Duf Sundheim has been actively involved in politics for over 40 years. He has held leadership positions in several major reform efforts in California in the last ten years, setting numerous records. In 2003, Duf played a lead role in the first recall of Governor Davis, the first in the history of California. He also was a senior advisor on the workers’ compensation, open primary and redistrict-ing reform initiatives. Duf also played a key role in the re-election of the Governor in 2006, which set modern records for the percentage of blacks, Lati-nos and women willing to vote for a Republican. As Chairman of the California Republican Party (2003-2007) he narrowed the regis-tration gap between Republicans and Democrats to the narrowest it had been since the 1930s. During his period as Chairman he helped raise $100M for various initiatives, candidates and causes, also a record. Duf currently serves as CEO of Global Policy Solutions, APC, a California based company that provides mediation, legal, business and political services worldwide. President’s Message

Boots on the Ground We had a wonderful start to the

New Year. It was an honor to have the CFRW Past Presi-dent and current CFRW Parliamentarian, Joy Stewart, plus the current CFRW President, Carol Hadley install our new officers. We also had our new Northern Division President, Roseann Slonsky Breault , at our meeting as our featured speaker. The candle lighting ceremony was one of the nicest installations for our officers, I have ever seen. Our Past President, Janet Gardner, gave her Annual Review of Accomplishments at our January meeting. We all thank Janet and her 2011 Board for all of their hard work and accomplishments. Please visit our website for a list of awards and accom-plishments. Janet received special gifts from our mem-bers for the outstanding work she has done for our club. Janet was very excited with all of her gifts which included a plaque, memory album, a blouse and jewelry. Our newly elected board members will need your as-sistance in achieving our 2012 goals. We still need a Bul-letin Editor and a Director of Communication. Mary Croxen has agreed to do the bulletin until we find a new editor. I am hoping someone from our club will step up soon, so we can continue having a bulletin. Our club will have seven members attending the Northern Division Leadership Workshop held at the Sac-ramento Marriott in Rancho Cordova. This will be an informative day with workshops and presentations cover-ing per capita preparation, record keeping and budgets to help us become more effective club officers and club members. We will also receive ideas to help grow our membership, how to use public relations to benefit our club, creating a better newsletter, websites and more. The CFRW Winter Conference at the Manhattan Beach Marriott Hotel will be on Friday, February 3 through Sunday, February 5, 2012. The theme for the conference is “Republican Women Boots on the Road”. Karen Klinger and I will fly down for the convention on Friday. We look forward to our time at the conference and we hear the Marriott Hotel is close to a great shop-ping area. Please join us for the February luncheon to hear our featured speaker, Duf Sundheim, who was the Chairman of the California Republican Party from 2003-2007. Mr. Sundheim has been involved in politics for over 40 years. Thank you again for electing me as your President. It will be a very challenging and critical year; our club needs all your help to achieve our goals.

The Dorothy Andrews Kabis Memorial Internship honors the former president of the NFRW (1963-67) who later was appointed U.S. treasurer by President Richard Nixon. The internship gives female undergraduates the oppor-tunity to spend part of the summer working at national headquarters in Alexandria, Va. It includes a small mone-

tary allowance, roundtrip airfare to and from Washington, D.C., and housing in the D.C. metropolitan area.

Applicants must be at least a junior in college or a college student 21 years of age or older. They should have a general knowledge of government, a keen interest in politics, campaign experience, and sufficient clerical office skills that are adaptable to a busy office. A PRAYER FOR AMERICANS Thank you oh God, for the privilege of being an American citizen. May I always be worthy of this price-less gift. Teach me to be human with a human heart, as well as a human mind, so I never violate the sacred rights of my fellowmen. Help me to be calm without being cold, patient but never weak, strong but not arrogant. Deepen my love and reverence for our blessed land and her destiny as the haven for the oppressed and per-secuted. Keep me alert so I can always cherish the great dreams of our founders. Protect our republic and help me to be an example of Justice and equality. May I always, through my work and service, merit the honor of being known as a good American citizen.

Legislative Updates Allison Olson, CFRW Legislative Advocate

He’s At It Again! Senator Mark Leno is again trying to pass SB 810, which would mandate single-payer healthcare for Californians. The California Federation of Republican Women has opposed this legislation since its in-ception and we will continue to do so! SB 810 would make it illegal for any Californian to go without “qualifying” healthcare coverage. Failure to have coverage would result in a $695 tax penalty each year you are without insurance. The Senate Health Committee analysis stated the likely cost of implementing SB 810 at $200 billion ANNUALLY. Senator Leno and the 29 Democrat co-authors of the bill think this is a necessary expense for California. The CFRW disagrees. SB 810 will be heard in Senate Appropria-tions on Tuesday, January 17th. Like other 2 year bills, SB 810 must make it out of Appropriations by January 31st in order to survive. It was stalled in that committee last year, so hopefully some common sense will prevail as a $9 billion budget deficit looms over the Senate Appropriations Committee. Budget Buffoonery California budgets are usually full of complex accounting gimmick and shell game tactics and this new budget proposal is no different. Governor Brown is pulling out his most intricate magic tricks in order to “fill” our $9 billion deficit. One maneuver in particular is gaining a lot of media attention. Governor Brown claims to be cutting $1 billion from welfare-to-work programs, but it is really just clever fund shifting at work. A total of $248 million would be cut from welfare, while $736 million of federal funds would be shifted from welfare-to-work programs to Cal Grants, which is higher education aid for the poor. The state receives $3.7 billion in federal block grants for Temporary Assistance to Needy Families, so the shift from welfare-to-work programs to Cal Grants is less of a “hit” to welfare than Governor Brown would lead you to believe. The budget proposal is full of shifts like this and lacks real, long-term budget solutions. The Assembly Republican Caucus has launched a new website that breaks down Gov-ernor Brown’s budget and makes it easy to see through the Governor’s wily accounting. Please visit the website.

AMERICANISM

February for being a short month is packed with American history. Three of our most revered presidents were born in February: Ronald Reagan on February 6, Abraham Lincoln on February 12 and George Washington on February 22.

All three of these men were victorious in battle. Ronald Reagan brought down soviet Russia after a decades old Cold War. George Washington, fighting against a far superior army, brought forth a new nation and Abraham Lincoln kept the nation from splitting apart. These men were all warriors, whether it was on the battlefield or from the White House, their resolve led to victory. We must have a new president with that kind of resolve to put the starch back into the backbone of America. We can’t have another four years of a president wandering the world apologizing to dictators while declaring the United States a Muslim country as he has done in the past. We can’t have a president that votes “present” from the golf course or some foreign vacation spot. We can’t have a president who thinks it’s the government bureaucrat and not you who should decide what’s best to do with your money. Some other victories that we can celebrate in February that were brought about by American warriors are the U.S. Flag was raised on Iwo Jima on February 23, 1945; Kuwait was liberated from the Iraqi incursion on February 20, 1991, during the Bush 1 administration; the first WWII Medal of Honor was given on February 10, 1942. All of these victories were won by fighting men. If they can do so much, and suffer so much, we can make sure that they have not lived or died in vain by doing what we must do to rid America of the peril we face if this administration is allowed a second term. CARING FOR AMERICA Ahhhhh, February - the shortest month of the year, but the one with the most "get to take off work" holidays. This year, being Leap Year, we do get an extra day, but that still does not deprive February of it's "shortest month" title. It is also the possessor of the most recognized day of love - Valentine's Day. June may boast as the most popu-

lar month for weddings. But, it can't lay claim to having the most romantic day of the year. It's funny - men may forget an anniversary, but they seldom forget Valentine's Day. All this to say, love is in the air, and will be a priority during the month of February. Love always relates to the heart. And speak-ing of hearts - this would be a good month to remember to love and care for our own hearts, as well as our families' hearts. We could make love resolutions to do things to make our hearts happy and healthy. We can resolve, for at least this month, to eat more heart-healthy food and shy away from things we know strain our hearts. We could do a little exercise, and try to get more rest. I know that, as intelligent Republican women, we already possess the knowledge we need to do what needs to be done. We just need the motivation. What more motivation do we need than to be as healthy as we can be, so we can be around longer to love and support our children and grandchildren. Also, we need all the strength we can muster to fight those Democrats and their liberal ideas. So, let's take the month of February, with it's extra day to accomplish great things, to Care for America by caring for our-selves!!!!!!!!

Voter Registration In December, we registered 32 new citizens as Republicans at the Naturalization Ceremo-nies. We have a great time sharing our Republican ideals and showing our support for the legal immigration process. The next ceremony is scheduled for January 24th. There appears to be a change in the works, possibly a different location as there are no ceremonies sched-uled at Memorial Auditorium beyond the one in January. I will update as soon as I can. Set up is from 7-8 am; Registration is from 9-12 (noon).

Elections Debates and the beginning of the primaries start us on our most important work this year. We need to encourage family, friends and neighbors to get involved. There are many ways to get involved regardless of physical, economic or time restrictions. Please contact me for any in-formation on or connection to ways to get involved. Highlights & Analysis of the 2012-13 Governor’s Budget

Executive Summary The Governor has projected a General Fund budget deficit of $9.2 billion ($4.1 billion in 2011-12 and $5.1 billion in 2012-13). This differs from the Legislative Analyst’s November 2011 estimate of $12.8 billion ($3.0 billion in 2011-12 and $9.8 billion in 2012-13). The difference is largely attributable to the administration’s revenue estimates being about $4.0 billion higher and expenditures being about $400 million higher than the Legislative Analyst’s forecast. Governor Brown proposes $10.3 billion in solutions ($9.2 billion problem plus $1.1 billion reserve) that include $4.2 billion of Expenditure Reductions, $4.7 billion in Revenues, and $1.4 billion of Other (primarily one-time special fund loans and transfers). However, it appears that about $1.7 billion of “Expenditure Reductions” are not programmatic reductions, but are achieved by continuing the suspen-sion of local government mandates ($828 million) and achieving efficiencies through Medi-Cal man-aged care ($843 million). In addition, the “Revenues” are actually $7.2 billion, but cleverly offset by a negative $2.5 billion adjustment to reflect Proposition 98 interaction (i.e., the Proposition 98 share of new tax revenue). Thus, it appears the Governor is actually proposing about $2.5 billion in real pro-grammatic spending reductions and $7 billion of real tax increases. The Governor’s Budget plan relies heavily on his $6.9 billion tax increase initiative despite the fact that General Fund revenues are already growing by nearly six percent this year without increasing taxes, and are expected to grow even more rapidly in the near future (see Revenues Page 9). In fact, based on the Governor’s own projections, the tax increase revenue would exceed the structural budget gap by $4-5 billion in future years. It is irresponsible to push for an unnecessary tax increase, and even more reckless to use school children as hostages by making education the target for his trigger cuts (see Trigger Reductions on Page 58) if voters do not approve his tax increase initiative.

For further information go to cfrw.org We are gearing up for a busy 2012 as California Federation of Republican Women to show the rest of the party how to elect a Republican President. We need your help to accomplish this attainable goal. We are having a contest to see who can create and design the best logo for our two year theme. "One Team, One Purpose, One Goal". The winner will receive her registration and meals paid for, for either this conference, Advocacy or our Fall Conference. Please inform your members so we can vote on the winning logo at our conference. We will have a workshop on how to best utilize the features of the CFRW Website. This is a site so underutilized and a lot of information is dispensed through this site. There will also be a Presidents Round Table for all Club Presidents. We are working on a workshop regarding Public Relations and how best to use Social Networks in publicizing our clubs. Friday, February 3, 2012 at 5pm is the Ambassador Event with the NFRW President in attendance. We will begin the Conference on February 4, 2012 at 9:00 a.m. with the workshops being held after lunch. Voter identification has been a hot topic in state legislatures over the past decade. Since 2001, more than 700 bills have been introduced in 46 states. A dozen states have passed major legislation during this period. Only eight states require a photo ID when voting. Nineteen others require identification, but not a photo. These states total only 27, leaving 23 states with no voter identification requirement. The ACLU, among others, has filed suit in a number of states, challenging the legality of requiring identification. In October 2006, the U.S. Supreme Court overturned the 9th Circuit Court of Appeals’ decision to suspend Arizona’s requirements (ID, but no photo); but, the Missouri Supreme Court struck down the state’s photo requirement. That is currently being appealed. Considering that one has to have a photo ID to cash a check, get a hunting license in some states, board an airplane, etc., it is unconscionable how easy it is for ineligible voters to cast a ballot, and sometimes more than one ballot. The NFRW Legislative Committee believes that if we are to keep our elections fair, voter ID (preferably a photo ID) legislation should be passed in all 50 states. We urge NFRW members in states without these laws to start a campaign now to get a law passed in your state and to have it added as an amendment to your state constitution so that it cannot be easily repealed by the state legislature at a future date. For states with Democrat majorities in their legislatures, the citizen petition is the best way to ad-dress this issue. Each state has different laws for getting questions on their ballots, so members should contact their state attorney general or secretary of state for instructions. Our condolences to Karen Klinger on the loss of her sister. Karen became ill and was stuck in San Diego unable to return home. Happily she is recovered and home. She also reported that a younger sister is ill. On a happier note she, a daughter, son and daughter-in-law went to Kawai over Christmas. She said they had a wonderful time. Bobbie Weisner has had pneumonia and we wish her a speedy recovery. Ruth Crone has also been under the weather and hope she is feeling better. Fran Kruger’s two daughter’s threw her a seventy-fifth birthday with many close friends in attendance. Way to go Fran. They all celebrated at the Valley Hi Country Club in Elk Grove.
