VESNA STEFANOVIC, ASA , REV

Vesna Stefanović je licencirani procenitelj nepokretnosti, REV i ASA sa 25 godina iskustva u

raznim industrijama na lokalnom i medjunarodnom tržištu. Trenutno je Predsednik Upravnog

odbora NUPS-a, član borda iiBV-a i predavač u oblastima procene nepokretnosti i kapitala.

Vesna je takođe aktivna pri TEGoVA kao tehnički pisac na pripremi Evropskih standarda za

procenu kapitala EBVS. Od 2013. osnivač je i direktor preduzeća za procene Vision Consulting

d.o.o. U periodu od 2005-2013 predvodila je proceniteljski tim u PWC Srbiji I regionu. Pre toga

od 1994-2005, Vesna je bila uključena na mnogim projektima privatizacije i restruktuiranja sa

Deloitte&Economics Institute, vodila je projekte procena, uključujući privatizacije više od 50

kompanija.

Vesna is the Serbian qualifed property valuer, Recognized European Valuer (REV) in property valuation and Accredited Senior

Appraser (ASA) in business valuation with 25 years of extensive experience in various industries at the local and international

market.

She is currently the Chairman of the Board of the National Association of Valuers of Serbia (NAVS), Board member of the

International Instutite of Business Valuers (iiBV), and recognized lecturer in both asset and business valuation. Vesna is also

active in TEGoVA as a Technical writer of the Eurpoean Business Valuation Standards.

From 2013, she is the owner and director of Vision Consulting d.o.o. Belgrade for valuation services. Over period 2005-2013

she was leading the valuation team with PwC Serbia and the region. Before that, from 1994 to 2005, Vesna was engaged on a

number of privatization and restructuring projects with Deloitte&Economics Institute, managing the valuation projects,

including privatization of more then 50 companies in Serbia.

KRZYSZTOF GRZESIK, FRICS, REV

Chris Grzesik je ovlašćeni procenitelj u Poljskoj, REV, sa višegodišnjim iskustvom kao konsultant za nekretnine u UK i Evropi. U UK je radio kao procenitelj u Kancelariji za procene vlade Velike Britanije, a zatim kao partner u Kinney & Green, chartered surveyors u Londonu. 1991. osnovao je ogranak PWC kompanije za nepokretnosti u Poljskoj, takodje je vršio je konsultantske usluge iz oblasti nekretnina u Češkoj, Madjarskoj i Rusiji. 1997. kao partner pridružio se Healey & Baker (Cushman & Wakefield), 2000 postaje partner u King Sturge Poland. 2004. godine osniva Polish Properties Sp. z o.o. Chris je trenutno predsednik UO TEGoVA i medjunarodni zastupnik Udruženja procenitelja Poljske federacije PFVA. Takodje bivši je predsednik UO RICS Europe. Chris je autor mnogih izdanja koji se tiču procene vrednosti i koautor knjige Appraisal Institute-a “Real Estate Valuation in Global Markets” . Učestvovao je na USAID-ovom projektu u vezi sa sistemom licenciranja procenitelja u Srbiji i autor je vodiča “Kako položiti ispit za procenitelje nepokretnosti u Srbiji ” Krzysztof (Chris) Grzesik is a FRICS, Polish qualified valuer and REV, with many years of experience as a property consultant in the UK and mainland Europe. In the UK he first worked as a valuer at the UK Government's Valuation Office and then as a partner of Kinney & Green, chartered surveyors in the City of London. In 1991 he set up the real estate services arm of Price Waterhouse in Poland and was also involved in property consultancy work in the Czech Republic, Hungary and Russia. In 1997 he joined Healey & Baker (Cushman & Wakefield) as a partner, responsible for investment agency and in 2000 he became managing partner of King Sturge Poland. In 2004, Krzysztof set up Polish Properties Sp. z o.o. Krzysztof is currently the Chairman of The European Group of Valuers’ Associations (TEGoVA) and the International Representative of The Polish Federation of Valuers’ Associations (PFVA). He is also a past Chairman RICS Europe. Krzysztof is the author of many publications concerning property valuation and a co-author of the Appraisal Institute’s text book titled “Real Estate Valuation in Global Markets”. In recent years he has participated in a USAID project in connection with the development of the valuer licensing system in Serbia and is the author of a handbook titled “How to pass the valuer licensing examination in Serbia”

Patrick Davitt FIPAV REV MMCEPI

Patrik Davit je radio u oblasti revizije preko 30 godina. Trenutno je CEO u okviru IPAV, Instituta profesionalnih revizora i procenitelja (Institute of Professional Auctioneers & Valuers). U odsustvu bilo kakvih standarda za procenu vrednosti u Irskoj, on je objavio uvod u “Plavu knjigu” Evropskih standarda za procenu vrednosti 2013. Ove standarde je prepoznala i Centralna Banka Irske i Evropska Centralna banka za koje su oni postali obavezujući. Predvideo je rast sveobuhvatnog sistema profesionalne edukacije i razvoja i osmislio program za članove kao i za one koji bi želeli da počnu da se bave ovom profesijom. Patrick je 2017. izabran u Upravni odbor TEGoVA a takođe je član i European Valuation Qualifications borda. Tokom 2004-2006. bio je član Grupe za reviziju koju je ustanovilo Ministarstvo pravde, što je kasnije vodilo ka osnivanju regulatornog tela za usluge vezane za nepokretnu imovinu. Sada je član Upravnog odbora PSRA i njenog Edukativnog odbora. Patrick je takođe radio i arbitraže u okviru

Upravnog odbora organizacije za zakup privatnih stanova (PRTB) i bio zadužen za eventualne probleme nastale na osnovu spornih procena vrednosti. Godine 2017. izabran je za člana Upravnog odbora CEPI, Evropske asocijacije agenata za nekretnine. Bio je i predsednik Privredne komore za grad Malingar (2004‐2006) i osnivač komore za Midlan Gejtvej i njen poverenik za izjave date pod zakletvom, koga je imenovao Vrhovni sud. Patrick Davitt has worked in the auctioneering industry for over 30 years. Currently CEO of IPAV, the Institute of Professional Auctioneers & Valuers, in the absence of any national valuations standards in Ireland he spearheaded the introduction of the ‘Blue Book’ European valuation standards in 2013. These standards are recognised by the Irish Central Bank and the European Central Bank for which they hold default status. He has overseen the growth of a comprehensive system of professional education and development for members and for those wishing to enter the profession. Patrick was elected to the Board of The European Group of Valuers Associations (TEGoVA) in 2017 and is also a member of its European Valuation Qualifications Board. He was a member of the Auctioneers Review Group in 2004/06 set up by the then Minister for Justice which led to the setting up of the Property Services Regulatory Authority. Now a member of the Property Services Regulatory Board (PSRA) he also serves on its Education committee. Patrick has also served as arbitrator of the Private Residential Tenancies Board (PRTB) in the event of any valuation conflict arising. He was elected to the Board of CEPI, the European Association for Real Estate Agents in 2017. A past President of Mullingar Chamber of Commerce 2004‐2006 he was a founding member of Midland’s Gateway Chamber and is a Commissioner for Oaths appointed by the Irish Supreme Court.

Tzenka Bojilova MRICS, REV

Tzenka Bojilova ima više od 10 godina iskustva na procenama u Bugarskoj. Ona je

licencirani procenitelj nepokretnosti, mašina i opreme, nematerijalne imovine,

poljoprivrednog zemljišta i preduzeća i kompanija. Član je RICS (2014) i REV (2018). Član

je Komore nezavisnih procenitelja CIAB i Komore profesionalnih procenitelja Bugarske

CPV. Član je UO CPV-a i predsedavajući komisije za REV u CPV-u u Bugarskoj. Tzenka

Bojilova je partner u ADVANCE VALUATIONS Ltd- vodećoj kompaniji za procene, rankirane

medju top 3 u Bugarskoj, sa 45 zaposlenih i 60 podizvođača, koji pokrivaju sve regione u

Bugarskoj. Bojilova je uključena u razne projekte u Bugarskoj i inostranstvu I aktivna je u

organizovanju raznovrsnih edukacija i seminara koji se fokusiraju na implementaciju

medjunarodne proceniteljske prakse i standarda na lokalnom nivou.

Mrs. Tzenka Bojilova has 10+ years of valuation experience in Bulgaria. She is a certified valuer of real estate, machinery & equipment, intangible assets, agricultural land and business & companies. Member of RICS (2014) and REV (2018). Member of the Chamber of independent valuers (CIAB) and the Chamber of professional valuers in Bulgaria (CPV). Member of the CPV Managing Board and Chairman of the REV awarding committee of the CPV in Bulgaria. Her professional experience includes participation in various projects connected with different kind of valuations as well as in asset quality reviews in leading Bulgarian banks. Tzenka Bojilova is a Managing partner in ADVANCE VALUATIONS Ltd – a leading valuation company, ranking within top 3 in Bulgaria, with 45 employees and 60 subcontractors, covering all regions in Bulgaria. Mrs. Bojilova participates in different activities in Bulgaria and abroad and is active in organization of various training courses and seminars focused on implementation of the international valuation practice and standards on a local level.

Richard Grover MRICS

Richard Grover je ‘’Chartered Surveyor’’. Godinama je predavao na Oxford Brookes Univerzitetu dok se nije penzionisao, ali i dalje radi na Univerzitetu kao vanredni predavač na programima koji su akreditovani od strane RICS-a. Bavio se konsultantskim poslovima u mnogim zemljama, prvenstveno zemljama u tranziciji istočne Evrope, na projektima čiji je cilj razvoj tržišta nekretnina i razvoj povezanog edukativnog sistema. Nedavno je radio na projektima vezanim za porez na imovinu i projektima procena u Srbiji, Moldaviji i Turskoj u ime Svetske banke. Richard Grover is a Chartered Surveyor. He has taught at Oxford Brookes University for many years but is now retired as works there as a part-time Senior Lecturer on various RICS-accredited degrees. He has undertaken consultancy in a number of countries, principally in the transition countries of Eastern Europe on projects aimed at developing

their property markets and associated education systems. He has recently been working on property tax and valuation projects in Serbia, Moldova, and Turkey on behalf of the World Bank.

Ognjen Rogačev, MRICS, REV

Ognjen Rogačev je član Stručnog odbora Ministarstva finansija RS, za licenciranje procenitelja nepokretnosti. Ognjen je započeo karijeru na Arhitektonskom fakultetu Univerziteta u Beogradu, zatim je prešao u MPC Properties gde je učestvovao na razvoju mnogih važnih projekata u gradjevinskoj industriji kao i gradjevinskom nadzoru. Nastavlja karijeru u bankarskom sektoru kao procenitelj nepokretnosti, od 2011 u Addiko bank kao Šef za procene, gde je prikupio važno iskustvo u procenama kolaterala. Pored angažovanja pri Ministarstvu finansija, trenutno radi u UniCredit banci kao seniorski specijalista za procenu kolaterala. Ognjen je diplomirao na Arhitektonskom fakultetu Univerziteta u Beogradu, gde je takođe završio i postdiplomske studije. Tokom karijere je stekao relevantne profesionalne oznake u oblasti procene nepokretnosti i povezanim oblastima: REV, licencirani procenitelj nepokretnosti i sudski veštak u oblasti arhitekture, MRICS.

Ognjen Rogačev is member of Professional Board for licensing real estate appraisers at the Ministry of Finance, Republic of Serbia. Ognjen started his career at the University of Belgrade, Faculty of Architecture, then moving to construction industry within MPC Properties where he participated in development of the most important local projects as well as in construction supervision. Continuing his career in banking sector as real estate appraiser, from 2011 in Addiko bank where he was Head of Valuation, he has gained important experience in valuation of real estate collaterals. Along with his engagement at the Ministry of Finance, he currently works in UniCredit Bank Serbia as senior specialist for collateral assessment. Ognjen graduated from the University of Belgrade, faculty of Architecture, where he had also completed postgraduate studies (MPhil in Architecture and Urban Planning, 2006). During his comprehensive career he has gained some of the most relevant professional titles in real estate appraisal and related fields, such as: REV (Recognized European Valuer by TEGoVA), licensed real estate appraiser and court expert in the field of Architecture, Member of Royal Institution of Chartered Surveyors (MRICS).

Kaća Lazarević, dipl.pravnik, osnivač prve agencije za promet nepokretnosti “ALKA” registrovana 1989. godine u Beogradu, sada suvlasnik agencije “KAĆA LAZAREVIĆ NEKRETNINE” koja je pravni sledbenik agencije “ALKA”. Kao stručnjak za tržište nekretnina ima svoja redovna gostovanja na svim TV stanicama a takođe je prisutna i u štampanim medijima gde komentariše stanje na tržištu nekretnina. Kao član NUPS-a angažovana je u okviru edukativnog programa “Procena vrednosti nepokretnosti” na prezentaciji Zakona o stanovanju i održavanju zgrada kao i Zakona o posredovanju u prometu i zakupu nepokretnosti. Aktivni je član Rotary organizacije u Srbiji preko 30

godina. Član je kluba Prve žene Srbije kao neko ko je specijalizovan za tržište nekretnina. Na zahtev radne grupe Svetske banke radila je izveštaje o tržištu nekretnine. Agencija “KAĆA LAZAREVIĆ NEKRETNINE” D.O.O. se nalazi na listi osam vodećih banaka u Srbiji kao agencija koja ima ovlašćene procenitele sa licencom za vršenje procene vrednosti nepokretnosti. Agencija je upisana i u Registar pravnih lica za obavljanje poslova veštačenja – građevinarstvo – procena vrednosti i stanja objekata od 15.06.2016. godine. Kaca Lazarevic, Bachelor of Law, founder of the first real estate agency ALKA registered in 1989 in Belgrade, now a co-owner of the agency KACA LAZAREVIC NEKRETNINE, which is the legal successor of the ALKA agency. The agency is registered with the Business Registers Agency for appraisal activities – construction – estimation of the value and state of real estate, dated 15 June 2016. Diplomirani građevinski inžinjer sa 25 godina iskustva na poslovima procjene vrijednosti nekretnina. Osnivač je i direktor preduzeća “Kaba inženjering” u kome rukovodi timom za procjene vrijednosti nekretnina. Saradnik je većine banaka u Crnoj Gori, kao i državnih organa. Predstavnik je NUPCG u Evropskom udruženja procjenitelja Tegova. Posjeduje međunarodni sertifikat za procjenu REV, Sertifikat ovlašćenog procjenitelja NUPCG i imenovan je za sudskog vještaka.

Vladimir Drašković, CFA, ima 14 godina radnog iskustva na finansijskim tržištima. Radio je u Narodnoj banci Srbije u Odeljenu za upravljanje deviznim rezervama na poslovima portfolio menadžmenta. Vladimir Drašković, CFA, has 14 years of experience in the financial markets. He worked at National Bank of Serbia in the management of foreign reserves as a portfolio manager. Melita Bestvina, REV

Mr.sc. Melita Bestvina, dipl.ing.građ., REV, je aktivna 32 godine u profesiji sudskog vještaka i procjenitelja za građevinarstvo i procjene nekretnina. Izradila je preko 5 500 procjena, i stalno se stručno usavršava. Od 2008.g. je samostalna konzultantica i procjenitelj u obiteljskoj tvrtki. Do tada je bila na rukovodećim mjestima u državnoj upravi i lokalnoj upravi. U Komori ovlaštenih inženjera graditeljstva RH bila je u dva mandata zamjenica stegovnog tužitelja, i dva mandata predsjednica Stegovnog suda. Predsjednica je Hrvatskog društva sudskih vještaka i procjenitelja od 2011.g. koje broji 1560 članova, i koje ima 50 specijalnosti raznih struka između kojih su i procjenitelji nekretnina. Zaslužna je kao inicijator za učlanjenje u TEGoVU 2014.g., a također i za učlanjenje 2013.g. u EuroExpert sa sjedištem u Luxembourgu. Organizator je već VI Kongresa sudskih vještaka i procjenitelja u RH sa međunarodnim učešćem (gdje se okuplja 500-600 sudionika u dva dana trajanja Kongresa), te organizator brojnih stručnih simpozija i savjetovanja ispred

HDSViP. Od 2016.g. HDSViP ima odobrenje TEGoVE za provedbu edukacije za REV. U 2016.g. postigla je velik uspjeh u građevinskom vještačenja u postupku međunarodne arbitraže (8. 11. 2016.) pred Centrom za rješavanje investicijskih sporova u Washingtonu (ICSID), gdje je arbitražno vijeće pri Međunarodnom centru odbilo u cijelosti tužbeni zahtjev američko-belgijskog investitora obitelji V. R. protiv RH zbog povrede međunarodnog sporazuma o poticanju i zaštiti stranih ulaganja i naknade štete u iznosu od 32 milijuna USD. Zalaže se za osnivanje Komore sudskih vještaka i procjenitelja u RH.

Mr.sc. Melita Bestvina, B.Sc., REV, has been active for 32 years in the profession of court expert and valuer for real estate. She has produced more than 5,500 valuations, and she is constantly improving her professional skills. Since 2008 is an independent consultant and appraiser in a family company. By that time, she had been in managerial positions in state administration and local government. In the Chamber of Chartered Architects of Construction of the Republic of Croatia, in two terms, she was the deputy of the prosecutor, and for two terms, the President of the Court of First Instance. She is President of the Croatian Society of Court Experts and Appraisers since 2011. which has 1560 members, and has 50 specialties of various professions, among which are real estate valuators. She initiated membership in TEGoVA 2014, and also for joining 2013. to EuroExpert based in Luxembourg. She is the organizer of VI Congress of Court Experts and Appraisers in the Republic of Croatia with international participation (where 500-600 participants are gathered in the two days of the Congress) and organizer of numerous expert symposiums and consultations in front of the HDSViP. From 2016. HDSViP has TEGoVA approval to organize education for REV. In 2016, she achieved a great success in international arbitration proceedings for settlement of investment disputes at the International Centre in Washington (ICSID), where she provided a complex expertise and real estate appraisal (a dispute worth 32 million USD). She pleads for the establishment of the Chamber of Court Experts and Appraisers in the Republic of Croatia.

Profesor doktor Goran Vujačić

Goran Vujačić je završio doktorske studije na Mašinskom fakultetu Univerziteta u Beogradu. Imenovan za sudskog veštaka za oblast mašinska tehnika-uža specijalnost: procena vrednosti opreme i procena štete na opremi i vozilima, i dr. od 06.07.2011. godine. Po ranijem rešenju Ministarstva pravde od 30.08.2000. izabran je za stalnog sudskog veštaka za oblast mašinska tehnika kod Okružnih i Trgovačkih sudova na teritoriji Republike Srbije. Pored navedenog kao sudski veštak učestvuje u proceni vrednosti opreme i osnovnih sredstava koja su predmet sporova među strankama u Privrednom sudu u Beogradu. Kao član stručnog tima "Beoagencije"-Beograd, učestvovao je u proceni vrednosti kapitala a posebno proceni vrednosti opreme. Bio je član komisije Beobanke a.d. Beograd za procenu vrednosti kapitala deponenata banke u periodu od 1992. do 2000. Radio je procenu vrednosti kapitala-imovine za uspostavljanje hipoteke i ručne zaloge. Takođe i procenu fer vrednosti imovine za Agenciju za privatizaciju i Ministarstvo finansija. Radi kao konsultant i procenitelj u timovima na proceni vrednosti opreme i proizvodnih pogona.

Goran Vujačić is a Civil Mehanical Engineer. He was appointed a court expert in the field of mechanical engineering-specialty: assessment of the value of equipment and the assessment of damage to equipment and vehicles, and others. based on the decision of the Ministry of Justice of the Republic of Serbia of 06.07.2011. According to an earlier decision of the Ministry of Justice of 30.08.2000. he was elected for a permanent court expert in the field of mechanical engineering at the District and Commercial Courts in Republic of Serbia. In addition as an expert witness participate in the assessment of the value of equipment and fixed assets that are the subject of disputes between the parties in the Commercial Court in Belgrade. As a member of the expert team "BeoAgency", Belgrade, he took part in the capital assessment and in particular assess the value of the equipment in many companies. He was a member of the commission Beobank ad Belgrade for valuations, bank depositors in the period 1992-2000 year. He worked evaluation of capital-assets to establish a mortgage and pledging. Also worked assessment of fair value of the assets of the Privatization Agency and the Ministry of Finance. He is working as a consultant and valuer in teams to assess the value of the equipment and production facilities.

Sudija Milena Trgovčević Prokić

Dr Milena Trgovčević Prokić diplomirala je na Pravnom fakultetu Univerziteta u Beogradu. Na katedri za građansko pravo istog fakulteta magistrirala je sa temom “Parnični postupak kao pomoćni korektivan način pri raspravljanju zaostavštine”. Na Pravnom fakultetu Univerziteta Union u Beogradu 2006. godine odbranila je doktorsku disertaciju “ Prenošenje ovlašćenja iz vanparničnog postupka na javnog beležnika”. Bila je član radne grupe saveznog Ministarstva pravde za izradu zakona o javnim beležnicima (2002) i član radne grupe Komisije za sprovođenje Nacionalne strategije reforme pravosuđa (2006), član radne grupe Ministarstva pravde za izradu zakona o javnom beležništvu (2008) i zakona o vanparničnom postupku (2012). Glavne oblasti istraživanja su teorija i praksa javnobeležničkog i vanparničnog postupka. Autor je monografije Ovlašćenje javnog beležnika i organizacija beležništva(Službeni glasnik) i koautor knjiga i komentara Komentara Zakona o vanparničnom postupku (Službeni glasnik), Vanparnični i javnobeležnički postupak (Službeni glasnik), O javnom beležniku-notaru (Glosarijum), Komentara

o Zakonu o javnom beležništvu(Paragraf) i autor je mnogobrojnih naučnih i stručnih članaka. Izabrana je u zvanje vanrednog profesora Privredne akademije samostalnog nedržavnog univerziteta u Novom Sadu. Bila je sudija Prvog osnovnog suda u Beogradu i načelnik vanparničkog odeljenja i odeljenja sudske prakse, sada je sudija Drugog osnovnog suda u Beogradu.

Dr. Milena Trgovčević Prokić graduated from the Faculty of Law of the University of Belgrade. She has mastered the Civil Law

Department at the Faculty of Civil. At the Faculty of Law of the University Union in Belgrade in 2006, she defended her doctoral

dissertation. She was a member of the working group of the Federal Ministry of Justice, working on the Law on Public Notaries

(2002) and a member of the Working Group on Implementation of the National Strategy for Judicial Reform (2006), a Working

Group Member of the Ministry of Justice for Drafting a Law on Public Observation(2008) and the Law on out-of-court

procedures (2012). She is the author of the monography Authorization of the Notary Public and Notary Organization and co-

author of books an commentaries: Comments of the Law on Outpatient Procedure, Outbreak and Public Obsolete Procedure,

Notary public, Commentary on Public Notebook and author of many scientific and professional articles. She was elected as

Associate Professor of the Privileged Academy of Independent State University of Novi Sad. She was the Judge of the First Basic

Court in Belgrade, now a Judge of the Second Basic Court in Belgrade.
