4. PROGRAMMING (2:05) a. Jason provided a summary of the following programmatic updates related to employer

services: i. Employer support/business services (during and beyond COVID-19) are provided

at an increased capacity via the KCC business services team, as many companies have experienced temporary or permanent workforce reductions.

ii. Virtual services continue to be provided to employers, along with small business and Rapid Response services

iii. Nkcareercenter.org website features daily updates featured on the COVID-19, Unemployment Insurance, and Job Search Marketplace pages

iv. Centralized phone number of 859.292.6666 is offered to job seekers, UI claimants, and employers

v. Career Center staff continue to triage UI services via Amazon Connect vi. Facebook Live employer events occur each Thursday, featuring employers who

are actively recruiting for positions b. KCC re-opening of in-person services (update)

i. Jason shared the following updates on this topic: 1. March 17, 2020- state owned/leased offices across Kentucky (including

Kentucky Career Centers) discontinued in-person services; virtual services were provided/expanded

2. No official guidance/directives have been provided by the state regarding the "re-opening" of in-person services at Kentucky Career Centers

3. KCCs continue operating in a virtual format throughout the 10 workforce areas in KY; OH and IN are operating in a similar fashion

4. KCC leadership team and NKWIB staff are meeting weekly to strategize/plan for in-person services

5. Top concerns: 6. Backlog of UI claims in Kentucky (est. 50,000); 7. Strong potential for extensive customer queues that could reach

beyond the KCC parking lots/exterior areas, should in-person services resume before the resolution of backlogged claims; similar experiences took place during the 2008-2009 economic recession, but prior to social distancing requirements and with double the number of local UI staff/representatives compared to current staffing levels

8. Safety/health of staff and customers 9. Staff capacity / customer flow 10. Local KCCs are being equipped with [CDC-recommended] PPE, health,

and safety measures 11. Additional resources to support relaunching in-person services:

Dislocated Worker Grant (awarded), Duke Energy (applied), and other potential resources

12. EDWC is committing to providing security personnel at larger KCC locations (e.g. Covington)

13. Curbside service, appointment-only, resource room, and virtual services will be offered once in-person services resume

14. Potential date for resuming in-person services at KCCs in NKY: August 2020

ii. Michelle noted that whatever measures we take, we need to keep in mind that the CDC is expecting COVID to ramp back up with the onset of normal Flu season in late September or early October, and the likelihood that we are still in the first wave. That said, where we were in March and April, we could be in that same predicament at the end of the calendar year. Rhonda added that she also felt those were good points.

1. Goal of the ERG: to provide a digital “One-Stop” resource for employers with an emphasis on available services by function (versus by agency/ organization)

2. July 2019- initiative identified by GROW Pillar 3’s Employer Partner Roundtable

3. Phase 1 (accomplished) a. Identify host for website b. Build and compile key categories of employer resources

4. Phase 2 (in-progress; to be completed by August 31, 2020) a. BSC review/ feedback b. Workforce partners to provide content (with assistance from

KCC and GROW Pillar 3) c. Populate subcategories with info/content from partners along

with contact information d. Identify "Gatekeeper" of the content/guide

i. Update: Katie Jo Kirkpatrick will be serving in this role once the content has been established.

e. Potential review by local employer focus groups (SHRM, etc.) f. BSC review/approval (August 19, 2020) g. Officially launch https://nkcareercenter.org/erg/

5. Rhonda said she liked the idea of the focus groups to provide input on the Emplr. Res. Guide. Can we have an opportunity to include our companies? Would be interested in tapping one of our HR partners at Duke, as an example. Jason replied, absolutely!

6. Rhonda also inquired about whether there any other KY WIBs or SW OH WIBs that have something similar from which we can benchmark? Correy said that he would double-check with GROW Pillar 3 partners to inquire about potential benchmarks.

d. Operator and Employer services highlights- Correy Eimer, Ellen Bates (2:30)

i. Ellen shared the following updates from the Direct Services Provider 1. Started Career Coaching sessions via Facebook Live to discuss programs

and resources available 2. Highlighting a regional employer weekly during Facebook Live

a. Having successful job placements from employers featured in Facebook Live

b. Employers scheduled through mid-July to be featured 3. Partnering with KCPL for the Elevator Pitch Power Hour virtual

Workshop 4. Conducting monthly virtual resume workshop starting this week 5. Participating in two rural county food distributions in Owen (6/16) and

Grant County (6/25) 6. Increase in Rapid Response WARN notices, over 800 affected workers

since March a. Many WARN Notices indicate temporary lay offs

7. Held Rapid Response sessions for 2 local employers a. One session was held via Zoom and the other was held outdoors

with social distancing b. Over 100 job seekers attended to gain information about KCC

resources

9. Planning first Virtual Job Fair in July: Virtual Veteran’s Job Fair ii. Correy shared the following updates from the One-Stop Operator

1. KY Career Center – Williamstown a. Planning to move into NKU Grant County Center

2. KY Career Center – Carrollton a. Exploring new, more affordable, office location

3. Deepening Employer Services and Engagement a. Ex.) Connecting with CovTech to assist with Workforce Needs

4. Goal: Increase # employers completing satisfaction survey a. Goal to increase satisfaction rate from 86% to 97%

5. DATA ANALYSIS- David Klokner, Jason Ashbrook (2:40)

a. Jason and David shared the following data/ information: i. Updated Key Performance Indicators (FY20- YTD)

1. Aprl’s data shows the clear surge in UI rate as well as the labor force rate during that month

2. Employer outreach, programs, and services have far exceeded the numbers from last year, largely due to the targeted sector outreach to employers as well as Rapid Response/ workforce reduction assistance

3. WIOA Training services are up compared to this time last year 4. Applicant interviews and job placements are down compared to this

time last year, impacted by COVID-19 ii. UI Rates by industry and affected workers – this report showed the top

industries affected since COVID-19 in Boone, Kenton, and Campbell Counties iii. KY Labor Force Updates (KY STATS) -

iv. National data/ trends- https://www.bls.gov/news.release/pdf/empsit.pdf v. Employer survey updates and satisfaction rates

1. The new rate has increased due to the new survey format, more universally available/applicable to most scenarios

vi. Additionally, Jason mentioned that KY Stats provide Labor Force Updates and other statewide data, along with BLS, which provides National Labor Data

b. Dave mentioned that it would be helpful to have some revisions to this data to focus on the “here and now” to make sure this “new reality” is illustrated in a prominent fashion. Andy added at a minimum, towards the bottom of the KPI report, to potentially add to the categories or footnotes to explaining the changes since COVID. Additional updates will be made and shared with the Executive Committee and full Board meeting.

6. PARTNERSHIP – Tara Johnson-Noem (3:05) a. Director’s report

i. Virtual products are being pursued to better serve job seekers and employers 1. job fairs

a. Working on utilizing digital platforms for these events b. Plan to test the virtual job fair concept utilizing Zoom c. Communicating with other counterparts regarding these

2. Briefed by Dep Secretary Josh Benton (workforce/education) last week. At this time, things are unclear about exactly how UI will continue to align with the other workforce/education programs through our local career centers

3. Recent in-person UI services were offered in Frankfort to help support iii. At-a-Glance- workforce updates continue to be sent weekly; feel free to share

b. GROW NKY updates i. Tara has been communicating with Leisa Mulcahy with GROW NKY on

opportunities to better engage the WIB/BSC as well as GROW partners. Correy Eimer provided the following update related to this topic:

1. Overarching goal of Pillar 3 – Adult Lifelong Learning aligns nicely with the work of the WIB through the following objectives:

a. GOAL: Increase the supply of qualified workers to improve regional Labor Force Participation Rate

i. Objective 1: Increase attainment of a post-high school credentials

1. Increase enrollment in high-demand sector training programs

2. Increase number served by KY Career Center 3. Engage individuals with life barriers

ii. Objective 2: Improve awareness and communication of resources for individuals, partners and employers

1. NKY Workforce Partner Roundtable 2. Digital Employer Resource Guide

2. Andy asked for clarification around alignment between the BSC and GROW Pillar 3. Tara confirmed that effort, adding how these two groups are compatible. Andy added that this would mean GROW would have a “home” on future BSC agendas. Additionally, if there are advocacy or policy issues that arise, this approach would help facilitate that effort. Dave asked whether GROW would report to BSC or the BSC would report to GROW. Tara expressed that either scenario could work. Dave recommended that Leisa Mulcahy report directly to the BSC to ensure that the information is consistent and accurate. Rhonda added that she is also available to provide a higher-level overview of GROW Pillars in her role as an NKY Chamber Board Member.

7. ACCOUNTABILITY/TRANSPARENCY – Jason Ashbrook (3:15) a. PY 18 State Monitoring update – Jason provided a brief update on the status of the state

monitoring. A closing session took place last Friday. The draft report from the state was positive, overall. There were only a few observational items that we are confident will be resolved prior to the final report. Additional details will be provided in future meetings.

8. Appreciation to Andy Aiello- Jason thanked Andy for his leadership as the BSC Chairperson (for the second time around) as his WIB term expires at the end of this month. Thank you, Andy!
