Board Review Committee International City/County Management Association (ICMA) Subject: Support of Ed Shikada for ICMA Board of Directors To Whom It May Concern: On behalf of the Municipal Management Association of Northern California (MMANC), I am pleased to offer our whole-hearted support for Ed Shikada’s application to serve on the ICMA Board of Directors. At our April 12, 2018 MMANC Board of Directors meeting, the Board unanimously approved voicing support for Ed’s candidacy.

Ed has been a consummate professional and supporter of local government professional development throughout his 28 years of public service. His longstanding commitment to developing others, including serving as a mentor and coach with both the Cities of San Jose and Palo Alto, as well as the Santa Clara County Leadership Academy, has greatly benefited mid to early-career professionals in Northern California.

But Ed’s contributions to the profession go beyond coaching and mentorship. MMANC worked closely with Ed during his time on the Cal-ICMA Board, as he spearheaded the ethics committee project to evaluate development of a statewide ethics awareness and recognition program. Ed also serves on the leadership team for the newly formed organization, International Network for Asian Public Administrators.

MMANC truly values and supports diversity and inclusion in the local government profession. As ICMA continues its progress in supporting diversity and inclusiveness in city and county management, Ed would bring a unique and important perspective to the effort as the only Asian American appointee on the ICMA board.

1. POLICYSTATEMENT

This policy is intended to provide information regarding eligibility for complimentary and discounted event registration for all MMANC events.

2. OVERVIEW

MMANCrecognizesthecommitmentanddedicationofitsBoardofDirectors,Members,CorporatePartners,andotherlocalgovernmentprofessionals,whovoluntarilygivetheirtimetotheorganization.Inrecognitionoftheirefforts,MMANCmayprovidecomplimentaryordiscountedeventregistrationasoutlinedinthispolicy.

3. EXECUTIVEBOARDMEMBERS

AllExecutiveBoardmembers(President,VicePresident,ProgramDirector,FinanceDirector,CommunicationsDirector,ConferenceDirectorandPastPresident)areencouragedtoattendeventscoordinatedandhostedbyMMANCforthepurposeofsupportingtheirfellowBoardmembers,buildrelationshipswithpotentialfutureBoardmembers,makingconnectionswithfuturepartners,andrecruitingmembersintotheorganization.ExecutiveBoardmembersshallbeprovidedone(1)complimentaryregistration,fortheirpersonaluse,toanyMMANChostedevent.

Eligiblespeakersatanyeventshallreceiveone(1)complimentaryregistrationpass,forpersonaluse,regardlessofthenumberofsessionstheyarepresentingattheevent.Speakerswhoareeligibleforacomplimentarypassthroughothereventroleswillnotreceiveanadditionalcomplimentaryspeakerpass,noraretheypermittedtotransfertheirspeakerregistrationtosomeoneelse.
