Subject: DWSD Rate Process for 2015/16
Board Members:
The third meeting in DWSD’s rate process for 2015/16 was held on January 22, 2015. However,
DWSD did not release any definitive information regarding the proposed rates for 2015/16.
DWSD is continuing to review their proposed O&M budget and a number of possible changes to
the rates for 2015/16. These changes include increasing the amount of revenue collected through
fixed monthly charges from 40% to 50% and using the actual annual average water sales for the
2 year period ending on September 30, 2014 as the projected 2015/16 sales volumes. I expect
that these two changes will be implemented with the 2015/16 rates.
At the January 22 meeting, DWSD presented two different scenarios for the 2015/16 water rates
which resulted in overall water system rate increases of 9.2% and 14.1%. I suspect that the
actual rate increase will be between these two numbers. The difference between the two
scenarios is how the 4% budget increase cap is interpreted. The 4% budget increase cap has
been DWSD’s policy for the past 2 years and is contained in the Memorandum of Understanding
that established the GLWA. I have provided comments to DWSD regarding their preliminary
budget and rate increase numbers. My major concern is that DWSD is being overly conservative
in putting together their budget for 2015/16 which would result in a higher than needed rate
increase.
DWSD did not provide any information that would enable SOCWA staff to estimate the DWSD
rate to SOCWA. Not only is the proposed water system rate increase not defined, the split of the
rate increase between the wholesale and retail customers and between the various wholesale
customers has not been defined. DWSD plans to release the proposed rates for 2015/16 on
February 24, 2015.
We are continuing to plan that SOCWA will be developing a fixed monthly charge for the
member and customer communities that would be about 10% of our annual costs. We are also
developing an estimate for water sales volumes for 2015/16 that is likely to be significantly
lower than the volumes used to establish our 2014/15 rates. The rate increase caused by using
lower sales volumes will be at least partially offset by SOCWA’s bond payments ending at the
end of 2014/15.

Subject: Projected Water Sales Rates for 2015/16
Board Members:
As discussed in the previous report, DWSD will not be issuing the rates for its wholesale
suburban customers until February 24, 2015. In addition, DWSD has not provided their typical
information, which allows us to prepare a very good rate estimate. As a result, there is a
significant amount of uncertainty regarding the DWSD rates for 2015/16.
For planning purposes only, I am recommending using a 10% rate increase from DWSD, which
would result in a SOCWA member rate of $15.91 per thousand cubic feet (MCF). If possible, I
would recommend that the SOCWA member communities wait until we receive our official rate
increase on February 24, 2015 before making any water and sewer rate recommendations. I will
be providing a more definitive SOCWA rate recommendation at the March 11, 2015 Board
meeting. I will be able to provide more information after February 24, if you need rate
information before the March 11 Board meeting.
We have begun to prepare the 2015/16 budget for SOCWA, which will determine the actual
SOCWA sales rate for 2015/16. I plan to have the budget completed for distribution to the
Board at the April Board meeting.

Subject: DWSD Issues
Board Members:
This report is intended to update the Board on the DWSD issues that have been discussed at
recent Board meetings.
Great Lakes Water Authority
The GLWA Board is continuing to hold a monthly meeting and a monthly workshop and they
are focusing mostly on organizational issues. Most of their decisions are focusing on the six
month period between December 2014 and July 1, 2015 when the GLWA is expected to become
operational. The GLWA has established a website, www.glwater.org. All Board meeting
agendas and all procurement information is being posted on the website. The GLWA is taking
steps to be as transparent as possible.
The GLWA study groups are meeting regularly and are making significant progress. The
activities of the four Study Groups (Finance/Accounting, Utility Operations, Human Resources
and Stakeholder Engagement) are being guided by a Coordinating Group that consists of
representatives of the Counties, the City of Detroit, DWSD and the GLWA Board. A Lease
Negotiating group is also being established. It appears as if this group will consist of attorneys
representing the Counties, the City and the GLWA. The lead attorney for the GLWA will be
Terry Donnelly, an attorney with Dickinson, Wright. The lease is supposed to be negotiated by
June 15, 2015.
I am continuing to serve on both the Finance/Accounting and Operations Study Groups. To date,
there have been no issues that have required the execution of a confidentiality agreement.
A detailed work plan is being developed to address the many issues that will arise as the GLWA
is established. It continues to appear as if DWSD will be divided into 2 organizations, the
GLWA and a separate organization to manage Detroit’s retail system.
Mr. Davis and I are still discussing the incompatible office issue that results from several

DWSD
The main focus for DWSD in the last month has been the water rates for 2015/16 and the many
activities to support the new GLWA organization. The Board of Water Commissioners
continues to hold monthly meeting and monthly workshops and continues to guide the activities
of DWSD. The GLWA Board and the Board of Water Commissioners are coordinating their
activities to minimize confusion resulting from the activities of two different Boards. DWSD is
continuing to lose employees through attrition but they are also adding new management
employees, particularly in the Finance area.
Flint
The City of Flint discontinued the purchase of DWSD water in April of 2014 and they are
running their own water treatment plant using the Flint River as source water. Flint has had a
number of significant water quality issues, including violations of the Safe Water Drinking Act,
as a result. Genesee County is continuing to purchase DWSD water while they are constructing a
new water supply system for Flint and Genesee County using Lake Huron water. DWSD has
offered to resume water supply to Flint at the rates that were proposed for 2014/15 but has yet to
receive a response from Flint. Flint’s decision to supply their residents with water from the Flint
River has resulted in higher costs for the customers of DWSD and poorer quality water for their
residents.

December 30, 2014. These investments are in compliance with Act 79 of the Public Acts of 1979.
The Board of Trustees has authorized the General Manager to enter into agreements with Comerica,
Michigan First CU, Flagstar, PNC, The Oakland County Local Government Investment Pool and
Ambassador Capital Management for the investment of surplus funds as provided for in Public Act 367.
