This catalog describes the scope of work undertaken by AIT Extension in 2010. We have included brief descriptions of the various centers and other initiatives through which we are building our capability to deliver appropriate interventions to a wide variety of clients. AIT’s vision is to be Asia’s knowledge center and thought leader in technological innovation for development to foster the emergence of a vibrant, prosperous Asia leading the world in innovative responses to the greatest challenges of the 21st century: global climate change and poverty. The Institute enjoys an international reputation based on the demonstrated value of its work and its dedication to applying academic skills to the great challenges facing the region. The Institute exists to advance our partners’ understanding of global changes and the impact of those changes in Asia, and to influence and enable development for the better.

In 2009, AIT celebrated its Golden Jubilee. At an event in Bangkok to mark the event, Nobel Peace Prize Laureate Muhammad Yunus described his latest project – micro credit for beggars. He has already shown that lending tiny amounts to Bangladesh’s beggars can be good business, with repayment rates approaching 100%. This counter-intuitive business initiative is characteristic of the unconventional approaches to solving problems that Yunus has espoused. AIT is proud to announce that we will be partnering with Muhammad Yunus in a unique venture, the Yunus Center at AIT, which aims to provide an experimental incubator for such unconventional ideas. With CSR Asia, Asia’s leading thinkers on Corporate Social Responsibility, AIT has started the CSR Asia Center at AIT, which will offer a unique Executive Masters Program in CSR. A third center, the ASEAN Regional Center for Millennium Development Goals, will focus on increasing the Institute’s contributions to achieving MDGs 1, 3, 7 and 8.

AIT Extension is working closely with all three of these centers to expand AIT’s capacity to achieve its vision. As the continuing professional education center of the Institute, we are responsible for the delivery of short courses to a wide array of capacity building projects in different sectors. For example, we are working closely with the World Bank and Asian Development Bank-funded Punjab Resource Management Program to build the capacity of technical staff working in several departments of the Government of the Punjab. We are working with two central banks, Nepal Rastra Bank and the Bangladesh Bank, to build capacity at different levels. We are working closely with ADB-funded secondary education sector development projects to build IT and school management capacity in Sri Lanka. And we are part of AIT’s efforts to renew the Faculty of Engineering at Balkh University in Afghanistan.

But professional education is more than just short courses, and encompasses much more than ODA-funded work. With colleagues in the AIT Schools, we are exploring how courses in professional degree programs can be modularized, with modules offered as stand alone courses. And, thinking the other way round, how short courses might be credited towards degree programs. There is tremendous scope for increasing AIT’s reach in this way.

The Asian Institute of Technology is a leading international academic institute advancing technology-driven initiatives for the sustainable development in Asia. The Institute enjoys an international reputa-tion based on the proven value of its work and its dedication to applying academic skills to the great challenges of the region. It exists to advance our partners’ understanding of global changes and the impact of those changes in Asia, and to influence and enable development for the better.

AIT Extension is responsible for non-degree programs at AIT. We identify and respond to regional oppor-tunities for continuing professional education, short-course training and consultancy services, and in this way contribute to the realization of AIT’s mission to develop highly qualified and committed profes-sionals who play a leading role in the sustainable development of the region and its integration into the global economy.

We work with professionals in national governments, overseas development agencies, multilateral agencies, development institutions, private sector, development banks, consultants and NGOs.

Our training resources include:

• An extensiva pool of academic and professional resource persons drawn from AIT’s schools, and from leading international and local organizations in the region,

• Professional staff who are specialists in human resources development, curriculum planning, instructional systems design, information technology application development and other spe-cific technological areas,

• State-of-the-art educational and information technologies incorporated into all training facilities on campus,

• AIT’s campus: a serene and relaxing environment for study,

• Hotel and student dormitory accommodation, a medical clinic, an international cafeteria, several restaurants and sports facilities including tennis and squash courts, a golf course and a swimming pool.

Entry requirements for courses in AIT Extension are flexible. Participants will usually have several years of relevant professional experience, and will be fluent in English. Formal academic qualifications are not necessary.

For customized courses, participants’ national languages or translation methods are sometimes used. Language requirements in such cases will be negotiated with the client.

Courses and Services

In 2010-2011, AIT Extension offer courses in the following specializations:

Most international training courses usually last from one to three weeks.

Customized Courses

AIT Extension specializes in designing, developing and implementing short courses to the specifica-tions of particular client organizations. Every organization with which we work is unique, and change interventions required by our clients are most usually specific to that organization. Wherever required, therefore, we work closely with our clients to develop unique training solutions that meet their specific needs. This process will usually start with the clients’ own terms of reference, to which AIT Extension responds. Meetings are scheduled with the client to discuss all aspects of the required training, and to ensure that the client’s needs are met.

Exposure Visit Programs

Many professionals are interested in field visits to observe best practices in their field. Exposure visits are designed to provide senior government officials and decision makers with opportunities to visit and observe current technology and practices in their fields, to exchange information, to exchange experiences with local counterparts, project personnel and beneficiaries on development and manage-ment of similar projects, and to exchange views with participants from other countries. At the end of eacheprogram, a seminar is conducted at AIT to enable participants to reflect on what has been learned and what can be adapted to their own development contexts.

Thailand provides numerous examples of best practice in a wide diversity of fields. AIT Extension is also experienced in organizing exposure visit programs to many countries in the region, with recent experi-ence in Vietnam, Laos, Malaysia, Korea, Philippines, Indonesia, Singapore and the UK.

Consulting Services

AIT Extension professional staff offer a wide range of technical assistance and consulting services. These include:

• Human Resource Development: Development of human resource development (HRD) programs and projects; assessment of training needs in organizations; evaluation of training courses, projects or plans; review and evaluation of the management and operation of training centers; management and implementation of training development projects.

• Educational Development: Curriculum design and development; evaluation of educational programs and projects; management and implementation of educational development projects; report writing and documentation.

• Information Technology: Strategic information technology planning; information system analysis and design; IT project management.

Learning Approaches

Our teaching and learning approach is to apply best practices in training, based on established prin-ciples of adult learning.

Training strategies that we use are consistent with the principles of adult learning: peer learning, reflec-tive thinking, problem-based learning, participatory learning and experiential learning. We aim to maxi-mize learning by mixing these approaches appropriate to each learning context.

Methods used include short presentations, group discussions, case studies, workshops, individual exercises, simulation, role-plays, project work, peer learning and exposure visits. Training sessions are designed to allow participants the scope to interact with resource persons and actively engage in the learning process. Participants benefit from close personal attention by AIT Extension staff. Our typical training course provides five to six hours of workshop sessions every weekday, with extensive social and cultural trips organized at the weekends in courses of two weeks or longer.

ICTs relevant and appropriate to every group of participants are incorporated into the course design.

Feedback from participants in one course is a critical input to subsequent courses. All our training courses are undertaken with the aim of continuous quality improvement.

All AIT Extension activities take advantage of AIT’s stimulating academic and social environment, and the Institute’s multicultural English-speaking academic community.

Networks

Overseas Development and Multilateral Development Agencies

Asian Development Bank

AIT Extension has served the Asian Development Bank since the late 1980s. National governments and public organizations from Bangladesh, Bhutan, Cambodia, India, Indonesia, Nepal, Pakistan and Sri Lanka that receive loans and grants from ADB have sent government officials and project staff to attend short courses, seminars and workshops at AIT Extension. AIT Extension has also been contracted by ADB to implement medium/long term capacity building programs, and has supported the orga-nization of many ADB meetings at AIT. In 2003 and 2004, AIT Extension conducted several courses under the Phnom Penh Plan, including courses on Participation in Government and Civil Society and Rural Leadership. Since 2003, AIT Extension has worked extensively with the ADB-funded Secondary Education Modernization Project in Sri Lanka.

Asia-Pacific Association of Agricultural Research Institutions

AIT Extension and Asia-Pacific Association of Agricultural Research Institutions (APAARI) have jointly organized several International Workshops on ICT and Management in Agricultural Research for Development. AIT Extension served as host organization as well as taking the lead in managing learn-ing events and facilitating workshops on agricultural research information systems and knowledge management.

Canadian International Development Agency

The Canadian International Development Agency (CIDA) provided funding to AIT for the Southeast Asia Urban Environmental Management Applications Project from 2003 to 2008. The project contributed to the improvement of urban environmental conditions in Southeast Asia. AIT Extension gave technical assistance to the project by providing consultancy services and facilitating policy dialogues workshop for national governments. AIT Extension also designed and conducted Training of Trainers on Planning and Management of Urban Environmental Infrastructure and Services.

Danish International Development Agency

The Danish International Development Agency (DANIDA) country projects has provided funding sup-port for government officials and project personnel from Bangladesh, Nepal, Cambodia and Vietnam to attend short courses at AIT Extension. AIT Extension has had a long-term collaboration with the DANIDA-Rural Development Project of the Local Engineering Department (LGED), Government of Bangladesh to train LGED engineers and build capacity for rural development, community-based project management and rural road maintenance and management. AIT Extension trained the trainers and change agents of Livelihoods and Marine Protected Areas project, which was funded by DANIDA Vietnam. Since 2003, AIT Extension has worked with DANIDA’s Educational Sector Advisory Team in Nepal to support the development of the National Center for Educational Development.

DfID (UKAID)

Since 2008, AIT Extension has been working with the DfID-funded MATT 2 program (2006-2013) is a joint initiative of the Government of Bangladesh and DfID to develop reformed human resource man-agement systems within the Bangladesh Civil Service as an important building block for incremental administrative reform. It aims to create a critical mass of reform-minded civil servants who, through mutual support and pressure, at strategic and influential locations within the civil service, and through their own improved performance, will  generate and demand administrative reform  from inside the Bangladesh Civil Service (BCS). AIT Extension contributes a Regional Exposure Visit Program as part of this process.

Deutsche Gesellschaft für Technische Zusammenarbeit GmbH (GTZ)

GTZ country offices and projects provided funding support for government officials and project per-sonnel from Nepal, Sri Lanka, and other countries to attend short courses at AIT Extension. In 2006, 2007 and 2008, GTZ-Nepal’s Urban Development through Local Efforts (udle) contracted AIT Extension to conduct seminar and exposure visit programs on subjects related to urban poverty reduction and public-private partnership in urban development.

FK Norway (Fredskorpset)

FK Norway is a public body answerable to the Norwegian Ministry of Foreign Affairs. FK Norway’s aim is to promote the mutual exchange of knowledge, experiences and skills. Since 2003, AIT Extension has worked with FK Norway to deliver a preparatory program for young professionals participating in FK’s South-South Programme. This program is an exchange of participants in partner networks between two or more developing countries. To date, 12 such courses have been organized at AIT.

SNV International

SNV country offices and SNV projects provided funding support for SNV staff and project personnel from Bhutan, Lao PDR, Nepal and Vietnam to attend short courses at AIT Extension. In 2006, AIT Extension provided two program specialists to conduct 5-day workshop on Good Governance in Public Services for SNV staff. In this workshop, AIT Extension worked closely with facilitators from Social and Economic Department, International Agriculture Center, the Netherlands.

United Nations Development Programme

During recent years, AIT Extension has worked frequently with UNDP Nepal and UNDP Bangladesh. A short course on Management for Development Results (MfDR) was developed and conducted by AIT Extension for government officials and UNDP staff from Nepal. This training course was sponsored by UNDP and ADB. AIT Extension was commissioned by UNDP Bangladesh to organize three seminar and exposure visit programs on Project Monitoring and Evaluation focused on MDGs. UNDP-Urban Partnership for Poverty Reduction (UPPR) also requested AIT Extension to conduct study tour program on Urban Poverty Reduction.

United Nations Fund for Population Activities

The Department of Technical and Economics Cooperation, Government of Thailand and UNFPA-Asia Pacific Office (based in Bangkok) requested AIT to develop training modules for Training of Trainers (ToT) course. The course was designed for upgrading capacity of trainers of government officials and human resource development personnel in Thai public health organizations and institutions. AIT Extension conducted and delivered eight ToT course from 2001 to 2003, and it trained more than 150 trainers. These trainers were equipped with HRD knowledge and skills to deliver training courses on Family Planning and Reproductive Health for countries in the Greater Mekong Sub-region.

United Nations International Children’s Emergency Fund

AIT Extension has been commissioned by UNICEF Jordan to develop training modules and conduct six short courses for government officials and staff of the General Directorate of Human Resources (GDHR), Ministry of Municipalities and Public Works (MMPW), Government of Iraq. The purpose of these courses, to be run in 2010, is to strengthen the effectiveness of GDHR in performing its training functions. It is expected that ultimately GDHR would have adequate qualified trainers, quality training curriculum and resources to deliver training course for MMPW staff.

Mekong River Commission

AIT has renewed its collaboration with the Mekong River Commission (MRC), with a recent agreement to collaborate on capacity development at various levels, joint research initiatives, e-learning, exchange of visiting speakers and internships at MRC for AIT students. Research will focus on adaptation mecha-nisms and strategies for climate change and transboundary water resources management.

The Asian Institute of Technology

About AIT

The Asian Institute of Technology is a leading international academic institute advancing technology-driven initiatives for the sustainable development in Asia.

The Institute’s mission is to build intellectual capital and impart our values through our work:

• Teaching: Train leaders to hold the highest ethical standards, to think and to act beyond national boundaries, and to use knowledge and technology to serve society.

• Research: Conduct field research to achieve a deeper understanding of the complex interaction and interdependence of social and economic systems with the natural ecosystems so we can develop unconventional solutions that cuts across disciplines to achieve prosperity that is socially responsible and environmentally sustainable; and to bring that knowledge to the classroom.

• Practice: Work in the field with global and regional network of partners to develop comprehen-sive and innovative responses to the long-term development challenges of Asia and the world, and to connect the classroom with the field.

• Advocacy: Use innovative research, problem-focused teaching, and outreach to advocate for people centered policies designed to achieve our vision for a prosperous Asia.

AIT comprises three academic Schools, more than 30 established postgraduate courses, a number of high quality outreach centers, and a continuing professional development center. As the sum of these parts, AIT is an exceptional development knowledge hub for a global network of development partners.

The Institute is home to about 2000 students, approximately 150 academics, 100 research staff, 500 support staff, centers in Vietnam and Indonesia, and some 100 research projects. The AIT community extends far beyond its campus, including an extensive network of partners, alumni and former faculty and staff across working in all sectors within the region and far beyond.

AIT’s green campus covers 160 hectares, with excellent provision for field and laboratory research, cam-pus accommodation, and a wide variety of sports and other recreational facilities. It is within easy driv-ing distance of major commercial centers, hotels, schools and universities, hospitals, recreational and sports areas and other essential facilities.

Collaborations and Partnership

ASEAN Center of Excellence in MDGs

In March 2008, AIT was designated by the United Nations as the site of the world’s first Regional Center of Excellence on the Millennium Development Goals (MDGs), dedicated to the promotion and achieve-ment of the MDGs in Southeast Asia through education and training. The Center focuses on contributing to four goals – Eradicate Extreme Poverty & Hunger (Goal 1), Promote Gender Equality And Empower Women (Goal 3), Ensure Environmental Sustainability (Goal 7), and Develop A Global Partnership For Development (Goal 8).

In his endorsement of the Center, UN Secretary-General Ban Ki-Moon noted that the MDGs “are no mere aspirations. They are commitments – sacred vows to the poorest, most vulnerable sections of humanity. Let us keep our promises. Let us build a world we can all be proud of”.

The Center functions as a coordination hub for the ASEAN region, and contributes to raising awareness and capacity building on MDGs. The Regional Center also supports civil society organizations and NGOs willing to become Centers of Excellence on specific MDG issues. Through this unique platform, AIT and its partners pledge to actively work with decision makers, experts, policy makers and representatives from civil society towards meeting the challenges in achieving the MDGs.

Yunus Center at AIT

The Yunus Center at AIT is a groundbreaking collaboration between Nobel Peace Prize Laureate Muhammad Yunus and the Asian Institute of Technology in Thailand.

The Center’s mission is to contribute to poverty alleviation by enabling rural people to handle and be in control of improving their own farming and agriculture-related business. Center activities will pursue the objective of poverty reduction and sustainability with a focus on agriculture and food security issues, encompassing a variety of disciplines and facilitating interdisciplinary work in such areas as production of food, food processing, logistics, economic factors of consumption choices in the society, the use of food for energy as well as nutritional value of food, land ownership, soil quality, water use, subsidies, credit, market stability, market speculation, wholesale and retail distribution systems and insurance.

The Center will provide an unconventional, independent and open platform for finding solutions to intractable problems in poor people’s lives, especially those involving food securities. It will be an incu-bator for social business initiatives that challenge conventional academic and development wisdom, and will facilitate the generation of community-based knowledge. It will foster approaches to poverty alleviation that are in line with the broad mission of academic institutions but that do not fit within existing academic structures.

Asian Center for Corporate Social Responsibility at AIT

The Asian Center for Corporate Social Responsibility at AIT (ACCSR) is a partnership between AIT and CSR Asia, the leading provider of information, training, research and consultancy services on sustainable business practices in the Asia-Pacific region. The ACCSR is based at AIT, with a mission to advance the development and implementation of effective sustainability solutions for and by business as well as to facilitate development of the supportive framework conditions for CSR and sustainable development.

The ACCSR brings together the strengths of its two founding organizations. Both have extensive exper-tise in business and CSR, access to the networks of governments, NGOs and business, skills in knowl-edge generation and capacity development.

ACCSR will carry out training, research, consultancy services and deliver a professional Master’s degree in CSR. The Center will provide a platform for dialog and innovation for the representatives of the private sector in seeking creative solutions for the challenging issues of sustainable development. It will facili-tate knowledge development about the effectiveness of different approaches used in the field of CSR.

Target sectors are business and industry, government agencies and non-governmental organizations in as far as training, consultancy services and research are concerned. It will build a cohort of students that will take the modular, executive development, professional Master’s degree.

ACCSR will initially be a legally registered as a body within AIT, with operational support from AIT Extension. It will have a governing board comprising members nominated by AIT and CSR Asia.

SAP University Alliances Program (SAP-UAP)

In accordance with SAP University Alliances Program vision of ‘Empowering Tomorrow’s Workforce Through Education’, AIT, together with other universities around the world, has joined the SAP University Alliances Program as one of its community members. SAP-UAP serves as a channel for SAP to share world-class knowledge and best practices on how integrated system of Enterprise Resource Planning, Business Suite and Solutions help organizations to operate efficiently.

Center for Learning Innovation and Quality

AIT has recently founded a new Center for Learning Innovation and Quality (CLIQ).

CLIQ provides support to AIT Schools and faculty members in the areas of academic quality assurance, pedagogical innovation, curriculum development, and technology-enhanced learning. In association with AIT Extension, the center offers training and consultancy services, and disseminates best practices through the region. In 2009, CLIQ held a workshop on Change Leadership to Promote Teaching and Learning, which attracted 65 participants from universities throughout this region.

Within AIT, the Center is helping expand the repertoire of teaching approaches and strategies, advance the scholarship of teaching, and promote a climate of collegiality that inspires nurtures and rewards faculty who engage in efforts to improve student learning.

China Initiatives

AIT has been in discussion with the UNESCO International Research and Training Center for Rural Education (INRULED) to establish an AIT center, either in Beijing or in Shanghai, serving a number of regional centers. The center will channel AIT’s knowledge of private sector development, sustainable development and climate change adaptation and mitigation technologies to serve economic growth in inland provinces. The focus of activities conducted by the Center will be services to small and medium-sized enterprises in those provinces, and the application of green technologies. Tianjin has been chosen as a hub, because of its proximity to Beijing and connections with all provinces in China. We are also in discussion with a private developer to contribute to the development of an eco-city in southern China.

During the first phase of development, all training and consulting activities will be in  putonghua  or other Chinese dialects, with the hub in Shanghai (Beijing) responsible for training needs assessment, translating curriculum and learning materials into Chinese, and packaging and disseminating materials to regional centers. Regional centers are responsible for all aspects of the training, including identifica-tion of qualified, experienced resource persons locally.

Executive Masters in e-Governance

AIT is partnering with École Polytechnique Fédérale De Lausanne (EPFL) for an Executive Master’s Degree in e-Governance. This one-year academic program comprises ten weeks study in seven coun-tries (Mexico, Rwanda, India, Thailand, Macau, Estonia and the Emirates), with students completing a thesis in their workplace. The program will take place under a new approach – By emerging countries, for emerging countries – and will enable motivated professionals of emerging countries to effectively use ICT as an enabler in the sustainable governance mechanisms and best practices of e-governance in public and private organizations. In the first program, students will spend one week at AIT in late 2010, and AIT will offer case studies of e-governance implementation in Bangladesh, Korea and Thailand, among other countries.

NCED-AIT Institutional Linkage Capacity Building Program

The NCED-AIT Institutional Linkage for Capacity Building Program (ILCBP), funded by DANIDA, is a link-age between AIT and The National Center for Education Development (NCED) which is an apex institu-tion mandated to lead the entire human resource development and institutional capacity building of all organizations under the Ministry of Education and Sports (MOES) of Nepal. The aim of NCED’s linkage with AIT is for continuous coordination and facilitation of technical support for the implementation of activities under NCED’s institutional capacity building plan.

Project activities implemented under the linkage program include the design, development and deliv-ery of customized short term training courses and in-country co-branded courses; the posting of an institutional capacity building consultant to develop the NCED Performance Management System (PMS) and support for the initial stage of implementation, the implementation and follow-up of post-training activities in various education training centers, and the conducting of coordination and review meetings and workshops to assess the linkage processes and to come up with recommendations to improve and ensure effective implementation of project activities.

The first phase of the partnership has been conceived as a three-year (2006-2009) collaboration between NCED and AIT. A Memorandum of Agreement for the second phase of the linkage program had been signed on 21 December 2009 with duration of five years, starting January 2010 to December 2014. Under the second phase ILCBP, AIT is expected to mobilize its resources on areas such as coordination support for organizing activities at the regional level, delivery of professional development courses, and technical facilitation as catalytic inputs to effective implementation of the activities at NCED. The program is also aimed at creating a forum for pooling technical resources through joint research studies. The program benefits will include capacity building of NCED and its allied organizations, namely the 34 Educational Training Centers, 46 Lead Resource Centers, 1053 Resource Centers as well as the entire MOES system.

Nepal Initiatives

To contribute to the capacity building programs of public sector, private sector and NGOs in Nepal, AIT Extension is establishing a representative office in Nepal. Longer term, AIT plans to open a campus in Nepal; this initiative is a first step towards that goal.

The Center will conduct continuing professional development courses in a broad range of relevant disciplines, focusing on governance and political reform, energy, food and water security, and develop-ment management capacity building. AIT Extension’s Resident Representative in Nepal will manage the office, which will extend the visibility of AIT in Nepal and help attract participants in Thailand for professional development courses.

Focus Areas

Agriculture, Resources and Environment

Agriculture continues to be the engine of inclusive and accelerated economic growth and livelihood security in the developing Asia-Pacific region, that holds over 55% of world’s total and 70% of world’s agricultural population but in terms of land availability it holds only one-fifth of that in the rest of the world (APAARI, 2009). While agriculture in the Asia-Pacific region is rapidly becoming commercialized with a focus on both domestic and export markets, the region is also experiencing stagnation in agri-cultural production and productivity. Changing consumer preferences coupled with issues such as food safety, labeling, traceability, and WTO trade regimes are influencing significantly the way food is pro-duced, processed, packaged and transported. At the same time, several megatrends are transforming the landscape of agriculture both in Asia and elsewhere. Recent economic pressure to find alternative fuels has seen the emergence of biofuel crop production, presenting both new economic opportuni-ties, and threats, to sustainable land usage, water usage and forests.

The potential for production is also being transformed by biotechnology and genetic engineering, offering hopes for better agricultural productivity and protection against pests and other environmen-tal impacts. However, biotechnology presents policy dilemmas, and remains politically divisive, in the absence of sound bio-safety mechanisms to ensure compliance with safety standards, especially in developed markets. Avian flu and other livestock-related diseases present new challenges, not least to the institutional capability of developing countries to manage, coordinate, monitor and implement appropriate measures to control current and emerging threats, and avert future ones. Not least of the challenges facing the agricultural sector are those presented by trade subsidies in the developed world, their impact on developing countries, and how these pressures shape the WTO and other global trade fora. Again, standards and certification remain central issues.

On the other hand the challenges of climate change and anthropogenic global warming now transcend national and international political concerns, and are central to the survival of the planet. Indeed, the conflict in Darfur has recently been called the first climate change war, and Lester Brown argues that the number of failed states is a bio-indicator for the health of the planet. Whether or not this is so, it is likely that conflicts over natural resources will increase dramatically in the 21st century, not least in Asia, many of whose three billion citizens aspire to standards of living already attained in developed coun-tries – aspirations that are driving economic growth and now placing intolerable strains on the natural environment, and are fuelling climate change. Tropical rainforests and wetlands are being cleared at an unprecedented rate, for agricultural use and aquaculture development, and increasingly for production of biofuel crops. As this happens, much of the world’s biodiversity is being lost – and with it the hope for solutions to long intractable agricultural and health problems. At sea, largely unregulated commercial fisheries have already destroyed many of our most valuable marine and coastal ecosystems. On land, more than half the world’s population now lives in towns, cities, and mega-cities, creating unprecedent-ed demands for energy, water supply, waste management and transportation.

In both the developed and the developing world, public awareness of what is at stake has never been greater. But how should governments, corporations, NGOs, educational establishments and individu-als respond to the challenges we face? The challenges faced in Asia, as in Africa and South America, however, are qualitatively and quantitatively different to those faced in Europe and North America. For example, a congestion charge may work in cities such as London or Singapore, but would be impos-sible to apply in Dhaka or Phnom Penh, or even in Bangkok. Forests, wetlands and natural resources in Europe are superbly managed and protected in ways that cannot be easily replicated in Southeast and South Asia.

What lessons have we learned in Asia that can be shared with other countries in this region? What are current best practices? AIT’s short courses on Agriculture, Resources and Environment provide

opportunities for professionals in all sectors to develop their knowledge on critical issues, learn from experience of peers in other countries, and share best practices and lessons learned from around the region through case studies, and to learn latest technologies for addressing complex issues. The short-term training and study visit programs address the emerging concerns of agriculturists, environmen-talists, natural resources managers, food scientists and engineers, researchers, policy makers, project managers, technical supervisors, field and extension officials, development workers, and NGO person-nel from developing countries in the region.

Education and Training Development

“Comprehensive and relevant capacity development programs for human resource in the education sector are needed to overcome many development challenges. There is an increasing need to raise the competencies of educators, trainers and providers of education services to ensure their readiness in responding appropriately to the demands of the stakeholders.

AIT’s short courses on Education and Training Development are designed for HRD professionals, teach-ers, trainers, instructional designers and subject specialists, and others with responsibilities for training or education in public and private enterprises and NGOs.”

Education plays a major role in driving both economic growth and sustainable development, and is one of the most powerful instruments in attaining the Millennium Development Goals (MDGs). In 1990, national governments, civil society groups, and development agencies committed themselves to achieving Education for All (EFA). The six EFA goals cover early childhood, primary, secondary and adult education with emphasis in gender equality, women empowerment and bringing benefits of education to ‘every citizen in every society’. Although the

MDGs refer only to issues of universal primary education (UPE) and gender parity, the World Bank recog-nizes that achievement of these goals will require support for the full EFA commitment.

Together with these efforts towards providing every citizen with access to education, improving the quality of services is another major agendum of every developing country’s education sector. In recent years, many developing countries in Asia and other parts of the world have implemented education reforms focusing on decentralization of education management system, which is intended to support good governance and service-oriented practices. In these reforms, several funding agencies have sup-ported various programs and projects that help education ministries deal with issues on school-based management, curriculum development, and teacher quality improvement, among others, at the basic education level.

In the realm of higher education, quality assurance has emerged as one of the critical issues for univer-sity leaders. UNESCO’s key initiative on this is the Global Forum on International Quality

Assurance, Accreditation and the Recognition of Qualifications is aimed at providing a platform for dialogue between international frameworks dealing with quality assurance, accreditation and the recognition of qualifications. A major thrust of initiatives to improve quality in higher education has recently been directed at improving the quality of teaching, traditionally not considered problematic, but increasingly recognized as a critical factor in ranking evaluations.

In all these development efforts, information and communication technologies (ICTs) play a very impor-tant role. Education and training institutions are developing information systems and software for aca-demic and administrative applications to improve performance of key functions. Many high quality professional development programs are now delivered wholly or partly through the use of ICTs.

Public Sector Management

Overseas development agencies (ODA) and national governments of the developing countries have recognized that the successful implementation of poverty reduction strategy depends on improving efficiency of public sector. Donor agencies such as the World Bank, DFID, ADB, AusAID, DANIDA and UNDP have been strongly supportive to implement public sector reform and performance improve-ment programs. The global public sector management blueprint was developed by ODA aiming primar-ily at achieving the Millennium Development Goals (MDGs) – addressing suitable mechanism and ways to build state capacity to implement programs/projects successfully over time.

Major strategic focuses of such development initiative are on public service delivery, performance management, quality improvement, decentralization, institutional restructuring, public sector profes-sionalism, good governance and combating corruption. It also addresses citizens’ empowerment to par-ticipate more effectively in shaping their own development, and to improved governance at local level.

Public Sector Capacity Building Program at AIT Extension values principles and lessons that public sec-tor in developing countries have learned from the past; approaches and processes to drive change that suits the country’s context; participation of key actor across sector to learn and interact; best practice applied by other countries to foster reform; and long-term partnerships and institutional networking amongst national, regional and international agencies to consolidate collective efforts to achieve inter-national development goals.

Development Management

The World Bank envisions, ‘a world free of poverty’. USAID seeks ‘a better future for all’. DfID aims to ‘elimi-nate poverty in poorer countries’, ADB to ‘improve welfare’, and GTZ to ‘improve living conditions’, and so on. The Millennium Development Goals, a set of 8 bold promises to poor people around the world, seek to eradicate extreme poverty by 2015. But they also beg a critical question: How do we know we are making progress? This is also the same question that managers in both the public and private sectors ask themselves.

The challenges are daunting. Whether in the public or private sector, development organizations or multi-national corporations, all management professionals face the challenge of results: of assessing whether our activities have impact, drawing lessons to improve our results, and ultimately delivering on our development promise. Innovations in ICT and their diffusion lead to much more than faster communication and the simple automation of tasks. Many developing countries have accepted ICT as a national mission within an overall 4C framework of ICT: computers, communications, content, and human capacity. The challenges of ICT across all dimensions in the four interrelated features: awareness, availability, accessibility, and affordability require improvement in order to reduce the digital divide. Security and privacy issues are key concerns that place an implicit cost on transactions.

Engineering discipline is the creative application of scientific innovations, which is always dynamic as new technologies are emerging often in response to the human need for development. The rapid pace of technological advancement gives birth to new disciplines of engineering such as nanotechnology, mechatronics or computer engineering. Engineering is regarded as the key driver to the human devel-opment. Thus the development of engineering skills is vital for the social and economic development.

The ICT and Engineering training courses offered by AIT Extension will continue to stress on capac-ity building in the Asia pacific region. The focus of our courses will be on the development of skills in emerging domains of engineering and ICT that will enhance the information communication and engineering delivery capabilities of an organization.

Development of human capacity is one of the most important elements in harnessing ICTs to the development needs. With the mission of developing the human capacity of the developing and under developed nations in the Asia Pacific region, AIT Extension is imparting training on ICT based on the experiences of countries in the region. ICTs are to be applied successfully for sustainable development, and new capabilities must be established and sustained.

The ICT training courses offered by AIT Extension will continue to stress on capacity building in the Asia Pacific region and will focus more on later developments in the ICT disciplines that will enhance information generation and communication delivery capabilities of an organization.

AF01: Horticultural Crop Production and Marketing (2 weeks)

Participants: Horticulturists, agricultural extension officers and planners.

Course Brief: This course aims to enhance participants’ ability in commercial production planning, management of vegetables, tropical fruits, flowers and ornamental plants and to focus on crops produced in order to make it available commercially, particularly with those which have high market potential in participants’ home countries. Content of this course covers production planning, production technology, vegetable and flower production, tropical fruit production and horticultural marketing for local demand and exports.

The course involves case studies on agronomic, economic and marketing management of vegetables, fresh tropical fruits and selected ornamental plants. It also includes field visits to research and extension stations, leading farms, nurseries, producer cooperatives, agribusiness establishments, packaging and storage facilities for local supermarkets and export markets, quarantine facilities and process for export market, wholesale markets for ornamental plants, vegetables and fruits.

AF02: Small-Scale Livestock Development and Extension Techniques (2 weeks)

Participants: Animal scientists, livestock development planners and extension officers.

Course Brief: This course aims to improve participants’ capabilities for planning, implementing and managing small-scale livestock development programs and projects for rural poor, and transferring production technology to the farmers. The course focuses on planning for livestock development projects, livestock nutrition and health, animal production extension, and farmers’ institution strengthening.

The course includes case examples on several aspects of agronomic, economic and marketing management of vegetables, fresh tropical fruits and selected ornamental plants. Field visits to livestock research and extension stations, small-scale and commercial poultry, dairy; beef fattening and small ruminants farms are integral to the course.

AF03: Soil Management and Extension Techniques (2 weeks)

Participants: Agronomists, soil scientists, agricultural extension officers, and planners.

Course Brief: This course aims to enhance participants’ ability to identify constraints of agricultural soils for crop production and corrective measures to restore and maintain their productivity. It also covers how to transfer those techniques to farmers through effective extension strategies. The course covers subject substance on soil fertility management, management of problem soils, soil conservation and extension techniques.

Participants use case studies on community forest, agro-forestry, soil and water conservation measures, integrated development programs in forest area, public campaign programs, natural resources degradation and environmental impact by various forms of exploitation and development. Site visits are organized to projects on integrated watershed management, community forestry, or agro-forestry.

AF04: Agribusiness Development and Management (2 weeks)

Participants: Agricultural extension and rural development officers, farm and agribusiness managers.

Course Brief: This course aims to enhance participants’ ability to plan the development of agribusiness entities, to implement new agribusiness entities, and strengthening existing ones. Course content includes agribusiness development planning, operation planning and management, agribusiness promotion and extension techniques, micro-finance, new agriculture/food technologies, and relevant case studies and exposure visits.

Participants study cases related to planning and operation of producers and traders in various agribusinesses entities such as vegetables, fruits, poultry, and dairy products. Field visits are organized to agribusinesses, farmers’ groups, agricultural cooperatives, small and medium-scale contract farms, food processing and preservation group, to have first-hand experience of various aspects of agribusiness development opportunities and operations.

AF05: Delivering Quality Extension Services (2 weeks)

Course Brief: Very often, land is managed for multiple benefits that extend not only from agricultural production to biodiversity protection but also maintaining water quality and even human health. Recently, the film An Inconvenient Truth and the greater incidence of extreme climate events such as Hurricane Katrina have raised public awareness of the issues higher than ever before. Climate change is on every country’s agenda – so what does it mean for organizations in the Asia Pacific region?

Course Brief: Community Based Disaster Risk Management (CBDRM) has been put forward as one of the mainstreams in any development plan and programs/projects. CBDRM, where people are at the heart of decision making, is a process of disaster risk management at the community level.

The CBDRM course aims to provide vulnerability assessment (VA) at the community level by identifying important community concerns such as livelihood and consumption, housing and social infrastructure, and gender and intra-household relations. The course discusses the basic approach to designing and implementing CBDRM programs that includes the process and the tools of participatory risk assessment, methods of analyzing hazards, hazard exposure and community vulnerabilities. Course Brief: The under-25 age group is unique from an economic perspective, and crucial for human development and economic growth. It is the optimal point for interventions and investments to build human capital, which are the principal means to increase social mobility and reduce intergenerational poverty. Today’s under-25 age group, however, represents both an opportunity to move toward the MDGs and a potential time bomb for current development strategies. The choice is ours, and we have to make it now.

This course seeks to help clients end the cycle of intergenerational poverty in many countries by addressing the children and youth (C&Y) agenda in a systematic and integrated manner and guide more effective C&Y development. PM02: Trade Development Strategy and Strengthening Capacity for Trade in the New Global Context (2 weeks)

Participants: Business leaders, government ministers and public leaders, policy makers, trade promotion and regulatory managers, think tanks, universities, and civil society actors who seek to equitably advance the private sector.

Course Brief: Despite sustained efforts, many of the poorest countries and communities have not yet been able to integrate successfully into global markets, and hence to participate in the growth-inducing and poverty-reducing benefits of trade. To address this shortfall, the trade, aid and finance communities have developed more coherent strategies to help developing countries integrate with the global economy. This course explores and applies these strategies, and guides practitioners in building a country’s capacity for trade.

PM03: Meeting the Challenge of Globalization: Making Globalization Work (2 weeks)

Course Brief: Globalization – the increasing integration of economies and societies around the world – is one of the most hotly debated topics in international development. Rapid growth and poverty reduction in China, India, Vietnam, and other countries that were poor 20 years ago, has been a positive aspect of globalization. But globalization also has consequences. Among them, increased inequality, environmental degradation, unsustainable mass consumption, and the growth of mega-cites have raised alarm. What can be done to make globalization work for all?

Using the most recent research on globalization and evidence from countries and case studies, this course explores and seeks to resolve five critical development questions: What is globalization? Does more international trade openness increase world poverty? Is globalization exacerbating inequality? Has globalization caused a “race to the bottom” in environmental degradation and standards? What can we do about it? Content includes a framework to address the key issues related to globalization, how developing countries can enlarge the gains from globalization, a review of the essentials of economic globalization, an in-depth analysis of the WTO, which has been the focus of so much negative attention, and what might be done to change both the WTO itself and the public’s perceptions of it.

PM04: Transportation Strategy and Transport-Infrastructure Development (2 weeks)

Participants: Development planners, administrators, officials, extension officers, project and program managers or officers, and NGO personnel.

Course Brief: In the past two decades, transport projects have played a pivotal role in economic development and poverty alleviation. However, transport strategies must now focus on confronting the complex and urgent consequences of our own success. This course seeks to answer the questions, ‘What new priorities are required to address the social, political, and environmental consequences of two decades of transport and infrastructure development?’, and ‘What strategies are required to shift transport-development resources to ensure efficient multimodal transport, improved rural linkages, and better urban transport?’.

The course takes transport strategy beyond intercity highways and focuses on resolving the new priorities: air pollution, traffic congestion, safety, efficiency, affordability, and trade. It challenges participants to prepare a localized transport strategy with an emphasis on attention to air and water pollution, alternative transport modes and themes (urban transportation, rural roads, multimodal transport), synergies across sectors, knowledge sharing, private sector participation, attention to governance and corruption issues, and building up the sector’s monitoring and evaluation efforts to align them with the new strategy.

This applied course in capacity building focuses on four key factors that affect competitiveness: inter-firm cooperation and coordination, relationships among firms in a value chain, the distribution of benefits, and learning and innovation. Course Brief: Microfinance is a rapidly changing field. It encompasses today a range of financial services (savings, credit, insurance, remittances and transfers) provided to a diverse clientele (poor landless women, retirees, urban families, rural entrepreneurs) through a variety of institutions (banks, NGOs, credit unions). This advanced practitioners’ course, therefore, takes a sector approach to microfinance-sector development. It helps clients identify the place of microfinance within the mainstream financial sector as a whole and adopt strategies and programs that ensure that microfinance fills identified gaps according to market context.

The course explores five key facets of microfinance, namely, financial transparency, enabling policy frameworks and government effectiveness in microfinance, poverty outreach, institution building, and donor effectiveness. Participants: Participants perform preliminary system sizing for mechanical and electrical power generation of 50-watt to 100-kilowatt capacities.

Course Brief: This workshop will cover design considerations as they apply to both low and high head micro-hydro systems. The focus will be on core concepts that may be applied to a wide range of hydro applications.

EG02: Introduction to Renewable Energy (1 week)

Participants: The courses are aimed at those in the business, non-profit, public and academic sectors who wish to get a comprehensive introduction to renewable energy technologies, as well as those wishing to install renewable energy systems in both urban and rural settings.

Course Brief: This course is an overview of renewable energy technology and outlines the basic principles of solar electricity, solar water heating, small-scale wind power, micro hydro-power, bio-energy, heat pumps and their applications for homes, businesses and farms.

EG03: Bridge Design and Construction using ICT (3 weeks)

Participants: Civil engineers, construction engineers and construction managers.

Course Brief: This course aims to facilitate the participants with bridge design and construction management tools and techniques. The course will focus mainly on bridge design, specifically on suspension bridge and the best practices of bridge design, construction, environmental impact and financial viability of projects. There would be field visits to bridge construction projects. This would allow the engineers to enhance their skills in scheduling, planning resources, ensuring quality, prevailing international practices of construction projects, environmental impact on engineering construction projects, gain understanding on cost and time management and determining the financial viability of projects.

It also includes field visits to construction sites of infrastructure development projects such as irrigation and water resource structures, roads and highways, and tall buildings so that participants can observe and discuss with project engineers on issues such as construction techniques and construction project management.

EG05: Construction Management and Quality Control for Road Works (2.5 weeks)

Participants: Middle level rural road/road network planners, senior/mid level civil engineers and road engineer, road development project technical staff.

Course Brief: This course is designed to enhance managerial and technical skills of the participants responsible for planning, managing and supervising road construction projects for more efficient, effective and high standard road construction works. It also focuses on up-to-date knowledge of quality standard and quality control issues of construction property as well as work processes in all construction phases that lead to better quality of road works.

Course content includes quality assurance in road works, contract management and inspection procedures, testing of construction materials such as concrete works, concrete aggregates, soil gradation, density and compaction, field compaction/density of subgrade, and asphalt material. The exposure visit and on-site study are conducted to road construction sites with different level of development from excavation, forming embankment, compaction, pavement construction, etc., to observe the work processes and QC at each stage. Observe the construction equipment being used in construction, equipment of the field laboratory for quality evaluation, field density sampling and testing, asphalt pavement construction, etc.

EG06: Irrigation System Management (3 weeks)

Participants: Irrigation engineers, civil engineers and agriculturalists.

Course Brief: This course enables participants to evaluate existing field conditions of irrigation systems with the view to improve its operation and management efficiency, particularly under multiple-cropping system. The course includes knowledge on organizational, socio-economic and farmer participation aspects of irrigation management. The course covers contents on integrated irrigation system management, crop response to irrigation water, soil and land capability classification, and design of on-farm water distribution system, water allocation scheduling and monitoring program, system capability evaluation and maintenance of irrigation schemes. Technical field visits are organized to various irrigation projects in Thailand to observe and exchange experiences on management of irrigation water, evaluation of system capacity, operation and maintenance of headworks and canals, on-farm water delivery and management and farmers’ participation in irrigation water management. Field practicum at the actual project site is organized to enhance skills of participants on technical sessions.

Course Brief: This course aims to improve participants’ technical knowledge and skills in designing and implementing monitoring and evaluation systems for rural infrastructure projects such as rural road, water resources and agricultural development projects. The course covers principles and concepts of project monitoring and evaluation, results-based approach in project/program evaluation, indicators and measurement tools and techniques for evaluation, development of monitoring and evaluation framework and target, priority setting.

Participants: Natural resources, environmental, agricultural, forestry, fishery and tourism planners and managers, regional and rural development planners and officers, and marine scientists and biologists.

Course Brief: This program exposes participants to the concept and practice of integrated coastal zone management, balancing environmental and development requirements. The course offers an overview of integrated coastal zone development planning and management; coastal ecosystem and bio-diversity; environmental impact of coastal zone development; and socio-economic aspects of coastal area development. Participants visit, observe and comment on various types of projects aimed at coastal zone development or utilizing coastal zone resources, both living and nonliving; and learn strategic approaches and practices used in Thailand for the development and management of the coastal zones.

SV06: Sustainable Natural Resources and Environment Management and Planning (2 weeks)

Participants: Natural resources development planners and managers, environmental, rural development planners, forest officers, local government officers, community leaders.

Participants in AIT Extension training courses are usually mid-career and senior level professionals with at least five years’ relevant work experience, and a good command of English.

Training Costs

The training fee covers tuition, materials, transportation costs for scheduled field trips, and minor medi-cal expenses. The following personal expenses should be added: a suggested subsistence allowance US$40/day, accommodation at the AIT Conference Center and international travel. 2. Is there an application fee?

There is no application fee for AIT Extension courses.

3. What are your admissions requirements?

Admission requirements are flexible. As other participants are likely to be experienced professionals, relevant professional experience is essential. All participants are expected to be able to use English competently for study purposes. Formal academic requirements are not essential.

4. How long does it take to process my application?

For most courses, we review applications at least two months before the starting date of the course. We will let you know at least one month before the beginning of the course.

5. How do I check the status of my application?

6. If I live outside Thailand, how will I get a visa to attend a training course?

Passport holders from many countries are not required to obtain a visa in advance and can receive a visa for 30 days on arrival (http://www.mfa.go.th/web/2482.php?id=2490). Citizens of other countries will need a non-immigrant visa before boarding a flight to Thailand. AIT Extension can guide participants on the required visa application process. For more information about Thailand’s visa and passport requirements, you may also visit the website of Ministry of Foreign Affairs, Kingdom of Thailand.

7. What does the course fee include?

The course fee includes tuition, course materials, field trips, airport transfers and minor medical insurance. It does not include international air travel from your country, food, accommodation and incidental expenses (laundry, entertainment, and phone bills).

10. What is AIT’s cancellation policy?

Cancellations or deferrals must be submitted in writing at least 21 days before the course start date to receive a full refund. Cancellations or deferrals received later are subject to a cancellation fee equivalent to 20% of the training fee.

11. Is financial aid available?

Financial assistance is not available for any of the training courses – it is your responsibility to find financial support for the course.

Accommodation and meals

12. What types of accommodation are available on campus? How much does it cost?

Accommodation on campus is available at the AIT Conference Center Hotel. There are 100 guest rooms (suites, superior and standard rooms) together with a selection of dining venues.

Individual bedrooms include a private bath and standard amenities, as well as free 24-hour high-speed Internet access. Wireless Internet is also available in the lobby and in other AITCC facilities.

14. Should I bring my laptop?

Training rooms are all equipped with desktop computers and high-speed Internet access, which you can use at any time of the day. Wireless Internet access is presently installed in all parts of the AIT Conference Center Hotel.

Laptops are also available for rent at the AIT Conference Center.

15. What can I expect on the first day?

On the opening day of the course, registration takes place in the AIT Conference Center, probably outside your training room. This is followed by a formal opening ceremony and a course briefing. Later in the day, there will be a welcome lunch or dinner. If your travel plans necessitate late arrival, please be sure to notify us so that alternate transfer and registration arrangements can be made for you.

16. What can I expect on the last day?

Most courses adjourn in the late afternoon of the final day followed by a closing ceremony (awarding certificates). Transport to Suvarnabhumi International Airport is provided according to participants’ departure plans.

17. Are meals provided?

Meals are not included in the tuition fee. There is a dining room in the AIT Conference Center, and several other reasonably priced restaurants and cafeterias on campus.

18. Are special meals available?

Participants with special dietary requirements are asked to contact us upon their arrival. For Muslim participants halal food is available at the AITCC dining facility and student cafeteria.

19. Is accommodation available for extended visits or for family members?

Due to the relatively small number of rooms on campus, participants in AIT events have priority. If rooms are available, you may extend your stay; please check for availability after you arrive.

AIT Extension normally does not encourage participants to bring their families. Please check with AIT Extension before making arrangements to bring your families.

Dress

20. What is the dress code for participants during a course?

For classroom sessions, smart casual dress is required. For opening and closing ceremonies, and for exposure visits to corporations and government offices, we recommend that you bring formal business attire. For women, saris, salwa kamis and other traditional forms of dress are normally acceptable.

Please make sure that you bring at least one pair of shoes with closed toes.
