Explanation of Agenda Item: The City received a complaint filed against Council Member Pacheco. The complaint is attached. The City Council Rules/Ethics and the City Charter have sections that cover ethical standards and/or misconduct in office, including the format for reviewing complaints.

Does this agenda item require the expenditure of funds? YES NO
If YES, are funds budgeted? YES NO
Are staff or other resources required? YES NO
City Manager Recommended Form of Motion: Council should set an informal hearing for July 19th to discuss the complaint and determine next steps if necessary. The following motion is suggested:
Motion to set an informal hearing for Monday July 19th, 2021 to discuss the complaint and determine next steps if necessary.

Clerk’s Office by 4:00 p.m. on the Wednesday prior to the City Council meeting. If the Wednesday prior to the City Council meeting is a holiday, then the submission deadline is 4:00 p.m. on Tuesday.

I would like to file an official complaint against Jane Pacheco for conflict of interest (city council motion 3/1/22 Conduct
Policy).
On June 3rd the SunTimes published the board members of One World One Family which listed Jane Pacheco as the
President.
The conflict is this group published an article/pictures against businesses downtown Chelsea.
I am including the hateful article, the post that Jane is on this board, and the video of the Suntimes post.
Please advise me on how to file a complaint.
Clearly no city council members should be part of a Board that published hate toward our local businesses.

I would also like to add that That this council member is a community activist too showing bias towards specific groups
and leaving other groups out that live in Chelsea.
