We maintain a laboratory that handles small amounts of chemicals and radioactively contaminated items. We are an engineering consulting firm primarily and as a result we do not manufacture or treat large volumes of materials through our facility. This letter and attachments are intended to provide details related to what we do, what we plan to have on-site, and how we avoid unauthorized access and chemical discharge to the sanitary sewers and environment. Low Level Radioactivity Altran handles radioactive parts but does not generate, alter or dispose of radioactive material. Shipping and receiving of radioactive components from customer sites at Altran’s labs is in strict compliance with DOT regulations. The Commonwealth of Massachusetts, Department of Health, Radiation Control Program, is the licensing authority. Our current license number 55-0256 can be found in Attachment 1. Our license limits the amount of radioactive material that we can have on hand at any one given time by isotope and by total amount to a very low quantity. The State Radiation Control conducts periodic inspections of Altran’s labs and radiation safety program implementation. Regarding radioactive material disposal, our Radiation Safety Program requires that all radioactively contaminated components submitted to Altran for analysis is return-shipped to the originator for disposal upon completion of our analysis and reporting. Our Standard Requirements for Radioactive Materials is provided in Attachment 2. All radioactive components that come into our laboratory are clearly identified and controlled while analytical work is in process. For the duration of a project, parts are segregated for temporary storage in a designated area in the facility. Both the facility and the designated area are secured with key card systems to prevent unauthorized access. Access to this internal storage area and work on these radioactively contaminated components is restricted to laboratory personnel specifically trained for this purpose. Our lab process controls prevent any measureable release of radioactive surface contamination or airborne radioactivity. In the elapsed time since initial issue of our radioactive material license in February 1999, we have had no incidents and have not exposed any member of the public to radiation. Our certified radiation workers (the only personnel authorized to handle the radioactive material) have received near negligible occupational exposure over the period of our license.

Dear Planning Board Director,

Altran will be moving our Boston Materials Science & Engineering Center to 10 North Avenue in

Chemistry

We use limited chemistry to support our clients’ needs. Typically we measure pH, treat small amounts of

materials (milligrams to grams) with small amounts of acids and bases (grams, ounces, milliliters). We

use common commercial solvents such as acetone and isopropyl alcohol for cleaning, machine oil for

equipment, and a limited number of organic solvents for analytical tests. We use four compressed gases,

and one cryogenic liquid (nitrogen). The compressed gases include a small tank each of oxygen and

acetylene on a cart that are used for welding. No extra compressed gases are accumulated on-site. When

we order a new tank, the previous tank is returned. A list of laboratory chemicals is provided in

Attachment 3.

For storage, solvents, acids and bases are segregated in bermed cabinets under exhaust hoods. The

appropriate spill kits are located adjacent to these areas.

Sanitary Sewer Discharge/Waste Water Permit

Our current permit from the Massachusetts Water Resources Authority (MWRA) is classified as “low

flow” and is for non-hazardous materials only (Attachment 4). This permit is transferable to 10 North

Avenue. Any acids or bases that we use in the laboratory are neutralized to pH 6-8 before copious dilution

and disposal into laboratory sinks (sanitary sewer). No special piping, filtration or other post treatment is

required. All other used or un-needed chemicals are removed by a licensed chemical waste disposal

company such as Clean Harbors Environmental on a periodic basis. The volume of waste gathered per

year is on the scale of 1-2 gallons of liquid and 1-2 pounds of solid (appropriately segregated and bermed

until final disposal).

ALTRAN SOLUTIONS

STANDARD REQUIREMENTS FOR RADIOACTIVE MATERIALS

1. Radioactive samples shipped to Altran Solutions shall be packaged such that the dose rate as measured on the

outside surface of the outer packaging does not exceed 50 mr/hr and as measured at one meter from the

package does not exceed 1 mr/hr (DOT YELLOW II). Items packaged as SCO or LSA must be shipped in

accordance with 49CFR173.

2. Radioactive shipped in excepted packaging shall have the outside of the package labeled per the requirements

of 49 CFR 173.421 and include, as a minimum, the following:

3. The concentrations of radioactive isotopes contained in/on radioactive samples shipped to Altran

Solutions shall be transmitted to Altran Solutions prior to shipment for verification that the possession

limits of Altran’s radioactive material license will not be exceeded upon receipt of the samples. A copy

of the Altran license will be provided prior to shipment. For samples that exceed the limits of the Altran

Solutions license, Altran will discuss sample size reduction and partial decontamination, or, as appropriate,

coordinate shipment of the samples to another Boston-based licensee capable of receiving the samples for

Altran.

4. The Owner shall decontaminate radioactive samples to the greatest extent practicable while preserving the as-

found condition where necessary to support analysis and evaluation.

5. The physical size of radioactive material samples shipped to Altran Solutions shall be minimized to facilitate

shipment and laboratory handling and processing. Reduction of sample size should be coordinated with the

responsible engineer to optimize sample size for project requirements and ALARA.

6. Altran’s address of record as stated on the license is a central mailing address for the building. To avoid

potential inappropriate exposure of the public to radioactive material shipments, all shipments of samples

containing radioactive material to Altran Solutions shall be addressed to the following specific door of the

building:

the sample owner along with the remains of the original sample.

9. A contact name, address, telephone number, and a copy of the originator’s radioactive material license shall be

provided to Altran Solutions for return shipment of radioactive material.
