APD Notables...Field Services BureauSpecial Operations Division...• OnAugust5SWATOfficerswereassignedto

provide City Council protection.• AugustwasbusyforSWATofficersbecauseof

thepoliceacademyandfirearmsrangerequestfor instructors..

• SWATofficerswererequestedtoassisttheOpenSpaceUnitwithropetraining.Thiswasanadvancedcoursewhichincludedsomeclimbing.

• SWATactivationsthismonthweremoreviolent than usual. Three activations involved thesuspectsactuallyfiringweapons.Allwerehandled successfully and professionally. SWAT workedalotofthemonthwiththeROPteam.

• SWATassistedtheSheriff’sDepartmentwithOfficerS.Key’sfuneral.AssignmentsincludedtrafficcontrolandcoveringthecountyforanySWATresponse.APDalsoworkedwithBCSOonatacticalsituationintheNW.ThecallwasalargescaleresponsewhichincludedsomeFederal Agencies.

• InAugustAPD’sBombSquadrespondedtobombrelatedcallouts.

• APD’stwoexplosivedetectionK9scompletedtheirannualcertificationthroughNNDDA(National Narcotics Detector Dog Association) on August 23.

• APD’sBombSquadparticipatedin60hoursoftraining.Topicscoveredwereropeandpulleyrigging,x-raythroughbarriers,andaRadiological/nucleartabletopexercisewithagencies throughout the state. The team also trainedonblastpressuresfromdifferentsizeexplosiveshotsatthebombrange.

• Sgt.GallegosattendedathreedayBombSquadCommanders Conference at Redstone Arsenal. The conference provided updates on current issuesconcerningBombSquadsacrossthenation,aswellasupcomingtrainingthatwillbeavailable.

• APD’sBombSquadconductedtwodemosduringthemonthofAugust.ThefirstwasOfficerAppreciationDayattheNortheastSub,andtheotherwasaStaticdisplayfortheHomeland Security Conference.

• APD’sBombSquadcontinuedtoassistFieldServicesBureauthroughoutthemonthbytaking20callsforservice.

• APD’sBombSquadiscurrentlyoperatingwiththreefulltimecertifiedbombtechnicians(two

ofwhicharealsoK9handlers),andcurrentlyhastwovacancies.TheBombSquadhashadvacanciessinceOctober2011withoutany replacement. The last full time opening wasin2007.WiththeincreaseinspecializedequipmenttheBombSquadhasbeenreceivingfromfederalgrantfunding(over$1,000,000dollars)alongwiththeincreaseincalloutsthisyear,itisverydifficultfortheteamtomanagetheirnumerousresponsibilities.TheparttimeteamnowhasthreecertifiedBombTechnicians.J.WolffbrandtandM.OatesbothgraduatedfromHDSinApril2014.

• TheK-9Unit’shighlightsforthemonthofAugust centered on three core areas: mandated training, outside agency training and in service certificationtraining.Theteamisalsointheprocessofconductinganinternalreviewofourprocedural and policy guidelines, documentation ofmonthlyperformanceandtrainingobjectives.

Metro Traffic Division...• TheDWIUnitcompleted181DWIandfour

DRE arrests in August • TheDWISeizureUnitconfiscated133vehicles

inAugust,totalling$182,700.• InAugust,theTrafficDivisionissued2,183

citationsand4cellphoneviolationcitations.• TheTrafficUnitcompleted11DWIarrests,ten

misdemeanor arrests, and seven felony arrests TheTrafficUnitwrote1,078citations.

• TheTrafficUnitrespondedto215callsforservice in August.

Field Services Bureau - EastSoutheast Area Command...• OnAugust10OfficerM.Kellywasdispatched

inreferencetoatrafficaccident.OfficerKellywastoldbydispatchthatthedriverinvolvedinthecrashwasattemptingtoleavethescene.OfficerKellyarrived,contactedthedriver,anddeterminedthatthevehicleneededtobetowedfor not having insurance. During an inventory search,amarijuanapipewithresidueinthecenterconsolewaslocated.Thedriverwasarrested the on drug paraphernalia charges.

• OnAugust22OfficersF.HernandezandD. Yurcisin arrested E. Crane for felon in possessionofafirearm&possessionofcontrolledsubstancecharges(heroin&marijuana).OfficerHernandezandYurcisinobservedaPontiacG6.Thevehiclehadaskipplateandatrafficstopwasconducted.Due

andtamperingwithevidence.• OnAugust5thOfficerZ.Kesnerwasdispatched

in reference to a shoplifting occurrence. Upon arrivalhemadecontactwiththelostpreventiondepartment.Hewasadvisedthattwosuspectswereincustodyforunlawfullytakingclothingfromthebusiness.Afterreviewingtheevidence,OfficerKesnerconfirmedtheshopliftingcharge.ThroughfurtherinvestigationOfficerKesnerascertainedthatthetwosubjectshadpriorCriminalTrespassNotificationsissuedtothemfromthesamebusiness.AttheconclusionoftheinvestigationOfficerKesnerchargedbothsubjectswithcommercialburglaryandconspiracy.

Northeast Area Command...• OnAugust1,anoffendershopliftedtwolaptop

computers.Thedriver,whodidnotwanttobepartofthetheft,calledpoliceandupdatedOfficersonhisandtheoffender’slocation.OfficerPotterlocatedtheoffender,whoexitedthevehicleandwasonfoot.OfficerPotterfoundtheoffender,whowasconcealinghisidentityandhadthreefelonywarrantsandtwomisdemeanorwarrantsforhisarrest.TheoffenderwasturnedovertotheOrganizedCrimeUnit,wholocatedwheretheoffenderdroppedoff the computers. OCU later served a search warrantonthatlocation.

• OnAugust8,OfficersHoffmanandBazanweredispatchedtoashooting.Theywerethefirstonsceneandfoundthatfourfemaleshadbeenshot. They immediately rendered aid, called for rescue, and secured the scene. One female diedandtheoffendersubsequentlycommittedsuicideduringaseparateincidentwhenheshotat police.

• OnAugust10,amotherenteredherdaughter’sresidencewithoutauthorizationandtook$500worthofitemstopresumablysupportherdrugaddiction.AfelonycasewassubmittedtotheDistrictAttorney’sOfficeforprosecution.ThedaughteralsohadanoutstandingfelonywarrantforherarrestandshewasbookedintoMDC.

• OnAugust15,afemalestoleacomputerfromaretailer.WhenapproachedbyAssetProtection,shefled,leavingthecomputerintheshoppingcart.Thefemalewasrecognizedasapreviousshopliftingoffender,whowasissuedacriminaltrespassnoticeinApril2014.AfelonycasewassubmittedtotheDistrictAttorney’sOfficeforcommercialburglary.3


tothenervousbehaviorofthedriverandagunholsterthatwasobservedinplainsight,allsubjectswereaskedtoexitthevehicleforfurtherinvestigation.Itwaslaterdiscoveredthatthedriverwasaconvictedfelon.Theinventorysearchofthevehiclelocated3firearms,8gramsofmarijuana,and3gramsofheroin.

• OnAugust22OfficersF.HernandezandD.YurcisinarrestedA.Woody&W.Grassropeforreceiving/transferring a stolen motor vehicle. TheofficersobservedawhiteFordandranthelicenseplatethroughMVD/NCIC.Itwasreturnedasastolenvehicle.OfficersconductedaHighRiskStopandbothindividualsinthevehicleweretakenintocustodywithoutincident.

• OnAugust26OfficerS.SaenzarrestedL.DiazandF.Diazforreceiving/transferringastolenmotorvehicle.TheofficerobservedaredChevroletparkedinaparkinglot.Thevehiclewasbackedintoacoveredparkingspace,sittingonblocks.Believingthevehicletobestolen,heapproachedandobservedamaleexitingthepassengerdoorwithhandtoolsinhishand.Asecondmaleexitedthebackofthevehicle.OfficerSaenzcheckedtheVehicleIdentificationNumberthroughNCICwhichconfirmedthevehiclewasstolen.Bothoffendersweretakenintocustodywithoutincident.

• OnAugust28OfficerM.FisherarrestedA.Garciaforpossessionofacontrolledsubstance:methamphetamine,misdemeanorwarrantanddrivingwhilesuspended/revoked.Theofficerobservedamaleonascooter,slammingonhisbrakeswhenhesawtheofficer.Thesuspectdidnothaveeyeprotectionandtheofficerconductedatrafficstop.TheriderappearednervousandOfficerFisherobservedaglasspipestickingoutthesubject’spantspocket.Asearchofthesubjectfoundaplasticbaggywithawhiterocktypesubstanceinside,beingMethamphetamine.Theoffenderwasarrestedandbookedwithoutincident.

• DuringatacticalplanOfficerR.HoletsandOfficerJ.Bonetwereonbikepatrol.Whilepatrollingtheyobservedadrugdealinwhichasubjecthadthecontrolledsubstancesonascaleinsmallbaggiesandwasdealingtoanothersubject.Theofficersstoppedandmadecontactwiththesubjectwhostartedtothrowthedrugsontheground.OfficerJ.Bonethandcuffedthesuspect.Thesellerandbuyerwerearrestedfordistribution,possessionofcontrolledsubstance

• OnAugust10OfficersS.DrobikandA.Cookweredispatchedtoacommercialrobberycall.Asofficerswereenroutetothecall,theylearnedthatshotswerefiredandonesubjectwasdown.Asofficersarrivedonscene,theysetaperimeteraroundthebusiness.Officerslearnedtherewasasubjectwhowasinjuredinsidethebusiness.Officersdetermineditwasnecessarytomakeentryintothebusinesstorenderaidtoanyinjuredsubjects.AsOfficerDrobik,Cook,Saavedraandrecruitofficermadeentry,theyobservedamalesubjectlyingfaceupontheground,surroundedbyapoolofblood.ThemalesubjectappearedtobedeceasedAfterattemptsbyrescuetorevivethemalesubject,theyeventuallypronouncedhimdead.Officerssecuredthescene,separatedthewitnesses,andconductedtrafficcontrol.BeforeViolentCrimesunitsarrived,theofficersonthesceneidentifiedwitnesses,obtainedwrittenstatements,conductedacanvassofthearea,andcheckedforsurveillance video in the area.

• OnAugust11DetectiveKeeswasassignedakidnappingcase.Awomanrandomlyapproachedamanandchildatalocalpark.Thewomantookthechildandranoff.Thefather,whoisadoubleamputee,ranafterthewomantotrytogethissonback.Thewomanabandonedthesonandwhilethefatherlocatedhisson,shestolehistruck,ranoverhislegs,andattemptedtostriketheyoungchild.Thefather’slegswerecrushedbythevehicle.Usingpolicedatabases,theCITUnit,aswellastheRTCC,DetectiveKeeswasabletoapprehendtheoffender,andarrest her on several felony charges.

• OnAugust30officersrespondedtoashootingcall.Whenofficersarrivedonscenetheylocatedadeadvictimfromgunshotwounds.Theapartmentwasunsecuredandthelocationoftheoffenderwasunabletobedetermined.Officersclearedtheapartment.Thescenewassecuredandtheshootingwasdeterminedtobeagang-related.TheGangUnitwascalledtoassistatthescene.Thevictim,J.Lucero,alsoknownas‘Crazy’fromtheDuranesStreetGang,wasshotbyD.MartinezfromtheWestSideLocos.During the initial FSB investigation prior to Homicides arrival on scene, the identity of the offenderwasdiscoveredbyOfficerR.Whitten.ThesuspectD.MartinezwasarrestedbytheGang Unit.

Foothills Area Command...• Officersweredispatchedtoaresidencein

referencetoadomesticviolencecallbetweenaboyfriendandgirlfriend.Thegirlfriend,B.Frey,hadbeenheldagainstherwillafterbeingchokedseveraltimesalongwithbeingthreatenedwithahandgun.TheoffenderidentifiedasG.Montoyaranbackinthehouserefusingtocooperatewithofficerscommands.Afterseveralminutesonthephonehewassuccessfullytalkedoutoftheresidenceandtakenintocustodyonnumerousfelony charges.

• OnAugust17officersrespondedtoasuicidecall.Amanthreateningsuicidewithagun.OfficerK.Burtmadecontactwiththesubjectwhowasstandingonthebalconyofhissecondstoryapartment.Hewasunarmedbutsaidhedidwanttokillhimself.Afteraperiodoftimethesubjectsaidhewasgoingtoexittheapartmentarmed.Heexitedthefrontdoorwithaguntohishead.Fromadistance,andbehindcover,OfficerBurtwasabletotalkthesubjectintoputtingthefirearmdownandsurrenderingpeacefully.

• OnAugust30,OfficerFriedfertigwasdispatched to a domestic violence call involvingamentallyillfemalesubjectwhowasthreateninghermother.OfficerFriedfertigwasabletolocatethesubjectbybangingonhermother’swindowattemptingtogainentry.AftertwohoursofunsuccessfultalksandinterventionwithCIT,aplanwasformulatedtotakethesubjectintocustodyforamentalhealthevaluation.Officerswereabletotakeherintocustodywithoutuseofforceandendtheconfrontation peacefully.

• OnAugust31OfficerPowersrespondedtoadomestic violence call in reference to a male subjectwhohadchokedhiswifeThesubjecthadfledandtheofficerscouldnotlocatethesubject.OfficerPowerswaslaterdispatchedbecausethevictimthoughtshesawhimneartheproperty.OfficerPowersandFriedfertigconductedathorough search of the area and located the subject.Hewastakenintocustodyandsearched.Hewasfoundtobeinpossessionofthousandsofdollarsandpackagedbagsofcocaine.Uponfurtherinvestigationthesubjectwasdeterminedtohaveanextensivehistoryoftraffickingdrugs.ICEwasnotifiedandlaterarrivedonscenetotakecustodyofthesubject.

• OnAugust19officersrespondedtoacallwhereunknownsubjectswerecarryingseveralgunandcreatinganunknowndisturbance.Once

onsceneofficerswereabletodeterminethatthesubjectshadstatedtheywereU.S.Marshalsandthattherewasabouttobeashootout.Theapartmentwasidentifiedwherethesubjectswentandofficersquicklysetupaperimeterandslowedtheinvestigationdown.ItwasquicklydeterminedthattheU.S.MarshallServicewasnot on the property. As it appeared that the unknownsubjectswereimpersonatingU.S.Marshals, U.S. Marshall then arrived on the scene to assist in the investigation. Tactical considerationsweremadeandofficersbeganmakingannouncements.Subjectsquicklyexitedandweredetainedpendingtheinvestigation.Onesubject,J.Rector,wasarrestedforanoutstandingfelonywarrant.Anothersubject,W.Binford,waslaterarrestedforimpersonatingaFederal Agent and for a felon in possession of a firearm.

Field Services Bureau - WestOffice of Emergency Management (OEM)...• ContinuedtoworkoncreatinganewHazard

MitigationPlan.OEMwillspearheadandcoordinate the creation of the City/County HazardMitigationPlanwiththeCounty.Thisfederallyrequireddocumentwillcreatedisastermitigationgoalsandobjectivesintendedtoeliminateorlessontheconsequencesofdisasters.

• ContinuedtoworkoncreatinganewHazardMitigationPlan.OEMwillspearheadandcoordinate the creation of the City/County HazardMitigationPlanwiththeCounty.Thisfederallyrequireddocumentwillcreatedisastermitigationgoalsandobjectivesintendedtoeliminateorlessontheconsequencesofdisasters.

• Created and posted mitigation plan advisory for requestofpublicopinionontheOEMwebpage.FEMArequirescommunityinvolvementintheplan development process and these activities willprovideforFEMAcomplianceandalsoprovidepublicengagementandtransparency.

• OEMattendedBalloonFiestaorganizationalmeetings.

• Coordinated the creation of an emergency managementandhomelandsecuritycapabilitiesassessmentwhichwillbeusedtoestablishpriorities for enhancing the preparedness and

responseabilityofthecity.OEMistheonlyjurisdictionisNewMexicotodevelopthisassessment.

• Numerous meetings regarding program components including Metropolitan Medical Response System (MMRS), Cities Readiness Initiative(CRI),LocalEmergencyPlanningCommittee(LEPC),CERT,grants,specialprojects,anddepartmentmeetings.

Valley Area Command...• OnAugust17OfficersDrager,Whiteand

Shroufweredispatchedtoadomesticdisputeandonegunshotwasheardfrominsidethehouse.Officerscontactedapossibleoffenderoutsidetheapartmentandfoundthathewashighlyintoxicatedandwasinpossessionofastolenfirearm.Thefirearmwaslocatedinhisfrontpocket.Thefemaleinvolvedinthedomesticdisputewasnotlocatedandcouldnotbecontacted.Thesubjectwasarrestedforreceiving/transferringstolenfirearms.Duetothe male having a prior felony conviction from over10yearsago,thecasewasforwardedtotheATFdivisionforfollowup.

• OnAugust23officersweredispatchedinreferencetoapossibleburglaryinprogress.OfficersDragerandWickensarrivedonscenefirstandwitnessedtwomalesubjectsrunfromtheresidence.Gunshotscouldalsobeheardinthearea.OfficersShrouf,Foulk,andKeslerrespondedtotheareaandtookonesuspectintocustody.Duringasafetysweepoftheimmediatearea,officerslocatedafirearmnearwherethesubjectwastakenintocustody.Anothersuspectwaslocatedhidinginabushonthenorthsideofthepropertyandwastakenintocustody.Bothsuspectswerepositivelyidentifiedbythevictims.Bothsuspectswerechargedwithmultiplefeloniesincludingresidentialburglary,aggravatedassaultwithadeadlyweapon,possessionofcontrolledsubstance,andkidnapping.OfficerJonestookprimary on the call until a Burglary detective tookovertheinvestigation.

• OnAugust24OfficersFoulkandShroufweredispatchedinreferencetoamaleinawhitepickupcheckingdoorhandlesinthearea.OnceonscenetheofficersdeterminedthatthevehiclewasstolenOfficerShrouflocatedthevehicleandattemptedatrafficstop.Whenthevehiclestoppedafemalepassengerjumpedoutandthevehiclespedoff.OfficerFoulklocatedthe

vehicleabandonedanddidnotwitnesswherethedriverwent.Shortlyafterdispatchbeganreceivingcallsofamalesubjectonroofsandrunningthroughbackyardsinthearea.AperimeterwassetupandthesubjectwastakenintocustodywiththehelpofK-9units.Thesuspectwasarrestedforreceiving/transferringstolenmotorvehicleandadetectivewiththeautotheftunitassumedcaseresponsibility

• August4OfficerD.Robertswasdispatchedtoaresidentialburglary.Assheandotherofficersarrivedonscene,theoffenderquicklyfledtheresidence.Theofficerssetupaperimeter,andsawJ.Romerohidingontopofarooftopclosetothevictim’shouse.Hewastakenintocustodyandidentifiedbythevictimasthepersonwhobrokeintohishouse.

• OfficersMichaudandArmijoteamedupwiththe Outreach Program during the month of August.Thisprogramidentifieshomelessindividuals in need and refers them to the appropriatemedicalorfinancialresources.

• OnAugust23OfficerLuttrellrespondedtoareportofcriminaldamageandstalkingbythevictim’shusband.Uponfurtherinvestigation,awitnesswasidentified.Theoff-dutyofficerwitnessedthesuspectdrivehiscaralongsideofthevictim’svehiclecausingover$1000indamage.Thesuspecthadpreviouslybeenarrested for violating a restraining order, holding a gun to the victim’s head and telling her he wouldkillherifshelefthim.OfficerLuttrellcontacted the FASTT unit supervisor and wroteanarrestwarrantforthesuspect.Thesuspectwaslocated,arrestedandservedwithan Emergency Restraining Order. The victim commendedofficerLuttrellfor“savingherlife.”

• On,August28OfficersT.MelvinandD.Padilla,respondedtoaroadrageincidentinwhichthecallerstatedasubjectfiredshotsfromhisvehicle.Withinminutesofficerslocatedthesuspect vehicle and conducted a felony stop. Thevictimpositivelyidentifiedtheoccupantofthevehicleastheoffenderandafirearmwaslocatedinthevehicle.Ahistorycheckofthesuspectrevealedatleasttwoothersimilarincidentsofroadrageandshotsfiredfromamotorvehicle.ImpactDetectiveL.Monteresponded to the scene and assumed case responsibility.

Southwest Area Command...• OnAugust2OfficerAnzoarrestedoffenderofa

kidnappingagainsthisgirlfriend.ThecasehasalreadybeensenttotheGrandJuryandreceiveda True Bill. The Grand Jury added additional charges in reference to the case.

• OnAugust23OfficerAnzowasdispatchedtothehospitalinreferencetoasubjectthathadbeenshotinthestomacharea.Theofficermadecontactwiththevictim’sgirlfriend,whodrovehimtotheHospital.OfficerAnzoobtainedseveralnamesofindividualswhowereinvolvedintheincident.Thevictimwasinsurgeryandcouldnotbeinterviewed.Ashellcasingwascollectedbyafieldinvestigatoratthescene.ThecasewasturnedovertoImpactDetectives.

• OnAugust16OfficersS.ApodacaandL.Canalesweredispatchedtoafamilyfightwhereafemalestatedthatshehadbeenassaultedwithasledgehammer.Whenofficersarrivedthevictimdescribedanincidentwhereshehadbeenarguingwithherboyfriend,whenheultimatelysmashedhervehiclewindowswithasledgehammerandchasedafterherwithit.Officersthenreceivedaphonecallfrom the male to give a statement. The male wastakenintocustodyandhewasbookedforaggravatedassaultwithadeadlyweaponagainstahouseholdmember.

• OnAugust10officersweredispatchedinreferencetoastabbingcall.UponarrivaltheywereabletocontrolachaoticscenecoordinatingAFD rescuewhilesimultaneously investigating thecrime.ThesuspectwasidentifiedandOfficerBaileywasabletospeaktohimonthetelephone and convinced him to surrender. The suspectwastakenintocustodywithoutincident.

• OnAugust10OfficerWesselinkrespondedtoapriorityonedown-and-outsubject.Afemalesubjectwasunconsciousandnotbreathing.OfficerWesselinkimmediatelyrequestedrescueandthenbegantoperformCPR.OfficerChaconassistedOfficerWesselinkinperformingCPRwhileotherofficersbegantosecurethesceneandinterviewwitnessesforproperidentificationofthesubject.Thesubjectwastransportedtothehospitalaftershowingsignsoflife.

• OnAugust15DetectiveZambranorespondedtoacaseinwhichJ.Elycioforcedhisgirlfriendintoavehicleandbeganpunchingherseveraltime in the head and face, causing her to loose consciousness.Whensheawakened,Elyciotoldhertogetoutorhewouldkillher.Thevictim6


rantoarestaurantwhereshecontactedOfficerGallegos.TheofficerattemptedtostopElycio,buthedroveoffatahighrateofspeed.Det.Zambranoobtainedanarrestwarrantforthesuspect and attempted to locate him at several differentaddresses.Hewaseventuallylocatedandtakenintocustodywithoutincident.

• OnAugust24OfficerBustillosrespondedtoacallwhereamalesubjectwasshootingatahouse.Asofficersarrivedtheylocatedavictim outside the house. The victim stated thattheoffenderandwalkedintotheirhouseunannounced and confronted his girlfriend. The twobegantoargueandtheoffenderstartedtocommitbatteryagainsthisgirlfriend.Themotherheardthisandcametoabedroomdoorandunlockedthedoor.Asthedooropenedtheoffenderstatedhewouldkillherashepulledoutahandgunfromhiswaist.Theoffenderaimedthegunandfiredoneshotatthemother,missingher. The father then came from another room andwasjumpedbytheoffenderandothersthatcamewithhim.Theoffenderthenfledtheareaonlytoturnaroundandfirethreemoreshotsatthe house. Impact Detectives responded to the sceneandawarrantfortheoffender’sarrestwasobtainedthatnight.

Northwest Area Command...• OnAugust18OfficerJ.Brownrespondedtoa

forgeryinprogressatabank.Hearrivedanddetainedthesuspect.Throughhisinvestigationitwasfoundthatthesuspectwasattemptingtocashacheckbelongingtoapersonwhowasdeceased.

• OnAugust5OfficerHsuconductedatrafficstopwhichresultedinfourfelonyarrestsandtherecoveryofalargeamountofnarcotics.

• FromAugust1throughthe31,graveyardofficerscontinuedtomonitorandrespondtoactivityontheWestSide.Therehavebeenongoingneighbordisputesaswellasotherdisturbancesonthisstreetforafewyears.Team7officersconducted17periodicwatchesofthestreetduringthemonth.Additionally,therewerefivecallsforserviceinvolvingdisputesbetweentheresidents,primarilyhandledbytheswingshift.

• OnAugust13OfficersEnyartandPerearespondedtoasuicidecall.Thecallerstatedafemalefamilymemberhadmadereferencestowantingtoendeverything.Shethenleftthehouseinavehicle.Whenthecallercheckedthehousesafe,henoticedthe9mmgunmissing.Officersanddispatchwereunabletogetthefemaletoansweranyphonecalls.ThefemalewaslocatedinhervehicleinatthecornerofaparkinglotbyOfficerPoccia.Thehandgunwasonthepassengerseatnexttothefemale.ThroughexcellentuseofCITskills,thefemalesurrenderedtoOfficerPoccia.ShewassubsequentlytransportedtoUNMH,andthegunandvehiclewereturnedovertofamilywhostatedallgunsinsidethehousewouldbemovedtoarelative’shouseuntilthissituationwasresolved.

• OnAugust26OfficerC.Romerorespondedtoasuspicioussubjectintheyardofaresidence.Themalesubjectwaspoundingonboththefrontandbackdoorsoftheresidence.Uponarrivaltheandappearedtobeonsometypeofdrug.AnAFDparamedicwasattemptingtoadministeraid.Thesubjectwasbookedforbatteryonahealthworker.

• OnAugust21officersweredispatchedtoafamilyfightwherethehusbandreportedthatheandhiswifewereinadispute.Thewifewasoutofcontrolandwasstabbingherselfinthestomachwithaknife.OfficerslocatedthefemaleidentifiedasE.Pickup.SergeantNorrisorderedhertodroptheknifeandstandup.Sheappearedtobeinamanicmindsetanddidnotfollowdirectionsbutdiddroptheknife.ShewasfranticallysearchingforhermedicalmarijuanauntilSergeantNorrispulledherpurseawayfromherinordertoemptyherhandsofanyotherpossibleweapons.She.7.

• OnAugust16,AutoTheftconductedabaitcaroperation in the NE area command. The location waschosengiventhemostrecentcrimetrendsfromtheCrimeAnalysisUnitwhichshowedariseinpropertycrimesintheNEarea.Twosubjectswerearrestedforunlawfultakingofamotorvehicle.ThedriverJ.LeekkyaandthepassengerW.CastilloweretakenintocustodyandbookedintoMDC.

• On August 25, Auto Theft detectives spotted astolencaratalocalmotel.Thecarwasunoccupied and they sat on the car until an occupantofthehotelexitedandreturnedtothecar. As he entered the car and gained control of thevehicle,hewasarrestedbydetectives.HewasidentifiedasD.Valenciawhoalsohadtwooutstandingfelonywarrants.

• NITe detectives assisted the Foothills area commandwithamonthtactplanfortwonightsaweek.DetectivePholphiboundidatwoweekTDYtoassistwithbuildingbaitcars.Sgt.GamboaandDet.Taylorreceived40hoursofCIT training. All the detectives received and are nowqualifiedtocarrythenewdepartmentrifle.

• OnAugust26,NITeDetectiveswerecontactedbyFederalProbationandParolewitharequesttolocateanabsconderthattheyfearedwasgoingtohurtafamilymember.Hewaslocated,arrested, and turned over to federal agents.

• OnAugust29,N.Gonzalesenteredacityownedbaitcaranddroveittoamotel.Gonzalesthentookcityownedpropertyandtookitintohishotelroom.Theitemsweretrackedandthesuspectwastakenintocustody.

• OnAugust31,aDWIofficerobservedamotorcyclebeingdriven.Themotorcycleeludedpoliceandthepassenger,T.Morales,jumpedoffthebackandran,butwaslaterlocated.Headmittedthebikewasstolenandstatedhewasapassengerandtheywereactivelylookingforanotherbiketosteal.

• OnAugust7BurglaryDetectiveswereconductingaresidentialburglarytacticaloperationintheSouthwestAreaCommandwhenOfficerBaileycalledoutwithanarmedrobberyinvolvinganelderlywomanthatjustoccurred. Detectives responded to the area immediatelyandwereabletolocateasuspectand vehicle matching the description in the parkinglotofanearbyapartmentcomplex.Thedetectivesconvergedandtookthesuspectsintocustody.Theyobtainedafullconfessionfrombothoffenders.Thedetectivestookcaseresponsibilityandtheoffenderswerebookedonrobberywithadeadlyweapon,aggravatedassault, false imprisonment, and conspiracy.

• OnAugust8,J.Wieckwasarrestedforacommercialburglary.Wieck,whowasan

employeeofthebusiness,wasinterviewedbyBurglaryDetectivesandlaterconfessedtocommittingthreeburglariesatthatbusinessaswellastwoadditionalburglariesatthebusinessowner’sresidence.

• OnAugust14,theunitwascontactedbyDetective C. O’Neil in regards to a home invasioninvolvinganelderlymalewhosustainedminorinjuriesduringtheincident.O’Neilwasabletogetfingerprintsthatweretakenfromthesceneandidentifythemquickly.ThefollowingmorningBurglaryDetectivesmetwiththevictimandshowedhimaphotoarrayandhepositivelyidentifiedthesuspect.AarrestwarrantforR.Chavezwasobtained.DuetoChavez’sviolenthistory,ROPwascontactedtoassistwiththeapprehensionofChavez.OnAugust16informationonChavez’swhereaboutswasobtainedandgiventoROPDetectives.Chavezwastakenintocustodyandtheunitrespondedtothescene.Awarrantwasobtainedfortheresidenceandthehandgunthatwasusedinthecrimewaslocated.Chavezwasbookedonnumerousfelonychargestoincludingkidnapping,aggravatedassaultwithadeadlyweapon,andtamperingwithevidence.

• OnAugust5DetectiveWeberwascontactedbyPretrialServicesinDistrictCourt.SubjectL.Lunaarrivedathisscheduledmeetingwithhisprobationofficer,butwasfoundtobeinpossession of a stolen driver’s license and stolencreditcards.TheitemsweretracedtoanautomobileburglaryintheFoothillsAreaCommandwithoccurredthenightbefore.Thesuspectbrokeintothevehicleandthenfraudulentlyusedthevictim’sidentificationandcreditcardsatanearbystore..Hewasbookedinto MDC on multiple felony charges.

• OnAugust22,DetectivesJ.WeberandV.NatewatravelledtoPueblo,ColoradotointerviewA.Gutierrez.ShehadbeenarrestedbythePuebloPoliceonmultiplefelonycharges.Shewasinpossessionofalargenumberofstolenchecksfromanapartmentcomplexatthetimeofherarrest.Therentalofficeatthefacilityhadbeenburglarizedearlierinthemonth.Alteredchecks,originallyforrentpayments,begantoappearatlocalFISOAmemberbanks.DetectiveWeberwasalreadyworkingthecase.Ms.GutierrezadmittedtothecommercialburglaryandstolencheckstoDetectiveWeber.Shewasbookedonlocalfelonywarrantsontopofthechargesshehad

The victim wondamagestotaling$130,000.00andthejudgmentwaspaidbythecity.Mr.Kellyneverpaid the victim and deposited the settlement intohisowncheckingaccount.Inthepastfourmonthshespentallthemoney.Hiswhereaboutsareunknown.

• OCUdetectivesconductedasearchwarrantontheresidenceofN.V.Lozano,aknownfencing location in the metro area. Detectives hadapprehendedP.Crowlafterheshopliftedover$1000.00inlaptopcomputersfromalocalretailer.CrowlhadsoldthecomputerstoLozanopriortohisarrest.Crowlwaswantedonthreefelonywarrantsandthreemisdemeanorwarrantsforhisarrest.AsearchwarrantandarrestwarrantwereobtainedforNoeLozano,andhewastakenintocustody.Duringquestioningheadmittedtopurchasingnewandusedstolenproperty,andsellingitforprofitatlocalfleamarkets.Over$6,000.00innewstolenmerchandisewasrecovered.

• OCU conducted a tactical operation in the area ofWyomingandMenaultocurbthespikeincrime in that area. Detectives made contact withE.OrtizandC.Elledgewhowasarmedwithahandgun.ElledgeisaknownassociateofArianBrotherhood,andOrtizisagangmemberfromPamona,California.Detectivesobservedahandgunontheseatofthesubject’svehicle.DuringquestioningOrtizadmittedtobeingaconvictedfelon,andknewthegunwasinthevehicle.Thetruckwassealedandasearchwarrantwasobtained;thegunwasconfirmedstolen.AnarrestwarrantsforOrtizwasfiled.

• OrganizedCrimedetectivesinitiatedandcompleted several ARAPA, Hospitality and CICA initiated tact plans throughout the month

• Metal Theft detectives arrested C. Tsattie for possession of stolen property. This arrest resulted in the recovery of a stolen engine. This investigation started as a result of a metal theft reportsubmittedtotheunit.

• Metal Theft detectives conducted an investigation at South Valley Recycling and identifiednumerousviolationsresultinginthe“shutdown”ofthebusiness.ViolationswerealsoidentifiedbyCityZoning,FireMarshalandNewMexicoDepartmentofAgriculture.

• C.ChavezwastheprimaryoffenderinvolvedinthetheftofindustrialgradeelectricalwirefromthreelocationswithintheCityofAlbuquerque.Thesetheftswerecommittedwithinaonemonthperiod.Caseywaslocatedandbookedon the three outstanding cases. The value of thewiretakenwasapproximately$7,200.00and the criminal damage as a result of the thefts wasover$12,000.00.MetalTheftdetectiveshad previously named Casey as a Most Wanted PropertyCrimeOffenderandidentifiedhimasa suspect in numerous other pending metal theft investigations.

during the month of August, of the eight, three wereHomicides,threewereMajorCasesandtwowereInCustodyDeathInvestigations.ThisbringsthetotalnumberofUCRhomicidesinAlbuquerqueto17throughtheendofAugust.Thistotalincludes14adulthomicidesand3

juvenilehomicides.Thetotalamountofpoliceactionsfor2014is12.TheHomicideUnitcurrentlyhas29activecases.

• TheArmedRobberyUnitrespondedtosixrobberycallouts,andclearedninecasesthismonth,withtwoofthosegoingtotheDA’sOffice.Theymadefourarrests,andwroteninearrestwarrantsaswellassixsearchwarrants.TheRobberyUnithad27newcasesassignedthismonthandnowhasatotal90activecases.

• TheSexCrimesUnitrespondedtosevensexcrimescall-outsthemonth,andcleared18caseswithsevenofthosegoingtotheDA’sOffice.Theunitalsowrotethreearrestwarrants,10searchwarrantsandmadetwoincustodyarrests.Therewere24newcasesassignedforinvestigation.Theunitcurrentlyhas64activecases.

This is a true testament to the results that APD and HSI have accomplished through the formation of SPEED.

Prisoner Transport Unit...• In August the Prisoner Transport Unit processed

1,461prisonersthroughthePrisonerTransportCenter.TheAlbuquerquePoliceDepartmentarrested1,192prisonersandotherlocallawenforcementagenciesarrested269prisoners.ThePrisonerTransportUnitmade229tripstotheMDCandacceptedfivewalk-inprisonersatthe MDC.

• TheAPD/AFDPIIPTeamcontinuedtoworkTuesdays, Thursdays, Fridays, and Saturdays foratotalof18daysinAugust.ThePIIPTeamtransported42publicinebriatestoMATS;23publicinebriatesweretransportedbyEMS;36publicinebriatesrefusedservices;andfivepublicinebriatesdidnotmeettheMATScriteria.
