I also appreciate all of the people who nominated our award winners. These nominators saw value in your work and helped bring it the attention it deserves. Thank you also to the Calgary Police Service for co-hosting this year’s event.

I would also like to extend my thanks to the many frontline service providers, non-profit organizations, volunteers and law enforcement agencies across Alberta for the commitment they show every day to our province’s communities.

Preventing crime requires an enormous collaborative effort. The Community Justice Awards are proof that when we all work together, we can make a big difference.

Every Albertan deserves to live in a safe and resilient community. The Community Justice Awards are an opportunity to shine a spotlight on outstanding Albertans who have found innovative and proactive ways to prevent crime in their communities.

Each of today’s award recipients has played a role in crime prevention. Some work with homeowners and businesses to develop better safeguards against theft, while others work with at-risk populations to create alternatives

The Calgary Police Service is proud to co-host this year’s Alberta Com-

munity Justice Awards in celebration of the community’s commitment to ensuring our province is the best place to live, work and raise a family.

In partnership with Alberta Justice and Solicitor General, we would like to express our gratitude to those who are receiving this esteemed award as we simply could not do our jobs without your incredible supporting efforts.

Crime, social disorder, addiction; these are not things that any police service alone can tackle. It comes down to strong partnerships in the community and a willingness amongst all involved to make real and lasting change.

A system that provides collective services to those who are our most vulnerable is the most resilient and has the opportunity to truly change lives.

The policing community recognizes that engaging with our community is vitally important, and by approaching crime issues from multiple fronts we can create a much larger impact.

Our effectiveness in dealing with issues impacting everyday Albertans is directly linked to our ability to build and main-tain strong relationships and partner-ships with the people we serve.

The Calgary Police Service, as well as other law enforcement agencies, would not be nearly as effective without the enormous donation of time, energy and

skills from community members like yourselves.

Today’s awards give our province an opportunity to truly recognize the crucial work you do. And by the list of extraordinary recipients, we are all incredibly fortunate to have you working with us day in and day out.

for other local Citizens on Patrol groups.

Beyond her efforts with the Vermilion Citizens on Patrol, Elna assists other organizations. She assisted with the formation and incorporation of Mannville Citizens on Patrol, and from 2013-2015 she was the Director of Region 4 for the Alberta Citizens on Patrol Association board of directors. Elna has also coordinated the Alberta Motor Association theft prevention program with J.R. Robson and St. Jerome schools, Lakeland College Security and outreach school students.

E lna Eidsvik is a dedicated leader in the community of Vermilion,

who passionately and selflessly devotes her time to making her community a better, safer place to live. In that spirit, she played an instrumental role in forming the Vermilion Citizens on Patrol in 2009, and has volunteered since then as the organization’s president. As president, she is active in conducting community-wide patrols, liaising with the Vermilion RCMP, the town of Vermilion peace officer and the local Rural Crime Watch with the aim of preventing crime. Her efforts in relationship building have made Vermilion Citizens on Patrol a role model

David Veitch is the Superintendent of the Coordinated Policing

Division with the Edmonton Police Service. He has contributed over five years to the Heavy Users of Service Project (HUoS). The project is a partnership between sixteen groups, including health and social services providers, first responders, justice services, Indigenous-focused organizations, and government rep-resentatives, aimed at better serving vulnerable individuals with complex needs.

The project began in 2012 as a proposal for an Assessment Sober-ing and Care Centre, which was not approved. But thanks to Superin-tendent Veitch’s willingness to try a new approach, the Heavy Users of Service Project (HUoS) came to be. Superintendent Veitch was instrumental in bringing together key partner agencies and developed a memorandum of understanding that allows information-sharing to create more comprehensive and holistic service delivery for complex clients. HUoS involves an integrated case development table including police, the justice system, an analyst and two social workers focused on a holistic, wrap-around approach to complex clients’ needs.

Superintendent Veitch has been

involved with other community initiatives designed to scale up the HUoS project. He continues to advocate for police to participate in new approaches to complex problems like homelessness, mental illness, and addictions that do not lead to victimization and offending, and rethinking how collaboration, cooperation, and communication can facilitate this approach. The program has resulted in decreased police involvement, emergency visits, and EMS transportation costs and those involved in the program report that their quality of life has significantly improved.

– a significant increase from the year before, when no properties had that designation.

Shelly has also helped organize safety social block parties to speak to residents about property crime, established relationships with property owners, and trained police officers to assist in the program. Additionally, she works with 12 other agencies on the Senior Working Group committee to address seniors’ issues including isolation and fraud.

Shelly Ullery is an Auxillary Constable with the St. Albert

RCMP. In this position she has volunteered a remarkable 2,539 hours with the organization in the areas of Crime Free Multi-Housing and Seniors’ Isolation and Fraud.

As part of her work with the Crime Free Multi-Housing program, Shelly created a system to track properties that joined the program and personally conducted building inspections. She wrote reports for property owners outlining steps that they could take to receive the Crime Free Multi-Housing designation. Her efforts resulted in seven properties receiving the designation

Manwar Khan was inspired to develop and launch an anti-

bullying awareness campaign across Alberta by an incident on December 28, 2012. On that date, he was the only person on an Edmonton LRT who attempted to intervene when one passenger attacked another. Manwar pressed the emergency button, shouted at the assailant to stop, moved other passengers to a safe compartment and tried to mobilize others to help him stop the attack. While he understood the fear of the other passengers in the face of such a brutal attack, he was convinced that others on the LRT could have done more if they had the proper tools and understanding.

His campaign, Do Not Be a Bystander, seeks to create awareness against violence and the need to intervene as a bystander. Since the creation of his campaign, Manwar has hosted 17 rallies in different cities across Alberta. In these rallies, he hands out information regarding anti-bullying and anti-violence techniques. He encourages children and students to become ambassadors of anti-bullying and anti-violence by sharing his own story and explaining how an active bystander can help save the life of another person.

In 2014, Manwar received the Governor General’s Caring Canadian Award for his anti-bullying campaign, as well as RBC’s Top 25 Canadian Immigrant Awards.

12 Community Safety Initiative (12CSI) was established in 2008

as a coalition of neighbourhoods and residents wanting to work together to build better and safer communities. It provides support, facilitation and advocacy in working with local community agencies in communities covered by Calgary Police Service District 4, including Abbeydale, Albert Park/Radisson Heights, Applewood Park, Calgary Marlborough, Crossroads, Dover, Erin Woods, Forest Heights, Forest Lawn, Marlborough Park, Penbrooke Meadows, and Southview. 12CSI’s vision is one of communities that are vibrant, inclusive and free of crime.

12CSI has been responsible for promoting a number of community safety-related events and activities, including a Focus on Safety lecture series at the Calgary Public Library, development of crime prevention tip sheets, a Women’s Safety Circle, Community Connection dinners,

a Youth Anti-Bullying event, and the “Your Community Connections” directory of services and organizations that has been distributed online and in print within the 12 communities.

Their success stories include a 2014 project for 17 Ave. SE, where 12CSI rallied the community together to address the problem of graffiti. Through their targeted and sustained efforts, graffiti is now rarely found in the neighbourhood. Another example is the organization’s Community Action Team, which successfully brought together volunteer citizens, police, bylaw and organizations to walk through targeted communities to identify problem areas and issues, promoting a free flow of possible solutions. As a result of this work, 12CSI recently organized emergency CATWalks in Calgary Marlborough and Abbeydale in response to incidents in those communities.

Luci Johnson has been a criminal courtworker with the Maskwacis

Justice Society and a community volunteer for more than twenty years. Over the years, Luci has been instrumental in developing many justice-based initiatives for her community. She has been a valuable resource for bridging the Western judicial system with Cree cultural beliefs, using restorative justice and involving elders in youth community service activities relating to conditions arising from extrajudicial sanctions.

She is respected by the Crown, lawyers and judges alike, who frequently call on her to help individuals access resources and programs in the community. She was instrumental in developing the Maskwacis Iskwewsis Empowerment Program, a cultural-based alternative court-mandated program assisting young persons in the community. In partnership with the University of Alberta, she developed the Maskwacis Life Skills training program, a curriculum-based drug and alcohol awareness initiative.

Her community service involves sitting on many boards and committees, including the Alberta Health Service’s Wisdom Committee for Indigenous Health. She played a strong advocacy role in bringing Victim Services programming to Maskwacis in 2007 in partnership with the RCMP.
