Township of South Dundas From: Michelle Cavanagh, Team Lead, Stewardship Date: June 7, 2018 RE: Streamlining Reviews Under the Amended Fisheries Act Proposed amendments to the Fisheries Act, introduced in February 2018, could result in more rigorous reviews for projects impacting watercourses. Locally, this could mean delays in receiving approval to proceed with projects. Projects in our area are currently being reviewed by Fisheries and Oceans Canada (DFO) in Burlington or Winnipeg. South Nation Conservation (SNC) has a strong history of working collaboratively with local municipalities, community groups and residents on projects related to water resources. Our staff have the local knowledge and expertise required to make informed decisions on project proposals, and we are committed to ensuring that projects proceed successfully while fulfilling our mandate to protect people and the environment. This history and local expertise is recognized by DFO. In the past, SNC had an agreement with Fisheries and Oceans Canada that allowed trained SNC staff to review projects under the Fisheries Act. These reviews were done in conjunction with our reviews under the Conservation Authorities Act. This allowed municipalities and residents to submit one application, to one agency, and receive both approvals. We are hopeful we can return to this model as the proposed amendments to the Fisheries Act move through the parliamentary process, and as regulations and policies are developed. Letters to support this review have been sent to local MPs, MPPs, County Federations of Agriculture, and Chapter 6 of the Drainage Superintendents Association of Ontario. Sincerely,

PROJECT STATUS UPDATE
Recreation New Hire:
Jacob Blais has been hired for the Facility Operator position. He will start work on July 30th.
Rooftop Replacement: Iroquois Civic Centre Rooftop Replacement is 60% completed and still running on schedule for a June
22nd completion.
Trees:
Trees for the Iroquois Beach were planted on June 14th.
Public Works
Coons Road Reconstruction - Coons Road has been completed and the Double Surface Treatment has been applied.
- Grass seed has been applied to the ditch lines. - Willis Kerr Construction is just waiting on Eastern Engineering to complete final walk thru of the
project.
Hulbert Rd Reconstruction (East and West) - The West side of Hulbert Road has had the Single Surface Treatment applied with the Fog Seal.
- The East side has had the Pulverizing, Grading and Double Surface Treatment applied along with the Fog Seal.
- Both of these roads turned out very well.
McCaslin Rd and Nine Mile Road.
- McCaslin Road has had the Double Surface Treatment and Fog Seal applied from Irena Rd to Siebert Rd.

Background:
SDG Counties have finalized their Regional Incentive Plan and it is
expected to be adopted by County Council on June 18, 2018. Once the
County document is adopted it will be married with the South Dundas Local Community Improvement Plan into one complete Community
Improvement Plan document.
Given this, the Corporation of the Municipality of South Dundas will
hold a public meeting on the 17th day of July, 2018, at 5.30pm at the
South Dundas Municipal Council Chambers 34 Ottawa Street, Morrisburg, Ontario to consider a Community Improvement Plan (CIP)
under Section 28(4) of the Planning Act.
It is expected that the Community Improvement Plan document will be
posted on the Municipal website before June 26, 2018 for public
viewing.

Recommendations: THAT the Council of the Municipality of South Dundas accept Report RF2018-
08 to replace the roof of the Iroquois Outdoor Rink Building.
Background On May 15, 2018 staff provided Council with a Key Information Report (KIR)
on the expected costs to do a full rooftop replacement on the Iroquois
Outdoor Rink building. This was an updated cost after Snetsinger Consultants were able to perform a complete review of the roof and building.
Discussion/Options
The attached report from Snetsinger Consultants Ltd. was also provided to Council as part of the May 15th KIR. There are two parts to the
recommendations provided by Snetsinger. Staff is recommending that Council proceed with a full replacement of the rooftop and the contingency
work outlined in the report. Staff is recommending that Council use current budgeted money along with funds from the Parkland Reserve to finance the
project. Staff would look to complete the remaining recommended work in the 2019
budget.
Current & Future Budget Implication
Replacement of the rooftop and the contingency work is estimated at $62,000. There is $20,000 allocated for the outdoor rink in the 2018 budget.
The Parkland Reserve currently sits at $205,124. 2018 budgeted expenditures of $40,000 leaves it at $165,214. The additional unbudgeted
expenditure would leave the Parkland Reserve at $123,214.
The remaining work is estimated at $38,000-$47,000.

As requested, our firm visited the subject site on April 10, 2018, to evaluate the condition of the roof and the associated roof details. This report summarises our recommendations.
DESCRIPTION OF ROOF SYSTEM & OBSERVATIONS The building is a one-storey recreational building, with limited use throughout the
building. The building is approximately 40 (+/-) years old, with the appearance of being constructed in a single-phase development. The roof is structurally sloped in one (1) direction to the rear of the building. The roof top water drains from the rear edge of the building and there is no evidence of ponding/ standing water in any location throughout the roof surface.
The details throughout the roof assembly consists of a hydro mast with associated
electrical conduits and connections, a single plumbing vent location and perimeter sheet metal flashing detailing.

REPORT NO. R2082-18 All of the original electrical connections along the hydro mast appear to have been
disconnected and abandoned. The existing pressure treated lumber hydro mast is in very poor condition, with deterioration and rot noted throughout. The existing cast iron plumbing vent is also in poor condition as a result of extended exposure to the elements. Additionally, the perimeter sheet metal flashing is in poor condition with most of the original paint finish worn away.
Our cut test evaluation of the existing roof assembly is as follows:

- #15 Felt - 4-ply BUR Roof System - Existing Plywood Sheathing Structural Deck
The cut test revealed saturated and severely deteriorated roof components
throughout as moisture was present within all of the existing material layers. A second (2nd) roof system appears to have been installed directly over the original at some point in an effort to correct the leaks. Along a previously completed temporary repair location, a roughly 12” x 12” section of the roof assembly and underlying plywood deck sheathing has collapsed into the joist cavity. This appears to be the result of prolonged water infiltration. Reviews along the underside of the plywood deck indicate deterriaotion and rot in other areas of the roof structure. At this time, it is difficult to determine if there is any underlying damage to the structural wood joists and members. The membrane seals along the perimeter metal flashing details are severely deteriorated and non-existent in many locations.
The existing wood fascia and soffit are also in poor condition with deterioration and
rot noted throughout. The existing vinyl siding along 3 sides of the exterior walls has been damaged in several locations with cracks, punctures and penetrations noted.
RECOMMENDATIONS
If the Municipality of South Dundas determines the building is to remain and is to be repaired/renovated, we recommend the owners proceed with a full roof replacement ASAP. Prolonging the replacement will result in further deterioration of the structure and the buildings’ interior/exterior elements. The roof replacement will involve the removal of the existing roof assembly and existing plywood deck sheathing. At this time any structural repairs would be completed and any wet/deteriorated batt insulation within the joist cavities would be replaced with new to match. Additionally, the existing hydro mast and associated components would be removed and made safe. Two (2) new layers of plywood sheathing would be installed and mechanically fastened to the structural joists and new perimeter fascia blocking would be installed. A new 2-ply modified bitumen roofing system would be installed c/w new perimeter pre-painted sheet metal flashing terminations.

The square footage of the existing roof is 1750 sq. ft. (+/-). The preliminary budget for roof replacement at this time is $42,000 - $47,000 as per 2018 typical project estimates. This amount includes for the removal of the existing roof system and plywood sheathing, the installation of the new plywood sheathing layers and wood fascia and the installation of the new roof system and associated metal flashing. A contingency amount of $10,000 - $15,000 should be considered for the structural repairs, hydro mast removal, electrical disconnections and insulation replacement. A rough budget estimate of $38,000 - $47,000 should be considered for the removal and replacement of the existing vinyl siding and associated components with a new commercial grade steel cladding and soffit.

Recommendation:
THAT the Council of the Municipality of South Dundas approve Report
CAO2018-02 to authorize Staff to proceed with the accounts receivable write-offs totalling $13,712.01 referencing invoice numbers 2016424 and
2017267.
Background:
The Municipality of South Dundas revised Policy 2-10 on March 7, 2017
regarding the administration of Accounts Receivable. The purpose of the policy is to guide the management of accounts receivable to ensure timely
collection of financial assets and to minimize the financial exposure to bad debts.
These accounts receivable invoices (2) have been recorded since 2016/2017
and through further investigation, is difficult to determine owner liability. Therefore, it is recommended to remove these records from the listing. The
exposure totals $13,712.01 in which $11,000 has been set-up in previous years, and the difference will be recorded as bad debts and adjusted
accordingly.
Discussion/Options:
In accordance with the policy, removal of accounts receivable records can be
approved by Staff based on threshold limits less than $500.00. If the amount exceeds this threshold the approval must be made by Council. Upon

approval the Treasurer will ensure the journal entry is completed and the Accounts Receivable listing is adjusted to reflect the write-off.
The invoices referenced in the report include:

Current & Future Budget Implication:
An allowance was established in 2016 for $11,000 which appeared as a bad debt in the financial statements in anticipation for potential write-offs, and in
addition an amount of $2,712.01 will need to be established for 2017 which will have a minimal impact to the bottom line at December 31, 2017.

Recommendations:
THAT the Council of the Municipality of South Dundas approve Report RF2018-07 to
provide the amenities as described with __________________ to progress to the design of the Iroquois Campground building.
Background
Staff met with identified stakeholders on May 29 to finalize a list of amenities for the
new campground building. Stakeholders at the meeting were Jim Wilson representing the Iroquois Waterfront Committee, John Ross representing the
Iroquois Airport, Ron Beaupre and Cecil McDermott representing the Iroquois Lawn
Bowling Club and Brenda Brunt representing the Iroquois Campground. The purpose of the meeting was to determine a final list of requested amenities and a location
for the new building.
Discussion/Options
Representatives from each stakeholder group provided staff with a list of amenities that they felt were needed in a new building. The following amenities were agreed
up by all parties:
• Accessible Men’s and Women’s Washrooms that are open to the public • A covered patio that will serve as a meeting space for campers, lawn
bowlers, and will be adequate to host lawn bowling tournaments and the annual Fly-In Breakfast.

The following list are the amenities that were requested but not agreed upon by
stakeholders:
• A full service kitchen at roughly 130 ft2.
Staff is looking for Council’s direction on whether a full service kitchen should be included as part of the building.
LOCATION
The proposed location of the building is on the west side of the lawn bowling courts
as agreed upon by all stakeholders. The location is identified in the accompanying
map (Appendix A). It is understood that the building design will be done to best accommodate each user group. For example, the campground office and covered
patio would be located at the south end of the building. The bathrooms and showers located to the north of the building to accommodate all parties.
John Ross has offered to provide draft design sketches of the building that could be
forwarded to the architect for engineered design. It is Council’s discretion on whether they would like to use Mr. Ross’s services.
Current & Future Budget Implication
There is $350,000.00 allocated in the 2018 budget to build a new campground
building.
Additional costs may be incurred for site work. Work may need to be done to the
dumping station. This will be dependent on the size of the building and its proximity to the dumping station.

THE CORPORATION OF THE MUNICIPALITY OF SOUTH DUNDAS
BY-LAW NO. 2018-43
A BY-LAW to adopt, confirm and ratify matters dealt with by resolution.
WHEREAS the Municipal Act, 2001, as amended, provides that the powers
of the Corporation of the Municipality of South Dundas, shall be exercised by By-law;
AND WHEREAS in many cases, action which is taken or authorized to be
taken by the Municipality of South Dundas does not lend itself to the passage of an individual By-law;
NOW THEREFORE the Council of the Corporation of the Municipality of South Dundas hereby enacts as follows:
1. THAT the Minutes of the Regular Meeting held on June 5, 2018 and the
In Camera Meeting held on June 5, 2018 of the Municipality of South Dundas, be and the same are hereby adopted.
2. THAT the actions of the Municipality of South Dundas, at its meeting
held on June 19, 2018, in respect of which recommendations contained in the reports of the committees considered at each meeting and in
respect of each motion, resolution and other action taken by the Municipality of South Dundas at its meeting are, except where the prior
approval of the Ontario Municipal Board or other authority is required by law, hereby adopted, ratified and confirmed as if all such
proceedings were expressly embodied in this By-law.
3. THAT where no individual By-law has been or is passed with respect
to the taking of any action authorized in or by the above-mentioned minutes or with respect to the exercise of any powers by the
Municipality of South Dundas in the above-mentioned minutes, then this By-law shall be deemed for all purposes to be the By-law required
for approving and authorizing and taking of any action authorized therein and thereby or required for the exercise of any powers therein
by the Municipality of South Dundas.
4. THAT the Mayor and Members of Council of the Municipality of South Dundas are hereby authorized and directed to do all things necessary
to give effect to the said action of the Municipality of South Dundas to obtain approvals where required and accept otherwise provided, the
Mayor or Clerk are hereby directed to execute all documents necessary
on behalf of the Municipality of South Dundas. READ and passed in open Council, signed and sealed this 19th day of June
2018.
