SYSTEM FOR AWARD MANAGEMENT (SAM) PROFILE
• SAM registrations must be renewed annually at www.sam.gov.
• ENs must review their account information periodically and report any profile changes immediately.
• Social Security/ US Treasury cannot make payments to an EN if the SAM profile is not active or banking information is not current.
• SSA will notify an EN if payments are held because its SAM registration has expired.
• It is the ENs responsibility to ensure that their SAM registration is current.

SELF EMPLOYMENT INCOME
• Independent contractors receive Form 1099 vs W-2• No taxes are withheld and employees are required to
report their income and pay taxes later.• Milestones (with no verified earnings) will be diarized
until IRS data is posted to SSA database.• Outcomes are paid as Certification Payments (if the
earnings are not posted). If the earnings are posted, the claim will be processed as an evidentiary payment request.

Self Employment Payment Request• Payment Request must indicate the Ticket Holder is self-employed.
• One form of evidence:• Complete the Recent
Contact section of
Payment Request
Form• Include the SEI Form
(SSA-1368)• A statement or invoice from
the Ticket Holder, that has:• Gross Earnings • Expenses • Net Earnings • Months/Years the Ticket Holder
was Actively Involved.
