This guidebook offers practical information for participants attending or invited at the Niger Pakistan Forum in Niamey form the 16 to the 18 September 2021.

The document provides details on logistical, administrative and other arrangements for the Forum.

The information provided may be modified, and you will be kept abreast of any further updates by briefing notes and by website (ANEC).

i. General organizational arrangements

Niger’s National Conference Economics Agency (for French: Agence Nationale de l’Economie des Conférences – ANEC) is tasked for the organization of this Forum in collaboration with the Ministry of Trade, Industry and Youth Entrepreneurship of Niger (MC / I / EJ), the permanent secretariat of the High Council for Investment in Niger (HCIN), the National Agency for the Promotion of Investments, and Strategic Projects, the Chamber of Commerce and Industry of Niger (CCIN), and Embassy of the Islamic Republic of Pakistan in Niger.

The Agency will ensure that all protocol and logistical measures are in place, such as accreditation, hotel bookings, transport and other related matters. For further information, please visit www.anec-niger.ne.

iii. Liaison agents and officers

• Liaison officer (protocol) A liaison officer is assigned to each personality to facilitate the flow of information and to ensure better activity coordination. He/she will be responsible for all protocol and administrative arrangements required by the personalities, and will interface between the personality and AN EC.

The liaison officer will work in close coordination with a security liaison officer (SLO) for all matters relating to the safety of the personality.

• Liaison officer (Chief Security Officer) In addition to the liaison officer, a liaison officer will be appointed. He is the interface for all security matters.

iv. Security • Security and protection for high-level officials

The Government of Niger will alone ensure the security and protection of the Forum participants.

Unarmed security officers will be designated to escort the personality during official ceremonies.

N.B.: Carrying firearm is not allowed during the official ceremony.

v. Accreditation Nigerien participants are kindly requested to register for the Forum, by completing the form intended for that purpose and returning it between 3 and 10 September 2021.

Participants will be allocated secure, non-transferable name badges. They should kindly wear their name badges in a visible manner at all times during the Forum.

Access to the conference hall is strictly limited to delegates wearing official name badges. Wearing pins and name badges is mandatory throughout the duration of the Forum.

• Application for accreditation to the conference The accreditation application form is available on the website of ANEC (www.anec-niger.ne). Please click on the “Accreditation” link to begin your application (Forum Niger-Pakistan homepage – Niamey 2021).

Participants are kindly requested to send a copy of their passport and passport photo to the following address: [email protected].

The closing date for applying for accreditation is 10 September 2021.

N.B.:

ü Badges are essential to maintain security, and any misuse thereof will result in police and legal prosecution.

ü Lost badges must immediately be reported to ANEC. ü Badges are strictly personal and non-transferable.

• Vehicle passes Special passes are provided to participants intending to use officials’ cars allocated by the Nigerien government.

• Press personnel and equipment Media personnel are required to complete the registration form to apply for media accreditation and to obtain clearance permission for their equipment (Annex I).

• Accreditation categories Participants will receive pins and badges as follows:

Red badges for paskitan participants. Bleu badges for Nigerien participants Yellow badges for media staff. Black badges for security officers. Brown badges for organizers

Only red and blue badges give access to the work rooms.

vi. Privileges and facilities The Republic of Government of Niger grants Pakistani participants privileges and facilities for local transportation and accommodation.

N.B.:

- The incurring cost of the participant by the government of Niger covers the period from 16 to 18 November 2020.

- Costs related to anticipated arrivals and extensions of stay shall be borne by the delegation.

- Delegations that decide to take bedrooms of a higher grade than those reserved by the Nigerien government shall do so at their own expense.

- Delegations that decide to reserve accommodation in a place other than that offered by the Government of Niger shall do so at their own expense.

- Member states shall bear at their own cost the reservation of accommodation for additional members of their delegations.

- It should be noted that hotels may require a deposit or a full payment. Some may also apply penalties in case of late cancellation of bookings.

• Booking system All bookings and payments for the accommodation of the participants borne, in accordance with the table above, are made by the Government of Niger.

vii. Arrivals and departure from the airport Arrivals and departures of all delegations will be at the DIORI HAMANI International Airport of Niamey.

• Arrival procedures ü Protocol officers will be assigned to the airport to welcome personalities. ü Hostesses will be assigned to welcome and assist other participants. ü Fast-track police formalities will be ensured for participants. ü A healthcare assistance counter will be available. ü Host officers will be available to assist participants with collecting and handling their

baggage. ü A VIP lounge will be dedicated to senior personalities.

• Visas and immigration procedures Each participant should have a passport with a validity of no less than 6 months.

Participants are advised to obtain entry visas in advance by submitting the necessary documents to the embassy or the consulate of Niger accredited in Pakistan.

• Departure Protocol officers will be available to assist personalities with departure formalities at the airport.

Special security check-in, registration and immigration counters are dedicated to participants departing from Diori Hamani International Airport of Niamey.

Airport porters will be available to assist participants with luggage check-in and transport.

Personalities have access to the official lounge.

viii. Medical services Niger’s department of healthcare services shall ensure medical coverage for the duration of the Forum.

Cases requiring hospital treatment shall be sent either to Niger’s referral hospital or to the National Hospital of Niamey.

Healthcare teams shall be at the airport, at the meeting venues and at the hotels, servicing over 60 participants. A healthcare manual and a handbook for COVID-19 prevention and control shall be available for all participants. They will also be posted on the website of ANEC.

Each participant must present a certificate of vaccination against yellow fever upon arrival through the Airport Health Centre.

Special COVID-19 prevention measures have been taken by the Government of Niger which are detailed in the attached annex.

ix. General information • Change

The monetary unit is the CFA franc (XOF). Exchange rates are subject to fluctuations for the US dollar ($1 = XOF 500) and other currencies. The Euro has a fixed parity (655.957 XOF).

Currency exchange offices are available at the airport and at the main hotels selected for the CFM meeting.

• Banking services Banks are open from 8:30 a.m. to 5:30 p.m. on weekdays, and from 9 a.m. to 11:30 a.m. on Saturday.

Most commercial banks allow the use of credit cards below:

• Cuisine of Niger In addition to international dishes, Niger has a wide, diverse and varied range of local dishes generally based on millet, semolina rice and vegetables.

However, grilled meat is a benchmark. Kopto, a moringa salad with peanut paste, is a popular dish in all regions of Niger often accompanied with cornmeal or rice couscous (called dambou).

Grilled meat is Niger’s specialty recognized across Africa and even beyond.

Kilichi or dried meat, baked mutton or "méchoui" and stewed Targui mutton, which is a tourage (French for folding) specialty, all are different ways of preparing meat in Niger. These are exclusive Nigerien cuisine dishes and are very appreciated by all those who visit Niger. Do not hesitate to taste them without moderation.

Do not forget to taste the ritual Tuareg tea of the desert, as well as the camel’s or goat's milk.

ANNEX II PRESIDENCY OF THE REPUBLIC OF NIGER

NATIONAL AGENCY FOR CONFERRENCE SERVICES

HEALTH PROTOCOL FOR THE NIGER PAKISTAN FORUM 1. Sanitary code

This system is run by a Health Commission supported by the General Directorate of the National Agency for Conference Services (for French: ANEC). This Commission, chaired by the Cabinet of the President of the Republic of Niger, is coordinated by the Director of the Cabinet of the Ministry of Public Health.

The health system is developed in line with WHO’s guidelines and Niger’s health regulations. The Commission, in collaboration with the Pakistan Ambassy, oversees the effective implementation of the following actions:

ü Preventive actions ü Posting of health documents on the respective websites of ANEC

ü Reproduction and dissemination of COVID-19 management leaflets.

ü Disinfection of the conference venue.

ü Installation of disinfection equipment and barrier measures at all levels (airport, vehicles, hotels, restaurants, conference sites).

ü Setting up of mixed emergency teams made up of doctors, senior anesthesia-resuscitation technicians, ambulance attendants and first-aiders) to provide on-call duty at various sites.

ü Packing medicine kits for distribution in ambulances, hotels, the General Referral Hospital and the Mahatma Ghandi International Conference Center.

ü Deployment of medical ambulances to strategic conference sites (airport, hotels and conference venues);

ü Installation of an infirmary on the main conference site.

ü Bed reservation in hospitals (General Referral Hospital, National Hotel of Niamey).

ü Establishment of an on-call system to ensure all skills are available onsite.

ü Conducting COVID-19 test for drivers and protocol officers escorting participant delegation members.

ü Conducting a thorough mosquito inspection of hotels and conference venue.

ü Running COVID-19 simulation exercices.

2. Preventive actions upon arrival (at the airport)

ü A negative COVID-19 PCR test is a prerequisite for entry into Niger. The test must be valid for 72 hours from the date of delivery of the result.

ü Systematic control of passenger travel health documents (negative COVID-19 test results). These health documents must be translated into French or English. This check also concerns the international vaccination record (yellow fever).

ü Systematic screening of all passengers including officials and diplomats. ü Verification of compliance with barrier measures at the airport (correct

wearing of a mask and respect for distance); ü Thermal control (use of Hydro alcoholic gel) ü Disinfection of luggage (bags and parcels in hand), luggage conveyor belt,

surfaces and cleaning of stairs and steps.

3. Preventive measures for transportation

ü Disinfection of all vehicles, including hotel shuttles.

ü Furnishing each vehicle with preventive kits (masks, gel, tissue).

ü Respecting social distancing on board vehicles and hotel shuttles.

ü Drivers and protocol officers accompanying delegation members shall undergo COVID-19 test.

4. Preventive measures for hotels

ü Regular disinfection of surfaces (bedrooms, reception, toilets, stairways, elevators, all other common rooms, etc.).

ü Ensuring medical teams are in place at hotels.

ü Temperature measurement and use of hydroalcoholic gel for all customers and visitors.

ü Installation of a magnetic gel dispenser at the entrance to all common rooms.

ü Mask wearing control.

ü Respect for social distancing at the reception, restaurant and meeting rooms. A team will be available to this effect.

ü Gloves must be worn for waiters and in restaurants.

5. Preventive actions for conference rooms

ü Regular disinfection of surfaces (rooms, toilets, stairways, living rooms, restaurants, etc.).

ü Systematic thermal control throughout the duration of the conference (thermal camera and thermal flashes).

ü Putting in place permanent COVID-19 test collection teams at the Radisson Hotel (VIPs) and at the conference venue for other participants.

ü Systematic mask wearing control and distribution of masks to participants.

ü Putting in place a permanent medical team to check for (malaise, cases tested positive and other ailments).

ü Ensuring respect for social distancing in meeting and commission rooms.

ü Installation of a magnetic gel dispenser at the entrance to each common room.

ü Furnishing working session rooms with hand sanitizer gel.

ü Ensuring respect for distancing during banquets, gala dinners and in restaurants, including use of gel at the entrance.

6. Preventive actions upon departure

ü COVID-19 PCR tests to be conducted for all participants before departure.

ü Sampling for COVID-19 at Radisson Hotel for personalities.

ü Sampling for COVID-19 at Mahatma Ghandi International Conference Centre for all participants. A sampling schedule will be established as per the departure schedule of all participants.

ü Test results returned within 24 hours from the time the samples are drawn.

ü COVID-19 negative control before boarding.

ü Control of mask wearing and hydroalcoholic usage.

ü Free treatment until recovery (at Niger treatment centre for COVID-19 patients) for patients with positive PCR results.

N.B.: Niger shall provide free care for emergencies and positive COVID-19 cases during the stay of participants.

Participants who wish to use the healthcare services of medical centers other than those designated by the government must bear their treatment expenses.
