Meeting Minutes

I. INTRODUCTORY REMARKS

1. Introduction and welcome remarks by Chairperson Tony F. Chan

Chairperson Chan began the meeting by thanking the assembled AEARU members for their attendance and

thanking President Gu Binglin and the staff of Tsinghua University – Beijing for hosting the meeting.

2. Welcome remarks by President Gu Binglin of Tsinghua University – Beijing

President Gu Binglin welcomed all of the participants. He explained that, founded in 1911, Tsinghua

University – Beijing had made great achievements for the well-being of Chinese society as well as for world

development and had become a comprehensive research university. He extended his best wishes for the

success of the meeting, stressing the importance of this opportunity for the presidents and staff of East Asian

universities to meet and exchange ideas.

3. Announcement of recent changes of member university presidencies

1) Seoul National University: from Former President Jang-Moo Lee to President Yeon-Cheon Oh

in July 2010

2) Tsing Hua University – Hsinchu: from Former President Wen-Tsuen Chen to President Lih J.

Chen in February 2010

Chairperson Chan welcomed both President Yeon-Cheon Oh and President Lih. J Chen. On behalf of AEARU,

he presented certificates of appreciation to the representatives of the above universities, to be conveyed to the

former presidents as tokens of appreciation for their valued contributions to AEARU.

The Chairperson explained that the minutes of the above meetings were compiled by AEARU Secretary and

distributed to all members. With no further comment and objection, he confirmed the minutes.

III. REVIEW OF AEARU ACTIVITIES IN 2009

proposed for the second half of 2009, but not held)

Activities 1-5 had already been reported at the 15th AEARU AGM in December 2009. The Chairperson

consulted with the members, asking if they had further comments to add. With no further comments, he

proceeded to the next item on the agenda.

IV. REVIEW OF AEARU ACTIVITIES IN 2010

Representatives of respective universities to reported the activities held in 2010.

1. The 9th AEARU Student Summer Camp; August 16 - 21, POSTECH

President Sunggi Baik reported that the camp with the theme of “How Can Northeastern Asia Lead the

World?” was to encourage students of AEARU member universities to develop global network and

train them in understanding global issues and challenges which could help them become global

leaders of tomorrow. Through the topics discussed at the workshop held during the summer camp,

participants investigated ways to earn a sustainable life together with the concept of trust, network

and collaboration among the countries of East Asia. The camp was a great success with a total of 53

undergraduate students from 14 universities (excluding POSTECH) taking part.

2. The 4th Advanced Materials Science Workshop; August 29 - September 3, University of Tsukuba

Vice-President Kazuko Shiojiri reported that the workshop was focused on a broad field of Materials Science

including bioscience using recently rapidly developing nanotechnologies. It was intended to exchange the

most up-to-date scientific information in the field of Materials Science and nanotechnology, and to establish a

forum to foster young researchers, who might become leaders in the field in the next generation in the East

Asian countries. It was a continuation of the series of workshop on Materials Science held previously in

Tohoku University in 2002, Nanjing University in 2007, and POSTECH in 2009. Tohoku University

suggested holding the next workshop in Taiwan within two years. Professor Mingwhei Hong of Tsing Hua

University – Hsinchu expressed his agreement. The workshop was attended by both AEARU and non-

AEARU universities.

3. The 4th Energy and Environmental Workshop; Seoul National University (SNU) (Originally proposed

for Oct-Nov 2010, now further postponed. Event Date to be confirmed)

Vice-President Junki Kim explained that due to the new President on board and international conferences held

at the university at a similar time in 2010, SNU planned to further postpone the workshop. He would

communicate with the Secretary about the concrete plan for hosting the workshop next year.

V. PROPOSED AEARU ACTIVITIES IN 2011

1. The 9th AEARU Web Technology and Computer Science Workshop;

January 17 – 18, 2011, Kyoto University

Vice-President Junichi Mori explained that the workshop would focus on cloud computing and the search for

knowledge. He particularly emphasized the support being offered to young researchers to attend the workshop.

Kyoto University intended to apply for AEARU funding in order to provide partial assistance with

accommodation expenses for eleven PhD-level students (one from each non-Japanese AEARU member

institution) to attend the workshop. The intention is to encourage students from non-Japanese member

universities to travel to attend the workshop.

2. The 11th AEARU Molecular Biology and Biotechnology Workshop;

December 2011, HKUST

Secretary Ms Cherry Leung explained that the workshop will provide a forum to exchange the recent progress

and ideas related to physical biology not only in the AEARU community but also throughout the world. With

the aim of engaging young researchers and students, poster prizes were to be awarded to best presentations, if

the AEARU funding was granted.

3. Symposium on the Culture of Chinese Written Characters;

December 2011 (tentative), Kyoto University

Vice-President Mori explained that the symposium would cover different aspects of the topic

including the culture, historical background and the way of thinking behind Chinese written

characters. He added that Tsing Hua University – Hsinchu and Peking University had also shown

their interest in hosting subsequent symposia on the same topic, following the one by Kyoto

University.

President Lih J. Chen of Tsing Hua University – Hsinchu expressed his interest in hosting the second

symposium, though he had a concern that if the scope of topics of the first symposium were to be too

broad, it would be difficult for them to select topics for the second one. He suggested Kyoto

University to cooperate with interested members to organize the series of symposia together.

Chairperson Chan thought that it might be good to begin the series with a broad scope so as to

involve all scholars and further map out the fields for the forthcoming symposia. He also agreed with

President Chen’s idea of having an organizing committee comprised of interested AEARU members.

Ms. Zhang Ying expressed the interest of Peking University in organizing the symposium as the

University is undertaking research on traditional Chinese characters, as well as applying new

technology to their study. She explained that Peking University would be interested in co-operating

with the organizing committee.

Chairperson Chan invited Kyoto University to take the lead in establishing a committee to organize

the series of symposia and coordinate among the scholars involved.

VI. UNSCHEDULED AEARU ACTIVITIES IN 2011

Host universities are needed for the following activities

Chairperson Chan asked if members would consider hosting one of the activities listed.

The 5th Energy and Environmental Workshop

President Si-Chen Lee of Taiwan University proposed to either collaborate with SNU in hosting the 4th Energy

and Environmental Workshop or to host the 5th Energy and Environmental Workshop on its own.

Vice-President Junki Kim replied that he would explore the possibility of collaborating with Taiwan

University.

The 4th Science and Technology Parks Workshop

President Baik of POSTECH proposed to host the 4th Science and Technology Parks Workshop next year with

the aim of promoting technology transfer to society.

Chairperson Chan expressed his interest and suggested a topic about the interaction of Science and

Technology Park in East Asian countries.

President Baik replied that the topic of the workshop would cover the role of research technology and it would

be held in the second half of 2011.

The 5th Network Education Workshop

President Chen Jun of Nanjing University proposed to host the 5th Network Education Workshop, which

would explore the topics of the information sharing and education network.

The 5th Advanced Material Science Workshop

President Hou Jianguo of USTC proposed to host the 5th Advanced Material Science Workshop.

Vice-President Shiojiri said that she would send the result report of the 4th Advanced Material Science

Workshop to USTC for their reference.

President Baik shared the experience of POSTECH in hosting a joint workshop on the same topic with Tohoku

University and Nanjing University in 2009 and thought the collaboration was a complete success.

Development and Collaboration of Asian Business Schools Workshop

The 2nd

Microelectronics Workshop

Associate Vice-President Yong Taek Im announced that KAIST would explore the possibility of hosting the 3rd

Development and Collaboration of Asian Business Schools Workshop and the 2nd

Microelectronics Workshop.

President Baik commented that members should feel free to combine the workshop if applicable, for instance,

a combination of a summer camp and a cultural workshop.

Chairperson Chan thanked members for being active in hosting AEARU activities.

VII. ISSUES TO BE REPORTED

1. Upon amendment of Constitution Clause 5.2, the number of Board of Directors members has been

increased from 5 to 7.

The Chairperson reported that the Secretariat received the written ballot from all AEARU members. All

ballots voted to agree with the amendments. The amended Constitution was sent to all AEARU members at

end of April 2010, together with the new BOD member list. The increase in BOD members will better reflect

the regional make-up of AEARU as a whole by having a larger proportion of BOD members from China and

Japan.

Ms Cherry Leung reported that the collection of the AEARU membership fee was completed in April 2010.

For the period ending 30 September 2010, the AEARU account had a surplus of US$ 33,791.95, with interest

added and administration costs subtracted.

The Chairperson added that with the membership fee collected, it would allow AEARU to start the

sponsorship program.

3. Second declination of an invitation to join the United Nations Academic Impact. ( Appendix 3:

AEARU Response to Academic Impact )

The Chairperson reported that a second invitation has been sent from the United Nations Academic

Impact to AEARU to join as participating partner of the initiative. The invitation was declined after

consulting with the Board of Directors.

VIII. ISSUES TO BE DISCUSSED

1. AEARU Annual Thematic Flagship Event

The Chairperson summarized the discussion from the last BOD Meeting in Osaka and it was generally agreed

that an annual thematic flagship event could be organized with topics central to, and aligned with AEARU’s

mission. The Chairperson named a few examples:

“What is the Common Culture of Asian Universities from a youngster’s perspective”

(suggested by President Washida of Osaka University)

Common Challenges of East Asia

Globalization of Education

The Rise of the Asian Scientist

President Zhou Qifeng of Peking University suggested that how to train global citizens would be a good topic

to explore and it was hoped a model of global citizenship would ultimately help to create a world of peace and

harmony. Yet, he thought there was no education system proved which was successful in training global

citizens.

Associate Vice-President Yong Taek Im pointed out that it was also crucial for an education system to be

sustainable and to be able to improve the quality of life.

President Baik emphasized that as leading research universities in East Asia, members should take the lead

and work together for youngsters as well as for the future.

Vice-President Junki Kim stated that it was true that universities had relied on foreign models in the past and

suggested that it was time to define the identity of East Asian universities and find their own ways.

President Si-Chen Lee of Taiwan University suggested East Asian Confucianism would also be a good topic.

Chairperson Chan suggested a sub-committee should be formed to continue the discussion.

Vice-President Junki Kim volunteered to organize a committee and agreed to report the result of the

discussion at next BOD meeting.

2. AEARU Activity Sponsorship Program – activity proposals selection and funding approval

The Chairperson summarized the agreement reached at the BOD meeting that the BOD members agreed to

grant a sponsorship of US $10,000 to Kyoto University to host the 9th AEARU Web Technology and

Computer Science Workshop. The Chairperson asked all other AEARU members if they endorsed the

decision and no objections or further comments were given.

As for the proposal from HKUST, the Chairperson advised that the theme of the proposal itself was sound, yet

he asked HKUST to submit a more concrete budget plan to the Secretariat and circulate it among the BOD

members for decision through e-mail. Chairperson asked all other AEARU members if they agreed with the

arrangement and no objections or further comments were given.

3. Review the aim, format, content, target audience and distribution of the biennial AEARU Brochure

The AEARU brochure is published every 2 years by the Chairperson and 50 copies of the brochure

will be sent to each member university. The brochure mainly consists of a full list of AEARU activities

held since the association’s inception, brief information about recent activities and profiles of the

member universities.

Chairperson Chan explained the background of the AEARU Brochure and pointed out that the information

included was quite stable from year to year. He explained that at the BOD meeting that it was agreed to have

an on-line version and also to produce a smaller and thinner version of brochure for easier distribution. With

no further comments from the other members, he suggested that the Secretary look into the possibility of a

thinner version of brochure and to present at the next BOD meeting.

4. AEARU membership requests received from universities

The Chairperson reiterated the agreement made at the BOD meeting that the membership should maintain

geographical limitation within the East Asian region and the member universities should be quality research

bases. With no further comments from AEARU members, he concluded that AEARU would not expand its

membership at the time being.

IX. DATES AND VENUES FOR FUTURE MEETINGS

1. 28th BOD Meeting: Spring 2011, host undecided

President Lin. J Chen of Tsing Hua University – Hsinchu offered to host the 28th BOD meeting next year in

conjunction with the 100th anniversary of the university from April 9-11, 2011. In addition to the BOD

members, he hoped to invite all other AEARU members to attend the Presidents’ Forum at the same period of

time.

2. 17th

AGM and 29th BOD Meeting: Autumn 2011, host undecided

Kyoto University offered to host the above meeting from December 14-16, 2011, in conjunction with the

Symposium on the Culture of Chinese Written Characters.

X. ADJOURNMENT

The Chairperson announced that all of the matters on the agenda had been covered and asked the members if

there were any further matters to be discussed before the meeting was adjourned.

President Zhou Qifeng introduced a summit conducted in Doha last November 2010, the World Innovation

Summit for Education (WISE) and suggested that members to pay attention and play an active role in similar

international initiatives.

Chairperson Chan thanked President Zhou for the suggestion and invited members to send any useful

information to the Secretary so that it could be shared among all members.

As there were no further comments, Chairperson Chan adjourned the meeting. He thanked the members for

their participation.

Symposium Concept:

In East Asia there has long been a shared culture of Chinese characters. It is a cultural sphere formed by

those with the ability to communicate by reading and writing Chinese characters, and thereby overcome

differences in spoken languages, and transcend the political boundaries of states and dynasties.

From ancient times to the present day, East Asian countries, regardless of differences in their languages, have

been able to communicate freely by producing standardized texts written in Chinese characters. In this regard,

Chinese characters can be viewed as an international writing system.

The countries of East Asia have long had the common script of Chinese characters, and have used that script

to engage in mutual exchange and diffuse a rich culture throughout the region. In the postwar period, as a

result of the differing situations of each country, the community of the cultural sphere of Chinese characters

was unable to exist as it once had. However, through the development and diffusion of information technology,

cultural exchange using the common script has become possible once more.

Against this background, Kyoto University aims to continue its legacy of oriental studies by creating an

opportunity for joint research into the cultural sphere of Chinese characters in collaboration with the members

of AEARU, an association whose members have a profound connection to that culture. We propose a

symposium to analyze the position occupied by the ancient, yet modern interface of Chinese characters in

contemporary society, and to consider in what way this culture should be developed, and how we should

understand its contemporary significance. The symposium will be open to students, faculty and staff from

AEARU member universities and other interested scholars.

Intended Use of Funding:

If the AEARU funding support is granted, Kyoto University intends to use the money received to provide partial

assistance with accommodation expenses for eleven PhD-level students (one from each non-Japanese

AEARU member institution) to attend the workshop. The intention is to encourage students from non-

Japanese member universities to travel to attend the workshop, as they will incur greater expenses in

attending than students travelling from within Japan.

Kyoto University will send each non-Japanese member institution an invitation to apply for accommodation

expenses assistance for one PhD-level student. The amount provided to each student will be equal and will

depend on the amount of funding granted to Kyoto University by the AEARU Secretariat. For example, if

US$10,000 is received by Kyoto University, each student will be awarded US$909.09 ($10,000÷11= $909.09)

(the students will receive the payments in Japanese yen).

Objective

The World Wide Web and Web technology have had a great impact on computer and computing sciences research and

education, as well as on society as a whole, particularly with the development of technologies, such as Web search and

data mining, ontology and semantic Web, collective intelligence and social computing, media computing, cloud

computing, and service computing. Web technology has also provided an infrastructure to promote international research

and education collaboration.

The Association of East Asian Research Universities (AEARU) Web Technology and Computer Science Workshop is a

forum for researchers from major universities in East Asia to present and exchange recent research results and report their

educational activities related to Web technology and computer science.

The 9th

AEARU Web Technology and Computer Science Workshop will be held at Kyoto University, on January 17–18,

2011, and will focus on cloud computing and the search for knowledge. The topics of the workshop include, but are not

limited to the following:

1) Web search and data mining

2) Web intelligence and social computing

3) Service computing, cloud computing and computing science

4) Multimedia technology on the Web

5) Use of Web technology and cloud computing for educational purposes

Physical Biology: Interface between physical and biological sciences

1. Introduction

Living organisms are made up of metastable physical systems(cells) of biopolymers (e.g. DNA,

lipids and polyssacharides), studies of which are at the intersection between physical and biological

sciences. With the accumulation of data in molecular and systems biology, complexity of biological

systems can now be tackled by physical and engineering approaches. Similarly, biological sciences

will benefit with a quantitative understanding of biological systems.

2. Themes

The workshop provides the forum to exchange the recent progress and ideas related to physical

biology not only in the AEARU community but also throughout the world. The topics of the

workshop include, but not limited to the following areas;

1) Physical biology of biopolymers

2) Physical biology of cells
