Introduction:
ACSFo in partnership with GIZ conducted the community policing project activities in five
police substations (Police Substation One, Police Substation Two, Police Substation Three,
Police Substation Four and Police Substation Five) and five rural districts (Khanabad,
Aliabad, Qala e Zal, Imamsaheb and Chahardara) of Kundoz province. It aimed to establish
interaction, trust and cooperation between police and community. This report focused on
main activities (police trainings, awareness raising workshops, NWC and SC meetings,
establishing community and police resource centres, distributing stationaries for school
students and installing libraries for school students ) which were conducted successfully
since 1.October- 30 December 2012.

Summary of Project Activities:
Police Training:
ACSFo conducted 76 police trainings for 330 policemen
in Kundoz province. The trainings were aimed to
capacitate the police in rules, regulations and
Afghanistan police law. Majority of the police
personnel are not professional and have also not
attended any major police institution as of police
academy. The only intention for them to join the police
unit is earning money and feeding their family
members. They knew how to fight against afghan
government opposite groups but unfortunately they
did not understand the main duties of police and
citizen rights which resulted to misbehave with
community during their security operations, this
problem created major obstacles between the police
and community and the community started to have
negative notions and mindsets of the police behavior
and understanding. Therefore, it was a dire need to
have a much disciplined and well behaved police in
order to establish a healthy relationship with the
community. The following messages were delivered to
the police by using different tools such as participatory
method, flipchart, group work, answer and question
and energizer which enabled them to receive the
community police messages well.
Reportedly from field, after conducting police training
the legal awareness of police men are raised and they
understood that police has the responsibility to provide
individual and social security and protect people constitution rights and freedoms.
Currently the usual police members respect the culture of local community during security
operation as well as the community support police.

Human Rights Workshop:
ACSFo has conducted total 3 human rights workshop for 164 males and 36 females
including NWC and SC members, police and other influential people in the districts of
ACSFo Fourth Quarter Activity Report (October- December 2012)

Khanabad, Aliabad and Qala e Zal. These workshops were aimed to raise the awareness of
the participants on their fundamental rights and encourage them to approach their
constitutional rights. The human rights messages were presented in a participatory method
by using different tools such as power point presentation, answer and question, flipchart
and energizer an as result the participants understanding have raised on human rights.
Civil Society Workshop:
ACSFo has conducted 6 civil society workshops for NWC, SC members and influential people
in the police substation 4 area, police substation 5 area, Khanabad, Aliabad, Imamsaheb
and Qala e Zal districts of Kundoz province. In total 272 males and 109 females participated
in the workshop and it was aimed to raise the awareness of trainees on civil society. In
these workshops the civil society messages (definition of civil society, independence of civil
society, specifications of civil society, the roles of people in the civil society, purpose of civil
society and civil society in Afghanistan) were delivered in a participatory method to them
and the participants were enabled to understand the concept of civil society.
Prejudice Workshop:
One prejudice workshop was convened in Kundoz province for 20 males and 7 females
including NWC, SC, police members and influential people to enhance their understanding
on the topic (prejudice). The messages of what is prejudice? ,points of Holy Quran and
Hadith about prejudice, views of psychologists and socialists on prejudice, features
of fanatic, consequences of prejudice, prejudice management and role of police in
decreasing prejudice) were delivered to trainees in a participatory method. This
workshop enabled the participants to understand the negative impression of
prejudice among people and encouraged them to prevent being bias.
Security Concept Workshop
The community policing trainers held 2 security concept workshops for NWC, SC members,
police men and influential people in the police substation one and police substation two
areas in Kundoz province. The total participants were 54 males and 10 females. It aimed to
increase the sense of cooperation among the local community to support their police. The
topics in the workshop include, the peace definition, kinds of peace (personal
peace, social peace, national peace) and duties of police and local community in
providing peace messages. The participants played an active role in the process of
understanding the main messages of the workshop through sharing their views and
perception in an open atmosphere in which everyone was allowed to question and answer
and as well share their comments to trainees. Consequently the trainees’ awareness raised

on security concept and they were motivated to assist police in the process of peace
building.
Anti-Corruption Workshop:
Eight anti-corruption workshops were conducted for the total of 315 males and 62 females
in the police substation one, police substation two, police substation three, police
substation four, police substation five, Aliabad, Imamsaheb and Qala e Zal districts of
Kundoz province. This workshop aimed to raise the participants’ awareness on corruption,
anti-corruption and effects of corruption in the Afghanistan government.
The anti-corruption messages such as definition of corruption, corruption from Islamic
view, kinds of corruption, corruption and verities of corruption in Afghanistan,
factors and effects of corruption in Afghanistan and anti-corruption were delivered
to participants. During workshop, different tools (power point presentation, answer
and questions, flash cards, energizer and group work which enabled the participants
to enhance their awareness on anti-corruption.
Community Mobilization Workshop:
Ten community mobilization workshops were held in the targeted districts of Kundoz
province. The total participants were 335 males and 100 females which were composed of
NWC, SC members, influential people and police. It aimed to mobilize and motivate the
participants specially NWC and SC members to work voluntarily for the implementation of
public work.
Justice Workshop:
ACSFo conducted four justice workshops for 114 males and 34 females in police substation
one, police substation three, police substation four and Imamsaheb districts of Kundoz
province to raise their understandings on justice to overcome discrimination and
oppression during their witnessing, judgement and other fulfilments in the field.
The justice workshop topics included (what is justice, Justice from law and Islam points,
usages of justice, and samples of justice in Islam) presented in the participatory method to
the trainees. The concept and topics of this workshop was very interesting and for the
participants.

NWC Meeting:
ACSFo conducted total 33 NWC
meetings for 180 males and 100
females in Kundoz province. Each NWC
meeting is composed of 8 males and 4
females. The meetings are held on
monthly basis in every rural and urban
district of Kundoz province. In the
meetings the NWC members provides
feedback about police performances in
their districts and then they share to
SC members to further discuss about
community concerns and then share them to police department for taking actions.
Followings are the findings of NWC members in each individual district:
The NWC Members Concerns in Police Substation One:
1. Mr.Ghulam Qadir resident of Kundoz city got amount of 100,000AFN from his
bank account. While he was going home along the road in a jinrikisha from city
toward Bandar-e-Kabul, he was anesthetized via venom by some unknown
men, and all his money was robbed.
2. Mr.Fawad shop was stolen during the night. The robbers entered through
breaking the ceiling of his shop.
3. On 3rd 2012 motorbike and amount of 200 AFN of Mr. Zekrullah was robbed
by suspicious armed men in Nawabad shorakhak area,
4. One thousand meters electricity lines of Mr.Ahmad were robbed by Ab.Qaiom
sons, what is the police reaction about it?
5. A metal plate was settled over a stream in Arabha village and used as bridge
but some body robbed it.

1. A person was searched and amount of 2000 AFN with a cell phone was robbed
by suspicious armed man closed to commander Badam, s check point.
2. The immoral men encroached school girls during their commuting to school,
closed to Kala e Gaw bridge area.
3. A lady has been killed by her brother in law in Kanam village.
The NWC Members Concerns in Police Substation Three:
1. Three armed men having motorbikes ambushed in the evening and stopped all
the motorbike riders who commute along the Kalapazy area and robbed their
motorbikes. Since last 20 days, 7 incidents have happened. We request police
to take immediate action to arrest the robbers.
2. The immoral motorbike riders disturb female students around Kalapazy and
Qarawaltepa area. We hope police to take action against it.
3. Mr.Sakhidad Turkman, SC member raised an issue of three armed motorbike
riders who robbed amount of 200,000AFN from a person after selling his
animals in the Kabazar area.
4. There are some kidnaper groups in Kundoz city that they should be arrested.
5. The hashish, wine and heroin are being sold in the small shops of Sar e House
road.
6. The rickshaws have crowded Bandar e Imamsaheb area; it is increasing the
risks of traffic incident.
7. The police men of Zarkharid security shell should be exchanged to Sesad Family
security shell.
8. Some police should be assigned to patrol the Kala Manar area in order to
prevent stealing.
The NWC Members Concerns in Police Substation Four:
1. There are some immoral guys who disturb female students through using
loving words.
2. There is agriculture farm and garden behind of Bibi Fatematul Zahra female
high school, some immoral and addicted guys aggregate for hashish smoking
which can create problems and lead the youth toward different crimes.

3. Dr.Atiqullah has repeatedly expressed his concerns about Mr. Abdul Raouf who
is being threatened via mobile by an unknown person. The issue has already
reported to the police.
4. Dr.Rokhshana son was kidnapped in Spinzar hospital area.
The NWC Members Concerns in Police Substation Five:
1. The transportation vehicles have been parked around Shirkhan Bandar high
school which created dust and made the students in trouble.
2. One day before Eidul Adha Mr. Rahmatullah one of the police officers burnt a
poor man house in Cholkapa village of Shirkhan Bandar.
The NWC Members Concerns in Khanabad District:
1. There are armed motorbike riders whose faces are covered and they are
regularly seen in the city. Police has not yet taken any legal action.
2. There were fight between two armed opposite groups in Khanabad district, but
no action were taken by the police..
3. A driver was beaten by policeman along the main road leading to Khanabad,
The police is not legally allowed to beat any one?
4. There has been repeated complaint on the speedy driving of the police
vehicles and the issue has been seriously raised. Still the police have not

The NWC Members Concerns in Aliabad District:
1. Mullah Zaher son was beaten by someone in Khile Gada village, still the police
has not taken any action.
2. There was a robbery case in the Chib area of Aliabad district. While two
motorbike riders passing by the way, two robbers stopped and injured one of
them, and took their motorbikes.
3. Two motorbikes were robbed in the Aliabad city.
4. We suggested several times to the head of district police for controlling of
over-crowded vehicles in the city but no action has been taken yet.

5. There is one women market in Aliabad district where ladies go for shopping
but they have been being bothered by some immoral men in the city. We
request the law enforcement agencies to take legal steps.
6. The numbers of the youths who gamble and commit some immoral actions
have increased in Aliabad district.
7. The police patrolling is not visible during nights in Aliabad district.
8. There was a personal dispute between Hamidullah and Sakhi which solved
apparently by intermediation of community elders but still they try to kill each
other. We urge the responsible police department to take immediate action.
9. The Aliabad police department should recruit female police .Due to the lack of
women police male police are assigned to check the females.
The NWC Members Concerns in Imamsaheb District:
1. In Esmail village while a daily labour was taking her wife to the doctor, the
robbers stopped them on the way and took his pocket money.
2. The transportation cost from Imamsaheb to Kundoz city is high and the
vehicles take the passengers more than their capacity.
3. Some ones robed a gold smith shop in the Bandar Rawza area of Imamsaheb
district and fortunately the thief is known but the police is not taking any legal
action.
4. In the stealing case of Haji Latif market the shopkeepers arrested the thieves
and handed over to the police, unfortunately the police released the robbers.
5. The local transportation cost of Aqmasjid to Naghma bazaar is high and the
drivers get money based on their own set criteria’s. The relevant government
authorities should set a standard cost for the transportation.
6. The police on the emergency situations don’t behave well with community
result to create distance among them.
7. The police don’t behave on some emergency situations which create distance
among people and police.
8. The bribe for obtaining national identification card has increased; we urge the
government to take necessary measures.
9. There is not female police in Imamsaheb police department to search women
therefore the men police only check the hand pockets of women.

1. There are some youths who wear masks on their faces and drive motorbikes
fast in Qala e Zal town. We request the police to take legal action.
2. The gravel trucks commute fast on Sakhascool area which has created
problems for Aqtepa villagers.
3. The police should arrest the illegal gunmen in Qala e Zal. 4. The fast driving of motorbikes should be prevented in the crowded areas. 5. The cars should not be parked in front of Aqtepa high school. 6. Mr. Haji Ghulam Haidar a NWC committee member expressed that the thieves
entered into his sheep stable to rob them, he reported to the police, and the police took action and reached the event field soon but fortunately the robbers had already escaped.
7. There was a robbery case on back of Milatepa security shell road and they
should be arrested by police.
The NWC Members Concerns in Chahardara District:
1. We request the Head of Chardara District police to coordinate the NATO
military operation for not annoying the chardara residence during night which
is causing fear to the local people.
2. The security shells police men fire illegally during nights.
3. Some unknown people wear police uniforms in Chahardara district.
4. The district governor house police do not behave well with visitors during
official time.
5. Some unknown people fire in the wedding parties.
6. The narcotic drug counter allocated a budget as award for Chahardara district
as its poppy destroyed completely, so where is that money?

SC Meeting:
The ACSFo has conducted 33 SC meetings
for 91 males and 54 females in Kundoz
province. The purpose of this meeting was
to receive the feedback of NWC members
about police performance and after filtering
the concerns by SC members to be shared
to police department.
The SC meetings are regularly held once per
month in every urban and rural district and
focused on the local community problems,
which have been highlighted through NWC.
They jointly analyzed and filtered them and
after arriving to a consensus, they share the agreed points to head of police department for
further actions.

Police Meeting:
ACSFo has conducted 33 meetings with police substations and police departments in the
districts of Kundoz province to strengthen the interaction, cooperation and trust between
police and community. In these meetings the SC members shared the concerns of NWC
members to police department and as well the heads and delegates of police departments
in the urban and rural districts promised to take action for the raised concerns. The main

1. The police was not informed about poisoning and stealing the money of
Mr.Ghulam Qadir in a jinrikisha.
2. Regarding theft case of Mr.Fawad shop from the roof side, the criminal branch
investigation team studied the case practically and resulted to arrest a
doubtful person from a closed neighbouring house the first investigation
report says that the arrested man is an indicted person.
3. Regarding the motorbike robbery case of Mr. Zekrullah, police was informed
late, and got some specifications. Anyhow some indicator which can proof the
identity of the robbers are reported that can be helpful in arresting of the
criminals. The further actions will be taken accordingly.
4. Indeed there is personal dispute between Ahmad and Ab.Qaiom that both
sides accuse each other. Ab.Qaiom claims that his house is fired by Ahmad.
Ahmad quarrels robbing of his one thousand electricity lines by him.
5. Regarding the theft of a metal plate in Arabha village, the head of police
substation one stated that he checked the event area. The ground reality
indicates that it was robbed by number of addicts and the police will arrest
them.
The Police Responds to NWC Members Concerns in Police Substation Two:
1. Regarding the civilian person that his 2000 AFN with a mobile set was robbed,
the deputy head of police substation two said: It is not an actual claim and if he
is right, why he did not report to the nearest security shell or police substation
two, it shows that he wants to defame police.
2. Several times we have arrested the immoral youths who disturbed the school
girls, but the community elders intermediated to release them, on the issue of
taking serious action against spray youths, who will guarantee that they don’t
intercede again?
3. According to deputy head of police substation two, the lady who was killed by
his husband in Kanam village actually her husband was addicted and lived for
five or six years in Iran. Since he wanted to take two bags of wheat to the
market for selling his wife inhibited him. Finally he killed the lady, meanwhile
her nephew arrived there and he accused him for having illegal relationship

with her. When the local community heard about the issue, they caught the
slain nephew and handed over to Taliban and they killed him.
The Police Responds to NWC Members Concerns in Police Substation Three:
1. I certify the armed motorbike riders’ robbery cases in the Kalapazy area, the
police with effective measures succeeded to find three motorbikes and return
back to their owners. I strongly promise to arrest the criminals and establish
the checkpoint in Kalapazy area for better security of civilians.
2. Regarding the raised issue by immoral motorbike riders who bothered female
students, I have to mention that police will take serious action against it.
3. In response to the robbery case in amount of 200,000 AFN which took place in
Kabazar area, we are following the suspected people and promise to arrest
them.
4. The police substation three arrested a band of kidnapers which were a group
of 11 people.
5. The police are not aware of selling hashish, wine, and heroin in the small shops
of Sar e Hawz, we will establish a mobile police patrolling to follow and take
action against them.
6. Daily we are controlling the jinrikishas to not crowd the Bandar e Imamsaheb
area and as well try to find a good place for them.
7. The head of police department promised to exchange the police personals of
Zarkharid security shell to Sesad Family security shell.
8. The police substation three will assign some police men to patrol Kala Manar
area to prohibit the robbery case in there.
The Police Responds to NWC Members Concerns in Police Substation Four:
1. The head of police substation three stated that he has specific attention to
follow the spray youths who bother the females.
2. I commanded to the security shell police who have the responsibility of the
Fatematul Zahra high school area to prevent using of intoxicant materials by
youths in the agriculture farm.
3. The one, who has threatened by suspicious faces via mobile cell phone, did not
report the issue to PSS4 police yet as soon as he claims against him, the police
will take legal action.

4. The son of Dr.Rokhshana is kidnapped in police substation one area and it does
not relate to police substation four, and if we could find any information
relating we will share to PSS one.
The Police Responds to NWC Members Concerns in Police Substation Five:
1. The vehicle parking issue is several times raised by SC members and we have
already discussed it with private transport sector authorities and they have
allocated a parking area to not park their vehicles beside the school walls
again, though it was thought that the problems is solved, nevertheless
whenever the head of police substation 5 returned from his official trip he will
meet the transportation sector again to follow the case even though if it is not
solve again the police will take necessary action accordingly.
2. The shelter burning issue which is against human being and our religious
compassion, rule and regulations, as I am acting head of police substation 5
and not fully authorized, kindly share this issue with the head of police
headquarters, he is the only authorized person who can take action about it.
The Police Responds to NWC Members Concerns in Khanabad District:
1. The armed motorbike riders issue have been discussed several times with
police department but the head of Khanabad district police told that the police
can’t afford to respond it as they are more powerful.
2. Yes, there was armed fight but not between two groups in fact two persons
were fighting between each other, case was reported to the Head of Khanabad
District Police, as soon as we were coming to the area, the problem was solved
among them.
3. There was armed fighting between two persons and not two armed groups in
Khanabad when the police arrived to the area of the incident, the problem was
already resolved.
4. It is true that a police man beat a driver who did not obey his command to not
park his vehicle on the square of Khanabad town. Beating human being is not
allowed but though the police man was affected to neurological problem we
jailed him for a few days.
5. Actually motorbikes and most of cars do not have proper documents whenever
we stop and hand over them to the traffic accident department due to their
fast driving but the community elder intermediate to release them.

1. The police will command the criminal branch of police department to attract
the suspected people soon.
2. ACSFo several times criticized policemen for not arresting the criminal, in fact
community does not help policeman to arrest the criminal while we sent a
warrant letter to the area the entire residents hide the criminal.
3. Office Manager of District Police centre instructed the government responsible
person to not let the Long vehicles of transportation inside the city.
4. We have not been informed of the robbery case in the Chip area of Aliabad
district so to take action against robbers.
5. We were not informed on the lost of the motorbikes in order to take necessary
measures.
6. We took action against the over crowd of the city but now its repeating again
so we are going to take serious action against them.
7. About the ladies market where ladies are encroached by immoral men ,
fortunately the head of Urban 2 police also is here afterward two policemen
will be assigned there during the Sales (Bazar day) to keep control the market.
8. Relating the spray youths, the community should specify them and the police
would take serious action and arrest them.
9. The Aliabad police department has limited police staffs and they are assigned
in some security shells and they don’t have enough police members for 14
hours patrolling, but in the near future by replacing the local police in the
security shells, our patrolling constraints would be solved.
10. Regarding the personal dispute of Sakhi and Hamidullah, the head of police
department will command chief of criminal department to summon them and
solve this problem.
11. Some females joint to Aliabad police department and they have been being
trainings for three weeks then start their work.

1. Relating robbery case of Ismael Qushlaq nobody complained to police to take
action, any how some police will be assigned to patrol there.

2. The head of police department of Imamsaheb district told that the high
transportation cost of cars from Imamsaheb to Kundoz is solved and I will
seriously follow the case. Loading extra passengers in the vehicles are due to
the fuel expenses problem.
3. Relating the robbery case of Bandar Rawza area, one of the thieves (Ab.Fatah)
arrested and the second one (Feda Sarkhil) is under police prosecution.
4. The robber of Haji Latif market was not released by police but he has escaped
from police department and due to this case the chief of prison is in jail.
5. The head of police department will direct the transport department to identify
the rate of local vehicle transportation cost of Aqmasjid to Naghma Bazar.
6. The police during emergency situations impose some security measurements
to prevent from any incidents such as bomb explosions and suicide attack; this
issue often causes to complain the community from police. Despite I will
command to soldiers to behave well with civilians.
7. I will discuss with head of statistic department about bribery case there and as
well try to catch the criminals.
8. Lack of female police is one of the basic problems in Imamsaheb police
department but recently a lady joint us and she is in police training and will
soon start her work.
The Police Responds to NWC Members Concerns in Qala e Zal District:
1. Regarding covered faces with mask by motorbike riders, we will take action
only inside the city but not along the road from Kundoz to Qala-e-Zal, it is
because along the way from Kundoz to Qala-e-Zal is dessert because they wear
the mask for taking precautionary measures against the dust.
2. Regarding the fast driving of gravel loaded trucks, we will share this issue with
transport sector to decrease their driving speed with commuting in residential
area. As result, after sharing this issue with head of transport sector solved.
3. Relating to illegal gun men in Qala e Zal district, it is good to clear their
identifications to take action police against it.
4. Relating fast driving of motor bikes drivers stated that we will take serious
action through advising and fining them.
5. It is good people identify the illegal armed people that police could be able to
take action against it.

6. The police vehicle was broken and could not respond to the Milatepa robbery
case on time. Actually it happened in the back of Milatepa and I request from
local community to commute along police security shell to be safe.
The Police Responds to NWC Members Concerns in Chahardara District:
1. NATO forces do not coordinate their night military operation with us; I myself
support their operation which helped to security. It is very fruitful and they will
never stop it unless they secure the area.
2. I am really thankful to the Chardara district communities, I have to state that
unnecessary fire open by the local police who are introduced by local
community side thus I request all community elders to discuss and solve
among themselves.
3. Head of Chahardara police department told that as one of our policemen did
not behave well with visitors thus I terminated him, rest of police guarding in
government district house are related to the district governor and I am sorry
for tacking action against them.
4. The head of District police said: I have already instructed all the security
checkpoints to prevent such gunfire in wedding parties.
5. The awarded funds against destroying poppy in chardara district depend to
narcotic drug counter department in Kundoz city.

Suggestion Box:
Total 14 suggestion boxes are installed and
functioning in the urban and rural districts of
Kundoz province. They aimed to collect the
complaints of local community who are
afraid of police and can’t raise their
problems to police or don’t have access to
NWC and SC members to share their
concerns through them.
The suggestion boxes are opened monthly
through SC members and police liaisons and
then the findings has been shared to head of
police department to take action. Mostly the
police department responded to the
concerned points which were found in the boxes.
1. The addicts rob some small things at the market in police substation two area. 2. Some people bear guns illegally without police uniforms in police substation two
area. 3. The pencil distributed by International agencies to the students is available for selling
in the market. 4. A police took the photo of a girl in the police substation four area. 5. The high speed driving of gravel loaded truck commuting along the main road
towards Sakhsacool area in Qala e Zal district which created a big problem for residents of Aqtepa village, hereby with due respect, we all residents of Aqtepa village request police force and ACSF office to take action in this regard.
The Police Responds to Community Concerns which Found in the Suggestion
Boxes:
1. The deputy of police substation two stated that they arrested the addicts in
accusation of bribery cases and handed over them to Kundoz police department but
they were released as they don’t have as specific place for them.
2. The deputy of police substation two told that If I observe anybody who bears gun and
wear police uniforms illegally, I will catch them and hand over them to prosecution.

3. The head of police substation four expressed that we are also in the picture regarding
the pencil which is found in the market for selling; the commission content of
relevant Department will set in this regard to follow the case.
4. The head of police substation four told that the police who took the picture of a girl
is unclear and it is good to identify him which this help us to take action soon against
it.
5. The delegate of Qala e Zal police department stated regarding fast driving of gravel
loaded trucks, we will share this issue with transport sector to decrease their driving
speed with commuting in residential area. As result, after sharing this issue with head
of transport sector solved.
School Campaign:
ACSFo conducted 4 school campaigns in
Police Substation Three who are main part
of society that can play a significant role in
the country development specially in
establishing interaction, cooperation and
trust between police and community.
Through this campaign, the concept of
community policing project was explained
to 187 female students through the ACSFo
trainer and police delegate, as well the
contact numbers of police and female NWC
members were shared to access in
emergency situation.

Community Dialogue
Ten community dialogues with police
officials were conducted in the urban and
rural districts of Kundoz province. In the
community dialogue the NWC, SC members
and influential people were invited to meet
police official face to face and raise their
concerns. Generally 561 males and 141
females including police officials, NWC, SC
members and other influential people have
participated in the dialogue and eagerly
stated their opinions about police
performances and commitments in their
districts and also the police responded to
all community concerns in a very good manner. These community dialogues provided
opportunity for local community who are afraid of police to express their perception in an
open atmosphere and also for police to meet the people face to face and explain the
government development and security programs which resulted helpful to remove the gap
and misunderstanding between police and community and replaced them to trust and
cooperation.
The Police Substation One Community Main Concerns:
1. The police should wear their uniforms during official tasks as the police are
being observed with leather coats.
2. The police should have coordination with community elders before arresting the
suspected people in the field.
3. The numbers of addicted people are increasing day by day. The addicts use
narcotic drug before people and police but the police don’t show any reactions.
4. The police should arrest the narcotic drug and vine dealers and hand over them
to prosecution.
5. The students of Hazrat e Ali high school bear knives and other injuring devices
into the school and in case of any personal disputes use from them.

The Police Substation One Responds to Community Concerns:
1. The police clothes are being provided in one size by foreign countries and they
fit to some police men and not to all members therefore due to cold weather
some of them wear winter coats.
2. The addicts don’t use narcotic drug before police and if they practice in front of
the community they should inform police.
3. In smuggling of narcotic drug and vines some powerful men are engaged and
catching of them look difficult, but the police try their good efforts and the
arresting procedures are being done secretly.
4. Nobody has informed police relating the Hazrat e Ali school problems. The
police can solve this problem unless the schools in charge state the difficulty
and introduce the suspected youths to police.

Provincial Conference:
One provincial conference was conducted
for 199 males and 19 females in Kundoz
province. It aimed to address the concerns
of local community who was not solved in
the district level. In this conference all
district NWC, SC members and influential
people were invited to Kundoz city to
subject their problems to head of Kundoz
police department, provincial governor and
head of provincial council to find solutions
for them.
This conference was arranged to three
sections (speeches, group works and
responds of police commander to
community concerns.
Indeed, this dialogue besides providing the
opportunity of a face to face meeting
between head of police commander and
community elders, responded to the district
community concerns which were not solved
yet and the participants were very happy
about it.

Community Resource Centre:
ACSFo has established 10 community resource centers for the local community in the urban
and rural districts of Kundoz province. It aimed to access the local community to social,
political and legal information easily in their field through providing various informative

NWC and SC members are identified in the public areas where the people take
responsibility of the resource centers and function the resource centers on their own
voluntarily.

Distribution of Stationary for School
Students:
ACSFo has distributed 11500 packages of
stationary for 5154 female students and
6346 male students through police men with
coordination of NWC and SC members in the
five urban and five rural districts of Kundoz
province to remove the mistrust of students
toward police men.
A package of stationary included one pen,
one file and two note books which were
designed with community policing pictures
and messages that both people and police
are encouraged through it to cooperate with each other for providing a better security in
the field and below are some key words of it:
Community cooperation is essential for better security of citizen.
Consultancy for ascertaining better security is a religious entity.
Police, for protecting civil order acts upon law not his personal views.
Police is the guardian of social, national and moral values.
Police must respect the fundamental rights of individuals.
People must be cooperative with the police in order to have a better security
situation.

Police ensures security that our children could go to schools without concerns.
The stationary delivery to students was appreciated by the school teachers, students, NWC
and SC members and police. It was helpful to create positive impression about police in the
mentality of students through this process as the students had already a negative view on
police.

Radio Talk:
ACSFo has conducted two radio talks that in
which the police commanders and
community delegates of police substation
one, police substation two, Imamsaheb and
Aliabad districts have participated. In the
radio talk, police security challenges,
achievements and community concerns
were discussed and it highlighted the
available solutions of police and community
working together.
In the radio talk the police assured people
about police ability in providing security and catching criminals in the remote villages.
They expressed that since starting community policing project the capacity and behavior of
police are upgraded but they complained from prosecution departments for releasing the
criminals by them. Moreover they requested from local community to support police to
provide better security in the field as the Afghanistan security problem can’t be solved
through military forces except the closed cooperation of people.

In the radio talk, the community delegates admired police hard work in imposing security
and as well stated that the police behavior have changed and improved since starting
community policing project in their districts. They were worried about existence of illegal
gun men in the ground and required from police to take action against them. At the end
they proposed to police to behave similarly with all community members during their
security missions and also should not accept the intermediation of anybody for releasing
criminals, which this issue can help both police and people to be closed with each other.

TV Talk:
Two provincial TV Talks were conducted in Kundoz city in which hosted the spokesman of
the Kundoz province police department. In these TV talks he insured local community about
security progresses of Kundoz province and pointed about police abilities that could
succeed to secure the vulnerable areas of Dasht e Archi, Chahardara, Imamsaheb and
Gultepa. He expressed still there are some illegal gun men in the districts of Khanabad and
Qala e Zal but the Kundoz police department will take action soon against them.
He appreciated conducting NWC, SC meetings, police trainings, awareness raising
workshops and community dialogues which were very effective in decreasing the distance
between police and local community. He requested from all police personal to respect the
police law and hold this message (The police is guardian of people) practically in the field.
And as well the police should prohibit from illegal actions and corruptions which are existed
in other governmental departments.

Establishment of Library:
Total 40 libraries were established for 31036
male and 2565 female students in 40 schools
of Kundoz province. The libraries were
established through police and coordination
of NWC and SC members in the districts to
build trust between police and students who
are afraid of police and have negative
impression from them.
The verities of books and name of schools in
the urban and rural districts of Kundoz
province are selected with coordination
head of Kundoz education department. He
admired establishment of libraries at the
schools and promised to support it well.
The police staffs, delegates of education department and representatives of committees
were present in the process of establishment of libraries in every individual school of the
targeted urban and rural districts. Through this the police, NWC and SC members found the
opportunity to interact with students and express their roles and activities in the field.

Monitoring:
ACSFo has conducted several monitoring field visits to measure the progress of community
policing project in Kundoz province. In the monitoring process all aspects of the project
including weak and strength points were analyzed and proper recommendations by the
monitoring team were advised to community policing project staff. As well during this time
a professional technical support were received from Kabul program team and used in
developing and leading the project toward prosperities.
Impact Survey:
One impact survey was conducted with the total of 500 people in five police substations
and five districts of Kundoz province.
The results of the impact survey report shows promising changes in the attitudes of the
people which can positively contribute in building the trust between the people and the
police. Another major change, which has been highlighted in the report, is that the
community also believes that the civil society can play a major role in bridging the gap
between the community and the police.
Although this survey was conducted targeting only the community and not the police,
nevertheless it revealed a good understanding by the majority of the public of the necessity
and benefits of public-police cooperation within the community. The eagerness of the
people to expand the project to the other areas of the province shows the consistency
people’s positive thinking regarding the project, as the same result was show in the
previous survey reports.
The traditional mechanism such local leaders, local Shuras and village influential are still
exercised in the targeted areas. The public still think the community Shuras, mullahs and
maliks are the important factors in improving relations between the communities and
police as well the most effective factor in improving the security.
Output:
1. ACSFo conducted 76 police trainings for 330 policemen in Kundoz province.
2. ACSFo has been able to conduct 3 human rights workshop for 164 males and 36
females including NWC and SC members, police and other influential people in the
districts of Khanabad, Aliabad and Qala e Zal.
3. ACSFo has conducted 6 civil society workshops for 272 males and 109 females
including NWC, SC members and influential people in Kundoz province.

4. One prejudice workshop was convened in Kundoz province for 20 males and 7
females including NWC, SC, police members and influential people.
5. The community policing trainers held 2 security concept workshops for 54 males and
10 females composed of NWC, SC members, police men and influential people in the
police substation one and police substation two areas in Kundoz province.
6. Eight anti-corruption workshops were conducted for 315 males and 62 females in the
police substation one, police substation two, police substation three, police
substation four, police substation five, Aliabad, Imamsaheb and Qala e Zal districts of
Kundoz province.
7. ACSFo has conducted four justice workshops for 114 males and 34 females in police
substation one, police substation three, police substation four and Imamsaheb
districts of Kundoz province.
8. Ten community mobilization workshops were held in the targeted districts of Kundoz
province. The total participants were 335 males and 100 females which were
composed of NWC, SC members, influential people and police.
9. ACSFo has conducted 33 NWC meetings for 180 males and 100 females in Kundoz
province.
10. ACSFo has conducted 33 SC meetings for 91 males and 54 females in Kundoz
province.
11. ACSFo has conducted 33 meetings with police substations and police departments in
the districts of Kundoz province to strengthen the interaction, cooperation and trust
between police and community.
12. About 14 suggestion boxes are installed and functioning in the targeted urban and
rural districts of Kundoz province.
13. ACSFo conducted 4 school campaigns in Police Substation Three to introduce the
concept of community policing for female students.
14. Ten community dialogues with police officials were conducted in the urban and rural
districts of Kundoz province.
15. One provincial conference was conducted for 199 males and 19 females in Kundoz
province.
16. Around 10 police resource centers were established in the urban and rural districts
of Kundoz province.
17. ACSFo has established 10 community resource centers for the local community in the
urban and rural districts of Kundoz province.

18. ACSFo has distributed 11500 packages of stationary for 5154 female students and
6346 male students through police men with coordination of NWC and SC members
in the five urban and five rural districts of Kundoz province.
19. ACSFo has conducted two radio talks that in which the police commanders and
community delegates of police substation one, police substation two, Imamsaheb
and Aliabad districts have participated.

21. ACSFo established 40 libraries for 25065 male students and 31036 female students
in 40 schools of Kundoz province.
22. One impact survey was conducted with around 500 people in five police substations

Outcome:
a. The police believed that they are being controlled by local community and they have to
respect the people during their missions.
b. An interaction and cooperation mechanism through conducting NWC, SC and
community dialogues has been established between police and local community.
c. The people mentality improved “they believe that the police can be respected, trusted
and empowered.
d. The local community awareness increased as they directly raise their concerns to the
police commanders in the community dialogues.
e. The Kundoz police have been capacitated on police rule and regulation resulted to know
their duties and responsibilities and currently some of them respect the police law and
citizenry rights during their security missions.
Success Stories:
Mr. Haji Sakhidad, SC member in Aliabad district said:” I was going to mosque at 7:11
PM that suddenly a police vehicle stopped in front of me and one of the police men
stated that we are following a car but it entered into your village and switched off its
lights, please help me in this regard. I accompanied the police to the village and followed
the suspicious car until we found it at 10:00 PM which was parked opposite of a house
but its driver had already escaped. Finally the police took the car toward the Aliabad
police department and thanked from me.”

Mohammad Zaher, police officer in Police Substation Two stated that when a man in the
Mullah Sardar Khan village observed a mine loading, he shared it with other villagers
than one of them called and informed the head of police substation two about it. Later
on the head of police substation two with some police men went to the event area and
mean while he asked support from head of Kundoz police department to neutralize the
mine, resulted to reach the Kundoz police department engineering team in the ground
and defuse the mine soon.

It is difficult for the community members in the districts to understand the main tasks of NWC and SC members and distinguish their functions with each other.
It is good to combine these two committees to function as one member body with new job profile.
The Kundoz police head quarter where all the police are being directed to educations and missions but they do not have an information centre as a reference point for all Kundoz police staff.
A police resource centre is required to establish and equip with furniture, computer and various informative books which could function as a base of information for all Kundoz police staff.
Sport plays a medicine role in improving physical and mental statement of police to do their tasks well but they don’t have sports clothes.
The Kundoz police need to be supplied sport dresses with lithographed community policing messages.
The female students are being taunted by spray youths during commuting schools in Kundoz province.
A suggestion box for police should be installed in the individual female accessible schools and as well it requires explaining the concept of community policing project.
