APD Notables...

Southeast Area Command...• OnJanuary31,OfficersSmithandPacheco

apprehendedtworesidentialburglaryoffendersastheyattemptedtoleaveahomethattheyhadjustburglarized.Theofficersspottedavehicleleavingthehome,initiatedatrafficstoponit,andthentooktheoffendersintocustodywithoutincident.

• OnJanuary31,OfficerR.Robichaudstoppedasuspiciousvehicle.Twooccupantsremainedinthevehiclewhileathirdsubjectfled.ThesubjectwasstoppedbyOfficerStockton.Furtherinvestigationrevealedthatthethreesubjectshadburglarizedanearbyhouse.

• OnJanuary18,whileworking“OperationHotSpot”,DetectivesV.Barela,J.SanchezandP.MoyawereworkinginanundercovercapacityconductingsurveillanceintheparkinglotofagrocerystorewhenDetectiveMoyaobservedwhatappearedtobeahand-to-handdrugtransactionbetweentwomales.Afterashortinterrogationwithoneofthemen,headmittedtotheexchangeofcrackcocainefor$20.Bothwerearrestedforpossessionofacontrolledsubstanceandtraffickingacontrolledsubstance.

• WhileworkingOperationHotSpot,theSoutheastProblemResponseTeam(PRT)madecontactwithaconfidentialinformantwhostatedthatasubjectwassellingheroinatasmokeshopintheUniversityarea.PRTsetupsurveillanceandobservedtwosubjectsmakingseveralhand-to-handtransactions.Duringthetransactionstheir5-year-oldboyand2-year-oldgirlwereleftintheirvehicle.PRTmembersmadecontactwiththemaleandfemalewhopossessed¼ounceofheroin,allwhichwasindividuallywrappedforsale.Theywerebotharrestedandthechildrenwereturnedovertothewoman’sfather.

• InJanuary,OperationHotSpot’sProblemResponseTeamandTeam4completed154felonyarrests;155misdemeanorarrests;stoppedfouroccupiedstolenvehicles;capturedthreeMostWantedPropertyCrimeOffenders;andarrested24repeatpropertycrimeoffenders.Theteamalsoseizedonepoundofmethamphetamine, a half pound of heroin, and nineouncesofcocaine.Propertyrecoveredfromburglariesincludedtwoguns,severaltools,identificationcards,creditcards,andmore.

• SoutheastPRTsaturatedtheBig-Iareaasit

continuedtobea“hotspot”wherecriminalswerecommittingautoburglariesandautothefts.PRTmemberswereintheareawhentheyobservedaDodgepickuptruckleavealocalmotel.PRTmembersreceivedinformationthatthevehiclewasstolenandwasintheprocessofbeingenteredintotheNCICdatabase.UndercoverPRTmembersfollowedthevehicleandcontactedAIR1.AIR1arrivedinthearea,atwhichtimeSoutheastmarkedunitsattemptedtostopthevehicle.Thevehiclefailedtostop,andallmarkedunitsweredirectedtosuspendthepursuit.AIR1andundercoverPRTmembersfollowedthevehicletoanotherhotelintheNortheastHeights,wherefourfemalesexitedthepickuptruck.Afterashortfootchase,allfourfemalesweredetained.

• OnJanuary26,SoutheastPRTandtheAPDUniformStreetGangTeamconductedanundercovertacticalplanintheareaofPennsylvaniaandCentralAveNE.Thetacticalplanwasinresponsetonumerouscomplaintsaboutpossiblegangmemberssellingnarcoticsandillegalactivityintheimmediatearea.StreetGangTeammembersandthePRTwentundercoveraspotentialcustomerstobuyillegalnarcotics,orstolenproperty.Duringthetacticalplan,thesubjectswerearrested.

Foothills Area Command...• TheFoothillsAreaCommandworkedwith

predictiveanalysissoftwaretoimprovepatrolprocedures.Thecurrentmappingshowswherecrimewilllikelyoccur.Staffareworkingonaddingdatatoimprovetheaccuracyandfurtherreducethemapsizetoassistpatrolofficers.SergeantL.Thomsonandthecommandstaffdevelopedalistandtrackingmethodofspecificpatrolactivities.InJanuary,theFoothillsAreaCommandnotedadecreaseincrimeinthepatrolareas.

• OnJanuary27,OfficersR.LockeandN.Sheillweredispatchedtoacommercialburglaryinprogress.Thecallerwaswatchingalivevideofeedattheirresidenceandhadavisualofthesubjectsonthegroundsoftheretailer.OfficersLockeandSheillwereabletodirectotherofficers,withassistancefromthecaller,toformagoodperimeterandlocatetheoffenders.Thetwoindividualswerelocatedandtakenintocustodyforcommercialburglary.

• OfficerE.LowrywasrecognizedastheFoothillsOfficeroftheQuarter.Shewas

Valley Area Command...• Watch 1 continued to work the Downtown

TacticalPlanonFridayandSaturdaynights.TheTacticalPlanallowedotherValleyofficerstorespondtoregularcallsforserviceintheValleyAreaCommand.

• Fieldbriefingswereheldatnumerouslocationsbyallthreewatches.Thelocationsweredeterminedbyrequestsfromcitizensandlocationswithahighnumberofcallsforservice.

• OfficersMcElroyandManaryarrestedtwosubjectsforreceivingandtransferringstolenproperty.ThevictimcalledpolicefromtheGreyhoundbusstationafteritwasdiscoveredthattwosubjectshadtakenhislaptopfromhimwhileonthebus.Laterintheday,thetwooffendersreturnedtothebusstop.Theofficersmadecontactwiththemanddiscoveredthatthestolenlaptopwasstillintheirpossession.ThevictimwasalreadyonhiswayhometoCaliforniaandtheofficerswereabletomailhispropertybacktohim.

• OnJanuary24,OfficerApodacawasdispatchedtoacallregardinganaggravatedbattery.Threeoffenderswenttothelocationandknockedonthedooroftheresidence.Whenthecaller’ssonopenedthedoor,theoffendershithersoninthefaceseveraltimeswithagun.OfficerApodacalaterlocatedtheseoffendersatasouthwestlocation.OfficerApodocaconductedathoroughinvestigationandthreesuspectswerearrestedandcharged.

• TheValleyImpactTeamarrestedtwosuspectsinrelationtoagastheftringwhereapproximately$20,000worthofgasolineanddieselfuelhadbeenstolenthroughoutthecity.ValleyImpactalsocompletedfivefelonyarrestsforautoburglaries.

• ValleydayshiftofficersapprehendedthreeresidentialburglarswiththehelpofAPDAirSupport.Theoffendersweretiedtoseveralotherburglaries.

• ValleydayshiftofficersapprehendedanarmedrobberwhofledarestaurantintheNortheastandattemptedtoeludeofficersbyparkingintheahospitalparkinglotandenteringthefacility.Usingsecurityandvideosurveillance,officerswereabletolocatethesuspectandtakehimintocustody.

• OfficerWheelercompletedatrialwherethedefendantwaschargedwith17countsofcriminalsexualpenetrationandcriminalsexualcontactofminors.OfficerWheeler’sthorough3

recognizedforheroutstandingworkandhercaring,dedicationinraisingfundstoassistwithholidaygiftbasketsthatweredeliveredinDecember.OfficerLowrygreatlyassistedinraisingdonationsthatallowedtheareacommandtoincreasethenumberofbasketsprovidedtofamiliesinneed.

• MembersoftheJacksonMiddleSchoolPTAcametotheFoothillsAreaCommandtoreportaparentwhohadembezzledalmost$7,000ofPTAmoneybyusingthePTAcreditcardtomakepersonalpurchases.FoothillsImpactdetectivesassistedOfficerR.Albertiwiththecase.OfficerAlbertiobtainedanarrestwarrantandasearchwarrantfortheparent’shome.Muchoftheembezzledmerchandisewaslocatedatherresidence.ThewomanhadpurchasednumerousChristmasgifts,food,anditemsforneighborswhomsheowedmoneytoinlieuofpayingthembackwithcash.

• Anelderlywomanreportedthat$56,000ofherjewelrywasmissing.DetectiveG.Stonedeterminedthatthewoman’scaregiverhadsold$7,085ingoldtoalocalgoldbuyer.DetectiveStoneinterviewedthemanandheadmittedtotakingthejewelry.Themanwasbookedonthecharges.

• OnJanuary18,OfficerJonesconductedatrafficstopintheareaofJuanTaboandCopper.DuringOfficerJones’discussionwiththedriverandcheckingherdriver’slicensestatus,itwasdeterminedthatalloftheoccupantsofthevehiclewereonprobation.OfficerJonescontactedtheirprobationofficerwhorequestedthathearrestallthreesubjectsforviolatingconditionsoftheirprobation.Allthreesubjectswerearrested.Duringtheinventorysearchofthevehicle,anactivemethamphetaminelabwasfound in the trunk.

• OnJanuary25,OfficerWetterlundwasdispatchedtoanarmedrobberyatalocaldollarstore.Witnessesdescribedtoofficersthattheoffenderwaslastseengettingboardingacitybus.Officerswereabletosafelystopthebusandtakeasubjectmatchingtheoffenderdescriptionintocustody.Thevictimsandwitnesseswereabletopositivelyidentifythesubjectasthearmedrobberyoffender.Theoffenderwasbookedforarmedrobbery(hissecondoffense)andaggravatedbatterywithadeadlyweapon.TheoffenderwasonprobationforapreviousarmedrobberyintheAlbuquerquearea.

investigationandexcellenttrialtestimonyresultedintheoffenderbeingfoundguiltyon16ofthose17counts.Theoffenderisawaitingsentencing;howeverhemaybechargedwithalmost200yearsinprison.

• ValleyOfficersrespondedtoaburglaryinprogresscall.Team6officerslocatedtheoffenderasheenteredhisvehicleandtookhimintocustodywithoutincident.

• TheHolidayTacticalPlanswereincrediblyproductive.Notonlywerenumerouscitationswrittenandarrestswerecompleted,butswingshiftofficerscontactedeverybusinessintheOldTownareaandassuredthebusinessownersandemployeesthattheywereactivelypatrollingthearea.

Southwest Area Command...• OfficerJ.GarciamadeagreatarrestonJanuary

19whileconductingatacticalplan.OfficerGarciacontactedtwoindividuals-amaleandfemalewhowerelookingintocarsintheneighborhood.Thetwosubjectshadfourfelonywarrants.Themalehadthreewarrantsforvarioushotel/motelrobberiesinAlbuquerque.

• OfficersMadridandMarquezarrestedthreeindividualsforattemptingtostealavehicleandattemptedburglary.

• SouthwestImpactconductedseveraltacticalplansduetoanincreaseinautoandresidentialburglaries.OnJanuary12,detectivesweresaturatingthearealookingforsuspiciousactivity.DetectiveGrantnoticedanoccupiedvehiclebackedintoaparkingstallatalocalretailer’slot.DetectiveGrantparkedandwatchedthevehicle.Ashorttimelateranothervehiclepulledupandadrugtransactiontranspired.DetectiveGrantcalledforotherunitstoassist.Fouroffendersweretakenintocustodyandchargedwithtraffickingandpossession.

• OnJanuary26,SouthwestdetectivesconductedsurveillanceataretailernearCentralandOldCoors.Detectivesobservedamalesubjectparkedinthelotforseveralminuteswithnoapparentbusinessattheretailer.Detectivesfoundtheregisteredownerofthevehicletohavewarrantsforarrest.Uponstoppingthevehicle,thedriverwasplacedunderarrest.Thedriveradmittedtohavingnarcoticsinhisvehicle.Crack cocaine and heroin were located in the vehicle.

• DuetothehighnumberofPriorityOnecallsfor“downandout”subjects,Team5conducteda

monthlongtacticalplanintheareasofCoorsandCentralandCentraland98th.Theplantookazerotolerancestanceofallsubjectswhowherecausinganuisanceforthegeneralpublicorputtingthemselvesindanger.Subjectsthatwerehighlyintoxicatedand/ornotusingcrosswalkswerethemainfocusoftheplan.Theplanresultedin55citationsandfivearrests.Callsforservicedramaticallydecreasedandnopedestrian-relatedtrafficaccidentsoccurred.

• OnJanuary1,OfficersJ.BurleyandP.Olivasrespondedtoalargeretailerconcerningaviolationofarestrainingorder.Theofficersdeterminedthatitwasnotasimplerestrainingorderviolationbutanaggravatedstalkingcase.Theycollectedvideoevidencefromthestoreandcontactedtheon-callDistrictAttorney.AnAffidavitforArrestwaswrittenbytheofficersandsignedbytheDistrictAttorneyandaDistrictJudge.Theoffenderwasarrestedandremainsincarcerated.

• TheOpenSpaceSectionimplementedaseriesoftacticalplanstoreducepropertycrimesandillegalcampinginallareasoftheBosque.Officersfoundseveralillegalcampsites,resultinginmultiplearrestsforoutstandingmisdemeanorandfelonywarrants.OpenSpaceofficersconductedseveralsearchandrescuemissionsandlocatedhikersneedingassistance,includingamotherandhertwochildren.Officersmadeseveralnotablearrests,includingasubjectwhostoleseveralthousanddollarsworthofscrapmetalandanautoburglaryoffender.

Northwest Area Command...• WatchIofficersnotedadecreaseinauto

burglariesinsomeoftheapartmentcomplexesandcontinuedtoincreasepatrolandtacticaloperationsinallapartmentcomplexesthroughoutthecommand.DuetotheincreasedAPDpresenceinthosefacilities,offenseshavedecreasedsignificantly.

• Anofficer-involvedshootingoccurredattheCatholicCenterlocatedonSt.Joseph’sDr.NW.Whenoneofthesuspectswasapproached,hefireduponanofficer.Theofficerreturnedfireandtheoffenderwaskilled.Duringtheinvestigationtwootheroffenderswereidentifiedandwerearrestedashorttimelater.

• Twenty-sevenoperationswereconductedbyallthreesquadsrangingfrompanhandlingoperationsconductedatmajorintersectionsand

businessesalongwithsweepsoftheBosqueforitinerantcampsandarroyos.Duringtheseoperations,theHorseMountedUnitplayedanimportantpartbyprovidinghigh-visibilityassetsintheaffectedareas.

• TheNorthwestImpactPOPprojectforJanuaryfocusedonautoburglariesandresidentialburglariesinbeats637,638and639.Northwestdetectivesandfieldofficersconductedoperationsintheareas.Detectivesidentifiedtwosuspectsresponsibleforthreeautoburglariesandpreparedarrestwarrantsonthesubjects.

• DetectiveFickecompletedafraudcaseonawomanwhohadfelonywarrantsinNewMexicoandTexasforfraud.Sheissuspectedinseveralcasesoffraudulentlyobtainingvehiclesandover$200,000fromherhusband’sbanksaccounts.DetectiveFicke,NorthwestImpactTeamdetectives,andtheU.S.SecretServiceconductedsurveillanceoperationsandtookthewomanintocustodyonJanuary24.OnevehiclewasseizedbySecretServicerelatedtothecase.

• DetectiveClelandreceivedthreemorecasesoffraudrelatedtorentingforeclosedhouses.Thetwosuspectshavenotbeeninterviewedorlocated.DetectiveClelandisworkingwithWhiteCollardetectivesandtheNewMexicoAttorneyGeneral’sofficetocompletethecase.

• DetectivesAcostaandRomerocompletedfourfelonyarrestsforresidentialburglarywiththeassistanceofCibolaHighSchoolResourceOfficerBroderick.ThejuvenilesubjectsburglarizedtwohousesonJanuary25andwerearrestedthefollowingday.

• Anumberoffelonyarrestsresultedfromcomprehensiveinvestigationsinvolvingsuspectsdealinginfraudandstolenmerchandise.TheinvestigationsincludedtheNorthwestImpactTeam,FBICyberCrimesUnitandprivateretaillossinvestigators.Asaresultoftheinvestigation,between7and10suspectshavebeenidentifiedandinvestigationsarepending.

• MembersofTeam5wereabletoapprehendamanwhohadactivewarrantsfromCarlsbad,NewMexicoforvariousdrug-relatedcharges.

• OnJanuary28,OfficersBurtonandSeidellocatedalostchildandafterseveralhourswereabletolocatetheparentwhohadfalselyreportedthechildasmissing.Theparentwaslaterarrestedforchildabuseforexposuretoinclement weather.

• Severalarrestsweremadebywatchofficers

rangingfromcommercialburglarytounlawfultakingofamotorvehicle.

Northeast Area Command...• OfficerC.Jacobsoncompletedtwofelony

arrestsinJanuary.OnJanuary16,OfficerJacobsonmadeafelonyarrestinresponsetoanarmedrobberyatafast-foodrestaurant.AsecondfelonyarrestwasmadeonJanuary20inresponsetoacommercialburglary.OfficerJacobsonwasabletorecover$855.00inproperty.

• OnJanuary14,OfficerY.Martinezwasdispatchedtoalocalbankattherequestofmanagementwhowantedtoreportthatoneoftheirelderlycustomerswaspossiblybeingscammedbyanunknownentity.Anelderlycustomerhadbeenintothebankbranchseveraltimesduringtheweektomakeseveralcashierschecksandvisacashadvancestorandompersons.Investigationrevealedthattheelderlyfemalewaspromisedthatifshepaidtheunknownpersonscertainamountsofmoneythatshewouldwin“lotsofmoney”fromPublishersClearinghouse.However,shewasnotallowedtotellanyonewhatshewasdoing.Theelderlywomanwasveryconfusedandhadnoideaofhowmuchmoneyshehadsentbutaddedthatshewascalledconstantly.ThebankdidwhattheycouldtostoppaymentonpendingchecksandtoclosetheVisaaccount.Theelderlyfemalehadfamilyintownandtheywerenotifiedtoassistinmakingsureshewasnottakenadvantageofanymore.WCCUandtheAttorneyGeneral’sofficewerenotifiedofthescambyOfficerMartinez.

• OnJanuary27,OfficerD.CalttrackedanarmedrobberysuspectfromafastfoodrestauranttoI25andSunport.OfficerCalt,alongwithseveralotherundercoverandmarkedunits,wereabletotaketheoffenderandtwoothersuspectsintocustodywithoutincident.

• OnJanuary21,OfficerCookinvestigatedafemalesuspectforautotheftandwasabletodeterminethatthefemalewasalsotheoffenderinseveralhomeinvasions.Throughhisinvestigation,hewasabletotrackthefemaleanddiscoveredthatshehadusedoneofthevictim’screditcardstorentahotelroom.HegavetheinformationtoRobberydetectivePerea.ThefemalewastakenintocustodyonJanuary23byROPofficers.Thefemaleoffenderwasresponsibleforseveralhomeinvasionsincluding

ahigh-profilecasewhereRepresentativeJaniceArnoldJones’motherwasthevictim.Thearrestofthefemaleclearsatleastfivehomeinvasioncasesthroughoutthecity.

• OnJanuary31,Northeastunitsweredispatchedtoafraudcallatalocalbank.Twosubjectswereattemptingtocashacheckusingadriver’slicenseandaccountfromthevictimsofanautoburglary.Officersapprehendedtwosuspectsaftertheyranfromtheirvehiclesinanattempttoeludeofficers.Thesubjectsweremembersofasmallgroupofindividualswhohadtraveledthroughsevenstatescommittingvariouscrimes.Thecrimesincludedautoburglary,identitytheft,fraud,andforgery.OfficerT.Lonz,DetectiveG.Roach,andDetectiveDefratescompletedthearrestofthesubjects.

• Team5conductednumeroustacticalplansintheNortheastAreaCommandduringJanuary.OfficerMcGuffinconductedatacticalplanintheareaofUniversity/Menaulatthevarioushotelstodeterautothefts,residentialburglaries,aswellasnarcoticactivitywithinthearea.Theoperationresultedinthedecreaseofsuspicioussubjectsaswellasareductionofautoburglaries.

Scientific Evidence Division...• TheMajorCrimeSceneTeamrespondedtofour

calloutsinJanuary.DetectivescontinuedtomakerequestedchangestoprocedureswithanemphasisoncommunicationbetweentheMajorCrimeSceneTeamandtheHomicideUnit.

• ScientificEvidenceDivisionstaffattendedmeetingswhereinformationwassharedabouttheupcomingfacialrecognitionprogramthatisbeingfacilitatedbytheFBI.SEDstaffanticipateanincreaseinworkforvideoenhancementasaresult.

• InJanuary,IdentificationTechniciansandonerehireofficercompleted70casedispositions;47employmentbackgrounds,43firearmbackgrounds,and77FBIbackgroundrequests.240RAPsandphotosweredistributed;13newAPDapplicantswerefingerprinted;1,873fingerprintswereclassifiedinAFISand2,377newandoldarrestswereprocessedintotheTIBURONCriminalHistoryRecordduringnormalshiftoperations.

• InJanuary,15fulltimecityevidencetechniciansandonerehireofficerreceived3,922evidenceitems;duplicated627audio/videorecordingsandsupported45pre-trialviewings.TheUnitalsoreturned652itemstotheirowners,disposed

of2,533items,andrecovered$9,503.49fromauctionincome.Anadditional4,500itemsmetfinaldispositionprocessingrequirementsand4,073itemsarependingdestructioncourtorders.

• TheQualityManagementSectionreviewed,updatedanddistributedtheMFSCexposurecontrolplan,safetyplan,andchemicalhygieneplan.TheSectionalsoreviewedASCLD/LABpoliciesandtheGuidetoUncertaintyofMeasurement(GUM)inanticipationofnewreportingpoliciesthatwillbeimplementedinJuly2012.

Communications Division...• TheAPD911CommunicationsCenterstaff

answered63,559incoming911and242-COPScallsinJanuary.Therewere24,882callsansweredfor911and38,677callsansweredfor242-COPS.911Operatorsanswered94.07%ofthe911callswithin10seconds(thenationalstandardis90%;APD’sstandardis93.37%);operatorsalsoanswered96.96%ofthe242-COPScallswithin30seconds(APD’sgoalis90%answeredwithin30seconds).

• InterviewswereconductedfortheTelecommunicationsOperatorI(911Calltaker)andII(Dispatcher)positions.Fromatotalofover600applicantsforbothpositions,57interviewswereconductedand12candidateswererecommendedforhireandarebeingprocessedforaneffectivedateofFebruary25,2012.

• AlbuquerqueTheMagazineinterviewedtwo911CenteremployeesforafeaturestorythatwillappearintheMarch2012edition.Thefeatureisonlocalheroeswhogoaboveandbeyondtohelpmakeother’slivesbetter.

• AconsultantfortheState911fundcompletedasecurityauditoftheAlbuquerque911Centerandthesystemscontainedwithin.TheformalreportwillbereceivedinafewmonthsbuttheauditorremarkedonwhatagreatcenterAlbuquerquehas.
