Aircraft takeoff/landing charge shall be determined per 1 ton of maximum takeoff weight (hereinafter referred to as MTOW) of the Aircraft specified in the airworthiness certificate depending on the type of traffic.
The aircraft takeoff/landing charge shall be determined depending on the hour of takeoff/landing (day or night).
The night time shall be fixed within the following limits (local time):
● from April 1 till September 30 -from 08.00 p.m. to 06.00 a.m. inclusively; ● from October 1 till March 31 -from 05.00 p.m. to 08.00 a.m. inclusively.
The night time aircraft takeoff/landing charge shall be increased by:
● 20 percent in case of landing or takeoff; ● 40 percent in case of landing and takeoff.
During practice, trial, technical flights carried out pursuant to the effective legislative acts governing the flights, each approach-to-land shall be calculated applying coefficient 0.2 coefficient to the daytime aircraft takeoff/landing charge. If the lighting system is turned on, each approach-to-land shall be calculated applying coefficient 0.5 to the daytime aircraft takeoff/landing charge even if the aircraft doesn't touch the surface of the takeoff runway (RWY).
If takeoff/landing of the Aircraft is carried out at the airport pursuant to destination for the regular or charter airline, international flight landing and inland flight takeoff and vice versa (with relevant change of the flight number), then takeoff/landing charge shall amount to 50 per cent from the charges pursuant to the types of traffic.
0,5 coefficient shall apply to the landing/takeoff charge:
● in case of technical landing of the Aircraft without change of revenue load; ● in case of landing of the Aircraft due to weather conditions; ● in case of return of the Aircraft to the airport of departure within 40 minutes from takeoff
due to the aircraft incident; ● if the paved runway is not used for landing and takeoff of the Aircraft with the maximum
permitted takeoff weight of up to 6 tons inclusively.
2. Airport passenger service charge

This charge shall be applied for use of the passenger terminal prior to check-in. The airport passenger service charge shall be set for one passenger sent depending on the type of traffic.
The following persons shall be exempt from the airport passenger service charge:
● passengers of the flights carried out exclusively for transportation of the royal persons, heads of the states and of the governments;
● war veterans pursuant to the Law of Ukraine "On the status of war veterans, guarantees of their social protection";
● passengers of humanitarian flights whose status shall be determined by the Humanitarian aid commission of the Cabinet of Ministers of Ukraine;
● transit passengers; ● passengers with service tickets; ● children up to 2 years old; ● passengers of the flights to carry out search and rescue activity, sanitary flights carried out
by order of the competent authorities.
In case of provision services to the transfer passengers which arrive and depart on the international flights, 0.5 coefficient shall apply to the passenger charge.
3. Aviation security charges
Aviation security charge for the passenger Aircraft shall be determined for each passenger sent depending on the type of traffic.
For international traffic – 3.00 USD per each departed passenger.
For domestic traffic – 1.00 USD per each departed passenger.
For cargo aircraft:
For international traffic - 2,10 USD per 1 t of MTOW.
For domestic traffic – 1,00 USD per 1 t of MTOW.
The following persons shall be exempt from this charge:
● passengers of the flights carried out exclusively for transportation of the royal persons, heads of the states and of the governments;
● war veterans pursuant to the Law of Ukraine "On the status of war veterans, guarantees of their social protection";

Aviation security charge for the cargo aircraft shall be determined for each ton of the MTOW depending on the type of traffic.
0,5 coefficient shall apply to the aviation security charge of the cargo aircraft in case of absence of the revenue load of the flights at arrival or departure.
4. Aircraft extra parking charge
Charge for aircraft extra parking is 0,21 USD per each hour of the extra parking per each ton of aircraft’s MTOW.
The aircraft extra parking charge shall be determined per each full day or a part thereof in per cent from the landing/takeoff charge at the daytime or per hour of extra parking and per tonne of MTOW of the Aircraft irrespective of the type of traffic (duration of extra parking shall be in hours with rounding off to the first decimal digit).
Standard (charge-free) time of parking of the passenger Aircraft shall be 3 hours .
Standard (charge-free) time of parking of the cargo Aircraft shall be 6 hours unless otherwise stipulated by appendices to this Annex В.
0,5 coefficient shall apply to the extra parking charge in case of delay of the flight due to weather conditions.
Extra parking charge shall not accrue if the flight is delayed due to the airport employees' fault.
5. Governmental charge in carrying out non-scheduled flights by foreign operators
Grounds:
1. Regulations of the State specialized fund of public financing on aviation activities and participation of Ukraine in international aviation organizations, approved by the Cabinet of Ministers of Ukraine dated September 28, 1993 № 819.
Governmental charges in carrying out nonscheduled flights by foreign operators to and from Ukraine paid in the amount of:
● 2 USD per each passenger departing from the airport of Ukraine; ● 10 USD per each cargo ton departing or arriving;
Governmental charges in carrying out nonscheduled flights by foreign operators within Ukraine paid in the amount of:
● 0.5 U.S.D per each passenger departing from airport of Ukraine; ● 2.5 U.S.D per ton of cargo departing or arriving.
