MAPLE PLAIN CITY HALL OCTOBER 16, 2017

I. CALL TO ORDER Commission Chair John Timpe called the meeting to order at 5:30 p.m. Present: Commission Chair John Timpe, Parks Commissioners Dana Oas, Jeff Brown, and Mike Rippberger, Councilmember Dominic Broda, Assistant to the City Administrator Nicole Kathman, City Planner Mark Kaltsas. Absent: Park Commissioner Lyle Brandt

II. ADOPT AGENDA

Motion by Commissioner Oas, seconded by Commissioner Rippberger, to adopt the October 16, 2017 Maple Plain Parks Commission Agenda. Motion passed.

III. CONSENT AGENDA

A. Approve the September 18, 2017 regular meeting minutes Motion by Commissioner Oas, seconded by Commissioner Rippberger to approve the September 18, 2017 regular meeting minutes. Motion passed.

IV. NEW BUSINESS A. Veterans Memorial Design

City Planner Kaltsas provided an overview of the process for construction of the Veterans Memorial noting that City Council determined that the initial phase of the park development will be the memorial. Kaltsas then pointed out the other items along with the memorial including flagpoles, landscaping and furniture. Kaltsas showed the Park Commissioners material options for the memorial, pavement/wall, and furniture/benches and asked for preferences and recommendations. Park Commissioners expressed that the concept plan for the Veterans Memorial is too large and complex and that they think it should be simpler. In regards to materials, Parks Commissioners shared that brick and concrete should be the primary material for the area surrounding the memorial and that the memorial itself should be made of granite. Park Commissioners envisioned having four benches (one on each side of the memorial).

Maple Plain resident Judy Sutherland shared that the City had been given plans from the Veterans Memorial in Long Lake. Park Commissioners stated they would like to see those. Assistant to the City Administrator Kathman stated this item would be brought back to Parks Commission at a future meeting.

V. OLD BUSINESS

A. Hennepin County Youth Sports Fall Equipment Grant Application

Assistant to the City Administrator Kathman provided an update on the grant application for permanent bases, rakes, and storage lockers for the fields at Rainbow Park. Kathman stated she is working with Orono Baseball Association to be a partner for the grant and that the application is due November 6.

B. Parks Commission Financial Status Assistant to the City Administrator Kathman provided a detailed update on the current finances of the Parks Commission. Kathman informed the Parks Commission that City Staff anticipates inquiring City Council at their November 13th meeting about having their budget “roll over” from year to year. C. Parks Project List (Capital Improvement Plan) Assistant to the City Administrator Kathman stated the City is looking to Compile a list of Parks Commission capital projects so that a multi-year plan can be created. Kathman added that the document will be used during the discussion regarding having the Parks Commission budget “roll over” from year to year. Kathman asked Park Commissioners to make revisions to the current plan that was included in the packet and asked for their feedback regarding her recommended changes. The following changes were made:

All projects that were already completed were removed.

All projects at the Gateway Park area were removed as this is no longer a planned park area.

Splash pad and skateboard park at Rainbow Park were removed

Shuffleboard court and Horseshoe Pits at Rainbow Park were removed and replaced with Beanbag Toss.

Hockey rink sweeper, ice resurfacer, and liner were removed. Parks Commissioners stated their top priorities (not in ranking order):

1. Installing baseball field lights 2. Replacing or fixing Picnic Shelter at Northside Park 3. Constructing a path from Northside Park to Discovery Center in-

between the baseball fields 4. Updating lighting at Northside Park and Rainbow Park

VI. COMMISSION REPORTS & OTHER BUSINESS

Commissioner Brown stated that he was contacted by a teacher from Orono Middle School regarding attending the 6th Grade Service Fair. Brown added that they are seeking partners for yearlong service projects for the students to complete. Assistant to the City Administrator Kathman stated that the City is not in the position to offer a yearlong service project at this time and that she would contact the teacher.

Summary

Update on the Hennepin County Youth Sports Fall 2018 Equipment Grant Application

Background

At the September 2017 meeting, the Parks Commission decided to apply for a Hennepin County

Youth Sports equipment program for permanent bases and storage boxes for the fields at

Rainbow Park.

Following that meeting, Parks Commission Chair John Timpe contacted D. Ervasti Sales Co Inc,

a company that sells sports equipment, for a quote. Promptly, Darrell from D. Ervasti provided

us a quote for the permanent bases, anchors, and rakes, but needed more time to work with some

of his vendors for storage boxes.

After following up with Darrell he estimated that quality storage boxes that would not dent and

could withstand harsh weather conditions would cost approximately $4,500 each. These boxes

would be over the $10,000 grant amount. Therefore, these were not included on the grant

application. If the Parks Commission would like we can apply for a grant for these in the spring.

The Orono Baseball Association did offer us an extra container that they have.

City Staff did contact the Orono Baseball Association to be a partner for the grant application.

They also agreed to pledge $800 towards the grant. They requested to add pitching mounds at the

baseball fields at Northside Park which City Staff honored. In addition, the Orono Softball

Association pledged $300 towards the grant. They are also planning on adding field numbers or

letters at Rainbow Park at their cost.

Summary

Update on Carter Brandt’s Eagle Scout Project in Bryantwood Park.

Background

Earlier this fall Carter Brandt brought a proposal to the Parks Commission to make some

improvements at Bryantwood Park for his Eagle Scout Project. The Parks Commission agreed to

fund his project in an amount up to $2,500.

On November 1st, City Staff met Carter at Bryantwood Park for a walk-through of his completed

project. City Staff signed off on the project and the following items were completed:

Installation of an adaptive swing

Timber framing replaced

Sanded, stained, and leveled concrete block for existing Teak Bench

Power-wash and stained two existing picnic tables

Addition of a benches/table combo unit

Project costs totaled $1,985.07. This is $514.93 under-budget. This amount has been taken-out of

the Parks Commission budget.

Summary

An update of where the Council is at in regards to a roll-over budget and steps for the Parks

Commission.

Background

The Parks Commission is requesting that their funds start rolling over from year to year. The

City Council has started discussions regarding this. The City Council would like the Parks

Commission to provide them with anticipated projects over multi-year timeframe to understand

what the usage of roll-over funds would be.

One of the main concerns that has come up during City Council discussion is that funds will be

stacked over long periods of time with only focusing on larger projects and not keeping up with

maintenance. Therefore, I wanted to provide another opportunity for discussion and to develop a

more comprehensive plan that includes maintenance and sets a clear picture of the Parks

Commission’s vision.

Would love improvements to Rainbow Park

Build a year-round walking trail around Northside Park

Playground equipment on Rainbow Park is outdated, needs repairs too.

We would love to see a community pool or splash pad located here - plenty of kids.

Bryant park needs repair

Bryant wood Park- graffiti on slide, pea rock filled with weeds.

Parks- work in progress.

Parks build community and we have seen this with the use now of Rainbow Park. Maintaining and keeping the area looking nice goes a long way, including the ice rink.

Just maintain what we have
