Introduction

Welcome to Alpine, cradled between the towering Davis Mountains to the north and the Big Bend

of the Rio Grande to the south, in the beautiful high Chihuahuan Desert of far West Texas. Alpine is a city that capitalizes on its wealth of natural resources and vast recreational opportunities. Our friendly West Texas city is known for its low cost of living, high levels of personal safety and year-round mild climate.

Alpine is a unique blend of classic West Texas ranching, eclectic artist and college town cultures. History

The first known visitor to this area was Captain Juan Dominguez de Mendoza, who led an expedition

from La Junta, near present-day Presidio, Texas, to the Nueces River in 1683-84. As early as 1839, caravans from Mexico to Missouri along the Chihuahua Trail were passing through the area. The abundance of water, grass and firewood made it a popular place to camp.

The treaty of Guadalupe Hildago, ending the Mexican War in 1848, gave the U.S. title to all land from Texas to the Pacific. Military engineers were sent to West Texas to explore accessible routes for a transcontinental railroad. The discovery of gold in California resulted in the migration of large numbers of gold seekers through this area and the establishment of Fort Davis, to the north, in 1854.

Fort Davis, abandoned during the Civil War, was reopened in 1865 to protect the settlers and travelers from Indian raids which continued into the early 1880s. After the Indians were subdued, ranchers began to move cattle into the open range and prospectors began exploring for mineral wealth.

The final segment of the transcontinental Southern Pacific Railroad began in two directions in 1881. One segment was built eastward from El Paso and reached Alpine in 1882, while the other segment was built westward from

San Antonio. The last spike connecting the rails was driven near Langtry on January 12, 1883.

In 1882 train service came to the area for the high quality water available from Burgess Springs, now known as Kokernot Springs. A small settlement developed, named for a boxcar labeled “Osborne”. Osborne included homes for railroaders, families and shops.

In November of 1883 Thomas O. Murphy of Fort Davis, who owned land where Osborne and Burgess Springs were located, registered for a town site to be named Murphyville. Originally Murphyville was in Presidio County. In March 1887, the

Texas legislature approved a partition of Presidio County to create Brewster County with Murphyville as the county seat. An election in 1888 changed the name of the town to Alpine, an incorporated city.

Alpine continued to grow with the construction of homes and businesses both north and south of the railroad tracks. Fires in 1888, 1907 and 1911 destroyed parts or all of the city. Each time, rebuilding was swift. In 1911 the Central Ward School was opened for grades one through and eleven. The school was also used for the establishment of a Summer Normal School which ultimately led to the establishment of Sul Ross Normal College on June 10, 1920 which is now the present day Sul Ross State University. The college, along with ranching and the transcontinental railroad made Alpine the center of activities in the Big Bend region of Texas.

Today Alpine is a city of more than six thousand people in the “Last Frontier”. There are over 50 historic buildings constructed in the late 19th and early 20th centuries, some registered as Texas State historic places. Mission: “To Provide Quality Services To The Citizens Of Alpine.”

The municipal government is the council-manager form of government. The city has the powers granted to municipal corporations and cities under a Home-Rule Charter. The governing body of the city is the City Council which consists of an elected mayor and five (5) council members. Each council member represents a district or ward within the city. There are two regular City Council meetings per month. The City Manager is appointed by the City Council to an indefinite term and is the chief administrative and executive officer of the city.

The proposed city budget for fiscal year 2009-2010 is $6.8 million.

City Departments:Airport Board: The Alpine-Casparis Municipal Airport (432-837-5929) is owned and operated by the City of Alpine. It is a public use general aviation airport. Some of the aviation-related activities that take place at the airport on a regular basis include flight training and education, corporate use, air cargo shipping and receiving, and recreational flying. There are two asphalt runways; one is 6,003 feet long and one is 5,018 feet long. The airport handles 2,100 general aviation visitors per

year and has an important role in supporting the local economy, contributing $2.1 million in total economic output.

Animal Advisory Board: Receives suggestions, studies situations, plans, projects and generally acts in an advisory capacity to the City Council regarding the city animal shelter and related matters.

City Council: Meets the first and third Tuesday of the month in Council Chambers.

Environmental Advisory Board: Receives suggestions, studies situations, plans, projects and generally acts in an advisory capacity to the City Council relating to environmental issues.

Parks and Recreation Board: Receives suggestions, studies situations, plans, projects and generally acts in an advisory capacity to the City Council relative to the parks and recreation programs of the city.

Planning and Zoning Commission: Recommends boundaries for the original zoning districts and appropriate zoning regulations for each district. Provides reports and holds public hearings before submitting a final report to the City Council.

Utility Department: Provides water/sewer facilities and services within city limits. The water utilities are owned by the City of Alpine. The City’s water is provided by two primary well fields and several individual wells.

The City of Alpine has an extended air-activated sewage treatment facility. Sewer charges are based upon the amount of water used by the customer.

City Partners & Affiliated Services:Alpine Humane Society: An independent, self-governing, non-profit organization funded by endowments, grants, donations, fund-raisers and memberships. Alpine Public Library: An independent, private, non-profit corporation governed by a board of directors and funded by the City of Alpine, Brewster County, grants, donations and the fund-raising efforts of the Friends of the Alpine Public Library. Mission: Alpine ISD will provide our children with learning experiences to be responsible, productive and successful citizens of an ever-changing world.

Children can experience a first-class education in a warm and friendly setting which only a small town can provide. The AISD encompasses about 1,925 square miles in Brewster County. School board members are elected by single member districts. Current enrollment at AISD is 1076 students at the three campuses: Elementary School, Middle School and High School. The current student demographic mix is Anglo 33%, Hispanic 62% and Other 4%. The average student/teacher ratio is approximately 13. In 2009, Alpine ISD was rated as a “Recognized” district. Additionally, all three campuses attained “Recognized” status.

Alpine Christian School, founded in 2004 with a current enrollment of nearly 100 students, provides education for Bridge K through the 8th Grade for families of Alpine, Marfa, and Fort Davis. ACS is also a licensed child care center, providing full-time and after school care.

Sul Ross State University boasts a combination of small class size, an appreciation of both fine arts and the sciences, as well as popular professional programs in a relaxed, friendly environment. As a coeducational, comprehensive, public institution of higher education, SRSU offers certificate programs and associate, bachelor’s and masters’ degree programs. The university offers 36 undergraduate programs and 23 graduate programs.

Founded in 1917 as a teacher college, SRSU continues to offer teacher education as one of its most popular programs. Other programs in high demand are business, criminal justice, agriculture and natural resource sciences. SRSU is a member of the Texas State University System and is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools.

SRSU comprises 647 acres and boasts a beautiful 93-acre campus. The university also has a 468-acre working ranch that serves the animal sciences program. There are three satellite campuses, collectively known as Rio Grande College in Del Rio, Uvalde and Eagle Pass.

Health Care

While on the frontier of far West Texas, there are many options available for healthcare services in Alpine. The

Big Bend Regional Medical Center (visit their website at www.bigbendhealthcare.com) serves the entire Big Bend region with a complete array of facilities and services. The center is the only Joint Commission accredited hospital in the area, in addition to being designated a Level IV Trauma Center.

Big Bend Regional Medical Center has 25 licensed beds with a 24-hour, Physician staffed Emergency Room. The staff includes six active physicians, nine courtesy physicians and 135 employees. The specialties of the center are family practice, general surgery, obstetrics, pediatrics, podiatry and radiology. Services provided include diagnostic imaging, laboratory, physical therapy, respiratory therapy, labor and delivery and more. BBRMC also provides regular specialty clinics in cardiology, ENT, and orthopedics. When needed, major medical facilities are easily available in nearby Midland/Odessa, El Paso or San Antonio.

There are also several public and private healthcare clinics available in the Alpine area, such as the West Texas Medical Clinic and a skilled nursing facility, Alpine Valley Care Center.

Providers such as physicians, dentists, veterinarians, chiropractors, optometrists and psychiatrists and services such as acupuncture, massage therapy, yoga, healthcare equipment and pharmacies are all readily available in Alpine.

Arts & Entertainment

Arts & Entertainment in Far West TexasThe diversity of cultures in Alpine and Big Bend country

leads to a unique variety of arts and entertainment available regularly and in special events. Theater of the Big Bend, affiliated with Sul Ross State University, has provided

summer theater at the Kokernot Outdoor Theater since 1970. Formed in 1965, the theater provides entertainment and the cultural advantages of good theater on the frontier of far West Texas. Seasonal productions are varied and broad and include musicals, comedies, dramas, classical works and children’s plays. Students attending SRSU and participating in summer theater may qualify for class credit. For the season schedule check the website www.sulross.edu/tobb.

Art galleries and art events are a special attraction of the Alpine community. Artists have been coming to this area for decades for the quiet natural beauty and special light effects found only in the Big Bend. The Francois Fine Arts Gallery on the campus of SRSU features rotating BFA and MA student art exhibitions as well as special showings by invited artists. The Museum of the Big Bend, also on the SRSU campus, is a treasure of the region, a key stop on any visit to Alpine and a great introduction to local cultural history. There are several distinctive galleries to be found on a stroll along the downtown Holland Avenue. Quetzal Folk Art Gallery, CatchLight Art Gallery, Kiowa Gallery, Ivey’s Emporium and Mi Tesoro offer selections of the work of local artists, artisans, and nationally recognized artists, antiques and locally crafted fine jewelry. On the western edge of the city is the Spirit of the West Gallery at Apache Trading Post, featuring the work of many local artists. There are two annual art events that draw regional and national attention to Alpine. The Trappings of Texas at the Museum of the Big Bend is held every year in February in conjunction with the Texas Cowboy Poetry Gathering. Trappings is the oldest cowboy gear and fine Western art exhibit and sale in the U.S.. Alpine’s Gallery Night Artwalk is held annually in November. Artwalk is a weekend event featuring gallery openings, special showings, auctions and musical entertainment. For information on the next Artwalk go to www.artwalkalpine.com.

On any given evening you may find by chance local musicians performing at a number of Alpine restaurants or bars. Regular venues include The Reata restaurant, Harry’s Tinaja, and The

Railroad Blues. The Railroad Blues books local musicians, national groups and performers from around the world, provides a spectrum of musical styles and is known as one of the best live music clubs in Texas. For information on these venues see the Buyers’ Guide.

There are three special event centers in Alpine. The Marshall Auditorium hosts regular concerts, plays and special performances. The Gallego Center is primarily a sports center but also hosts occasional large special performances. Both of these venues are on the SRSU campus. The restored Granada Theater in downtown Alpine is the newest event center. It features state of the art sound and lighting systems for music, theatrical performances, community and private events. There are regular literary events in Alpine, including readings and book signings at Front Street Books. Alpine also hosts the annual Way Out West Texas Book Festival held in July. For more information, go to www.wowtxbookfestival.com.

Special cultural events held in Alpine throughout the year include Fiesta del Sol, an art, music and retail celebration of the summer solstice. The Cinco de Mayo festival celebrates Mexican heritage and pride with food, music and special events. The Texas Cowboy Poetry Gathering is a nationally recognized event promoting the oral traditions of the American West.

Exploring Alpine

Historic Walking and Windshield Tour Take a leisurely stroll or drive around Alpine’s downtown and get a glimpse into our architectural history, dating from the late 1800s and early 1900s. A copy of the walking tour guide/map is available at the Alpine Visitors Center.

Visit Kokernot Park and the “Wrigley-Style” Kokernot Field A pleasant walk through KokernotPark with its many trees is a great place to relax, have a picnic lunch and let the children roam. A visit to Kokernot Lodge and the Burgess Spring is a true delight. For the baseball enthusiasts,

Kokernot Field will take your breath away. Styled after the famous

Wrigley Field, this baseball diamond was once home to the Alpine Cowboys, a

semi-pro team of the mid-20th century. It is now home to the Big

Bend Cowboys, a professional team in the Continental Baseball League.

Specialty Shops Alpine has many unique shops and boutiques. Most of our specialty shops are located in the historic downtown area, with a few others scattered here and there. Choose from fine art, photography, antiques, gifts and souvenirs, books and maps, rocks and gems, arts and crafts and a whole lot more.

Museum of the Big Bend Permanent displays of the Big Bend’s natural and cultural history will enlighten and educate visitors to the area. A children’s corner makes the museum a great place for the entire family. Special showings each month and a fabulous gift store make the museum a must see for visitors to Alpine.

Turner Range Animal Science CenterFor rodeo and horse fans, this is the place. The RAS hosts a number of rodeos and horse shows throughout the year. Between events, one might find Sul Ross State University students and 4-H club members practicing in the arena at any given time, making a wonderful morning or afternoon attraction.

Performing Arts and Live Entertainment Alpine offers a variety of stage performances throughout the year by our two local theatre groups: Theatre of the Big Bend and the Big Bend Players. If you are in Alpine during the summer months, enjoy the outdoor theatre during our cool, high desert evenings. Live music can be heard every weekend at several venues, with a variety of genres represented. You’ll find honky-tonk, tejano, blues, rock and many others.

Alpine Medical Center, 202 N. 2nd St. A tropical paradise in the middle of The Chihuahuan Desert is painted on two sides of this building by nationally know artist Deborah Allison.

Best Western, 2401 E. Hwy. 90. In the main lobby is an expansive mural painted by Stylle Read in 1995. It depicts scenes of Alpine and notably, the origin of the “Murder Steer” legend (complete story on display at Museum of the Big Bend).

Special Events

Texas Cowboy Poetry GatheringCreated in 1987 on the SRSU campus in Alpine, this event is the oldest of its kind in Texas and the second oldest in the U.S. 2011 will mark the 25th anniversary of this uniquely Texas event.

The mission of the Gathering is to promote, preserve, practice and celebrate an important part of the oral tradition of the American West. The event features classical, traditional and contemporary cowboy poetry, music and storytelling. All sessions are held on the SRSU campus and include free day sessions and ticketed nightly stage performances, featuring local, national and international poets and performers.

Trappings of Texas at Museum of the Big BendTrappings of Texas is the largest running exhibit and sale of traditional cowboy gear and western art. The opening reception, wall sale, and auction are held annually in conjunction with the TCPG on the SRSU campus in the MOBB in Alpine. Trappings is a curated, invitational show where visitors will find the best in contemporary cowboy craftsmanship.

Big Bend Balloon BashSince 1987, the BBBB in Alpine has provided an unforgettable experience for sport hot air balloon pilots, sponsors, vendors and visitors. Held over the three day Labor Day weekend at Sierrra la Rana, just outside the Alpine city limits, each day offers the chance to capture memories unique to the high mountain desert region of Alpine and the Big Bend.

Scheduled events include early morning launchings, fire concert and balloon glow. Free admission and great entertainment for kids of all ages.

Balloons, pilots, and crews come from all over Texas and the southwest to participate and hundreds of visitors enjoy the public events each year.

Alpine’s Gallery Night ArtwalkThe 17th anniversary of the unique Alpine event is scheduled for the weekend before Thanksgiving, November 19-20. This signature annual Alpine art event helps define Alpine as an art destination. Venues at galleries, shops and businesses throughout downtown feature art, music, and special entertainment. Each year a local artist is selected as the Honored Artist. This artist is featured at special showings throughout the weekend. Vendors provide food and fun at open air markets and a Silent Auction adds more interesting art for sale.

Signature Alpine EventsSeveral events are synonomous with Alpine. These favorite celebrations draw both locals and visitors from across the country.

Getting Here

Alpine is on the frontier of far West Texas, in vast, beautiful and rugged country. It’s easy to get to if you’re willing to invest a few traveling hours. You won’t be disappointed, as Alpine and the entire Big Bend region are like no other in Texas.

Highways: Alpine is situated on conjoined U.S. Hwys. 67 and 90. Hwy. 67 is a major north/south route running from the border with Mexico at Presidio to San Angelo, after crossing IH-10. Hwy. 90 is a major east/west route running from Van Horn and IH-10 to Del Rio and beyond to San Antonio. Both highways are broad, shouldered and well maintained for high speed. Travel on these routes by car, motorcycle or bicycle is convenient with small towns spaced about 30 miles apart.

For the more adventurous traveler, TX 17 can be taken from IH-10 in Balmorhea through Wild Rose Pass to Fort Davis, connecting with TX 118 into Alpine. Or, TX 118 can be taken from IH-10 in Kent through the Davis Mountains and Fort Davis to Alpine. These routes are slower, very scenic, over good roads and offer a unique introduction to Big Bend country.

Bus: A private carrier, All Aboard America, offers two north bound and two south bound trips daily between Presidio and

the Midland-Odessa Airport, with stops in Alpine. All Aboard America connects with Greyhound in Fort Stockton and Odes-sa for nationwide service. The bus stop in Alpine is presently at KC’s Quick Mart (837-5497) on east Hwy. 67/90. Go to www.allaboardamerica.com for times and fares.

Rail: Amtrak offers passenger rail service to Alpine three times per week west bound and three times per week east bound. The train uses the Union Pacific tracks with stops in Sanderson and Del Rio on its way to San Antonio, and stops in El Paso and Tucson on its way to Los Angeles. The historic train depot is conveniently located at Holland Ave. and Fifth St. in downtown Alpine. Go to the websitewww.amtrak.com for times and fares.

Air: The Alpine-Casparis Municipal Airport (837-5929) is a public use general aviation airport located north of the down-town area. It is available for non-scheduled flights. Please check with the airport for scheduled charter flight service. The Midland-Odessa International Airport (MAF) is a 2 ½ - 3 hour drive and is also served by All Aboard America. The El Paso International Airport (ELP) is a 3 ½ - 4 hour drive.

Outdoor AdventuresLet’s Go Outside!Alpine is centrally located in the heart of Big Bend country, making it an ideal base from which to explore the mountains, desert, and river. Traveling in any direction from Alpine is the road to a Big Bend Adventure. Visitors come from all around the world to experience the diverse recreational opportunities of the Davis and Chisos Mountains, Chihuahuan Desert and Rio Grande. Just keep in mind that this is a rugged and remote area of Texas. Always plan your travels, tell someone where you’re going and take plenty of water. Always get permission to travel on private property and check locally for trail and road conditions.

Hiking and Camping Big Bend National Park, Davis Mountains State Park and Big Bend Ranch State Park offer dozens of hiking, trekking and back country camping opportunities. Check at the Visitor Centers or with the respective Ranger stations for trail information, camping permits and other information. There are several private RV parks in Alpine and both developed and undeveloped campgrounds in the state and national parks. Check the web sites and buyers guide for reservation information.

Biking The desert mountains of the Big Bend region offer some of the most scenic bicycle touring routes and challenging off road biking trails in Texas. You can plan your own adventure or consult with a local guide, outfitter or ranger to help you experience the best the region offers.

MotorcyclingThe Big Bend region is one of the most popular motorcycling destinations in the southwest. Whether your riding tastes are technical twisties, exhilarating sweepers, or scenic straightaways, you’ll find it all on the roads in the Big Bend. Two of Texas’ most scenic, highly prized and praised motorcycle touring routes are the Davis Mountains Scenic Loop out of Fort Davis (the highest public highway in Texas) and FM 1�0, River Road, along the Rio Grande between Terlingua and Presidio. Of course, getting there is half the fun!

Bird WatchingOver �00 bird species have been recorded in the Big Bend region of the Chihuahuan Desert, making this area a birder’s

paradise. Just a few of the most popular birding sites are Balmorhea State Park, Davis Mountains State Park, Chisos Basin and Rio Grande Village in Big Bend National Park, Big Bend Ranch State Park and The Post Park, south of Marathon. Fort Davis, just 2� miles north of Alpine, has been recognized as the Hummingbird Capital of the U.S.

Hunting The Big Bend Region and Davis Mountains regions are famous for exciting and challenging hunting. Several area private rances provide outfitters that can arrange everything from a fully guided hunt complete with luxury hotel and fine dining, to a remote and rugged hunt deep into the wilderness to test the most skilled hunter. Great bird hunting as well

Rock HoundingThe unique geology of the Big Bend has created many rock hounding opportunities. There are several private rock hounding operations in the region. Woodward Ranch, just 1� miles south of Alpine, is the home source of the coveted Red Plume Agate. Check with a local rock shop for the best private opportunities. When on public lands, please obey all restrictions.

River rafting and canoeingThe mighty Rio Grande is a popular rafting and canoeing destination. Several outfitters in Terlingua can provide guides for your river adventure of a few hours or several days. If you’re

planning your own adventure, please check with an outfitter or with Big Bend National Park or Big Bend Ranch State Park for current river conditions, access points, and permit requirements.

Horseback trail ridingThere are several private horseback riding outfitters in the region. You can choose to ride in the cool pine forests of the Davis Mountains or explore the rugged desert along the Rio Grande and other unique spots.

The New Alpine Public Library

In late 200�, the Alpine Public Library Board of

Directors embarked on a journey that will end in the single most transformative event in the library’s more than 60 years - the opening of a new 8,450 square foot facility at the corner of Avenue E and 13th Street!

No longer will activities have to be curtailed because of physical constraints. Internet kiosks will be increased, and the collection will be expanded and enhanced in ways that better serve our patrons, particularly our Spanish-language patrons. The new facility will make children’s programs more robust and will accommodate persons who need an ADA-compliant facility.

The new library will provide more opportunities for various segments of our citizens to meet, exchange ideas, and connect with our diverse community. This includes a vastly improved children’s area and the community room available free of charge to all Brewster County nonprofit organizations.

The new library is being built in four phases: Phases I and II are complete, and funding is underway for Phases III and IV. These last two phases will complete the interior walls, doors, electrical and plumbing, flooring, fixtures, and paint.

At every stage, the community has stepped forward to support the goal. The T shirts and bumper stickers seen around town are a testament to the enthusiastic support

and pride of the community.

The Big Bend Region of Texas enjoys some of the best night sky viewing

in the continental United States.

West of the Pecos River, the night skies have long been an iconic element of the landscape, a tradition that dates back centuries to the people who lived here long before Europeans arrived.

More recently, the night sky has been the subject of careful and continuous scrutiny by professional astronomers at the McDonald Observatory, located atop 6,800-foot Mount Locke. Far from the lights of large cities and the clouds of coastal Texas, the observatory has numerous research telescopes and state-of-the-art instruments for imaging and spectroscopy.

According to the National Park Service, Big Bend National Park has earned the distinction as the park with the least light pollution in the lower �� states. On clear and moonless nights, over 2,000 stars, planets and “shooting stars” are visible to the unaided eye. As it becomes increasingly difficult to find areas free of air pollution and light interference, places with dark, clear night skies become that much more valuable. Because of this, the region also hosts one of the largest annual amateur astronomy gatherings in the USA, the Texas Star Party.

Our dark and starry nocturnal canopy is threatened by the glare of excessive and misdirected lighting, known as “light pollution.” In cooperation with area communities and utilities, and thanks primarily to private donors, McDonald Observatory has purchased hardware to replace or retrofit over 1,000 visually disruptive lights with night sky friendly fixtures. Big Bend National Park has completed the first phase of improvements to their exterior lighting.

The City of Alpine, the Alpine Environmental Advisory Board and the Alpine Chamber of Commerce are working with the International Dark-Sky Association (IDA) to become an International Dark Sky Community (IDSC). The City of Alpine has allocated funding to replace 241 street lights with properly shaded, energy efficient, night-sky-friendly fixtures to further reduce light pollution in the region. In July 2009, Sierra la Rana, a residential development adjacent to Alpine, was designated as a Dark Sky Friendly Development of Distinction by the IDA. In addition, Big Bend National Park is working with the IDA to be designated a “Dark Sky Park”.

Kim Patten, IDA Programs Director, states that with the work that’s being done to designate Alpine as an IDSC, the astronomy-friendly development at Sierra la Rana, and the improvements to outdoor lighting in the Big Bend National Park, this region of the United States will become one of the most accessible and pristine night sky areas in the country. The Big Bend community will also be preserving, protecting, and improving the valuable nighttime environment that our natural world has come to depend upon.
