2 Background

Aker BP is continuously following the development of the COVID-19 outbreak and the

authoritiesrsquo recommendations aimed at reducing the spread of infection in society As a

consequence of the outbreak the authorities have implemented strict travel restrictions both

for domestic travel within Norway and for travel intoout of Norway

Aker BP has introduced several measures to minimise the risk for our employees and

contractors who work on our behalf These measures are eg described in onshore and

offshore instructions posted on Workplace plus a dedicated response plan for handling

personnel who are suspected of being infected or close contacts on our installations and

rigs

Separate offshore travel instructions this document have now been introduced to further

limit risk

Everyone who travels offshore or is responsible for ordering supplierspersonnel or booking

personnel offshore must familiarise themselves with these instructions

The objective of these instructions is to reduce the risk of bringing infection on board

Everyone who is to work for Aker BP is strongly urged to limit their number of close contacts

prior to travelling offshore by following the Institute of Public Healthrsquos advice and measures

for the general population (fhino)

The figure below illustrates the effect of 7 days of limited close contact It is assumed that 7

days without close contact will reduce the risk of bringing infection on board by 70-80

Example to illustrate the importance of minimising close contact and compliance with good

practices

Assumptions

bull 10 infected in society person is symptom-free and just recently infected

bull Each infected person has 7 close contacts without infection control measures

bull Each infected person has 2 close contacts with infection control measures

implemented

Without infection control measures onshore and offshore

Shift 1 30 people come out on Day 1 10 ie 3 people will become ill over the course of

14 days These three will have 21 close contacts In other words 24 people must be sent

home during the course of the offshore period

With infection control measures onshore and offshore ndash 7 days with 0 new close contacts

prior to travelling offshore

Shift 1 30 people come out on Day 8 (after one week on land where they have followed

FHIrsquos advice)

10 ie 3 people will become ill over the course of 14 days In this case 2 of 3 will become

ill the week before travel offshore less than 1 is expected to have a case history where

symptoms will present offshore (after 7 days) In other words 3 people must be sent home

during the course of the offshore period (1 sick person and 2 close contacts)



21 Duration of instructions

These instructions will remain in force until further notice and the duration will be subject to

continuous assessment The duration will depend on measures defined for society in

general and the overall risk of infection in the general public FHIrsquos prognosis for the scope

of infection is shown below Phase 4 is expected to start in May with a peak of 800 000

infected between May and August There is significant uncertainty associated with this

prognosis but it clearly indicates that the duration for these instructions may extend well into

2020



3 Authoritiesrsquo expectations and requirements

The authorities have recently adopted amendments to statutes and regulations to provide a

legal basis for several of the measures that have been implemented to slow the spread of

corona infection and to avoid overstraining the health services as well as to protect those

among us who are particularly vulnerable to developing serious illness

31 General mandatory quarantine and isolation

On 15 March the Ministry of Health announced a new Regulation relating to quarantine

isolation and banning stays at recreational properties etc in connection with the Covid-19

outbreak

In brief the Regulation states that if you have been in close contact with a person with a

confirmed case of infection then you must go into quarantine If you must go into quarantine

then you cannot

bull go to work or school

bull undertake longer domestic trips or travel abroad

bull take public transportation

bull visit places where larger groups of people congregate

bull seek out close contact with persons other than the people the infected person lives with

The Regulation also states that if you are infected or if you develop respiratory symptoms

during the quarantine period then you must go into isolation Isolation means that you must

remain in your own home or other suitable place of residence You must be isolated from

other persons and not have close contact with persons in the same household insofar as

possible You are also required to stay in isolation from when symptoms present and until 7

days after you are symptom-free

32 Mandatory quarantine when entering from abroad

On 13 March the Ministry of Health announced by means of a regulatory amendment that

all persons who come to Norway must remain in quarantine for 14 days after arrival in

Norway You can find the complete text of Regulation 470 here

The Regulation describes the possibility of exceptions for people coming from Sweden and

Finland Note that Aker BPrsquos offshore travel process applies regardless of the country of

residence Everyone is treated in accordance with the process as it is illustrated in the flow

chart in Chapter 4 of these instructions ndash regardless of residence and nationality

Mandatory quarantine after stays abroad under this Regulation is less comprehensive than

the general mandatory quarantine (ref Item 31 above) The reason for this is that the

general mandatory quarantine sets in when there is close contact with a person with

confirmed infection while mandatory quarantine when entering from abroad applies to all

persons who come to Norway and the risk is therefore considered to be lower

Mandatory quarantine for employees who have been abroad can take place in their own

home or other suitable place of residence Aker BP also considers departure hotels to be a

ldquosuitable place of residencerdquo as the intention of the Regulation is to avoid the circulation of

infection in society

Use of departure hotels as described in these instructions has been introduced to reduce

the likelihood of infection on board to an acceptable level

The Norwegian Directorate for Civil Protection has defined the oil and gas industry as an

ldquoimportant societal functionrdquo (see Appendix B) That gives Aker BP the opportunity to make

exceptions from the mandatory quarantine in Regulation 470 for ldquocritical operations

personnel linked to the gas value chain and critical staffing offshore to maintain oil and gas

productionrdquo The process for exceptions is described in Chapter 56 Who is regarded as

falling under the term ldquocritical operations personnelrdquo is listed in Appendix B

If a person does not fall under the definition of ldquocritical operations personnelrdquo as listed in

Appendix B when entering Norway the person must complete the mandatory quarantine of

14 days before travelling offshore

If you travel into Norway from abroad you need documentation to confirm that you are

employed by Aker BP or by a contractor that works on one of our installations You can get

this documentation from your companyrsquos HR department You will also have to bring your

passport regardless of which country youre from

5 Offshore travel instructions

This chapter must be read alongside the Flow Chart Figure 1 and describes the various

boxes in the flow chart

51 Guidelines for turnout

Personnel scheduled to travel offshore shall report to the heliport at the start of their rotation

ndash in other words the datetime the person is scheduled to travel offshore as listed in Dawinci

Potential stays at a departure hotel must be completed by the listed offshore travel date in

Dawinci in most cases that will mean that individuals check in at the departure hotel 7 days

prior to planned travel offshore The number of days will be determined by FAL

Public transportation shall be avoided to the greatest possible extent it is preferable that

personnel use their own vehicle parked at the heliport If a private vehicle is not available a

rental car may be used pending clarification with the line manager When a private vehicle or

rental car is used the precautionary rules described in these instructions must be followed

If it is not possible to report to the heliport without taking public transportation or commercial

flights personnel must take precautions and minimise close contact in accordance with these

instructions

If the individual does not meet the criteria listed in the flow chart for either ldquoFHIrsquos advice to

the general populationrdquo method of transport stays abroad or other things this could entail a

need to stay at a Departure hotel

511 Advice to minimise risk of infection for personnel prior to offshore

travel

Aker BPrsquos paramount objective is to reduce the risk of disease and spread of infection

offshore so we can maintain robust operation of our installations

To safeguard this we rely on each employee to take his or her share of the responsibility to

protect themselves and to make good decisions as regards hisher risk exposure at any

given time

1 It is assumed that all personnel will follow the authoritiesrsquo recommendations and internal

instructions to prevent infection

2 Prior to travel offshore it is important for each individual to follow the necessary

precautionary rules for 14 days

3 Measures to assess risk of infection and status prior to travel offshore

a Talks with nurse 14 and 1 days prior to travel offshore

b Talk with supervisor 7 days prior to travel offshore

c In the event of doubt consider conversation with FAL

4 The main rule is that personnel who have a home situation where they are not exposed

to risk of infection can follow the ordinary offshore travel procedures

a Personnel who are uncertain whether they can follow the necessary

precautionary rules to protect themselves from infection are recommended to

stay in a departure hotel prior to travel offshore Eg close contacts with

possible contagion close contacts exposed to a risk of contagion at work (live

with health care professionals treating COVID patients for example)

personnel who live abroad or in geographic areas with a high risk of

contagion

b For personnel with a commute that requires use of public transportation and

potential contact with sources of infection consideration shall be given to the

need to stay in a departure hotel This assessment takes place in consultation

with the OIM nurse and FAL

c As regards personnel who live outside Norway special assessments will be

made based on the local risk profile and function The need for a departure

hotel for personnel living abroad should be considered as early as possible in

order to facilitate prudent clarification

d As regards personnel from suppliers travelling out to our installations

departure hotels can be used presuming that the requirements pursuant to the

Offshore Travel Instructions are satisfied in relation to exposure to contagion

512 Travel instructions

1 The main rule is to avoid public transportation so that the risk of exposure to infection is

as low as possible

2 Where ferry transportation is needed as part of the commute it is presumed that

individuals follow the recommended precautionary rules

3 If possible use your private vehicle to the heliport alternatively a rental car If overnight

accommodation is needed for the trip this is booked via Egencia

4 Carpooling is generally not permitted but may be approved as an exception by your line

manager Potential carpooling shall be limited to no more than 2 people and you must

not carpool with your deputy in an emergency preparedness role

5 Avoid public places such as shops and cafeacutes Bring food and beverages from home for

the entire trip

6 If it is necessary to use public transportation andor planes it is presumed that the

recommended precautionary rules are followed and that any needs for exceptions are

processed in accordance with the flow diagram

Note that use of public transportation (plane train bus) could entail a need to stay at a

departure hotel Use of ferries with a personrsquos own vehicle is not considered to be public

transportation as long as the rules in the table below are followed

land within the framework of the drive time restrictions

laid out in Ch 2 you can take a charter flight to the

513 Charter flight

1 The charter flight is reserved for personnel travelling to Aker BP production units

including Maersk Reacher with the exception of the last leg (SVG ndash OSL) which is

open for everyone The charter solution shall only be used by those who are not

entitled to a departure hotel

The flight departs every Tuesday through 26 May If the charter contract is

extended this date will be updated continuously

4 As regards personnel with emergency response roles the primary role must not sit

Gardermoen it is right next to the entrance to the charter terminal This is booked

via Egencia

In the event of overbooking Aviation will prioritise (in consultation with relevant OIM AKL

log and health axis as needed)

Those with the longest travel distancechallenging travel will be prioritised

In order to use Charter you must fulfil the travel requirements and be cleared by the nurse

according to the routine for pre-conversations as well as arrive at the charter airport without

using public transport

If you are entitled to stay at a departure hotel before travelling charter must not be used

- Example 1 Person arrives from Sweden and must spend 7 days at a departure hotel

before travelling Charter flight thus cannot be used

- Example 2 Person who has been in Norway throughout the free period travels with a

charter flight from Broslashnnoslashysund to Sola on Tuesday headed for Alvheim He drove

himself to the airport and has been following FHIs advice during the free period He

travels to Alvheim Thursday and thus spends two nights at a departure hotel before

travelling This means he can take the charter flight as the night spent at the

departure hotel was for practical reasons

Taking public transport to a charter departure (in Norway or Denmark) disqualifies you from

taking the charter This can be handled through an exception process in certain instances

FHIs advice must be followed during stays at airports awaiting travel This includes

- Maintain a good distance ndash 1 to 2 metres

- Hand hygiene and awareness surrounding what you touch

- Avoid touching your face

52 NurseFAL will be in contact

Prior to travel offshore the individual employee must be cleared as regards risk of infection

The nurse offshore will carry out a talk with the employee on Day 14 and Day 1 prior to

departure This includes any contractors and suppliers that are scheduled to travel out The

individual asset must assess capacity and if relevant seek alternative solutions eg

incoming nurse It would be a plus if the talk is carried out by a nurse who knows the

employees

The purpose of the talks is to assess whether the employee has been or is exposed to

potential risk of infection and to clarify whether the employee has special risk factors for

developing serious illness from Covid-19 Examples of groups that are particularly vulnerable

to risk are older persons (gtage 65) and adult persons with underlying chronic illnesses such

as cardiovascular disease diabetes chronic lung disease cancer and high blood pressure

(hypertension)

1 If it is revealed that the home situation or other circumstances make it difficult to follow

the necessary precautionary rules then an offer will be extended for facilitation and stays

at a departure hotel

2 Travel offshore is not recommended if there is suspicion that the employee has been

exposed to Covid-19 or has symptoms of respiratory infections

3 A special assessment shall be made for persons who are in the risk group for serious

illness

In cases of doubt contact the Responsible Doctor (FAL)

53 Immediate supervisor will be in contact

Immediate supervisor will contact the individual employee (and contractor) on Day 7 prior to

travel offshore The purpose is to ensure that the employeecontractor understands the

requirements for offshore travel and follows the authoritiesrsquo recommendations and the

companyrsquos instructions This includes contributing to help employers facilitate necessary

precautionary rules for transport and travel offshore

54 Do you comply with FHIrsquos Advice and measures for the general public

Aker BP expects all employees to follow the authorities recommendations to reduce the risk

of covid-19 infection at all times Each individual employee could be exposed to a risk of

infection while travelling to and from work There could also be factors in everyday life which

pose a risk of infections FHIrsquos advice and information to the general public about Covid-19

can be found here and is repeated below

bull Good hand and cough hygiene try to avoid touching your face

bull Persons who live together can interact normally

bull Avoid shaking hands as well as kissing and hugging outside the home

bull Keep your distance to others both at work outdoors and other places where you

spend time

bull Limit the number of people you have close contact with and are visited by to just a

few people at a time

bull Healthy children can be together both outdoors and indoors but in small groups

bull Postpone larger gatherings that are not necessary

bull If you have a fever or respiratory symptoms you should isolate yourself at home until

one full day after you are healthy Read more in the article Advice to persons with

symptoms of acute respiratory infection who are not tested for Covid-19

Itrsquos important that you follow this advice in your everyday life this will reduce the likelihood of

infection The same applies if the person who is going offshore has been abroad in the last 2

weeks has mandatory quarantine or has planned to take public transportation to the heliport

The nurse and immediate supervisor will contact the individual 14 7 and 1 days before

travelling If a person has not followed recommendations or has been in situations that

constitute a particular risk FALOIM must undertake an individual assessment as to whether

heshe can travel offshore and which potential measures will be necessary

Employees who have been in close contact with a person with the status of strongly

suspected of infection with covid-19 or who is confirmed to be infected with covid-19 are

obliged to inform their supervisor and HR about the situation and must not travel offshore

not participate in courses and must not come in to the Office but rather work from home if

some of the work tasks can be done from home Individuals who have been exposed must

follow the public health authorities isolationquarantine provisions

55 FALOIM assesses the need for exceptionsmeasures

FALOIM assesses whether there is need for exceptionsmeasures after review of the

interview guide conducted by the nurse and immediate supervisor If there is a need for

exceptions BMS 77-03-04 shall be followed in other words a Synergi is established in

accordance with the description in these instructions

Assessments to be made by FALOIM include the following

bull Evaluation of personal statementinterview guide

bull Time from arrival in Norway (the risk declines as more dayrsquos pass)

bull Country and travel itinerary

bull Other travel during the last 14 days

bull Known contacts with infected sick persons

bull Any symptoms of upper respiratory infection on the part of the employee as well as

symptoms of upper respiratory infection in household

bull Living situation

bull Symptom-free

bull Individual assessment of risk comprehension

bull Criticality of roleposition

56 Handling exceptions in relation to mandatory quarantine as a

consequence of stays abroad

Establishing exceptions is relevant if personnel who are to travel offshore have been abroad

in the last 14 days

The ldquoRegulation relating to infection control measures etc in connection with the corona

outbreak (the Covid-19 Regulations)rdquo specifies in Section 5 that Persons who arrive in

Norway shall stay in quarantine for 14 days after arrival in Norway However Section 6 of

the same Regulation allows for exceptions for ldquoPersons who are strictly necessary in order to

maintain prudent operation of critical societal functionsrdquo

The specification given in Directive I-32020 ndash Regulations relating to quarantine etc upon

arrival in Norway dated 24 March 2020 also describes that exceptions apply for persons

who travel from their place of residence in Sweden or Finland to work in Norway over a

longer period of time both onshore and offshore

For Aker BP everyone including those coming in from Sweden or Finland will be

considered to have been in a risk of infection situation and must be subject to a special

evaluation Such an evaluation will follow the guidelines given in Chapter 55 and if needed

must be documented in an exception process as listed in this chapter

Aker BP is defined as an ldquoImportant societal functionrdquo and is thus to be considered a critical societal function pursuant to the Regulation For exceptions from the Regulation ldquoUse of the exception shall be clarified with company managementrdquo shall apply

For production installations Aker BP AOM (Asset Operations Manager) is defined as

company management

The Government has defined the following key positions and operations-critical professions personnel groupspositions see Appendix B

bull Control room personnel associated with the gas value chain

bull Critical operations personnel associated with the gas value chain

Aker BPrsquos assessment and documentation of the exception process is described in Synergi

case 187446 where the practical process is as follows

bull FALOIM assesses the need for exceptions pursuant to Chapter 55 ndash ldquoFALOIM

assesses need for exceptionmeasuresrdquo

bull If there is a need for exception a Synergi case is established This Synergi can cover

more than 1 person eg an exception process can be run for an entire flight

collectively

bull After approval of the exception this is reported in DaWinci for each individual

bull FAL will issue letter to document the offshore travel dispensation for the individual

and will also report the dispensation to the heliportdawinci Appendix C

Synergi case is established by OIM or the person to whom this task has been delegated on

each asset and shall contain the following

bull Reference to Synergi 187446

bull Use Requirement COVID-19 requirements

bull Description of exception why it is being established where will the personnel travel

to and on which flightdate

bull Names of persons covered by the exception

bull Risk assessment as listed in Chapter 55

bull Measures implemented for each individual person for example number of days at

departure hotel

bull Synergi is approved by AOM as company management

Exceptions only apply per trip A new exception process is required for every new entry into

Norway

Conclusion shall contain

bull Recommended number of days at departure hotel

bull Potential other measures defined by FALOIM

bull The conclusion will be registered as a Synergi case by FAL

57 Alternative solutions

The offshore line manager can consider alternative solutions if for example the outcome of

the assessment by the FAL and OIM is that a person cannot travel offshore or that the stay

at the departure hotel is of a duration which entails that an alternative solution must be found

in any event

Examples of assessments that can be made

bull Reassignment of own personnel on asset such as use of overtime

bull Reassignment of personnel from other assets

In the event of reassignment of personnel from other assets Aker BP AKL has prepared a

Power BI dashboard that can be used to identify personnel in Aker BP who have the

necessary technical expertise and preparedness competence from all offshore installations in

addition to personnel on land who have the necessary expertise If support is needed to

identify personnel in such a case contact AKL representative at

58 Departure hotel

Aker BP has established a departure hotel system for employees who cannot comply with

the stipulated instructions prior to travel offshore

The purpose of the departure hotel is to prevent infection from external surroundings as well

as internally between those in the departure hotel

If you are spending the night in the StavangerBroslashnnoslashysund area and are travelling offshore

a departure hotel must be used This applies even if you are not subject to a number of

required overnight stays at a departure hotel on FALs orders For example if you are driving

from Oslo to Stavanger the day before travelling offshore you must still check in to the

departure hotel

PCIT equipment will be available at the hotel If you want to set up an office solution this

must be agreed with the line manager in advance

At the departure hotel Clarion Hotel Air Sola certain rooms have been set up with an office

solutionPC at the departure hotel Thon Hotell Broslashnnoslashysund a laptop can be checked out

from the reception

Special circumstances at the departure hotels

The departure hotels have initiated special measures in line with the authoritiesrsquo

recommendations to limit the spread of infection Examples of measures include more

frequent cleaning with point disinfection of critical touch surfaces restrictions related to

meals and food service as well as shutting down workout facilities

3 Gatherings with others

b Maintain a distance of 1-2 metres

c Limit the number of people you have contact with

d Limit close contact with persons who have similar roles offshore (deputy function)

4 You are free to spend time outdoors and work out there The hotelrsquos indoor workout

facilities must not be used

5 Be aware that shared touch surfaces can be a source of spreading infection For

example door handles reception counter lift panel remote control coffee machines

etc

6 Frequent hand washing is recommended

7 Pay attention to symptoms Contact the nurse offshore if you develop symptoms of

respiratory infection You must make an evaluation of appropriate measures If

necessary implement the ldquoresponse planrdquo

8 If COVID 19 is suspected the reception must be notified so that the hotel can follow up

with necessary measures

Updated information bulletins for your departure hotel will be handed out to each person at check-in (Example in Appendix D)

59 Check-in at heliport

Heliports have introduced special check-in procedures to ensure a final check and

verification of your health condition as regards COVID-19

bull If you have symptoms of respiratory infection andor are uncertain whether you may have

been exposed to persons with COVID-19 it is important that you share this information

so that together we can ensure robust operation of our installations

bull If you are coming from abroad and have been at the departure hotel you must present

an offshore travel dispensation see Appendix C This will be issued to you by the

responsible physician (FAL) and must be presented at the heliport

591 Placement in helicopters

As regards placement in helicopters people with a primary role cannot sit near their deputy

This means that there must be a distance of 2 seats between them

For example the OIM (who is the emergency response manager) cannot sit near the

Operations Manager (who is the deputy emergency response manager)

Photo 2 close contacts on helicopters (yellow primary ndash red close contacts)

Photos will be taken of the helicopter passengers when they arrive offshore The purpose of

this is to register the placement of passengers if there is a need track close contacts after

arrival The photo will be saved temporarily and then deleted

592 PAX limit in helicopters

As of 31 March 2020 Aker BP introduced a 12 PAX limit for flights to all facilities There is no PAX limit for flights to shore

The restrictions are in line with general guidelines issued by the Norwegian Oil and Gas Aviation Forum and the intent is to minimise the risk of potential virus infections

OIM may approve exceptions from the PAX limit for example flying with 13 PAX Approval can take place via e-mail to aviation

6 Travel expenses compensation

Travel costs shall be recorded as expenses via a travel expense report in the normal

manner Expenses for alcohol will not be covered

81 Introduction

On 19 March 2020 the Government published a list of critical societal functions The Minister

of Justice and Public Security says the following about the list

The list states who should receive an offer of day care and school places and shall

also be used as a point of departure for assessing exceptions from the mandatory

quarantinerdquo (From regjeringenno emphasis added)

On the list our company (see page 14) is listed under ldquoImportant societal functionrdquo in order to

maintain activity and employment on the Norwegian shelf Under ldquoType of servicerdquo it states

ldquofacilitate so that critical personnel can perform their work tasks ndash and special reference is

made to Gassco and companies within oil and gas production

Under ldquoKey positions and operations-critical professionspersonnel groupspositionsrdquo it

states Control room personnel associated with the gas value chain critical operations

personnel associated with the gas value chain and critical staffing offshore in order to

maintain oil and gas production

In other words it is not the case that all our activity and all our roles fall under the category of

ldquocritical personnelrdquo The objective of this document is to clarify and exemplify which of our

activities and our personnel are in this category This clarification will then be used in the

work to assess who shall be granted exceptions as regards mandatory quarantine The

clarification also applies to offshore roles and onshore control rooms See table on the next
