Agency exists primarily to support themen and women at base-level civilengineer units and major commandsworldwide. The agency consists offunctional experts for almost every facet

of Air Force civil engineering. From contingencyand technical support to the challenges of dailyoperations, our experts know what it takes to ac-complish the civil engineering mission. We helpprovide base civil engineers with the right equip-ment and concepts to accomplish the mission,which includes maintaining flightlines for theworld�s most respected air and space force;housing and dormitories for our Air Force family;and the infrastructure needs of our bases.

WHO WE AREThe organization known today as the Air Force Civil Engineer Support

Agency was established in 1966. Today, we are a specialized team of techni-cal and professional experts specializing in readiness, training, fire protec-tion, management analysis, systems engineering, computer automation, andequipment and supply management. The agency has five directorates: Con-tingency Support, Technical Support, Field Support, Operations Support andExecutive Support.

The agency�s goal is to maxi-mize air base readiness by estab-lishing and implementing focusedmanagement, professional andtechnical expertise, and technologyproducts to prepare the base civilengineer for rapid and effective con-tingency support. Readiness re-mains �Job One� for the men andwomen of the agency.

The agency is dedicated to en-hancing the capabilities of base civilengineers, major commands, the AirForce civil engineer and the Depart-ment of Defense.

MANAGEMENT PRACTICESThe agency�s management ana-

lysts provide work-force multipliers andproductivity enhancements to help basecivil engineers do the job better, fasterand cheaper. The contract support teamclearly leads the way in enhancing basecivil engineers� capabilities through de-livery of superior service contract,outsourcing and privatization tools.

AUTOMATION SUPPORT AFCESA continues to excel in its

efforts to bed down the next genera-tion base civil engineer computer auto-mation system to keep civil engineersin the fast lane of the automation su-perhighway. We�ve managed the in-stallation of local area networks for civilengineer units at 90 Air Force basesworldwide, and we�re developing thenext-generation civil engineering soft-ware.

TECHNICAL SUPPORTThe agency�s unique team of pro-

fessional engineers and techniciansprovides highly specialized technicalsupport for a full range of infrastructuresystems and programs in support of AirForce initiatives.

* Ensures all civil engineering specialists are trained and equipped to de-ploy anywhere in the world.

* Coordinates with war planners from the Air Force and other services toensure engineer forces are accurately reflected in U.S. war plans.

* Operates the Civil Engineer Readiness Center, coordinating engineer sup-port activities worldwide.

What We Provide Our Customers: � Explosive Ordnance Disposal � Overall management of explosive ord-

nance disposal program for the Air Force; preparation of instructions; determina-tion of manpower, training and equipment requirements; oversight for distributionof newly developed equipment and explosive ordnance disposal specialized sys-tems; and assistance in research, development and acquisition.

� Fire Protection � Executive leadership, functional management and tech-nical guidance and assistance of all Air Force fire protection activities, operationsand resources; oversight responsibil-ity for fire protection research and de-velopment, and operations; also, im-mediate supervision for the manage-ment of all Air Force-level fire protec-tion issues in the Department of De-fense.

� Readiness � Management ofall Air Force-level Prime BEEF andRED HORSE programs; technicalexpertise, management, develop-ment and planning in all civil engi-neering readiness facets of: disasterpreparedness; explosive ordnancedisposal; air base operability; con-ventional warfare; camouflage, con-cealment and deception procedures;and nuclear, biological and chemical-warfare defense.

The Air Force Contract Augmen-tation Program is managed by the AirForce Civil Engineer Support Agencyand provides installation support fornoncombat military operations otherthan war.

The program�s contractor canprovide the majority of installationsupport capabilities that Air Forcecommanders would expect from civilengineering and services specialists.The program serves as a force multi-plier by freeing up Air Force peopleto hone their combat skills, care forpeople, and modernize facilities andequipment.

BACKGROUNDInitial response to a military op-

eration other-than-war or an exercisescenario will be assigned to militaryforces. As these forces establish abase of operations and extended ac-tivities are likely to occur, sustainmentfrom the Air Force Contract Augmen-tation Program is a resource option.The program provides a completerange of civil engineer support, ex-cept fire/crash rescue and explosiveordnance disposal. It also allows forservices support, except mortuary af-fairs and field exchanges.

* Establishes standards and criteria for life-cycle planning, programming, design, construction,operation, maintenance, repair and revitalization ofbase infrastructure.

* Assists major commands and installations inassessing the condition of and developing strate-gies and plans for upgrade of Air Force infrastruc-ture systems.

What We Provide Our Customers: � Civil Engineering � Standards and crite-

ria for design, operations and maintenance, and in-frastructure condition evaluations and assessments;expertise in structural, water, wastewater, drainageand pavement systems, as well as in airfield mark-ing, arresting and barrier systems; complete airfieldpavement analyses for Air Force bases worldwide.

� Electrical Engineering � Life-cycle engi-neering and expertise for electrical utilities, power-generation systems, and electrical and communica-tions distribution systems; direction and implemen-tation of energy, utility rates management, industrialwater treatment and corrosion control programs.

� Mechanical Engineering � Life-cycle re-sponsibility, standards and criteria for mechanicalutilities, including: natural gas, oil and coal-fired cen-tral steam and high-temperature hot water generat-ing plants and distribution systems; pressure ves-sels; central chilled-water plants and distributionsystems; storage and distribution systems forground and jet fuels, including fire detection, alarmand suppression systems; and plumbing and irri-gation systems.

� Utilities Litigation � Utility rates interven-tion and negotiation on behalf of the Air Force. Thisspecialized group, known as the Utility Rates Man-agement Team, is composed of engineers and AirForce Legal Services Agency attorneys. The utilitiesteam helps Air Force installations procure reliableutility service at a fair and reasonable price.

The Air Force Civil Engineer Support Agency head-quarters is home to the Air Force�s only airfield pavementsevaluation team. The team provides a structural pavementevaluation capability to the entire Air Force.

The team performs routine evaluations and responsesto contingency operations and emergency requests aroundthe world.

Typically, structural evaluations at Air Force bases areconducted once every 10 years. But when contingencies oremergencies arise, the pavement team can provide almostimmediate on-site assessment of the airfield capability andmake recommendations based on proposed aircraft opera-tions.

The team�s recent contingency experiences include re-sponding to operations in Rwanda, Haiti, Bosnia-Herzegovinaand Saudi Arabia.

CEMIRT technicians respond to more than 100 assistance requests, many of them emer-gencies, that cannot be handled at base-level.

� Deployable Technicians from regional loca-tions at Dover Air Force Base, Del.; Travis Air ForceBase, Calif.; and Tyndall Air Force Base, Fla.

� Provides civil engineers worldwide with arapid response capability of highly trained powerproduction, electrical, and heating, ventilating andair-conditioning specialists.

� Specialized CEMIRT Prime BEEF teams,trained and equipped for contingency support ofHarvest Falcon and Harvest Eagle power and elec-trical distribution equipment.

� Equipment Service � Intermediate- and de-pot-level maintenance and repair, troubleshooting,and modernization support of power production;electrical distribution; heating, ventilating and airconditioning; and monitoring and control systems.

� Emergency Power Systems � Manages loanprogram for portable power generators rangingfrom 500- to 2,500-kilowatts to temporarily supportcritical missions during power system upgrades,repairs or emergencies.

� Generator Reutilization � Serves as a clear-ing house for all large capacity generators over

200-kilowatts that are declared excess. Matches equipment with requirementsand removes, repairs and reissues as government furnished equipment or re-installs using in-house resources. Saves millions of dollars every year redistribut-ing assets.

� Aircraft Arresting Systems � Serves as an Air Logistics Center depot over-haul source for aircraft arresting systems and components, and supports civilengineers with 10-year overhaul and Mission-Impaired Capability requirements.

� Technical Support � Performs repair and balancing of critical heating,ventilation, and air conditioning systems for energy efficiency, indoor air quality,Environmental Protection Agency compliance, and hospital and precision mea-surement equipment laboratory accreditation purposes.

� Training � Civil engineers in the field are provided hands-on training whileassisting maintenance and repair teams. Specialized equipment training is alsoavailable.

Readiness Challenge is the premier test of contingency skillscapabilities for U.S. Air Force civil engineers, services personnel,public affairs specialists, chaplains and chaplain staffs. The bien-nial competition involves Air Force active-duty and Air Force Re-serve Component members who represent their major commandor unit, and has included teams from Canada and the United King-dom as well.

The Air Force Civil Engineer Support Agency coordinates theoverall planning and execution for the competition, which is held atthe Silver Flag Exercise Site at Tyndall Air Force Base, Fla.

Readiness Challenge emphasizes and reinforces the needfor a well-rounded training program, and dem-onstrates each command�s leadership, readi-ness, wartime capabilities and quality of home-station training.

Participants are graded on 25 events thattest the major mission areas of establishing aforward base � force �beddown� � as wellas base recovery after attack procedures, airpower sustainment, readiness and explosiveordnance disposal. Public affairs specialistshone their professional communications skillswhile chaplain service teams perform tradi-tional duties of ministry to the troops in thefield. Participants in services fields compete in events re-lating to their contingency role: providing food, lodging,laundry, recreation and mortuary duties.

Awards are also presented for the winners of individualevents and competition categories.
