AGENDA ITEM SUMMARY AGENDA ITEM Committee on Transfer and Articulation Update Coordinating Board for Higher Education April 6, 2017 DESCRIPTION A primary responsibility of the Coordinating Board for Higher Education is to ensure efficient and effective transfer of students among Missouri institutions. The Committee on Transfer and Articulation, CBHE’s standing advisory committee, works within the board’s statutory authority to facilitate the transfer of students between institutions of higher education within the state. This board item provides a brief summary of the 2017 COTA Conference. 2017 Missouri Conference on Transfer and Articulation The Missouri Conference on Transfer and Articulation, an annual statewide forum to address transfer and articulation issues, was held February 24, 2017, in Jefferson City. Over 200 registrants from all institutional sectors attended the conference. Attendance was up from the previous year by 15 percent. The attendees included transfer practitioners, advisors, institutional faculty and staff, chief executive and chief academic officers, and MDHE staff. A special training session for Missouri Reverse Transfer Coordinators was held on February 23, 2017, to focus on the future of National Reverse Transfer and to address any concerns and questions of coordinators. COTA has responsibility for the oversight of Missouri Reverse Transfer, and it was feasible to offer the MRT training session the day before the COTA conference to save on travel for attendees across the state. More than 50 people attended the MRT training session. Attendees for the main conference were welcomed by Beverly Schenkel, Associate Provost, Northwest Missouri State University, and Chair of COTA. Zora Mulligan gave the opening conference welcome as the Commissioner of the Department of Higher Education. Michelle Blackwell, National Manager of Reverse Transfer at the National Student Clearinghouse, presented on the National Student Clearinghouse Reverse Transfer’s New Process at the conference. Conference attendees rated the overall quality of the conference high, and gave high marks to the breakout sessions on Win Win Negotiations on Building Transfer Partnerships, Transcript Pre-Evaluations, the Transfer Policy Workgroup, the Core Curriculum Act, and Dual Credit. Sessions on the Missouri Mathematics Pathways Initiative, National Reverse Transfer, the Transfer Mentor Program, Promoting On-Time College Completion, Improving Transfer Credit Transparency, and Sending the Right Signals for Transfer were well-received by attendees. The 2017 Conference Evaluation Report with the full conference program is attached. Conclusion COTA’s work over the next year will include organizing the annual conference on transfer and articulation, reviewing the current CBHE policy on Credit Transfer Guidelines, and overseeing the Missouri Reverse Transfer initiative. COTA is also working on the transfer and complaint portion of the Higher Education Core Curriculum Act. The Missouri Department of Higher Education extends its gratitude to the men and women who serve on COTA for their service. The expertise and knowledge they bring to this work is invaluable and is critical to ensuring the seamless transfer for students from one institution to another. COTA 2017 Transfer Conference Evaluation Summary

The Committee on Transfer and Articulation (COTA) is charged by the Coordinating Board for Higher Education to review and make recommendations on transfer issues, study and develop transfer guidelines for traditional and non-traditional credits, and review and recommend resolutions on cases of appeal from institutions or students.

The Missouri Transfer Conference is coordinated and planned by COTA, and has been held annually since 2007. The intent of the conference is to provide attendees with additional data about best transfer practices, persistent transfer problems, and useful resources. The conference also provides an excellent opportunity to network with colleagues from across the state on transfer/articulation issues and challenges of mutual concern.

The 2017 conference theme was “Show-Me Success.” Zora Mulligan gave the opening conference welcome as the Commissioner of the Department of Higher Education. Notable speaker, Michelle Blackwell, National Manager of Reverse Transfer at the National Student Clearinghouse, presented on the National Student Clearinghouse Reverse Transfer’s New Process at the conference. Additional conference sessions included presentations on the Higher Education Core Curriculum Act, the Missouri Mathematics Pathways Initiative, as well as sessions on Transfer Partnerships, Online Students, Credit Transparency, Pre-Approval of Transfer Credit, Promoting on-time College Completion, and a work session on the Transfer Credit Policy. 2017 Written Conference Feedback Summary Generally, participants at this year’s conference reported positively, although there were critiques of specific aspects of the conference. Written feedback was based on three questions, which are provided below with a listing of responses appearing most frequently.

Question 1: “What aspects of today’s conference did you find most helpful?” A majority of participants stated they were especially appreciative of the opportunity to network with colleagues facing similar issues, along with a venue offering insight on relevant and interesting topics.

Transfer Mentor Program: A Concurrent Advising and Enrollment Pilot ProgramJefferson BC RoomSoutheast Missouri State University (SEMO) and Jefferson College will pilot a Transfer Mentor Program this spring. The program will provide Jefferson College students interested in transferring to SEMO with a clear pathway for bachelor’s degree completion. Students will work with a transfer mentor to monitor progress toward a bachelor’s degree, beginning in a student’s first semester at Jefferson College.

Participating students will have access to Degree Works, the degree audit system at SEMO. Participating schools will share official transcripts each semester at no cost to the student. Focused on the success of individual students, this program will facilitate concurrent enrollment and reverse transfer, when appropriate.

Transcript Pre-Evaluations: Helping Students Shop AroundTruman A RoomHow does my credit transfer? How long will it take me to graduate? How much is it going to cost? All transfer students need answers to these questions, and many students will want this information before they apply to a school. The more thorough the answer, the more likely students will choose a school. This presentation will cover the method the University of Missouri–St. Louis Office of Transfer Services uses for potential transfer students to submit unofficial transcripts for a detailed evaluation prior to applying and the steps necessary to set up this process at your school.

11:20 a.m.–12:30 p.m.Session Two Breakouts Promoting On-time College Completion: Missouri’s 15 to Finish, Guided Pathways to Success, and Concurrent EnrollmentTruman BC RoomOne strategy for reducing the cost of higher education is to increase on-time college completion. Less than one-third of Missouri students earn an associate degree in two years or a bachelor’s degree in four years. The Missouri Department of Higher Education recently launched a 15 to Finish initiative to urge full-time college students to complete 15 or more credit hours a semester and graduate on time. Guided Pathways to Success can help students follow a clear pathway to graduation. Concurrent Enrollment allows students to be admitted, take courses, and have access to resources at two higher education institutions at the same time. Pilot programs for Guided Pathways to Success and Concurrent Enrollment are currently underway.

The college is investigating the use of credential frameworks to improve the transparency of credentials coming into and leaving the college, including evaluating prior learning, clarifying the value of courses and credentials to employers and receiving institutions, and possibly issuing micro-credentials. Participants will discuss the project and potential uses for the credential framework developed by the Lumina Foundation.

Transfer and Articulation PolicyTruman BC Room This presentation is a work session to review a draft of the new Revised Transfer and Articulation Policy. At the 2016 Committee on Transfer and Articulation Conference, the Transfer and Articulation Policy Workgroup conducted a session to discuss new ideas for reworking the Transfer Credit Guidelines. Many of the comments and suggestions were taken into consideration for the new policy. This session will provide an opportunity for additional comments and suggestions.

Zora Mulligan was appointed Missouri commissioner of higher education by the Coordinating Board for Higher Education in August 2016.

Mulligan served as assistant commissioner, general counsel and legislative liaison for the Missouri Department of Higher Education from 2007 to 2010. During that time, she participated in the development of the state’s coordinated plan for higher education; assisted in establishing policies to implement landmark higher education legislation, including a new need-based financial aid program; and conducted a review of the state’s public college and university facilities to develop a process for prioritizing capital projects.

Mulligan served as the executive director of the Missouri Community College Association (MCAA) from 2010 to 2014. MCCA represents Missouri’s 12 community colleges and provides professional development opportunities for community college employees at all levels and assists community college leaders in developing consensus on shared issues. Mulligan secured $50 million in federal grants for job-training programs, successfully lobbied for a special appropriation from the state general assembly to provide community colleges with more equitable funding, and increased individual and organizational membership in the association.

From 2014 to 2106, Mulligan was the chief of staff for the University of Missouri System. In that role, she advised the president, coordinated activities that involved multiple departments within the system office and multiple campuses within the four-campus system, and assisted with the ongoing implementation of the system’s strategic plan.

Mulligan holds bachelor’s degrees in political science and psychology from Drury College and a master’s degree in education and juris doctor from the University of Kansas.

Michelle BlackwellNational Manager of Reverse TransferMichelle Blackwell recently joined the National Student Clearinghouse as the national manager of reverse transfer. As a national reverse transfer leader, subject matter expert and speaker, Blackwell advises multiple states on the reverse transfer process. Her experience working with faculty, administrators, students and technical personnel helped establish a generative reverse transfer system, taking into account technical limitations and privacy, security, and transparency policy issues.

Blackwell previously served as the program director for the nationally recognized project, “Credit When It’s Due,” between the University of North Carolina and North Carolina Community College System to minimize barriers to statewide

postsecondary education and maximize student success. Blackwell’s work led to more than 2,100 credentials awarded to students, increasing transfer associate degrees attained for the state community colleges.

Prior to serving at the University of North Carolina, Blackwell was the director of transfer student services for Middle Tennessee State University. Under her leadership, the university became the first campus in Tennessee to negotiate concurrent enrollment and reverse transfer agreements. Her work eventually inspired the creation of a statewide task force for reverse transfer.
