Notice is hereby given that a meeting of the City of Lucas Parks & Open Space Board Meeting will be held on October 25, 2016 at 7:00 pm at the Lucas City Hall, 665 Country Club Road, Lucas, Texas at which time the following agenda will be discussed. As authorized by Section 551.071 of the Texas Government Code, the Parks & Open Space Board many convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any item on the agenda at any time during the meeting.

Parks and Open Space Board Meeting September 27, 2016

Minutes

Call to Order Chairman Rhoads called the meeting to order at 7:00 p.m. Members Present: Chairman David Rhoads Vice Chairman Chris Vanhorn Member Kenneth Patterson Member Brenda Rizos Alternate Member Amber Patteson Alternate Member Bill Esposito

Staff Present: Development Services Director Joe Hilbourn City Secretary Stacy Henderson

Member Absent: Member Valerie Turnbow

Chairman Rhoads determined that a quorum was present and reminded all in attendance to silence their cell phones. The Board conducted the Pledge of Allegiance.

Regular Agenda

1. Consider approval of the minutes of the August 23, 2016 Parks and Open Space Board regular meeting.

MOTION : A motion was made by Vice Chairman Vanhorn, seconded by Ms. Rizos to approve the minutes

as presented. The motion passed unanimously by a 5 to 0 vote. 2. Discuss and provide update on the 2016 Founders Day activities. Development Services Director Joe Hilbourn explained that the activities for Founders Day will be setup the same as last year’s event. He noted that volunteers from Cornerstone Baptist Church would be assisting with cooking for the day, a new sound system had been purchased to assist with events throughout the park, and entertainment for the stage had been hired to provide music throughout the day.

Ms. Rizos stated that she would work with Volunteer Coordinator Rebecca Mark regarding any volunteer needs she may have. Vice Chairman Vanhorn and Ms. Patteson noted that they would be at the Information Booth early to assist with setup. 3. Discuss and provide update regarding the Scarecrow Contest. Ken Patterson reviewed the Scarecrow judging tally sheets that would be used for the contest and noted the following deadline dates that should be used in conjunction with the contest:

• October 9 - Registration closed • October 10 - Send judging tally sheets with participant information to Board members • October 11 - 16 – Board members judge all scarecrow entries • October 16 - Send all tally sheets to Ken Patterson or City Secretary Stacy Henderson • October 17 - Tally results • October 17 – Submit article for newsletter showing winners and photographs

Mr. Patterson noted that the winners would be notified by him and Ms. Patteson and they would be asked to attend the Founders Day event to receive their prize. Mr. Patterson noted that if the winners were unable to attend Founders Day, they would then come to City Hall to obtain their prize. 4. Discuss Keep Lucas Beautiful possible programs and projects. Chairman Rhoads stated that this item was brought before the board by Ms. Turnbow and due to her absence, it would be continued to their October 25, 2016 Parks and Open Space Board meeting. 5. Discuss Country Christmas event and volunteer positions. Development Services Director Joe Hilbourn noted that the Lucas Country Christmas event was scheduled for Friday, December 2, 2016 at 7:00 pm at the Lucas Community Park. Mr. Hilbourn noted that volunteers would be needed for this event. The Parks Board indicated that they would be volunteering their time for this event. 6. Discuss and consider Parks and Open Space Board meeting dates for October,

November and December 2016. MOTION : A motion was made by Ms. Rizos, seconded by Mr. Patterson to move the November 22, 2016

Parks and Open Space Board meeting to November 29, 2016. The motion passed unanimously by a 5 to 0 vote.

MOTION : A motion was made by Ms. Rizos, seconded by Mr. Patterson to cancel the December 27, 2016

meeting. The motion passed unanimously by a 5 to 0 vote.

7. Adjournment. MOTION : A motion was made by Ms. Rizos, seconded by Mr. Patterson to adjourn the meeting at 7:25 pm.
