Subject: Confirmation of the minutes of 263rd meeting of the Finance and Contract

Committee held on 14.07.2016 at 3.00 p.m. in the Committee Room of the

Municipal Corporation, Chandigarh.


Subject: To make the paid parking areas of whole city into Smart Parkings.

A meeting was held under the Chairmanship of H.E- The Administrator, U.T.,

Chandigarh on 11.05.2016 at 11.00 A.M at Punjab Raj Bhavan, Sector – 6, Chandigarh.

In the course of meeting, various economic models for sustainable and convenient-

to-the-public methods of parking were discussed. It was also discussed whether the

advertisement rights can also be given to the contractor alongwith leasing out of parking places.

It was also discussed that the method of leasing out the parking places should be in such a way

that being economically viable to the contractor, it should be convenient and beneficial to the

public and earn revenue for the Municipal Corporation also. The Chairman directed the Mayor

and Commissioner, Municipal Corporation, Chandigarh to carry out pilot projects at different sites,

on different models, for a reasonable period of time and to put a final proposal incorporating all

the aspects of leasing out the parking places with or without Advertisement Rights in the

Jurisdiction of Municipal Corporation, Chandigarh. (Annexure-‘I’)

The F&CC in its 260th meeting held on 22.04.2016 has passed the following resolution:-

“The committee considered and decided that 50% of last bid of the parking lots would be the reserve price for auction and the term of the contract be six months or less, extendable upto one year with the existing terms and conditions.”

Accordingly, the Municipal Corporation Chandigarh auctioned all the paid parkings in the

month of May & June 2016 on the existing terms and conditions as per decision of the F&CC for

a term of six months or less, extendable upto one year.

Recently, local newspapers started publishing news that the contractors are violating the

terms and conditions of allotment of contract. The officers of MCC personally checked all the

parkings and found some violations in almost all of the paid parkings. The news about

overcharging and other violations by the contractors were being published in the newspapers

regularly.

In a view to streamline the functioning of paid parkings a meeting of all the contractors

was conducted on 08.07.2016 at 11.00 A.M in the Committee Room of Municipal Corporation and

they were asked to strictly follow the terms and conditions otherwise action will be taken against

them. Finding number of overcharging cases in the parkings of Sector 35-C, the office even

wrote a letter to SSP, U.T., Chandigarh for taking appropriate action against the contractor of the

paid parking.

Keeping in view the strict action taken by the Municipal Corporation resultantly contractors

of the following paid parkings have surrendered their respective paid parking:-

Now it is, therefore, proposed that the Corporation may invite E-bids / offers from the

Companies/Agencies having experience in operation and management of smart parkings, for

converting all the 25 paid parking areas into Smart Parking with latest technology, mobile apps, e-

ticketing and computerized system etc in a single lot for three years extendable to five years.

The successful agency/company will manage the parkings strictly as per terms and conditions so

that the inconvenience caused to the public by the present individual contractor could be avoided.

Accordingly, the draft E-Bid notice along with terms and conditions have been prepared and

placed below at Annexure ‘II’

Therefore, the matter is placed before F&CC along with tender document and terms and

conditions for consideration and taking appropriate decision.

The subject cited Estimate has been framed for Providing 01 Nos. 16 Mtr. and 02 Nos. 12.5

Mtr. long High Mast Lights in Plot No. 182/52, 139-40/56, Poultry Farm Ground Indst. Area, Ph-1

Chandigarh. The area Councillor Sh. Satish Kainth vide his letter dated 12/10/15 addressed to the Xen

Elect. Divn. M.C. Chd. requested to provide high mast lighting at the sites mentioned in the letter. The site

is visited alongwith SDE & JE incharge of the area & the necessity of the High mast lights is left. At

Present there is no light existing at site

Scope of Work: In this estimate there is Supply/Erection/Testing & Commissioning of 16

Mtr. and 12.5 Mtr. High Mast lighting system, Supply & Erection of 200 and 300 watt non-integral type

flood light luminaries, Supply & Erection of Outdoor type M.S. Cubical Pedestals of size

1200mmx900mmx350mm and 900mmx 600mm x350mm, Supply & Laying of DWC pipe 51/63 with and

without Hand Bockey along with allied accessories.

Therefore, this estimate amounting to Rs.17.02 Lacs has been framed under head 4217(P)

Electrification.

The subject cited Estimate has been framed for providing globe lights in parks near H. Nos.

557,603, 107, 578, 56, 3055, 3046,164,148, 40,2345,1505,1493, 1037, 1156, 1189 and 1257, Sector 20,

Chandigarh. At present there is no Light in these parks. The general public is facing inconvenience due to

darkness in these parks during evening hours. It has been observed that lot of people from local area use

these parks during evening hours and due to the darkness in the area there is every possibility of mischief

by the antisocial elements. Therefore, the lighting arrangement is required to be provided in this park. The

site has been visited and inspected by EE (Electrical) along with the concerned SDE (Electrical) and JE

incharge of the area.

Scope of Work: In this estimate there is provision of Supply and Erection of 2.5” dia. GI

Pipe pole 4.5 Mtrs long, Supply & Erection of Prismatic globe fitting including 13 Watt LED Lamp non-

dimmable, Supply& Erection of PVC insulated 2 core 4mm2 aluminium conductor twin cores flat along

with allied accessories.

obse rved that cracks/depressions have been developed on thi s road . The condition of this road is

There is an urgent requirement of development of Green Belt in Pocket No.9 Indira Colony

Manimajra, Chandigarh under “Landscaping” for beautification purpose. In this regards, the site has been

inspected by the Executive Engineer along with concerned S.D.E. and J.E. and observed that there is dire

need for development of the same for the people residing in the surrounding area. Besides this, the area

councillor has also requested to the C.E.M.C. for development of said Green Belt. Accordingly, a rough

cost estimate amounting to Rs.43.19 lacs has been prepared and submitted for arranging administrative

approval and allotment of funds under the appropriate Head of Accounts.

Subject: Rough Cost Estimate for providing and laying 30 mm thick bitumen concrete on market parking in Sector 40-C, Chandigarh.

(Amount : Rs.42.21 lacs)

The conditions of road parking of market in Sector 40-C,

Chandigarh is very poor as many pot holes, cracks etc. have been developed at

various locations. Due to this, the daily commuters face inconvenience and these

parking needs recarpetting to prevent further damage. These roads were last

carpeted in the year April , 2010. The Area Councillor as well as local residents are

pressing hard to recarpet these roads. Accordingly , the sit~ was inspected by the

undersigned along with the concerned SDE/J .E . and it was decided that re

carpetting of these roads is urgently required. ·

Accordingly, the rough cost estimate amounting to Rs.42.21 lacs has

been prepared and submitted for arranging administrative approval and allotment of

funds from the competent authority of Municipal Corporation , Chandigarh. The

scope of the work taken in the estimate does not include in any earlier approved

estimate.

Subject: Celebration of 30th Chrysanthemum Show-2016.

The Chrysanthemum Show is held every year in the Terraced Garden, Sector

33,Chandigarh. Last year this show was held on 11th to 13th December, 2015. Ms. Kirron Kher, the

Member of Parliament inaugurated the show on 11th December,2015.

In this show various Govt.& Semi Govt. institutions such as Chandigarh Housing Board,

P.G.I., Chandigarh, Punjab Warehousing Corporation, IMTECH,Chandigarh HUDA, Haryana P.W.D.,

A.G.Punjab etc. as well as private growers take part. Various competitions of flowers grown in the pots

are held.

During this year it is proposed to hold this show from 9th to 11th December, 2016. Various

competition of this flower will be held as usual for which prizes will be given to the winners. The

approximate expenditure of Rs.9.67 lac involved is given below which will be met out of non-plan grant of

financial year as per previous practice. Last year the amount was approved for Rs.8.07 lac vide

C.M.C.office order no.286 dated.08.12.2015 (Photocopy enclosed).

Subject: - Renewal of License (Agreement) of Chandigarh Washerman Workshop Cooperative

(Regd.) Industrial Society Ltd., Sector 15-D, Chandigarh.

The Modern Laundry Mart alongwith Coin Operated Washing Machines in Sector 15,

Chandigarh was handed over to Chandigarh Washerman Workshop Cooperative (Regd.) Industrial Society

Ltd., Sector 15-D, Chandigarh at a monthly rental charges of Rs.8,000/- per month in compliance to the

decision of F&CC meeting held on 03.05.2012 and CMC office order No.65 dated 08.06.2012 for the

period 01.04.2012 to 31.03.2014. The period was further extended upto 31.01.2015 in the 239th

meeting

held on 22.07.2014.

It was also decided in the said meeting that a Committee be constituted in this regard by

Mayor, M.C. Chandigarh. The Committee of the following members was constituted by Worthy Mayor:-

2. Change of timing of the operation of Dhobi Ghat from existing 6.00 AM to 8.00 PM to 6.00 AM to

6.00 PM.

3. Identity Card be issued to all the members of the Society by the Municipal Corporation,

Chandigarh.

4. Increase in amount of penalty for breaching terms and conditions from Rs.500/- to Rs.2500/- for

the first time and further penalty of Rs.100/- per day if the breach is continue.

The period was further extended upto 31.07.2015 in 251th

meeting held on 15.05.2015.

The Chandigarh Washerman Workshop Cooperative (Regd.) Industrial Society, Sector 15-

D, Chandigarh vide letter dated 31.07.2015 have requested to extend the period from 01.08.2015 to

31.03.2018.

The F&CC in its 255th

meeting held on 16.10.2015 considered and accorded approval of

extension for renewal of License Agreement from 31.07.2015 to 30.07.2016 with 10% increase of lease

money per annum. The Committee also approved the rest of recommendation of committee constituted by

the Mayor for all the Dhobi Ghats. The Society is paying the lease amount regularly.

It is recommended that the lease agreement of the Chandigarh Washerman Workshop

Cooperative (Regd.) Industrial Society, Sector 15-D, Chandigarh may be further extended upto 31.07.2017

on the same terms and conditions.

Subject: - Providing and Installing LED Street Light on 66 KV Road, Industrial Area, Phase-2,

Chandigarh.


The subject cited Estimate has been framed for providing and installing LED street light on

66 KV road, Industrial area, Phase 2, Chandigarh. At present there are no light points on the said road. The

residents and general public of the nearby area also face inconvenience due to darkness on the road. Also

there is every possibility of mishap or theft by the bad elements during night hours due to the pitch

darkness. The residents and general public of the area use this road for moving here and there and also

there is very load of traffic. The said road is already developed and re carpeted by the road wing of the M.C

from time to time. The site has been visited and inspected by EE (Electrical) along with the concerned

SDE (Electrical) and JE incharge of the area.

Scope of Work: In this estimate there is provision of Supply & erection of steel tubular7.5

mtr pole with 72 watt LED fitting, Supply & erection of G.I. pipe bracket 5 feet o/h single arm, S/E of

Collars of CC Collars including MS. Jn. Box of size 10”x12”x4, Supply & Erection of PVC Insulated (Un-

sheathed) Copper Conductor Cable ISI marked size 1.5mm2, Supply & laying of ISI marked 4 core 16 mm

sq armoured cable loose in trench/pipe, S&E of Sheet metal/iron clad triple pole switch with neutral link

100 Amp.415 Volts along with allied accessories.

Therefore, this estimate amounting to Rs. 37.47 Lacs has been framed under head 4217(P)

Electrification.

Subject:- User charges for on-line registration and issue of Births & Deaths Certificates.

In the 256th meeting of Finance & Contract Committee held on dated

09.11.2015 regarding proposal of user charges for issuance of the Births & Deaths

Certificates issued through CRS application. F&CC considered and approved the

proposal.

In view of the decision of meeting of F&CC, the Municipal Corporation

introduced the system of online registration and issue of Births & Deaths

Certificates mentioning the amount to be deposited/paid on account of user

charges in addition to the present fee and these orders were issued vide

no.MOH/(B&D)/2015/13319-13322 dated 23rd November,2015. But the office was

unable to affect these orders from the date of issue as the necessary hardware,

software, networking etc. were installed on 02.12.2015 for on-line registration

process and issue of Birth & Death certificates, thereby these orders actually

implemented w.e.f. 03.12.2015.

Agenda is placed before the F&CC for consideration and approval

that the user charges made applicable w.e.f. 23.11.2015 be amended to be

effective from 03.12.2015 to avoid audit objection in this regard.

Subject: Rough cost estimate for Construction of toe wall and cement concrete

footpath in various parks in Sector 20 C, Chandigarh.

The site was inspected by the undersigned alongwith area councillor and it was

noticed that there is dire necessity for construction of toe wall and cement concrete footpath in

various parks in Sector 20 C to facilitate the pedestrians.

Accordingly, this rough cost estimate for amounting Rs. 30.04 lac has been

prepared by taking the items explained in the scope of work.

Scope of work:-

The following scope of work has been taken in this estimates:-

1. Earth work in excavation. 2. Carriage of earth by mechanical transport i/c loading/unloading. 3. P/L cement concrete 1:8:16. 4. Cement concrete pavement with 1:2:4. 5. Providing and filling in position. 6. Brick work with F.P.S bricks of class designation 75 in foundation. 7. 15mm cement plaster on the rough side. 8. Pointing on brick work or brick flooring. 9. Dismantling, stacking, straightening and re-fixing of existing M.S.flat railing. 10. P/F 2`-9” high M.S. flat railing

The scope of work taken in the estimate has not been included in any other already

approved estimate, amount of already approved estimates and expenditure under this Head for

Roads Division No.1 is as under:-

i) Budget Provision : Rs. 1650.00 lac. ii) Estimates approved upto 22.01.2016 : Rs. 653.52 lac. iii) Estimates submitted upto 25.01.2016 : Rs. 1260.18 lac. iv) Expenditure upto 25.01.2016 : Rs. 1647.92 lac.

The matter is placed before the Finance & Contract Committee of the Municipal

Corporation, Chandigarh for consideration and approval please.

installed streets light are not providing enough illumination due to which untoward incidents are happening.

Provision for laying of cable for high mast installed on V-5 Block A road is also taken in the estimate as the

cable was dead because of the widening of the Block A/B. The site has been visited and inspected by EE

(Electrical) along with the concerned SDE (Electrical) and JE incharge of the area.
