Norway’s Aid for Trade: Basic considerations
• Norway can’t do everything, need a clear focus
• We have limited administrative capacity
• Could only be a long term objective to really integrate existing support for infrastructure and productive capacity in the Aid for Trade initiative
• Should not impose additional burdens on partner countries through uncoordinated bilateral initiatives
• Conclusion: we will give priority to multilateral channels

Norway’s Action Plan: priorities for the use of our new, additional resources
Priority to multilateral channels:• The enhanced Integrated Framework• Additional resources in particular through UNIDO, the ITC and the
World Bank (although existing support to UNCTAD, WTO etc. will continue)
Thematic priorities: 1) Good governance and fight against corruption (in trade matters):
Trade policy, trade facilitation, standards and trade, fair and responsible trade
2) Regional trade: Strengthen regional institutions. Cooperation initiatives in selected regions
3) Women and trade: Special programmes related to women and trade through multilateral channels

• The Action Plan: A starting point for the follow-up
• Priority to monitoring and evaluation: We need real results
• Self-assessment after three years to see if priorities should be revised
• Consultations with private sector and civil society during the whole process, -essential to our success!
