EXECUTIVE SUMMARY
Operation Pegasus is a year long process of training, seminars and exercises being sponsored by
Shawnee County Emergency Management and the Shawnee County Local Emergency Planning
Committee (LEPC).
Operation Pegasus will involve over 50 other offices, agencies, departments and organizations on
the local and regional level as well as many partners in the private and public sectors.
The intent and goal of Operation Pegasus is to train on and test local Emergency Plans, including
the 2016 Shawnee County Hazardous Materials Plan.
In accordance with the Shawnee County EOP, the 2016 Shawnee County HazMat Plan, local
protocols and procedures as well as applicable regulations and statutes, these courses are being
used to train responders and providers on the following:
The ability to direct, coordinate, and control emergency activities using the Incident
Command System (ICS).
The ability to alert, mobilize, and activate personnel for emergency response and
maintain operations until the situation is brought under control.
The ability to mobilize, track, and demobilize equipment, people, and other resources in
support of emergency operations.
Relate the parameters of the 2016 Shawnee County HazMat that serve to accomplish
operational objectives.
Implement appropriate actions to protect emergency workers and the public.
Coordinate and disseminate timely and accurate information to the media and the public.
Provide effective triage, treatment, transport, decon and accountability of the injured

Major Strengths
The major strengths identified during this event are as follows:
Excellent collaboration from all students on all topics
ERG discussions and scenarios elicited excellent survey remarks
Primary Areas for Improvement
Throughout the training sessions, several opportunities for improvement in response to an
incident were identified. The primary areas for improvement, including recommendations, are as
follows:
The survey’s that yielded the most instances called for a more hands on approach to
the training.
Observation of discussions and scenarios showed that there is a lack of
communications understanding when dealing with a HazMat incident.
Scenarios showed that there is a lack of understanding of the Traffic Incident
Management Plan and procedures in the Topeka/Shawnee County Metro area.
Comments from students in the surveys and to individual instructors asked that more
hands on experience with the actual radio devices would be welcomed.
Overall the training received positive comments. There were concerns that some of the areas
might have been too technical and those will be addressed as future trainings are outlined.
The intent of the planning team was to ensure that as many students as possible had exposure and
awareness of hazards and their potential responses to those hazards where they work and live.

SECTION 2: IMPROVEMENT PLAN
Recommendations:
1. The survey’s that yielded the most instances called for a more hands on approach to the
training.
During the last week of May 2017 (5/31 to 6/3/17) Operation Pegasus will be having
training to address issues/concerns from this training AAR and the upcoming April 18,
2017 Tabletop Exercise AAR.
It is recommended that all topics have a robust and intentional “hands on” approach.
2. Observation of discussions and scenarios showed that there is a lack of communications
understanding when dealing with a HazMat incident.
During any emergency, incident and/or event, it is paramount that those involved
understand the need to control the flow of information.
It is recommended that the Shawnee County PIO Group present a short awareness class
relating to Public Information. It is also recommended that part of the class involve some
type of “hands on” approach.
3. Scenarios showed that there is a lack of understanding of the Traffic Incident
Management System (TIMS) and procedures in the Topeka/Shawnee County Metro area.
It is recommended that the Shawnee County Trainers of TIMS present a short awareness
class relating to Traffic Incident Management. It is also recommended that part of the
class involve a robust and intentional “hands on” approach
4. Comments from students in the surveys and to individual instructors asked that more
hands on experience with the actual radio devices would be welcomed.
It is recommended that the Shawnee County CECC Technical Users Group present a
short awareness class relating to Shawnee County System and then provide a manner by
which students can gain “hands on” experience.

SECTION 3: CONCLUSION
Hazardous materials and waste are a concern for Shawnee County, because a sudden accidental
or intentional release of such materials can be dangerous to human health, to nearby property,
and to the quality of the environment. Such releases may come from both fixed sources, such as
a manufacturing or storage facility, or from a transportation source, such as a truck or pipeline.
Shawnee County and the Local Emergency Planning Committee (LEPC) have cataloged and pre-
identified fixed facilities that could experience accidental releases due to equipment failure,
human error, or a natural or manmade hazard event.
Hazardous materials pose a threat to communities in east-central Kansas. Localities where
hazardous materials are fabricated, processed, and stored as well as those where hazardous waste
is treated, stored, and disposed of are most at risk for hazardous materials incidents.
In 2011, there were 172 facilities housing hazardous chemicals in east-central Kansas identified
by the Community Right to Know Act. The number of facilities is illustrated in the following
figure, with 81 of those facilities being in Shawnee County. Additionally, localities along
transportation corridors that carry these materials to their final destinations are also at risk.
On December 14, 2015 the Board of County Commissioners approved a request from Shawnee
County Emergency Management to apply for the Hazardous Materials Emergency Preparedness
(HMEP) Grants for federal fiscal year 2017 (10/1/2016 thru 9/30/2017).
On October 5, 2016 the Shawnee County Board of County Commissioners approved and
accepted the award of the HMEP Grants in the amount of $60,000 (https://goo.gl/7RZgsL).
In accordance with the agreement, the grant will require an 80/20 spilt. Shawnee County has
again notified the State that the 20% match will be covered by the salary and/or fringe benefits of
responders/planning teams, equipment used for training/exercise and materials used for
training/exercise. The amount of the match is $15000.
As is outlined in the Appendix, in only counting the participants attendance salaries (instructors
will be tallied on later reports), a soft match amount of $22931.08 has been realized so far.
On February 23, 2017, The Blue Cell signed a Contract with Shawnee County Emergency
Management and the Shawnee county Local Planning Committee (Contract #C83-2017) to
conduct a Tabletop Exercise and two Full Scale Exercises as a part of Operation Pegasus.
The lessons learned and recommendations from the Tabletop Exercises and Training Sessions
will be incorporated into the Objectives for the Full Scale Exercises.
