*Note: This is a Consent Agenda item and is considered as routine by the City
Commission. As such, this matter shall be automatically enacted by one motion with all
other Consent Agenda items unless a Commissioner or citizen requests this item be
individually discussed, in which event it shall be removed from the Consent Agenda and
considered and acted upon in its designated sequence on the approved Clare City
Commission agenda of May 7, 2018.
FOIA Request. The City provided the attached FOIA requests and responses related to Mr. Paul
Wismer, James Haupt and Jon Haupt..
Charter Spectrum Channel Changes. The City received the attached correspondence related to
changes to Charter programming.
MAC3 TV Newsletter: The most recent edition is attached for information.
MLCC Liquor License Transfer. The City has received the attached correspondence from the
Michigan Liquor Control Commission related to the liquor license transfer for the Time Out
Tavern at 601 N. McEwan.

Dear Ms. Lyon,
Pursuant to the Michigan Freedom of Information Act, MCL 15.231 et seq., this is a request for
a copy of the following records (all dates should be considered “on or about”):
1. Specific to the Consent Agenda Item – Communications/FOIA Requests (Secret Service-Haupt)
included in Consent Agenda for the February 5, 2018 Clare City Commission meeting:

e. Copies of all electronic communications (email, text, fax, etc.) between City of Clare
personnel and U.S.S.S personnel referencing, discussing, requesting, etc. information or
relating to any/all FOIA requests by Jim and/or Jon Haupt.
If any record or portion of a record responsive to this request is contained in a record or portion
of a record deemed unresponsive to the request, I would like to inspect the entire document.
Under the Freedom of Information Act, all non-exempt portions of any partially-exempt
documents must be disclosed.
If any fee in excess of $25 will be incurred in fulfilling this request, please obtain my approval
before the fee is incurred.
If any records or portions of records are withheld, please state the exemption on which you rely,
the basis on which the exemption is invoked, and the address to which an appeal should be

MAC Gives Back Part of our new MAC Gives Back campaign, MAC TV would like to get involved in volunteer opportunities in Clare, Gratiot or Isabella counties. With busy lives, it can be hard to find time to volunteer. However, the benefits of volunteering are enormous to you, your family and your community. Volunteers are often the glue that holds a community together. Even helping out with the smallest tasks can make a real difference to the lives of people, animals, and organizations in need. In this episode of MAC Gives Back we got to talk to two of the organizers of the 100 Women Who Care chapter in Gratiot County. Public Service Announcements
MAC TV Network wishes to help our local communities by playing currently made Public Service Announcements (PSA's) and also helping local organizations create their own PSA's to play on our channel and for them to use on their website or social media. A PSA is a free short video that MAC TV Network create for free and will distribute to help an organization communicate its message and highlight information about the nonprofit organizations' programs, activities, or events. The message in the PSA should be clear. Include the date and time of the event and any information that the audience may need, such as a web address or telephone number to learn more. Any organizations interested or wish to have more information please contact Carey at 989‐773‐9730 or at [email protected]. Training Opportunities
We provide television production classes and are proud to announce we now have Sony and Panasonic HD chip cameras and will be giving free training to help you stay up-to-date on the ever changing world of technology. MAC TV also allows any trained volunteer access to our production equipment. You may contact your designated District Office regarding any appointments or questions on documentation requested by the Investigator. Failure to provide requested information or to keep scheduled appointments will cause the application to be returned to the Lansing office for cancellation.
Since this request is a transfer under MCL 436.1529(1), approval of the local unit of government is not required. However, a copy of this notice is also being provided to Local Governmental Unit should they wish to submit an opinion on the application or advise of any local non-compliance issues. Under administrative rule R 436.1105, the Commission shall consider the opinions of the local residents, local legislative body, or local law enforcement agency with regard to the proposed business when determining whether an applicant may be issued a license or permit. Under administrative rule R 436.1003, the licensee shall comply with all state and local building, plumbing, zoning, sanitation, and health laws, rules, and ordinances as determined by the state and local law enforcements officials who have jurisdiction over the licensee. The licensee must obtain all other required state and local licenses, permits, and approvals before using this license for the sale of alcoholic liquor.
