S 9. TASK BOOK FOR TECHNOLOGICAL PART, INCLUDING TE CHNICAL REQUIREMENTS FOR MATERIALS NOT INCLUDED IN SECTIONS S2 ÷ S7 S 9.1. General information The technical conditions imposed on the installation works are presented in this section, including materials (not included in the S2 ÷ S7 Sections) for the development of Rahman Substation, including the telecommunication and remote protection equipments and the related installation works purchased on this work and which are installed on the adjacent substations (Isaccea and Medgidia). The technical conditions have to be considered together with: - the location specific characteristics (mentioned in the S1 section); - the applicable Romanian legislation; - description of the works from the S1 section; - the characteristics of the technologic equipments (mentioned in the S2 ÷ S7 sections); - the lists of quantities of equipments and main materials (acc. to the S2 ÷ S7 and S12 sections); - the lists of quantities of works and materials (not included in the S2 ÷ S7 sections) mentioned in the S12 section; - the overall plans. The completion equipments and the materials not included in the S2 ÷ S7 sections (flexible conductors, derivation clamps/electric connection, 20kV cables, conventional L.V. and optic fiber cables), have to observe the requirements from the C 9.1. ÷ C 9. 5 tables. The installation works have to be made so as to meet the quality requirements presented in the S0 section, chap. S 0.9. Each Executor, in position of subcontractor of the Contractor, has the obligation to present his own Quality plan and Quality plan for a relevant activity, which will be included/attached to the Quality plan of the Contractor. The disassembling and installation works also have to meet the environment protection and work health and safety requirements, according to those mentioned in the S0, chap. S 0.10. and respectively S 0.11 sections. Each Executor will hand over the Environment Management Plan to the Contractor, indicating the costs and responsibilities for its activities, on the entire execution duration which will be included in the Environment Management Plan of the entire objective, elaborated by the Contractor. The Executor will also submit the Work health and safety plan for his activities, approved by his coordinator and by that of the Contractor regarding the work health and safety, for the entire execution duration of the works both in the Rahman substation and in the adjacent substations.

The Contractor/Executor has to take into consideration that the acceptance of the substation erection works will be conditioned by: - the observance of the provisions of GD 1136/2006, requirements which will be checked by measurements of the electromagnetic field values in the characteristic areas of the developed installations; - the statement of the executor that the developed installations observe the specific work safety regulations and the installations can be put under voltage.

S 9.2. Primary circuits The sizing data and characteristics of the 400kV substation are presented in the S1 (chap. S 1.0.3.), S2 (chap. S 2.1.3.) sections. The development solution of the primary circuits’ works is presented in the S1 section, and their characteristics in the S2 section. The execution works of the substation of 400kV will be performed on stages, in 3 stages namely: - in the I stage:

• installation of primary equipment and of the materials purchased according to the S2

section, corresponding to the line bays, T1 transformer and CTv+M1+M2;

• the assembling of the chains of insulators (of tension or support) of 400kV

purchased acc. to the S2 section

• the installation of the three phase assemblies of rigid collector bus-bar of 400kV,

purchased according to the S2 section consisting of: * the installation of the support insulators and of the earthing disconnectors of the

bus-bar * the welding on ground of the sections corresponding to a phase (according to the

solution adopted by the Contractor or the assembly by clamps), including the installation of flexible conductors inside the tubes for dampening vibrations

* fixing of the rigid bus-bar of each phase on the head of the support insulators/earth disconnectors, with the help of clamps (support or sliding)

* installation of the fixed contacts of the pantograph disconnectors * installation of the pipe derivation clamps – 2 flexible conductors

• installation of overhead flexible connections from the conductor OLAl

2x560/70mmp/phase for the „U” connection of the 1 system and the output in line and from OLAl 2x450/75mmp/phase for the overhead connection of the T1 – 400/110kV transformer;

• installation of the derivation connections (including the derivation clamps and the

spacers from the flexible overhead connections to the bay equipment, from the OLAl 560/70mmp conductor for the cells of CTv and line, respectively OLAl 2x450/75 mmp for the M1 and M2 transformer and measurement bay;

• the installation of flexible connections from the Al 2x500mmp/phase conductor between

the devices of a bay, including the rigid connections of Φ160/5mm pipe between the

circuit breaker and the current transformer, within each bay of 400kV - in the II respectively III stage – will include the equipping of the bay corresponding to the T2(T3) transformer

• installation of the primary equipment and of the materials corresponding to the bay of

the T2 (respectively T3) transformer

• installation of flexible aerial connections for the connection to the terminals of 400kV of

the T2(T3) transformer, including the derivations from this to the equipments of the bay from the OLAl 2x450/75mmp conductor

The flexible conductors, and the aerial derivation/electric connection clamps corresponding to the execution works (not included in the S2 section) have to be purchased according to the requirements from the C 9.1. ÷ C 9.3 table. Before the final acceptance of the I-st stage, the Contractor will ensure the performance of the measurement of the electromagnetic field value and of the noise level by a specialized company, in the substation and at its fence, according to the requirements from Section S0, chap. S 0.10. The installation, tests and commissioning works have to be made with the observance at least of the following standards and norms: - PE 101/2000 – Normative for the construction of the electric and transformation installations over 1 kV - PE 116/94 – Instructions for tests and measurements at electric installations - CEI 61000 – Electromagnetic compatibility - The technological sheets of the Contractor agreed by the Contracting Authority

S 9.3. Auxiliary d.c./ a.c. services and the earth connection installation S 9.3.1. Works for the auxiliary services installat ion of direct and alternative current The works included in this chapter consist of: a). The installation in the command block, from the first stage of the substation development, of the own services equipments related to the 400 kV substation, namely:

- Installation of batteries of accumulators and related rectifiers;

- Installation of the direct current supply and distribution cabinets in the rooms of the accumulators batteries;

- Installation of the alternative current supply and distribution cabinets in the room of own services cabinets;

- Installation of the direct and alternative current distribution cabinet for the central equipments of command and telecommunications. b). The container type relay cabinets of the 400 kV substation are foreseen to be delivered completely equipped and tested in the factory including with the direct and alternative current distribution cabinets related to each bay of 400 kV.

Sizing data of the direct and alternative current installation:

- nominal voltage of the installation of direct current own services: 220 V d.c.

- nominal voltage of the installation of alternative current own services: 400/230 V a.c., 50 Hz - voltage variations accepted at the receiver: acc to the domain imposed by

the functioning of the receivers and by the sizing of the sources

- insulation keeping voltage: 3 kV, 50 Hz, 1min.

- earth connection scheme: • direct current: both polarities insulated from the ground (IT) • alternative current: the neutral connected directly to the ground (TN-C). The own services equipments have to be delivered according to the technical specifications from the S3 section. The data from this chapter have to be read together with the description of the development solution of the own services installation from the S1 chap. S1.2.2 and S1.2.3. Section and the technical specifications for equipments – Tender book Section S3.

Description of works The provisions of the ANRE prescriptions, the project provisions, the technical documentations of the suppliers of the used devices and materials, the technological sheets and the own execution norms of the executor will be observed at the works execution, with the quality assurance for the installation works according to SR EN ISO 9001. The installation of the equipments representing the object of the project will follow the disassembling, transport and installation procedures from the product catalogues and from the installation instructions of the suppliers. The installation of the direct current sources – batteries and rectifiers – and of the direct and alternative current supply and distribution cabinets will be made only after the full completion of the construction works. The levelness and horizontality of the floor will be checked so that the base for the seating of the cabinets and the battery racks is level and horizontal. After the layout of the installation place, holes will be drilled in the floor for fixing the cabinets with expandable metallic anchors. The cabinets will be fixed in the floor checking the existence of the channel in the area of the slab with stuffing glands for the passage of cables and the cables will be connected with the corresponding rows of clamps. All the contact surfaces of the conductors, bus-bars and terminals of the devices have to be thoroughly cleaned in order to ensure a corresponding electric contact.

The neutral bus-bar corresponding to a cabinet will be connected to the earthing connection band in the channel through a flexible copper conductor, with the cross section of 95 mm2, included in the accessories. The integrity of the accessories will be checked for the accumulators` batteries, so that the elements of the battery of accumulators do not present mechanic deteriorations or electrolyte leaks, the levelness and horizontality of the floor is checked so that the seating base of the batteries is level and horizontal and it will be resorted to the assembly of the anti-seismic racks included in the accessories. After the layout of the installation place, holes will be made for fixing the racks with expandable metallic anchors included in the accessories. The racks will be fixed in the floor checking the existence of the cables channel in the area of the end terminals of the battery and the standardized free width of the access corridors around the battery. The tightening torque of the screws at the terminals will be the one indicated by the manufacturer. The connection cables to the end terminals of the battery are fixed with clips to the cable on the metallic rack. After the battery installation, the measured value of the insulation resistance from the earth has to be according to the reference norms of the work. The connection in circuit of the rectifiers is made according to the scheme, observing the indicated polarities: (+) rectifier at L+, (-) rectifier at L-.

Tests The type tests, of routine and acceptance for each equipment are made by the supplying company according to the contract provisions. The tests for PIF will be performed by the contractor on site, after the installation of the equipments, according to PE 116/94, NTE002/03/00 and to the contract provisions. The following will be performed on site after installation for the direct and alternative current cabinets: - visual inspection of the cabinets including the connections, to find any possible deteriorations during transport and to repair them; - testing the electric functioning of each cabinet, including the assemblies; - checking the adjustments of the protection devices and the functioning of the automations; - checking the insulation resistance; - checking the integrity of all circuits. The tests to be performed and their performance program will be subject to the approval of the Contracting Authority. The results of the checks will be recorded in tests reports or other documents approved by the Contracting Authority, according to the procedures agreed for the recording of the completion of each execution stage.

The tests and trials after installation will be considered to be successful if the functioning parameters of the equipments are within the limits of the technical characteristics indicated by the constructing company and of the technical specifications.

Standards and norms which have to be observed at in stallation, trials, checks The installation, testing and commissioning works will be made according at least to the following norms:

- PE 102 / 86: Normative for the execution of the connections and distribution installations with voltages up to 1000 V.

- PE 112 / 93: Instructions for the designing of the direct current electric installations of the power plants and substations.

- PE 111 - 8 / 88: Installations and own services of alternative current of the connections and transformation substations.

- PE 116 / 94: Instructions for tests and measurements in the electric installations.

- NTE002/03/00: Normative of tests and measurements for the protection, command, control and automations systems from the electric part of the plants and substations

- Installation manuals or instructions of the suppliers of equipments and materials

- Technical execution sheets of the contractor, approved by Transelectrica S.A.

S 9.3.2 Earth connection and atmospheric overloads protection installation S 9.3.2.1. Earth connection installation The copper earth connection installation, corresponding to the new substation of 400 kV will be made of: the main ring with vertical electrodes connected between them by means of horizontal electrodes, potential directing conductors and conductors of derivation to the potential directing conductors of all the elements from the substation, which are not normally under voltage, but which may accidentally get dangerous voltages. Sizing data for the earth connection installation: * three phased short circuit current level: 30 kA * maximum three phased short circuit current (400/110 kV): 30 kA * soil resistance (calculation value): 100÷200 Ωm * total defect elimination duration (400 kV substation): 1 s. The earth connection installation which will serve the new substation of 400 kV will mainly be made of: - main ring, which will be made of vertical electrodes of round copper bar connected between them by means of horizontal electrodes. The vertical electrodes (buried at the depth of 0.8 m from the ground surface) will be made of round copper bar with the diameter of 20 mm, and the

horizontal electrodes (buried at the depth of 0.9 m from the ground surface) of copper rope conductor 120 mmp; - potential directing conductors, of copper rope of 120 mmp, buried at the depth of 0,6 m from the ground surface, to which are connected all the equipments in their vicinity; - conductors of connection to the potential directing conductors, of copper rope of 185 mmp, of all the elements from the substation, equipments which are not normally under voltage but which may accidentally get dangerous voltages. Each support / pillar will be connected by means of two copper conductors to the directing conductors situated on one side and the other of the support / pillar. The electric continuities will also be ensured between: pillar-grid, pillar-lightning rod, pillar-metallic section and metallic section-lightning rod. All the equipments will be connected to the earth connection installation either directly or by means of the corresponding metallic supports, through a number of connections and sections according to the applicable standards. Around the command building corresponding to the substation of 400 kV a closed ring will be made of flexible copper conductor, of 120 mmp, to which the main earth connection conductors will be connected, from inside the command building. This ring will be connected to the potential directing conductors from the close vicinity, in at least 3 points. The copper conductors will be protected by means of the PVC tubes at the under-passages of the roads. Main earth connection copper conductors will be installed in the exterior cable channels. The metallic stands from the cables channels will be connected to these conductors. The copper conductors from the channels will be connected, at the ends of the channels, to the potential directing conductors from the close vicinity. Inside the new command building of the substation of 400 kV, in every room with technological equipments in which there are no cable channels, a closed ring of copper rope will be performed to which all the equipments (including the metallic constructions) will be connected by two copper connections. In the rooms in which cable channels are provided the equipments will be connected to the earth connection conductors in the channels. The joints between the copper conductors (conductor – conductor, conductor – round copper bar) will be made by means of the copper clamps by pressing. Any kind of connection with the exiting earth connection installation will be executed using individual means of work safety (rubber gloves and boots for high voltage installations). The protection conductors of the overhead lines will also be connected to the earth connection installation by means of the metallic contraction of the pillars from the substation. After the performance of the installation works, the electric continuities and the contact voltage will be checked with the framing of the voltage under the limit values according to the 1 RE Ip 30-2004 guide.

The installation, testing and commissioning works will be made according at least to the following norms: - 1RE Ip 30-2004: Design and execution guide for earth connection installations; - PE 116 / 94: Instructions for tests and measurements in electric installations; - Internal technical norm of CNTEE Transelectrica SA – NTI-TEL-S-001-2008 - Technical execution sheets of the contractor, approved by CN. Transelectrica S.A.

S 9.3.2.2. Protection to atmospheric over voltage The assurance of the protection to atmospheric over voltage will be performed according to the NTE 001/03/00 normative. The protection to atmospheric over voltage of the active conductors corresponding to the line outputs will be assured by the safety conductors of OHL 400 kV which will be fixed onto the frames of the substation by metallic sections (h = 5 m). The approximate cross sections of the safety conductors are of OLAl 160/95 mmp. The protection to atmospheric over voltage of the exterior substation of 400 kV will be made by vertical lightning rods (h = 4 ÷ 9 m), installed on the pillars of the frames as well as on individual metallic pillars. One individual plug will be provided for each lightning rod, made of 2 vertical electrodes, which will be connected to the earth connection installation of the substation by copper conductors.

S 9.4. Works for the installation of the transforma tion posts, medium voltage connections and Diesel unit S 9.4.1. Works for the installation of transformati on posts, of own services transformers and of the Diesel unit The works from this chapter will be made from the first execution phase and consist of: a). installation near the transformation unit T1-400/110 kV, on independent concrete foundation, of the PT1 compact transformation post (including the medium voltage bays and the transformer of own services included) for the supply by the tertiary windings of the own services of the substation; b). the installation of the PT3 compact transformation post (including the medium voltage bays and the transformer of own services included) for the supply from the area network of 20 kV of the own services of the substation; located at the exterior, near the new command block, on independent concrete foundation. c). installation of the Diesel unit of the 400 kV substation, at the exterior, near the new command block, on independent concrete foundation. Sizing data :

- Nominal voltage of the medium voltage network: 20 kV

- Nominal voltage of the low voltage network: 400 / 230 V a.c., 50 Hz.

- Neutral treatment mode: - m.v.: insulated/treated by impedance - l.v.: connected directly to the ground

- Voltages of keeping at: lightning impulse: 125 kV for 20 kV at the industrial frequency: 50 kV for 20 kV 3 kV for 0,4 kV

- Maximum consumed power: 400 kV substation: 200 kVA

- Consumed power of the vital receptors: 400 kV substation: 180 kVA

- Interruption type of vital consumers until the commissioning of the Diesel unit: 15 s. The own services equipments have to be delivered according to the technical specifications from the S3 section. The data from this chapter have to be read together with the description of the development solution of the own services installation from Section S1 chap. S1.2.2 and S1.2.3. and the technical specifications for equipments from Section S3.

Description of the works The installation of the transformation posts will be made only after the construction of their foundations, according to the instructions of the supplier. The medium voltage cables will be connected to the connection bays in cable, and the low voltage cables which make the connection between every PT and the own services cabinet, after performing their testing. The connection of the cables to the end terminals of the medium voltage bays will be made by means of the interior single phase terminal ends. The supply cables will be connected to the medium and low voltage terminals of the transformers by means of interior terminal ends. The metallic cabin of the m.v. posts, the tubs of the transformers, the cases of the m.v. bays will be connected to the ground according to those mentioned in chap. S 9.2.2. The handling, installation and commissioning of the Diesel unit will be made observing the provisions of the present project, of the applicable norms and regulations, as well as the instructions from the manual of the equipment supplier. The Diesel unit container will be transported by road means and will be downloaded on the foundation dedicated for its installation. The integrity of the accessories, the existence and position of the cables connections and for the fuel supply pipes will be checked. The generating unit will be located according to the reference

plans of the work. The container of the unit will be fixed on the concrete foundation by expandable metallic anchors included in the accessories.

- NTE002/03/00: Normative for tests and measurements for protection, command, control and automation systems from the electric part of the plants and substations

- Installation manuals and instructions of the suppliers of equipments and materials.

- Technical execution sheets of the contractor, approved by Transelectrica S.A.

S 9.4.2. Works for the installation of medium volta ge cables corresponding to the supply of the own services of alternative current of the s ubstation The works included in this chapter will be executed from the first stage of development of the work and consist of:

- Installation of single phased cables of 20 kV between PT 1-20 kV and the terminals of the tertiary T1-250 MVA.

The data in this chapter have to be read together with the description of the development solution of the own services installation from Section S1 chap. S1.2.2., S1.2.3. The development of the connections in 20 kV cable corresponding to PT 3, for supply from the area network, respectively for the supply of the own services of the substation of 110 kV, do not represent the object of the present project and will be laid out on another project.

Sizing data: a) The new medium voltage cables will be sized and supplied according to the requirements from Table C9.4, enclosed with these specifications. The cables and accessories (end terminals) have to support the values of the nominal current, of the long time overloads and of the short circuit current, specified in Table C9.4. b) The sizing of the cables will be made by the Contractor, who will also establish the exact length of the cable sections taking into consideration the layout conditions and the route established by common consent with the Beneficiary. It will be intended to maximize the delivery length of each section, the balling up of the cables not being accepted. The power cables provided in the project are monopolar cables, with copper conductors, with insulation of XLPE, screened with copper wires screen, with longitudinal and transversal moisture barrier, with exterior PE coating, having U0/U (Um)=12/20 (24) kV. All the 20 kV cables will be laid out in the ground, on sand layer, at a depth of about 1.0 m. The single phased cables which make up the three phased systems will be positioned in line. The layout of the cables will be made according to the recommendations of the manufacturer and NTE 007/08/00 referring to layout distances from other cables or networks and the transposition of the phases. The connection of the cables to the terminals of the tertiary will be made in completely isolated solution for the purpose of reducing to the minimum the possibility of appearance of any poly-phased defect (short circuit). The connection of the cables to the prefabricated bays of medium voltage will be made in the compartment from their lower side, with the dry interior terminal ends compatible with the constructive type of the bays.

Tests The type and routine tests are performed by the supplying company according to the contract provisions. The tests for PIF will be performed by the contractor on site, after the installation of the equipments according to the indications of the suppliers and PE 116/94. The tests to be performed and their performance program will be subject to the approval of the Contracting Authority.

The results of the checks will be recorded in test reports or other documents approved by the Contracting Authority, according to the procedures agreed for the recording of the completion of each execution stage.

Standards and norms which have to be observed at in stallation, trials, checks The installation, testing and commissioning works will be performed taking into consideration at least the following norms:

- PE 101 / 2000 - Normative for the execution of electric installations of connections and transformation with the voltage of >1 kV.

- NTE 007/08/00 - Normative for the design and execution of electric cables networks.

- PE 116 / 94: Instructions for tests and measurements in electric installations.

- Installation manuals or instructions of the suppliers of equipments and materials Technical execution sheets of the contractor, approved by Transelectrica S.A.

S 9.5. Command-protection, metering and remote prot ection system S 9.5.1. Management, protection, metering and remot e protection system in the Rahman substation S 9.5.1.1. General information The purpose of this chapter is to present the technical conditions required at execution for the implementation of the distributed system of command – control and protection. The technical conditions required in this chapter have to be correlated with the following documents:

• The tender book for the component equipments of the command – control, protection and remote protection system (section S4);

• The tender book for the telecommunications installations (section S5);

• Works quantities for installation;

S 9.5.1.2. Sizing of the elements of the command – control and protection system The sizing of the command – control, protection and remote protection system is made in accordance with the command – control, protection and remote protection functions described in detail in Section S 5 of the Tender book. The users of the command – control and monitoring subsystem of the protection subsystem are the following:

• The operating personnel of the substation from CTSI belonging to ST ConstanŃa, in regular operating condition, respectively the operating personnel dislocated temporarily in the Rahman substation;

• Territorial Power Dispatch Center (TPDC) - Bucharest/ National Power Dispatch Center (NPDC);

• Area Power Dispatch Center (APDC);

• The maintenance personnel of the command – control and protection installations ST ConstanŃa, CIT Tulcea. The interfaces available for the system users are the following: For the substation of 400 kV:

• The local switch boxes of command and connections of the primary equipment, of every bay, located in the substation;

• The command – control, protection and, as the case may be, remote protection cabinets for every bay, located in the container type cabins; At central – local level:

• The work station, completely redundant, both work posts being completely equipped for the human – station machine interface (HMI) including monitors of 21”, printers, functional keyboards, mouse, hard copy;

• Local work post for evaluation, parameter assignment of management and protection subsystem;

• Interfaces for the remote transmission of data; - At central – remote level:

• The remote terminal for remote operation of the substation from CTSI belonging to ST ConstanŃa; - Remotely.

• The two terminals for PRAM adjustment, configuration, parameter assignment and evaluation of protections to NPDC and TPDC – Bucharest.

The location of the equipments of the management, p rotection and countering system is the following:

• The management and protection cabinets for the bays of 400 kV, equipped according to table B4, will be delivered installed in the related container type relay cabins, one container for every bay;

• The cabinet for the command and supervision of the common installations on substation will be located in the command room;

• The cabinets of the central management system will be located in the command room;

• The completely redundant work station equipped for human – machine interface (HMI) including monitors of 21”, printers, functional keyboards, mouse, as well as the local work posts for evaluation and parameter allocation both for protection and for command control will be located on the panel in the command room of the substation;

• The terminal for evaluation, parameter allocation, reconfiguration will be also located on the panel in the command room of the substation;

• The remote control terminal will be located in the command room of CTSI of ST ConstanŃa.

• The boxes with counters and electric power quality monitoring devices (only for the 400/110 kV transformers).

S 9.5.1.3. Plans on which the works are based The main schemes of the command – control, protection and remote protection system are enclosed with the tender book in Section S4. At the works execution the provisions of the documentation elaborated and supplied according to the Tender Book will be observed for the equipments Section S4.

S 9.5.1.4. Description of execution works The execution works for the command – control, protection and remote protection system have to be coordinated with the execution stages of the works for the primary equipments and cables management. The control and protection cabinets for the substation of 400 kV will be delivered installed in container type relay cabins, according to table B4 poz.24. For the development of the substation the following works are necessary:

• Installation of the containers equipped with the command – control, protection and remote protection cabinets in the substation of 400kV;

• Connection of the command – control, protection and remote protection cabinets belonging to the substation of 400kV, at the technologic equipments from the substation;

• Installation and connection of the following equipments, in the building of the command block of the 400 kV Rahman substation: - The cabinet for the command and supervision of the common installations on substation; - the cabinets of the central redundant units;

- The cabinet of the central countering system;

- The equipments of the human-machine interface (HMI);

- The local work posts;

• The earthing connection with flexible copper band of the cabinets;

• The tests of the secondary circuits and of the integrated management, protection and remote protection system. All the electromagnetic compatibility requirements (CEM) indicated by the manufacturer of the equipments and the specific requirements from the EN/CEI norms have to be met at execution.

S 9.5.1.5. Checks and tests The following works of checking, testing in the substation and commissioning of the command – control and protection system are necessary:

• The checking, adjustment and testing of all the secondary command – control, protection and remote protection circuits;

• The checking, adjustment and testing of the integrated command – control, protection and remote protection system;

• Checking, adjustment and testing of the local electric power measurement system;

• Commissioning of the system; The works will be executed by the specialists of the manufacturer, according to the specific provisions of the tender book Section S4.

S 9.5.1.6. Quality of installation works The executor of the works is responsible for the quality of the execution of the installation works which have to be performed according to the technical documentation elaborated by the system supplier and checked from the point of view of the observance of the of the quality requirements provided.

S 9.5.1.7. Works execution order All the installation works have to be performed according to the execution stages for the primary equipments of 400kV and 110kV (for transformers).

S 9.5.2. Remote protection transmissions installat ions in the Isaccea substation For the 400 kV Rahman line two transmission ways will be developed, one through optic fibers and the second through high frequency, both transmissions representing the object of this investment. A transmission equipment through high frequency bearing currents will be installed for the first way for ensuring the two transmission ways for remote protection on line, and a terminal for transmissions through O.F. for the second way. The transmissions equipments for the two remote protection ways of the line will be installed in a common cabinet, with physical and galvanic separation between equipments and circuits. In the case of the transmission way through O.F., the support will be ensured by OPGW / OPUG of the 400 kV Isaccea-Rahman line, optic fiber which is the object of the present investment. The signals which will be transmitted on the two equipments of the line will be those presented in Section S4 chapter S 4.2.4.2.B1. The main scheme of the protection and remote protection system is presented in the I-1311.01.006-A5-002 plan/ pages 2 and 3 of the present work. Regarding the location of the new cabinet with remote protection equipments in the Isaccea substation, this will be installed in the telecommunications room from the ground floor of the building. In view of eliminating the risk of wrong operation due to the electromagnetic influences for both transmission ways (high frequency and optic fibers) between the protection equipments and the low frequency equipment of the TIF system, as well as between the protection equipment and the transmission equipment through optic fibers an O.F. cable will be provided including the related optoelectronic converters for the conversion of the electric-optic signals at the end from the protection relays and optic-electric at the end from the transmissions equipments. Similar optic-electric converters will also be foreseen for the transmission of the signals from the protections of the transfer couple towards the above mentioned transmission equipments, when its circuit breaker replaces the circuit breaker of the 400 kV Rahman line. The converters will be installed in the free places from the protection stands of the 400 kV Rahman line, of the transfer couple of 400 kV, of the bus-bars protection and DRRI 400 kV as well as in the cabinet of transmissions through high frequency and optic fibers from the telecommunications room. In this way the false signals which may appear due to the electromagnetic inductions on the connection cables between the protection and the transmissions equipments are avoided. The remote protection works for OHL 400 kV Isaccea which will be made within this investment are the following:

• The disassembling of the TIF cabinet existing in the telecommunications room for the former Dobrudja line;

• The disassembling of the set of TIF equipments from the exterior substation (blocking coils and coupling filters) from the field of the former Dobrudja line;

Remark: The disassembled equipments will be made available for the beneficiary in order to be reinstalled on OHL 400 kV Medgidia - Dobrudja, in another investment.

• The installation of the cabinet with the high frequency transmission equipment and with the optic fibers transmission terminal in the telecommunications room;

• The installation in the free spaces from the existing protection stands of OHL Rahman (former Dobrudja) of optical electrical converters for the takeover of the remote protection signals from the line protection, the protection of bus bars and DRRI and for the passage of the transmission equipment of the remote protection signals through optic fibers on the transfer couple;

• The installation in the free spaces from the stands of existing PDB and DRRI of optic electric converters for the takeover of the remote protection signals from the existing PDB and DRRI 400 kV in order to be transmitted both by the optic fibers transmission equipment and by that of transmission through high frequency;

• The installation in the free spaces from the protection stands of the transfer couple of 400 kV of optic electric converters, through which the passage of the transmission equipments of the remote transmission signals through optic fibers and high frequency on the transfer couple 400 kV will be ensured;

• The connection of the remote protection equipment through optic fibers to a pair of optic fibers from an optic fibers cable which will be installed between the transmissions cabinet for remote protection and the optic fibers frames OPUG of OHL 400 kV Rahman, according to those mentioned in chap. S.9.7.1 Cables management;

• The connection of the transmission equipment for remote protection through high frequency to the new coaxial cable for the connection to the coupling filters of OHL 400 kV Rahman, according to those mentioned in chap. S.9.7.1 Cables management;

• The connection of the remote protection equipment through optic fibers to a pair of optic fibers from an optic fibers cable which will be installed between the transmissions cabinet for remote protection and the protection stands of OHL 400 kV Rahman, according to those mentioned in chap. S.9.7.1 Cables management;

• The connection of the low frequency equipment of the remote protection equipment through TIF, to a pair of optic fibers from an optic fibers cable which will be installed between the telecommunications room and the protection stands of OHL 400 kV Rahman, from the command and protection room, according to those mentioned in chap. S.9.7.1 Cables management;

• The development of the connections in cable with optic fibers between the protection stands of the transfer couple, the protection stands of the existing PDB and DRRI 400 kV and the protection stands of OHL 400 kV Rahman to ensure the remote protection signals which are going to be transmitted through the TIF and OF equipments of the line, according to those mentioned in chap. S.9.7.1 Cables management

• The performance of the commissioning tests of the protections of OHL 400 KV Isaccea-Rahman, together with the related remote protection installations.

Completion equipments and materials For the performance of the above mentioned works developments and completions are necessary in the protection stands of OHL 400 kV Rahman, transfer couple and of PDB/DRRI 400 kV Isaccea. As early as the tendering phase, the Supplier will have to go to the 400 kV Isaccea substation in order to evaluate, based on ground surveys, the exact volume of the equipments, materials and cables necessary for the performance of these completions. The Supplier will also evaluate, on site, the exact volume of works necessary for the development of the installations according to the requirements from the present tender book. The completion equipments will be from the category of intermediary relays, time relays, two-position relays, optic electric converters, trial blocks, disconnection devices, signaling cassettes, switches, buttons, mini circuit breakers, clamps etc. It is required that these completion equipments are reliable, correspond to the requirements from the technical sheets enclosed as well as of all the applicable norms, in order not to reduce the safety of the assembly of the elements protection system subject to modernization.

S 9.5.3 Installations of transmissions for remote protection in the Medgidia substation For the 400 kV Rahman line two transmission ways will be developed, one through optic fibers and the second through high frequency, both transmissions representing the object of this investment. A transmission equipment through high frequency bearing currents will be installed for the assurance of the two transmission ways for remote protection on line for the first way, and a terminal of transmissions through O.F. for the second way. The transmission equipments for the two remote protection ways of the line will be installed in a common cabinet, with physical and galvanic separation between equipments and circuits. In the case of the transmission way through O.F., the support will be ensured through OPGW / OPUG of the 400 kV Medgidia – Rahman line, optic fiber which is the object of this investment. The signals which will be sent on the two equipments of the line will be those presented in the S4 section, chapter S 4.2.4.2.B1 The main scheme of the protection and remote protection system is presented in the I-1311.01.006-A5-002 plan/ pages 2 and 3 of the present work. Regarding the location of the remote protection equipments in the 400 kV Medgidia substation, taking into consideration the Dispositions of UnO-DEN, the transmissions cabinet for the transmission through high/low frequency will be located near the cabinet with the protection equipment of the 400 kV Rahman line, in the container with the protections of this line. The transmission equipment through optic fibers will be installed in the above mentioned high frequency transmission cabinet. In this manner are avoided the false signals which may appear due to the electromagnetic

inductions on the connection cables between the protection and the transmission equipments. The remote protection works for OHL 400 kV Rahman which will be performed within this investment are the following:

• The installation of the cabinet with the transmissions equipment through high frequency and with the transmissions terminal through optic fibers, in the container with the control and protection cabinets of OHL Rahman;

• The connection of the remote protection equipment through optic fibers to a pair of optic fibers from an optic fibers cable which will be installed between the transmissions cabinet for remote protection and the optic fiber frames OPUG of OHL 400 kV Rahman, according to those mentioned in chap. S.9.7.1 Cables management;

• The connection of the transmission equipment for remote protection through high frequency to the new coaxial cable for the connection to the coupling filters of OHL 400 kV Rahman, according to those mentioned in chap. S.9.7.1 Cables management;

• The performance of the commissioning tests of the protections of OHL 400 KV Medgidia - Rahman, together with the related remote protection installations.

S 9.7. Cables management S.9.7.1. Cables management for the control, protect ion, countering and remote protection system S.9.7.1.1 Cables management for the control, protec tion, countering and remote protection system in the Rahman substation Works volume The works volume for cable connections refers to:

Command, control and protection and remote protection cables

Command, control and protection cables For the cables related to the command control and protection installations, the works refer to:

• Procurement of the cables with copper conductors according to the technical requirements and the quantities included in the tables with technical characteristics and works quantities;

• Layout works of the cables with copper conductors in channels of cables, ground and buildings;

• Connection of the conventional cables to the rows of clamps from cabinets and connection boxes;

• Layout of optic fiber cables;

• Connection of the optic fiber cables to devices and switches, as the case may be; The procurement of the optic fiber which represents the redundant main line of the integrated command-control and protection system is included in Section S4 of the Tender book for equipments, as integral part of the respective system. The cables are obtained and laid out based on the lists of cables drafted at the design (engineering phase) and according to the Tender book Section S4. The cable types, quantities and works contained in the tender book were established based on the preliminary information and that is why they can be subject to changes. The cables will be sized and delivered according to the requirements from the enclosed C 9.4

table.

Transmissions cables for remote protection

In view of developing the 2 transmission ways for remote protection on the lines of 400 kV Rahman – Isaccea and Rahman – Medgidia (one way through O.F. and the second through TIF), the works refer to:

• The procurement of the optic fibers cables, according to the technical requirements and the quantities included in the tables with technical characteristics (Table C 9.6) and works quantities;

• The procurement of the coaxial cables, according to the technical requirements and the quantities included in the tables with technical characteristics (Table C 9.5) and works quantities;

• Layout works of O.F. cables in cable channels, between the transmissions cabinet for remote protection installed one in each of the container type cabins corresponding to the bays of line of 400 kV Rahman – Isaccea and Rahman – Medgidia and the command room;

• Layout works of the coaxial cables in the ground and in cable channels, between the transmissions cabinet for remote protection installed one in each of the container type cabins corresponding to the bays of line of 400 kV Rahman – Isaccea and Rahmanu – Medgidia and the two phase coupling filter installed on the support of the voltage transformer installed in the field of the respective bay, on the “R” phase;

• Layout works for one coaxial cable each, through the ground, for each individual line bay of 400 kV, between the coupling filter mentioned above and the other coupling filter, single phase, installed on the support of the voltage transformer foreseen in the field of the respective bay, on the “T” phase;

• The connection of the cables with optic fibers to the corresponding frame from the transmissions cabinet for remote protection located in the container and the telecommunications frame corresponding to OHL 400 kV , from the command room, for each individual line;

• The connection of the coaxial cables of the TIF equipment from the transmissions cabinet for remote protection located in the container and the coupling filter corresponding to OHL 400 kV, from the field of the respective bay, for each individual line bay;

• The connection of the coaxial cables between the coupling filters installed on the “R” and “T” phases corresponding to each bay of OHL 400 kV , from the field of the respective bay, for each individual line bay; The cables are procured and laid out based on the lists of cables drafted at the design (engineering) phase and according to the Tender book Section S4. The cable types, quantities and works contained in the tender book have been established based on the preliminary information and that is why they can be subject to changes. The cables will be sized and supplied according to the requirements from the enclosed Tables C

9.5 and C 9.6.

Sizing The low voltage cables have to meet the requirements from the technical specifications from the annexes of this section and Normative NT 007/08/00 for the design and execution of the electric cable networks. The cross sections of the conductors of the command – control cables have to be calculated and checked according to the criteria included in the Normative NT 007/08/00 namely:

• Nominal load;

• Voltage drop in regular conditions;

• Voltage drop in maximum loading conditions;

• Thermal stability of the cable during short circuit;

• Special requirements imposed by the protection relays;

The cross section of the conductors for cables will be established in the design and engineering period. The minimum accepted sections will be of: 2,5 mmp for the current, voltage and command circuits and 1.5 mmp for the signaling circuits. The transmissions cables for remote protection through O.F. respectively coaxial cable have to meet the requirements from the technical specifications from the annexes of this section and the Normative NT 007/08/00 for the design and execution of the electric cables networks. These cables have to be checked according to the criteria included in the Normative NT 007/08/00 namely:

• The number of fibers/conductors;

• Reference standards indicated in the tables with technical characteristics requested;

• Attenuation;

• Keeping voltage (for the coaxial cable);

• Special requirements imposed by the protection relays; The technical and functional parameters of the cables, mentioned above, will be established in the design and engineering period.

Technical requirements for materials and execution works The cables will meet the technical requirements specified in the tables with technical data requested, enclosed with this section. The works corresponding to the cables management will be in accordance with the execution phases of the installations works of the primary equipments of 400 kV. The main works will be:

• The installation in the ground of the command – control cables with copper conductors (connections between the primary equipments and the cabinets located in the container type relay cabins), along the bays of 400 kV;

• The installation in cable channels and in buildings of the supporting stands and the zinc coated steel protection gutters;

• The layout of the conventional cables on the zinc coated steel stands from the cable channels;

• The layout of the optic fiber cables mentioned above in zinc coated steel gutters;

• The installation in channels respectively in the ground of the sections of coaxial cable procured;

• Connection of the conductors to the rows of clamps, the earth connection of the cables screens and accessories;

• Testing of the copper wire cables;

• Testing of the coaxial cables;

• Testing of the O.F. cables;

• Sealing of the cables at the passage in channels and buildings;

Requirements at cables layout The copper cables of connection between the low voltage exterior cabinets of the primary equipments and the command – control cabinets will be laid out in the ground. The optic fiber cables will be laid out in metallic gutters in cable channels. The cables between the exterior boxes (switch boxes) of low voltage of the transformers and the command – control cabinets can be laid out partially in the ground and partially in channels, on metallic stands. The coaxial cables will be laid out partially in the ground and partially in channels on the button of the channel. The layout works of the electric cables will fully comply with the requirements of the NT 007/08/00 and PE504/96 norms especially concerning the separation rules of the flows from cables as well as the specific requirements of the cables manufacturer. The installation and functioning conditions proposed by the supplier have to be previously agreed by the OHL owner / operator, based on the conceptual characteristics of the cables for remote protection transmissions.

B. Electromagnetic compatibility requirements (CEM) All the CEM requirements indicated by the technical documentations and the manuals of the supplier of equipments and those required by IEC-61000 have to be met.

C. Requirements for the connection of the cables co nductors The conductors from the electric cables have to be connected and secured by tightening with screw at the rows of clamps and the terminals (clips) of the devices. The specific installation technologies will be observed at the connection of the wires of the O.F. cables and some specialized ones will be used.

Quality of installation works The works executor is responsible for the quality of the execution of the installation works which have to be made according to the technical documentation elaborated by the system supplier and checked from the point of view of observing the provided quality requirements.

Works execution order All the installation works have to be performed according to the execution stages for the primary equipments of 400kV.

Sizing The O.F. cables have to meet the requirements from the technical specifications from the annexes of this section and the specific recommendations of the supplier and the 100% reservation concerning the fibers in the cable. The transmissions cables for remote protection through O.F. respectively coaxial cable have to meet the requirements from the technical specifications from the annexes of this section and the Normative NT 007/08/00 for the design and execution of the electric cables networks. These cables have to be checked according to the criteria included in the Normative NT 007/08/00 namely:

• The number of fibers/conductors;

• Reference standards indicated in the tables with technical characteristics requested;

S 9.7.2. Cables for own services direct and altern ative current. The cables used for the development of the installation of direct and alterative current services will be conventional cables of power and signaling, with reinforced, copper conductors, with delay at the propagation of the flame, with Uo/U = 0,6/1kV. The works from the cables management of own services consist of:

- Installation in cable channels of the supply and signaling cables between the direct current sources (batteries, rectifiers) and the cabinets of own services direct current;

- The layout in the ground of the supply and signaling cables in alternative current between the sources of alternative current (transformers of own services / Diesel units) and the own services cabinets alternative current;

- The installation in cable channels of the supply cables between the own services cabinets d.c./ a.c. and the distribution cabinets d.c./ a.c. from the relay cabins from the 400 kV substation;

- The installation in cable channels of the supply cables between the own services cabinets d.c./ a.c. and the consumers of direct and alternative current corresponding to the substation of 400 kV, which will be connected to these cabinets. The cross section, type, number of conductors and the length of the cables will be completed in the engineering stage, based on the detailed schemes (for the tripping devices of the primary equipments and for the command – control and protection installations), of the type of devices from the distribution cabinets and of the consumptions corresponding to the supplied equipments. The engineering (schemes, rows of clamps, devices specifications etc.) of the cabinets and the own services boxes, together with the sizing of the supply cables of the consumers which represent the object of the present project, are the responsibility of the Contractor, according to those mentioned in the S11 section. The power and signaling cables installed in cable channels will be located on the consoles of the metallic racks. The power and signaling cables laid out in the ground will be buried at a depth of 0.9 m and protected at the passage air/ground or at passages through protection tubes of plastic material. The cables will be sized and supplied according to the requirements from the enclosed Table C 9.4.

S 9.8. Integrated security system S 9.8.1. General information The present tender book presents the installation works which have to be executed within this investment and establishes their execution conditions. The indications regarding the installation complete the installation documentation (execution details) which will be performed after the establishment of the supplier of equipments – and thus of their characteristics and performances.

The equipments installation works include: - Equipment installation - Installation of the cables provided for the interconnection of the equipments; The works which have to be executed are mentioned in the “Lists of work quantities on chapters“. Taking into consideration the specific features of the work, the installation instructions contained in the instructions manuals accompanying the delivery will be strictly observed, as well as the indications of the specialists assigned by the contractor who provide the technical assistance on site and who will have to confirm the correctness of the executed works.

S 9.8.2. Preparing the installation works Based on the installation documentation, the executor of the works will draft: - Works execution diagrams, representing the staging in time of the different operations or groups of operations, for the purpose of observing the commissioning deadlines; - The necessary of instruments, tools, measuring devices, etc. - The necessary work force on professions, with the corresponding classification of the authorized personnel for the specific features of the work. The executor must have technologies for the specific features of the works which are going to be executed. The executor will draft the site organization project, taking into consideration the present tender books.

S 9.8.3. Acceptance of equipments and materials bef ore installation The centralizer of collets and equipments specifications will be used at the following and acceptance of the deliveries of equipments and of devices. The rooms where the equipments and devices are deposited have to be clean, dry and the temperature should correspond with that indicated in the instructions which accompany the delivery. The equipments are kept on stands positioned on a single row. At the takeout of the equipments and devices from the warehouse they have to be cleaned of the protective covers applied during keeping, if necessary, by blowing with dry air at the temperature of no more than 400C and by subsequent wiping dry, with clean technical cloth which do not leave flocks on the wiped surface. At the acceptance of the equipments from the warehouse, these will be examined and the correspondence of the technical characteristics indicated on the equipment and in its accompanying documentation will be checked with the project specification. The equipments do not have to present deteriorations of the bodies, of the connection devices and other visible defects. The installer has to check, on the occasion of taking over from the beneficiary, the equipments in order to be sure that no defects have appeared due to transport, handling and storage.

This check consists of: - Examining the technical characteristics of the equipments; - inventory control for each individual element by which it has to be established the existence of the accessories which were delivered by the supplier; - control of the equipments fitting with accessories according to the project; - the control of the equipments interconnection cables if they are according to the accompanying documentation of the equipments. The accepted equipments are transported to the place of installation, taking care that they are protected against moisture, dirt and dust, and their mobile systems should be mechanically blocked.

S 9.8.4. Indications regarding the equipments insta llation The installation works will be performed according to the own technology of the executor, with the observance of the quality standards and of the applicable norms; for the installation of the equipments the executor will strictly observe the installation technology imposed by the supplier and the recommendations of the specialists who provide the technical assistance to installation from the part of the supplier. The supplier will provide the technical assistance through his specialists, according to the contract, during the installation and “cold” commissioning works in order to direct and certify the correct execution of the following operations: - The unloading, storage and installation of the equipments shall be made according to the manufacturer instructions; - The connection of all the cables necessary for checking the equipments (connection of monitors, keyboards, UPS, printer, modules, plants, etc.); - Connection of the equipments to the electric power supply, insulation from mass; - Putting the equipments under voltage; - Checking the correct functioning of the equipments and the communication between them. The supplier will provide, by specialists with corresponding qualification, the technical assistance during “hot” commissioning for: - The execution of the necessary modifications during starting (“hot” commissioning); - Ensuring the conditions for the normal functioning of the assembly; The specialists of the supplier will prove to the specialists assigned by the user for exploitation and maintenance the functioning according to the project of the entire security system.

S 9.8.5. Instructions for installation of cables a nd cable lines All the cables used for connections between the equipments will enter through special stuffing glands, and the local network will interconnect the equipments from different rooms using special stuffing glands for passage through brickwork. The cables have to be installed in such a way that the disassembling and movement of the equipments can be done without being necessary to disassemble and destroy these cables. At

the installation of the cables avoid touching them with sharp, hot or abrasive bodies. If such bodies exist, they should be removed before the installation of the cables/conductors. The cable lines will be separated according to their type (d. c. or a.c.) and to the value of the working voltage. All the cables/conductors will have labels at both ends; non-metallic labels will be used. The usually applied principles – but also the specific ones – concerning the screening and earth connection of the power supply and of the automation installations will be observed. The continuity of the earth connection will be ensured between equipments and components. In order to avoid the earth connection of both ends of the cable screens due to accidents or connection errors, a systematized screens network will be developed, with checking facilities. All the earthing cables corresponding to each equipment will be connected to an earthing bus-bar.
