D. NOTICE OF TEMPORARY PROCEDURES FOR COUNCIL OF GOVERNMENTS BOARD

MEETINGS

Pursuant to California Governor Gavin Newsom’s Executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic. Additionally, members of the COG Board can attend the meeting via teleconference and to participate in the meeting to the same extent as if they were present. Chair Velazquez reminded members of the public that an overview of temporary procedures (Zoom etiquette) for COG meetings was attached to the agenda. E. PUBLIC COMMENT: Valerie Egland addressed the Board. Acknowledged correspondence received from Steve Rosati. F. EXECUTIVE DIRECTOR’S REPORT: Veronica Lezama (Transportation Planner) for Mary Gilbert

(Executive Director). Transportation Planner Veronica Lezama provided an update on COG’s areas of primary focus which included: Project Development, Outreach & Coordination, and Transportation Planning. Regarding Project Development: COG staff submitted a proposal to Caltrans for the State Route 156/US101 Park & Ride Lot Renovation project. Under the County Express Public Transit Program, staff announced the launch of two new services (Tripper Service and Mobility on Demand) aimed at improving transit mobility and accessibility for our residents. Please visit GoCountyExpress.org for more information. Ms. Lezama acknowledged Transportation Planner Regina Valentine and MV Transportation for implementing these new innovative services. Regarding Outreach & Coordination: COG staff is moving forward with finalizing the first COG mailer-community update, which will go out to County residents at the end of August. COG staff will be presenting Measure G Citizen’s Oversight Committee member applications to the COG Board for consideration of appointment at their September meeting. Lastly, COG staff met with Congressman Panetta’s new Transportation Director on COG’s regional priorities. Regarding Transportation Planning: COG staff is continuing their efforts in updating the long-range Regional Transportation Plan and Traffic Impact Fee Program. Staff will be providing updates to the COG Board over the next several months. F. Caltrans District 5 Report: Orchid Monroy-Ochoa, Acting North Branch Chief

Acting North Branch Chief, Orchid Monroy-Ochoa reported on the Clean California Initiative and the Interregional Transportation Strategic Plan. Caltrans District 5 is actively recruiting two designated work crews for the Clean California Initiative. One crew will be established in Santa Maria and will service the surrounding southern region. The other crew will be established in Salinas and will service the northern region. Stakeholders are invited to participate in two upcoming workshops for the Clean California Grant Program on September 1, 2021, from 8:30am-12:30 p.m. and October 7, 2021, from 8:30am-12:30 p.m. Caltrans is looking for public input on the vision, goals, strategies, and priorities outlined in the Interregional Transportation Strategic Plan. The public comment period is open until September 10,

2021. Public workshops will be held in August for the public to provide their input on the draft plan: August 24: Workshop on the Interregional Transportation Strategic Plan (10:00-11:00am)

August 26: Workshop on the Interregional Transportation Strategic Plan (10:00-11:00am) Chair Velazquez inquired if the Highway 156 Improvement Project was still on target to begin in late fall. Ms. Monroy-Ochoa reported that utility relocation is ongoing and anticipated to continue through October 2021. Advertisement for the project is expected to begin in the fall of 2021. There is also going to be public outreach which will include construction of both the Highway 156 Project and the roundabout at Highway 25 and Highway156. An inner agency team will be established to discuss project construction issues that may arise and to coordinate efforts between the agencies and emergency personnel. G. Summary:

The LTA is eligible to receive a total of $96,116 in State of Good Repair funds for FY 2021-22. Adoption of Resolution 2021-08 will approve the projects identified for funding.

Financial Impact:

COG and LTA are eligible to receive a total of $96,116 of FY 2021-22 SGR Program funds for eligible transit projects. There is no local match required. Staff Analysis:

With the signing of Senate Bill 1, many new funding sources were established including the SGR Program for transit operators to fund eligible transit maintenance, rehabilitation and capital projects. Funds are distributed using the State Transit Assistance formulas, so both COG, as the RTPA, and LTA, as the transit operator, receive allocations in this program. For this reason, Caltrans is requiring both COG and LTA to submit Board resolutions approving the project list.

After reviewing LTA’s adopted Short Range/Long Range Transit Plan and 2018 Transit Asset Management Plan, staff has prepared a list of eligible SGR Program projects detailed in Exhibit A of Resolution 2021-08. At this time, staff recommends the COG Board approve the list of eligible projects for the allocation request that was due September 1, 2021.and authorize the Executive Director to apply for and accept the SGR Program funds for the list of projects when distributed by Caltrans.

Staff recommends that the Board of Directors adopt Resolutions 2021-08 to be eligible to receive a total of $96,116 for FY 2021-22 SGR Program funds.

Recommendation:

APPOINT Members to the Measure G Citizens Oversight Committee as Reqired by COG Ordinance No. 2018-01. .

Summary:

There are six vacancies on the Measure G Citizens Oversight Committee (Attachment 1). According to COG Ordinance 2018-01 the Committee shall be composed of San Benito County residents to oversee compliance of the Measure G transportation sales tax.

Financial Considerations: The Measure G Transportation Safety and Investment Plan Oversight Committee is a volunteer Committee and members are not compensated.

Discussion: Measure G consists of a one cent local transactions and use tax to be collected for 30 years to improve our local streets and roads, improve connectivity, and reduce congestion. Measure G also calls for an Oversight Committee

The COG Ordinance 2018-01 includes the following requirements for Oversight Committee membership:

Members of the Expenditure Plan Oversight Committee shall include, at a minimum, representatives who are residents of the City of Hollister, the City of San Juan Bautista, and the unincorporated areas of San Benito County. The Expenditure Plan Oversight Committee will fairly represent the geographical, social, cultural, and economic diversity of the County to ensure maximum benefit for road and transportation users.

In addition, the Board established the following representatives for the committee membership:

• Five members each representing their Benito County Supervisorial District of residence • One member to represent each of the following groups or interests:

Recommendation: RECEIVE Presentation on the 6th Cycle Regional Housing Needs Allocation and DISCUSS Potential Methodology for Distribution

Summary:

California State Housing Element Law enacted in 1980 requires COG to develop a methodology for distributing existing and projected housing need to local jurisdictions. Housing law also sets forth a process, schedule, objectives, and factors to use in the RHNA methodology. The methodology must address allocation of housing units by jurisdiction, housing units by income group, and must address 13 housing-related factors and five statutory objectives.

The California Department of Housing and Community Development (HCD) is responsible for identifying the total number of homes for which each region in California must plan in order to meet the housing need of people across the full spectrum of income levels, from housing for very low income households all the way to market rate housing. This allocation is known as the Regional Housing Need Determination (RHND). Tom Brinkhuis, HCD staff, will provide an overview on the 6th Cycle RHND for the region at the meeting.

Financial Considerations: COG expenses for work items related to RHNA are reimbursed to COG through State housing funds.

Discussion: As part of the RHNA process, State law (Government Code 65584 et seq.) requires COG to determine each local jurisdiction’s share of the region’s future housing need. The RHNA produces regional, subregional and local targets for the amount and type of housing needed over the planning period. In spring 2021, COG began consulting with the California Department of Housing and Community Development (HCD) and the Department of Finance (DOF) regarding the total regional housing need. HCD is responsible for determining the regional housing needs total, segmented by income levels, for each of the state’s COGs.

Once HCD has provided COG its total housing determination, COG develops a methodology to allocate the housing need to all of the jurisdictions within the COG region.

Following the presentation, the Board will discuss and provide feedback on factors to consider in developing the allocation methodology.

Staff will continue to develop a final methodology with input from the local jurisdictions before it is presented to COG for approval.

Summary:

COG and Caltrans will complete the state-required environmental review for the Highway 25 Expansion Project. Staff will present the project scope and schedule for discussion.

Discussion: In August 2020, COG approved a phasing plan for the Highway 25 Expansion Project (Attachment 1). Phase 1 of the project will construct a new four lane expressway from San Felipe Road to Hudner lane and construct an interchange at State Route 25/156. Staff is implementing the work plan and will present the Board with the scope of work for environmental review at the meeting. The Board may provide comments and discuss opportunities to accelerate the schedule.
