said to
represent the very highest level of music teaching, learning, and

National Merit Scholarships: After taking the PSAT exam in the fall of 2018, one Alvin ISD

Staff Commendations Esther McCool – Passmore Elementary
Esther McCool is a compassionate, humble custodian who goes above and beyond for others. Not only does she keep Passmore
sparkling clean, but she also cares for our staff and students.
She truly exemplifies the "Capturing Kids Hearts" philosophy.
There are so many examples showing what a kind person Esther is. Most recently and most known is when she stopped
to help one of our ASD students when she was having a rough
day in the cafeteria. Esther went up on stage and got on the floor and comforted Kenlee when she needed a little extra care.
This is not unusual for Esther. She does things like this all the
time. She is always jumping in to help in so many more ways
than only cleaning and keeping our school beautiful. She really goes out of her way to let our students know they are cared
about!
Carla Newsom
Congrats to Coach Carla Newsom to being named a recipient of
Under Armour Women of Will Hall of Fame! Coach Newsom was one of four inductees out of the entire Nation! This award is
given to Athletic Director/Coaches that have made a huge
impact in female sports during their career!
Alvin ISD Maintenance/Building Programs
At the US Green Building Council Texas Energy Summit, Alvin ISD was recognized and received the award for
Outstanding Sustainable K-12 School District in the State of
Texas.

In Alvin ISD, since 2010, annual District electricity cost has been reduced from $1.42 per sq. ft. down to $.82 per sq. ft.
This equates to a savings for Alvin ISD of approximately $2.4
million annually. Positive impact includes savings from
greenhouse gas emissions equivalent to 4,171 car emissions (2.2 million gallons of gas), or the equivalent power to operate
2,107 homes annually.
Additionally, since 2010, Alvin ISD has received from the
energy companies; performance incentive rebates totaling

meeting to order and stated that a
quorum of Board members was
present, notice was duly posted,
and the meeting was called to order
in accordance with the Texas Open
Meetings Act, Texas Government
Code Section 551.001.

ITEM #2 – PUBLIC HEARING TO DISCUSS THE PROPOSED 2019-2020 ALVN ISD TAX RATE
Alvin ISD held a Budget and
Proposed Tax Rate Public Hearing
on June 26, 2019. At that time, the
full impact of the recently passed
school finance legislation, House
Bill 3, was yet to be determined.
As greater insight was gained
regarding the impact of House Bill
3, and in the interest of
transparency, Alvin ISD published
another notice in the newspaper, as
well as on the Alvin ISD website, for
the purpose of holding an additional
public hearing.
At the time of the original public
hearing, a proposed total Alvin ISD
tax rate of $1.45 was shared with
the community. This hearing
conducted by Dr. Daniel Combs,
CFO, presented the adoption of the
proposed 2019-2020 Alvin ISD tax
rate of $1.3977, which is $0.0523
less than the total 2018-2019 Alvin
ISD tax rate of $1.45.
The 2019 - 2020 Alvin ISD Budget
was adopted by the Board at the
public meeting held on June 26,
2019.
No public comment was given on
the proposed tax rate.

ITEM D – REQUEST TO CONSIDER APPROVAL OF PROFESSIONAL SERVICES
Under the State Purchasing law, in
reference to Professional Services,
Architects, CPA’s, Engineers and
Fiscal Agents, may opt to follow
Texas Government code 2254.003
for the award of a contract. Upon
review of the received Professional
Service Contracts, 1 vendor met the
CH (Local) provision whereby any
single line item over $75,000 must
have board approval, regardless of
whether the goods or services are
competitively bid.
ITEM E – REQUEST TO CONSIDER APPROVAL OF CONTRACTED POLICE PERSONNEL RFP
Fifteen proposals were received for
Contracted Police Personnel in order
to implement safe and secure
guidelines as requested. The
service commodity code
POLICESERV was created under the

one year non-exclusive award with
the option to renew for an additional
two years.
ITEM F – REQUEST TO CONSIDER APPROVAL FOR THE DEDICATION OF WATER SERVICE EASEMENT TO THE BRAZORIA COUNTY MUD #55 AT THE NEW JUNIOR HIGH #8 IN MANVEL
The Brazoria County Municipal
Utility District #55 will be providing
water service for the new Junior
High School #8 site in Manvel. To
obtain water service, Alvin ISD must
dedicate easements for the
placement of the water meter.
ITEM G – REQUEST TO CONSIDER APPROVAL FOR THE DEDICATION OF ELECTRICAL SERVICE EASEMENT TO CENTER POINT ENERGY FOR THE NEW JUNIOR HIGH #8
Center Point Energy will be
providing electrical service for the
new Junior High School #8 in
Manvel. To obtain electrical service,
Alvin ISD must dedicate easements
for the placement of
underground/overhead service and
a pad mounted transformer.
ITEM H – REQUEST TO CONSIDER APPROVAL OF TRAVEL ASSISTANCE & CHARTER BUS SERVICE REQUEST FOR PROPOSAL
Pursuant to Texas Education Code
44.031, contracts for the purchase
of goods and services valued at
$50,000 or more will be presented
for award based on an approved
competitive bidding method. The
RFP for Travel Assistance, Charter
Bus Services & Travel Agents,
#1909 BUS Request for Proposal
meets these requirements and is a
non-exclusive proposal. Eight
qualified proposals were received.
This proposal was requested for
award under a one year contract
with a two year renewal extension
as long as both parties agree to the
terms of contract for use on an as
needed basis and funds are
available for these commodities.
Renewal of this contract is not
anticipated until September 2022.
ITEM I - REQUEST TO CONSIDER APPROVAL OF TASB POLICY UPDATE 113
The first reading of TASB Update
113 was approved at the August 13,
2019 Board Meeting. Final approval
was requested.
ITEM #9 – REQUEST TO CONSIDER APPROVAL OF REVISIONS TO POLICY FDB (LOCAL)
Revisions were made to address
campus assignments for students at
campuses that are over capacity.
Trustee Metoyer made a motion to
approve the revisions to Policy FDB
(LOCAL) as presented. Trustee
Tonini seconded the motion. Motion
carried unanimously (7-0).
ITEM #10 – REQUEST TO CONSIDER APPROVAL OF THE 2019 ALVIN ISD TAX RATE
A resolution was presented to the
Board of Trustees regarding the
proposed tax rate as follows:
Maintenance & Operations $1.0683 Interest & Sinking $ 0.3294 TOTAL RATE: $1.3977
The recommended total tax rate of
$1.3977 is for both Maintenance &
Operations as well as Interest &
Sinking and is a reduction of $0.523
from the 2018-2019 Alvin ISD total
tax rate of $1.45. (See attached
resolution)
Trustee Pickren made a motion to
approve the total Alvin ISD property
tax rate of $1.3977, which is
$0.0523 cents lower than the prior
year’s adopted rate of $1.45. The
property tax rate will be increased
by the adoption of a tax rate of
$1.397700, which is effectively a
5.62 percent increase in the tax
rate. Trustee Harris seconded the
motion. Motion carried
unanimously (7-0).

ITEM #11 – REQUEST TO CONSIDER APPROVAL OF REQUIRED ADVANCED FUNDING AGREEMENT WITH TXDOT FOR INTALLATION OF THE TRAFFIC SIGNAL ON FM 1462 AND CR 185 FOR NELSON ELEMENTARY
Construction of turn lanes at traffic
signal on FM 1462 and CR 185 to
support traffic safety necessary to
support AISD’s new Nelson
Elementary School as defined by the
engineers Traffic Impact Analysis.
Trustee Scheibel made a motion to
approve the required Advanced
Funding Agreement with TxDot for
Installation of Traffic signal on FM
1462 and CR 185 for Nelson
Elementary and authorize the
Superintendent or her designee to
execute the final agreement.
Trustee Wennerstrom seconded the
motion. Motion carried
unanimously (7-0).
ITEM #12 – REQUEST TO CONSIDER APPROVAL OF LISTING TAX RESALE PROPERTY CONSISTING OF +/-4.1 ACRE TRACE LOCATED ON EAST HIGHWAY 6
Approval was requested for approval
to declare the excess +/-4.1 acre
property on East Highway 6 as
surplus and authorize disposal of
the property.
A professional services agreement
will be used to select a licensed real
estate agent to coordinate sale.
Trustee Harris made a motion to
approve the listing of +/-4.1 acres of
real property located on East
Highway 6 in Alvin and authorize
the Superintendent or her designee
to procure a Professional Service
Contract with a real estate broker
and negotiate the sale and
conveyance of the property. Trustee
Pickren seconded the motion.
Motion carried unanimously (7-0).
ITEM #13 – REQUEST TO CONSIDER APPROVAL OF CLASS SIZE WAIVER
A waiver was needed for class size
due to the anticipation of exceeding
the 22:1 ratio on one or more
classrooms at the elementary
schools, due to rapid growth in the
District.
Trustee Wennerstrom made a
motion to approve the class size
waiver. Trustee Tonini seconded
the motion. Motion carried
unanimously (7-0).
ITEM #14 – REQUEST TO CONSIDER APPROVAL OF EMPLOYMENTS

Policies and procedures have been established to provide for any and all Service Contract Proposals to be extended
monthly for board award due to the total aggregates in any given category being over the $50,000 threshold pursuant
of 44.031 (a) and 44.031(f). These are September’s submissions for award by the board at the October board meeting.
All proposals and agreements were extended meeting the specified commodity code qualifications identified per

Bid proposal #1910 CATERING, RESTAURANTS and BUILDING RENTAL - CAT Proposal (RFP)
was extended through a newspaper legal advertisement and on the District Purchasing website. This
proposal was extended based on prior year’s usage, staff and vendor requests. Over 35 vendors were
extended packets in person, by mail, fax and email with 12 qualified responses.
This bid proposal was extended as a non-exclusive award, meaning one by which multiple vendors may
be designated as suppliers for items covered under the terms of the contract for the duration of said
contract. This bid proposal was designed to provide approved vendor catalog resources for
campus/department personnel. Formal price quotes will be obtained utilizing this vendor list and other
CATERING, RESTAURANT, BUILDING RENTAL qualified vendors before a purchase order may be
processed. The lowest price meeting the needs of the campus/department will be awarded the order. The

Under guidance of the State Purchasing Laws Subsection 44.031 (a) (4), the Board must approve any Interlocal
Agreements or Resolutions for the District’s participation in a Cooperative. We are requesting your approval for
continued participation in the TASB, Texas Association of School Boards Risk Management.
Due to the term length of the existing Interlocal Agreement, with TASB Risk Management which was last taken to
the board in 1990, we are requesting renewal of the Interlocal at this time.
Pursuant of CH (Legal) whereby, we can purchase from a State of Texas Cooperative approved vendor and CH
(Local) whereby, we must advise the board of any expenditures exceeding $75,000 per line item of purchase, we
request approval of the expenditure of $92,510.00 with TASB Risk Management.
We are requesting award pursuit to 44.031 (a) (4) the approval of the interlocal agreement; pursuit to the
CH (Legal) the use of a cooperative vendor; and pursuit of CH (Local) for the expenditure of $92,510.00

The Texas Education Code requires the development of a "juvenile justice alternative education program" by the
juvenile board of a county with a population of 125,000. In
1995, the Brazoria County Juvenile Board and the eight
school districts throughout Brazoria County entered into an agreement establishing the Brazoria County Juvenile Justice
Alternative Education Program. The Brazoria County
Juvenile Justice Department provides juvenile probation officers, advisors, support staff and the physical facility
necessary to operate the program.

School Boundary Advisory Committee (SBAC)
Purpose
The purpose of boundary revisions is to optimize school facility usage, and to accommodate
growth patterns throughout the district. The SBAC will develop attendance boundary
recommendations for secondary and elementary schools, to be approved by the Alvin ISD
Board of Trustees.
Procedures for Boundary Change
Committee meetings will be held with the purpose of developing attendance boundary
recommendations. There will be four committee meetings where community delegates,
trustees, district personnel as well as the demographer will be present. The interested
public is invited to attend. Through this process final recommendations will be developed
and presented to the school board for approval. The meeting schedule is as follows:

Decision Principles
Where feasible, boundaries shall support the neighborhood school concept by
combining geographically proximate neighborhoods or developments into school
attendance boundaries.
Where feasible, existing physical boundaries included but not limited to: roadways,
creeks, drainage ditches, utility easements, and similar elements shall be utilized as
boundaries.
Assignment of students shall be made based on building capacity and growth
projections. Attention will be given to the unique needs of the student population at
a given campus, which may not be reflected in numbers alone.
Inter-district transfers for employees who reside outside of the boundaries of Alvin
ISD continue to serve as an incentive to attract the most qualified staff. Placement
of these students will be made based on the employee workplace, and building
capacity and growth projections.
The district does not draw boundary lines for the purpose of creating a particular
demographic or socio-economic attendance zone, all students are equally important.

Rationale The proposed change for FFAC Local is to update the local policy
to stock epinephrine for our schools for emergency purposes. A physician has signed a prescription to stock epinephrine for our
school district and we have a company who has provided these
injectors free of charge.

an unassigned epinephrine auto-injector at any time to a person experiencing anaphylaxis on a school campus.
Administration regulations designate a coordinator to manage

PROPOSED REVISIONS Procedures shall be established by the administration to ensure that proper attention is given to any student who becomes ill during the course of a school day.
Emergency procedures shall be established by the administration to ensure proper attention for any student injured at school. Rec-ords shall be maintained on all accidents that require the attention of a medical doctor.
Each year, students and parents shall complete and sign a form that provides emergency information and authorizes school officials to obtain emergency medical treatment, as provided by law.
The District shall not purchase nonprescription medication to ad-minister to a student.
No employee shall give any student prescription medication, non-prescription medication, herbal substances, anabolic steroids, or dietary supplements of any type, except as provided below.
Employees authorized by the Superintendent or designee may ad-minister to students:
1. Prescription medication in accordance with legal require-ments. [See FFAC(LEGAL)]
2. Nonprescription medication, upon a parent’s written request, when properly labeled and in the original container.
3. Herbal substances or dietary supplements provided by the parent and only if required by the individualized education program or Section 504 plan of a student with disabilities.
The District authorizes school personnel who have agreed in writing and been adequately trained to administer an unas-signed epinephrine auto-injector in accordance with law and this policy. Administration of epinephrine shall only be permit-ted when an authorized and trained individual reasonably be-lieves a person is experiencing anaphylaxis.
Authorized and trained individuals may administer an unas-signed epinephrine auto-injector at any time to a person expe-riencing anaphylaxis on a school campus.
The District shall ensure that at each campus a sufficient number of personnel are trained to administer epinephrine so that at least one trained individual is present on campus dur-ing all hours the campus is open. In accordance with state rules, the campus shall be considered open for this purpose

during regular on-campus school hours and whenever school personnel are physically on site for school-sponsored activi-ties.
The Superintendent shall develop administrative regulations designating a coordinator to manage policy implementation and addressing annual training of school personnel in accord-ance with law; procedures for auto-injector use; and acquisi-tion or purchase, maintenance, expiration, disposal, and avail-ability of unassigned epinephrine auto-injectors at each campus.
In accordance with law, the District shall provide notice to par-ents regarding the epinephrine program, including notice of any change to or discontinuation of this program.
Except as permitted by Education Code 38.016, an employee shall not:
