• Consolidation of 6 contracts and contractors into one AFOSR ContractExceptional AFOSR CPAR Review Comment by CO:

“This past 12 months of performance by Anadarko Industries in conjunction with their subcontractor has been one of the

most positive contract experiences I have ever encountered. Always on time with deliverables, responsive to varying

demands, reactive to emergent situations, proactive to preclude issues on future AFOSR needs, effectively cross-

utilizing personnel to accomplish the mission, and creative in development of ideas to save government costs. While

there is always room for improvement in any effort, it is difficult to imagine where that would apply on this contract.”

Special Benefits of Native

American Tribal Owned Company

• Federal legislation has created a group designated “Native Americans” that are afforded

exclusive contract preferences

• Native Americans are among poorest and most under-employed groups in America

– U.S. Government has taken a number of steps to help promote self-sufficiency in this

population

– One of its most successful initiatives has been including these Native American groups

in the Small Business Administration’s 8(a) program as “socially and economically

disadvantaged”

• Important distinction between Native Americans and their non-Native American

counterparts in the 8(a) program

– Non-Native American businesses represent one individual or one family

– Native American businesses provide the benefits of the 8(a) program to 100% of the

members of a disadvantaged group

– Benefits and profits are spread over a much larger population so each individual

shareholder receives much less than an individual company owner

• Small Business Administration has established an “Other Than Small” Classification under

FAR 52.219-9(d)(1)

• Prime contractor can subcontract to AI and receive small business and small

disadvantaged business (SDB) credit for life of contract without consideration of prime

contract’s NAICS code or size standard

• When one or more subcontractors are in the subcontract tier between the prime contractor

and AI, the prime contractor can still count our subcontract revenue towards achieving the

contract’s small business and SDB subcontracting goals.

“Super 8(a)” Status

Small Business Administration “Other Than Small” Classification

Page 13: AI Capability Profile October 2009 (2)

13

Why Use AI?

• Small Disadvantaged Business credit

• Native American sole-sourcing is valid contract mechanism (13 CFR 124.506(b))

– Sole-source award cannot be protested

– A-76 procurements can be 8(a) sole-sourced

– Tribal 8(a) status makes possible a long term, sole-source partnership

– Sole-source set aside contracts have no minimum dollar limitation

• “Other Than Small” Classification (FAR 52.210-9(d)(1))

• 5% rebate to prime contractor may be available on Department of Defense work (FAR

52.226-1)

• Buy Indian credit

• Tribe can own multiple 8(a) certified companies and each company can use past

performance from the other companies

• AI is a dynamic enterprise excelling in both Government prime contractor and subcontractor

roles

– Experienced core management team

– Competitive and realistic indirect rates

– Comprehensive compensation package

– Access to many capable resources

– DCAA audited and approved proposal rates

– Government approved business management systems

• AI is a high quality cost competitive small disadvantaged business

• Prime contractor can subcontract to AI and receive SB/SDB credit for contract life without

consideration of prime contract’s NAICS code or size standard

• Prime contractor can count AI’s revenue toward SB and SDB goals regardless of subcontract

tier level of AI’s support

• And, Government can sole source set-aside contracts to AI with no dollar limitation
