Elderly and Persons with Disabilities Capital Program
The purpose of the Federal Transit Administration Section 5310 program is to meet the special transportation needs of elderly persons and persons with disabilities for whom existing mass transportation services are unavailable, insufficient or inappropriate. The program seeks to enhance coordination of services to encourage the most efficient use of federal resources and to achieve the goal of improved mobility for elderly persons and persons with disabilities.
The State of Minnesota receives Section 5310 funds each year through a formula or annual appropriation from the U.S. DOT-FTA. It is MnDOT’s policy to use Section 5310 funds to purchase lift-equipped vehicles. New vehicles may be used to replace existing vehicles, expand current services, or initiate new services.
