A motion was made by Mike F. and seconded by Kerry W. to make the remainder of the marketing funds provided by K12 to the ITCA board available to Heidi H. to conduct marketing activities on behalf of ITCA. Motion passed unanimous consent.
6:40 pm FAST Alex Zamora Update Alex will provide on update on FAST success
Minutes: Alex Z. provided an update on semester 1 FAST progress to date. He communicated a 6.98% growth in ELA and 7.31% growth in math for students participating in the Bac on Track Plan. Discussion followed. No formal Board action taken.
7:00 pm Legislative Update
Suzi Budge Update Provide an update on the upcoming legislative session
Minutes: Suzi provided a brief history of recent charter legislation and conversations with legislature, and upcoming legislative topics on the agenda for the coming legislative session. Topics include the funding formula, accountability, graduation rate measures ( 4 or 5 year cohorts and the impact of mobility and credit deficiency), and PCSC oversight. Discussion followed. No formal Board action taken.

The two competitions will be completed the same way as the regional competition, I will receive the tests and give them to the students to complete. There are other opportunities such as leadership training, Open Objective Business Tests, and of course, fun so students who didn’t qualify for state can still attend. I’m wary of offering that option to everyone since 2/3 of the students didn’t bother to complete their competitions even though it was for a grade. I would hate for us to waste money on someone who says they will attend and then doesn’t. I would rather just offer it to the students who actually made an effort to compete. We could conceivably do the same thing as the regional competition and just have those two students who qualified take the tests at home and I could take them to the state competition on their behalf. We would still need to pay registration costs for them and me. We probably wouldn’t need a hotel if all students who attended lived nearby, other than a room for me. To make the most of the 2017 Idaho BPA State Leadership Conference (SLC), please
read and familiarize yourself with the information contained in this packet and your
Workplace Skills Assessment Guidelines including special eligibility requirements.

Make sure you have paid BPA State and National dues both as an advisor and for
your chapter members. Dues are $20 ($12 National dues, $8 State dues). Members must have paid dues for official BPA membership before competing in a Regional
event to qualify to compete at State and National events.
Complete SLC registration online at http://www.registermychapter.com/bpamem/
by February 7, 2017.
Mail to Donna Gudmundson all SLC events that are required to be mailed ahead, postmarked by February 7, 2017 (see p. 10).
Send (mail or email) to Donna Gudmundson the Proctor Preference Form by February 7, 2017 (see p. 15).
Make hotel reservations through the Boise
Convention & Visitors Bureau by submitting the Housing Form. It is advised to make your reservations by the end of January, but all
reservations must be made by February 15, which is the three-week cutoff date before SLC. You can find

Study the updated Workplace Skills Assessment Program thoroughly with your members. You can find
this information online at http://www.bpa.org – Compete – Downloads.
Know and discuss proper dress with your members. Professional Dress is required at general sessions, competitive events, scheduled meetings, and mini sessions. You
can find BPA dress code information online at http://www.bpa.org/nlc/dresscode.
Casual Dress is permitted at the Friday Special Event. Students are required to wear
their conference t-shirt with jeans at the Friday Special Event.

ATTENDANCE
All Idaho BPA members are welcome to attend SLC. All members are invited to participate in Open Events and leadership sessions (LeAp, LeAd). Members who
qualified for individual or team events at the regional level may participate in those events. Check with your Regional Coordinator if you have any questions about
whether your chapter members may register for events at SLC. Local advisors may impose additional limitations on their members for SLC, NLC, and/or Competitive Events.
Due to room size restrictions and safety concerns, only registered advisors, registered guests, and registered members may attend SLC events.
LeAp – LEADERSHIP APPRENTICE WORKSHOP
Our workshop instructor is Frank Kitchen and all BPA members are invited to take part in LeAp! The Leadership Apprentice workshop is intended for new BPA members or
anyone interested in leadership training.
LeAd – LEADERSHIP ADVANCED WORKSHOP
As a follow-up to LeAp, BPA members may
sign up for advanced training in leadership. LeAd is intended for those students who
previously attended LeAp or students and upperclassman who have had some
leadership training.
LeAp and LeAd are offered as 75-minute
training workshops where students will learn leadership techniques from expert presenter Frank Kitchen. His sessions are sure to be

REGISTRATION FOR SLC IS NOT AUTOMATIC!
ADVISORS MUST REGISTER EVERYONE WHO PLANS TO ATTEND SLC!
After your regional conference, you must register yourself as the advisor in addition to your students, plus register any guests/chaperones for the state conference. Register
online at http://www.registermychapter.com/bpamem. The registration deadline every year is February 7. For each member be prepared to enter a t-shirt size, events, and a meal choice as follows:

1. BBQ Chicken with mashed potatoes, macaroni & cheese, Caesar salad, roll and dessert.
2. Baked Potato Bar with chili, cheese, butter/sour cream, steamed broccoli, Caesar salad, roll and dessert.
During the online registration you will also note any special accommodations your student may need.

SLC registration pays for the venue, shuttles, guest speakers, mini sessions, name

judges, awards (medals and plaques), state officer support, online registration expenses, T-shirts, and other costs associated with hosting a state conference.
REFUNDS
If you have registered a student for SLC who later decides to not attend, you may request a refund through February 24. Refunds will be issued by the end of March.
CONFERENCE CHECK-IN
Advisors may pick up Conference Packets and T-shirts between 9 a.m. and 2 p.m. at the SLC Information Table located on the second floor of the BSU Student Union
Building in front of the Farnsworth Room. Because your students must have their name badges to compete, plan to pick up your Conference Packet before their first
events.

NAME BADGES
Name badges will be in the Conference Packets.
Name badges must be worn at all times by all participants to ALL conference events,
including the Friday Special Event. Students should wear their name badges into competitive events. Please instruct your students that it is okay to introduce
themselves to the judges.
ADVISORS MEETING
The Advisors Meeting will be held in the Simplot C room in the Student Union Building at Boise State University and will begin Thursday, March 9, at 7 p.m.
OPENING SESSION
The Opening Session will take place at the Jordan Ballroom in the Student Union Building at Boise State University, on Thursday, March 9, at 8 p.m.
SECOND GENERAL SESSION
The Second General Session will take place at the Jordan Ballroom in the Student
Union Building at Boise State University on Friday, March 10, at 4:15 p.m.
All voting delegates and state officer candidates must attend the Second General
Session. Voting delegates are to report to the table outside the door at 4 p.m. Delegates checked in prior to the official start time will establish the total number of
voting delegates and the number of votes that constitute a majority. All other chapter members and advisors are encouraged to attend.
The session will begin with roll call of voting delegates. The complete voting delegate party must attend; otherwise, your chapter will lose the opportunity to vote. Officer candidates will give speeches and delegates will place their votes. Delegates will
remain in the room until a majority has been reached.
SPECIAL EVENT
The Friday Special Event is on the second floor in the Student Union Building at BSU. The banquet begins at 7 p.m. with entertainment and events to follow. Members are
required to wear their conference T-shirts, name badges and jeans ONLY. No Shorts, No Skirts, and No Leggings.
This year we will again have karaoke, blow-up games, photo booth and a dance. In addition, there will be a hypnotist with sessions at 8 and 9:30 p.m. (There will be a $1
charge – cash only – with proceeds going to Idaho Special Olympics).
CLOSING AWARDS SESSION
The Closing Awards Session will also take place at the Jordan Ballroom in the Student Union Building at Boise State University on Saturday, March 11, at 9 a.m.

Advisors, please remind your students that the BPA official dress code is required. Also, in keeping with behavior expected of business professionals, all advisors and
members are expected to stay until the final rap of the gavel!
Following the conclusion of closing session, advisors may pick up rating sheets and chapter results from Donna Gudmundson outside the Jordan Ballroom. If you want these, pick them up in person because they will not be mailed to you after SLC.
HOTEL INFORMATION
The Boise Convention & Visitors Bureau (BCVB) is helping with SLC housing. A housing information sheet and the housing request form can be found at the Source.

Advisors, fill out the housing request form and fax it to the BCVB. For conference
pricing, hotel reservations must be made by February 15 (three weeks prior to SLC). It is highly recommended that you secure your housing accommodations by the end of
January.
Advisors, please do not hold extra rooms! Reserve only those rooms you will need so
that all advisors may have an opportunity to book the hotel of their choice. Rooms must be cancelled prior to 72 hours before arrival or you will be charged for one
night’s reservation for any room you failed to cancel.
All conference attendees are required to stay in designated conference hotels and
register using the BCVB housing form. Exceptions to the policy are schools within a minimum number of miles whose school boards will not allow them to stay overnight.
Failure to comply with this housing requirement may result in disqualification from competitive events.
SHUTTLE
A conference shuttle will be provided during SLC. A shuttle schedule and route will be
included in the Conference Packet and will be posted at conference hotel properties. Please note that the shuttle is scheduled to go to all hotel properties except
TownePlace Suites. See housing list for details. The Shuttle will pick up in front of the Student Union Building (west side, facing University Drive) at the second turnout.
PARKING
Hotel Parking: Free parking (auto and bus parking) is available at all conference
hotels except Hampton Inn & Suites downtown, where automobile parking is $12 per day.
If your school is staying at The Hampton Inn & Suites downtown, your bus driver will be staying at a different hotel--the Riverside Hotel at 2900 W. Chinden
Blvd., Boise, as there is NO bus parking available at or near the Hampton Inn & Suites. A confirmation will be sent to the Riverside Hotel reserving a room for your bus
driver. You are responsible for contacting the Riverside Hotel to give them the name of your driver. Please call 208-343-1871 to update your "BPA Bus Drivers". The rate is only $99 per night and includes free bus parking and free breakfast (single
occupancy). Your school is responsible for making payment arrangements with the Riverside Hotel.

Buses: School Buses will drop off and pick up on the south side of the Student Union Building along University Drive. Buses are not permitted to park in the stadium
parking lot at BSU.
Private Cars: Advisors who drive their own cars may get a parking code for the
Lincoln parking structure at BSU, across from the Student Union Building. If you need the parking code, contact Donna Gudmundson at [email protected].
This is paid parking for advisors and chaperons only—no student parking.
STATE OFFICER CANDIDATES
With the guidance and approval of his or her local chapter advisor, any BPA member may apply to run for a State Officer position. State Officer Candidate applications may
be found online at http://BPA.org/Source – ID tab.
Applications must be postmarked by February 7th and mailed to:

Candidates will be screened by the State Officers, the Secondary Officer Coordinator, and the State Advisor, or their proxy. Finalists will be introduced at the Opening
Session and will give campaign speeches at the Second General Session. The newly elected officers will be announced at the Closing Session.
Each State Officer Candidate will run for a place on the State Officer team, not for a specific office. The Secondary Officer Coordinator and State Advisor, or their proxy,
will place officers in specific roles.
RECOGNITION AND TORCH AWARDS
Resumes for Statesman Torch Awards are submitted online and will be reviewed by the Idaho BPA State Vice President Hayden Atkinson. Recipients will be recognized at the
Opening Session.
Resumes for the Statesman Torch Award must be approved and submitted by local advisors by February 7. Chapter members/advisors are responsible for submitting documentation to the National Center for Torch Awards.
IDAHO PROFESSIONAL CUP
Each year the State Advisor awards the Professional Cup to a deserving chapter. The Professional Cup is based on chapter member participation in the BPA Torch Award
program, service, etc. All Idaho BPA chapters may be considered for the Professional Cup and must submit the application that can be found at http://BPA.org/Source – ID
tab.
KORKY WILLIAMS LEGACY AWARD
The Korky Williams Legacy Award was first awarded in 2012 to Korky Williams, a long-time BPA supporter and chapter advisor, to commend her years of exemplary service.

ADVISOR RESPONSIBILITIES
Each advisor and chaperone must provide guidance to delegates, officers, and members while enroute, during, and while returning home from SLC.
To ensure that the conference runs smoothly and efficiently, the SLC staff needs all advisors to be a receptionist, a proctor, or a grader. Return your Proctor Preference form in by February 7th. Please be on time for your assignment.
DRESS CODE
Advisors are required to make sure their chapter members follow the National BPA Professional Dress Code at all times during the conference. Please refer to the BPA
Professional Dress Code at http://www.bpa.org/nlc/dresscode or see Page 12.
SLC will follow the National BPA conference dress code standards. If students are NOT in compliance with the professional dress code standards, they will NOT be allowed to enter their assigned competition room. Students will report to their chapter advisor
to remedy the problem before they are allowed to enter the competition room.
The exception to the BPA Professional Dress Code is the Friday Special Event, where attendees may wear jeans and attendees are required to wear their conference t-shirts. No Shorts, Skirts and Leggings are permitted for this event.
SLC COMPETITIVE EVENT SCHEDULING
All BPA events will be held at the Boise State University Student Union Building. Be sure to follow the guidelines outlined below. Competitive Event registration will be
submitted by chapter advisors; however, you do NOT need to register members for Open Events. If a member misses his or her event due to his or her own negligence (sleeping in, missed bus, couldn’t find room, and so forth), he or she will be
disqualified from that event without opportunity to reschedule.
Open Events: Members are eligible to compete in any Open Event on Friday from 8 a.m. to 3:30 p.m., with admission to Open Events closing at 2:30 p.m. Members are responsible for bringing #2 pencils. Open Events are ranked based on score; proctors
will note the beginning and ending times on the test sheets in case of a tie.
Members may enter as many Open Events as time will allow. The top ten of those

scoring 90% and above will be recognized at the Awards Session, with the top five receiving a plaque. (Members may compete in Open Events at NLC with or without
qualifying in an Open Event at SLC).
Competitive Events: Competitive Event participation at SLC (with the exception of Open Events) is based on Regional qualifying results. Regional Coordinators need to submit the names of members who qualified at the Regional level to Donna
Gudmundson.
Regional Coordinators may not substitute or fill in empty slots with names of members who did not compete in that event.
Team Event Participation for 2017
Regions 2, 4, 5, 6, 8, and 9 may enter two teams in team events.
Regions 1, 3, 7, and 10 may enter one team in team events.
This determination was based on a December 2016 membership count by region.
Members may register for a maximum of two events, only one of which may be a team event. (Remember, LeAp and LeAd count as an event for registration purposes.)
All finalists who are called to the stage will receive a medal, and members who qualify to compete at Nationals will receive a plaque.
Eligibility requirements for each event are listed in the Workplace Skills Assessment Program at www.bpa.org. Please take note of the requirements as they vary between
events and some events may be participated in only once.
Some competitive events are completed prior to conference. These will be
administered in the school by the advisor who will verify that the project/event was completed by the registered team/individual within the allotted time. These events will
be turned in at the SLC registration table. Be sure to label anything turned in at the registration table with the Student ID #, Do NOT put 2 different events in the same manila envelope. However, several entries of the “same event” may be submitted in
one manila envelope.
EVENTS WITH PRELIMINARY AND FINAL ROUNDS
Some events will have preliminary and final rounds—depending on final counts. Finals
will be held on Friday afternoon.
Note: For all judged individual events, the top eight individuals will compete in the final round. For all judged team events, the top six teams will compete in the final round. These numbers will also apply to the awards presentations.

Internet access will not be provided by SLC, but students may provide their own
Internet access for any allowable purpose. Reference materials may not be accessed during competitive events on a phone or computer; any reference materials that are allowed for an event must be printed material that the student brings to the event.
Projectors will not be provided for any presentation. Members are encouraged to
display their projects on laptops. A projection surface will be provided only for those events that have projection surfaces provided at nationals (refer to the WSAP).
IMPORTANT! Neither the State Office nor SLC assumes any
responsibility for hardware/software provided by members. Members
who experience failure or other problems with their own equipment
and/or software will not be rescheduled.
