About the Village of Mamaroneck

The Village of Mamaroneck was incorporated in 1895. Residents on either side of the

Mamaroneck River realized that the growing community needed services to develop from a rural

farming community to a healthy commercial village. In 1890, they realized a new village must

be incorporated joining the two areas surrounding the River. The problem with incorporating a

new village was that the residents lived in two towns, the Town of Mamaroneck and the Town of

Rye. The area, located in the Town of Rye, is known as Rye Neck.

Slowly the new Village came into its own, its population growing from about 1,500 in 1895,

when it was a small farming community, to just under 19,000 for the 2000 census. Today the

Village is primarily a residential community on Long Island Sound with a major inland harbor

and facilities to build and service pleasure boating. Mamaroneck Avenue and Boston Post Road

are the main commercial areas. A light industrial area is located along Fenimore Road. The

Village comprises 6.7 sq. miles of area of which 3.5 miles are lands under water, approximately

9 miles of coastline, and 55 miles of roads (about 120 lane-miles of roads), including State and

County owned roads. The Village operates under a Council-Manager form of government, where

the elected Mayor and Trustees basically set policy and the Manager oversees the day to day

operations of the Village.

The Village is home to distinct residential neighborhoods, each with its own characteristic.

Along the Sound, there is Shore Acres, Greenhaven and Orienta, all places previously owned by

wealthy families from New York City as summer residences.

Heathcote Hill is situated on the hill overlooking the harbor, developed since incorporation; The

Heights, at the north eastern corner of the Village, developed in the 1920's; Old Rye Neck area,

with older homes built in the 1880's along Barry and Melbourne Avenues; further east in Rye

Neck, neighborhoods developed in the 1920's and 1930's; first developed before the Civil War,

the Washingtonville area, which is also known as “The Flats” because of being surrounded by

higher ground.

The railroad first came through the Village in 1848 servicing riders from New York City to

Connecticut and is now the New Haven line of Metro North.

The enclosed harbor with its beautiful park is a treasure to the community and used by residents

to participate in sports or relax and enjoy the view of the harbor and its surroundings. In early

May when over 150 Japanese cherry trees are in bloom, the harbor park is at its finest.

Mamaroneck, with its population of people from all over the world, is known as The Friendly

Village - A place for all to enjoy living in a community that welcomes different cultures and

appreciates their differences.

Composition of the Village of Mamaroneck Police Department

The Village of Mamaroneck Police Department (VMPD) provides coverage to the community 7

days a week /24 hours a day/365 days a year. The officers work a rotating 8x4/4x12 tour and a

steady 12x8 tour.

The VMPD is composed of 51 sworn police officers and more than 40 other civilian employees

including bay constables, administrative staff, and part-time employees and seasonal employees.

Working within the protocols of Westchester County Civil Service, the VMPD has sought to hire

officers representative of the Mamaroneck community.

The department is composed of the Community Services Division, Investigations Division, and

an Administrative Division. The Community Services Division includes patrol officers, bay

constables (seasonal); the Special Operations Unit, which includes bicycle officers and traffic

enforcement officers, Investigations Division includes general investigation detectives, youth

and domestic violence detectives; and the Administrative Division includes the training sergeant,

as well as parking enforcement officers, school crossing guards and watchpersons (seasonal).

The Village of Mamaroneck Police Department engages in community policing through the

utilization of its bicycle officers in the downtown area to foster positive relationships with

business owners, residents, and visitors to the village. The traffic enforcement officers ensure the

safety of students by monitoring locations during school bus pick-up and drop off times. They

also ensure the safety of all motorists and pedestrians by ensuring trucks are following federal,

state and local motor carrier safety laws. The department maintains a presence in the schools

through the Drug Abuse Resistance Education program as well as other youth-based safety

programs. The department’s bay constables patrol the waterways of the Long Island Sound to

ensure the safety of boaters and enforce NYS Navigation Laws.

The VMPD works closely with religious institutions in the community to promote the safety of

worshipers through high visibility patrol efforts. The department also partners with the

Community Resource Center, a local advocacy group, with matters regarding victims of

Domestic Violence.

With the exception of last year, (due to the pandemic), officers participate in the national “Coffee

With A Cop” day, as well various community forums and events in order to engage with the

community.

Composition of Police Reform and Reinvention Committee The Police Reform and Reinvention Committee (PRRC) was formed in the Fall of 2020 to

respond to Governors Cuomo’s Executive Order (EO) 203. That EO requires the governing body

to submit a police reform and reinvention plan by April 1, 2021 to the State.

Mayor Thomas Murphy would like to acknowledge and thank the residents of the Village of

Mamaroneck, community stakeholders, and staff representatives who participated in the PRRC

meetings and public forums.

On December 15, 2020, the Committee formed sub-committees to work on the 16 areas

presented to the Village of Mamaroneck Board of Trustees in late September 2020 entitled

Police Reform Policy Plan and Timelines.

The Reform and Reinvention Plan Components:

2. Model policies and guidelines promulgated by the New York State

Sub-committees were formed based on categories in the Village of Mamaroneck Police Reform

and Reinvention Committee planning document and volunteers were assigned. The sub-

committees are:

i. Training - #6, 7, 8 and 16

ii. Policy/Accreditation - #1, 2, 14, 15 and 16

iii. Community - #3, 4, 5, and 9

iv. Crime Prevention - #11, 12, and 13

v. Civilian Oversight - #3, 5, 7 and 10

After many staff and individual committee member hours, the following draft recommendations

were presented to the Board of Trustees by the Police Reform and Reinvention Committee on

February 19, 2021.

Component 1 - Training Recommendations

The Police Reform and Reinvention Committee Training Sub-Committee suggests the following

to the Board of Trustees. These PRRC unanimously supports these recommendations as well:

1. Continue with existing training protocols and programs

a. Maintain the training levels and continue to provide the member of the Village of

Mamaroneck Police Department with required and supplemental training as

offered by Westchester County and other outside resources.

2. Complete CIT Training (Long Term Goal at No Cost).

The lack of mental health crisis services across the U.S. has resulted in law

enforcement officers serving as first responders to most crises. A Crisis

Intervention Team (CIT) program is an innovative, community-based approach to

improve the outcomes of these encounters.

In over 2,700 communities nationwide, CIT programs create connections between

law enforcement, mental health providers, hospital emergency services and

individuals with mental illness and their families. Through collaborative

community partnerships and intensive training, CIT improves communication,

identifies mental health resources for those in crisis and ensures officer and

community safety. While the Village will be able to send up to 6 officers per year

to receive this training, it is now part of the County’s recruit training program

through the Academy.

a. Crisis Intervention Team (CIT) Training is provided by several outside agencies

including Westchester County and is a strong recommendation by the PRRC

Training Sub-Committee. Other organizations such as the National Alliance on

Mental Illness (NAMI) (https://www.nami.org/Advocacy/Crisis-

Intervention/Crisis-Intervention-Team-(CIT)-Programs) can provide training and

guidance for the Village of Mamaroneck Police Department. Benefits of CIT

Training according to the NAMI are in part,”

i. “Not only can CIT programs bring community leaders together, they can

also help keep people with mental illness out of jail and in treatment, on

the road to recovery… diversion programs like CIT reduce arrests of

people with mental illness while simultaneously increasing the likelihood

that individuals will receive mental health services.

ii. Give police officers more tools to do their job safely and effectively.

Research shows that CIT is associated with improved officer attitude and

knowledge about mental illness.

iii. Keep law enforcement’s focus on crime. Some communities have found

that CIT has reduced the time officers spend responding to a mental health

call. This puts officers back into the community more quickly.

iv. Produce cost savings. It’s difficult to estimate exactly how much diversion

programs can save communities. But incarceration is costly compared to

community-based treatment”.

3. Complete ABLE Training (Short Term Goal at No Cost)

a. The Training Sub-Committee recommends that the Department complete Active

Bystander for Law Enforcement (ABLE) Training. ABLE training empowers and

teaches law enforcement officers, regardless of rank, to intervene on behalf of

another officers’ actions as well as protects the officer if they intercede. The

Georgetown Innovative Policing Program (GIPP), partnering with global law

firm Sheppard Mullin, has created Project ABLE* (Active Bystandership for Law

Enforcement) to prepare officers to successfully intervene to prevent harm and to

create a law enforcement culture that supports peer intervention. This is a no cost

program provided the Village of Mamaroneck “commit to creating a culture of

active bystandership and peer intervention through policy, training, support, and

i. Project ABLE at Georgetown University is a national center for training,

technical assistance, and research, all with the propose of creating a police

culture in which officers regularly intervene as needed to:

1. Prevent misconduct

2. Avoid police mistakes

3. Promote officer health and wellness.

Training Sub-Committee Comments: “Generally, The Village of Mamaroneck Police

Department is doing a good job staying on the cutting edge of training and that is something we

would encourage them to maintain”.

Component 2 - Policies and Accreditation Recommendations.

The Police Reform and Reinvention Committee Policies and Accreditation Sub-Committee

makes several recommendations as identified below. These PRRC unanimously supports these

recommendations:

New York State Accreditation (Medium Term Goal)

Achieving NYS Accreditation had been a goal of recently retired Police Chief Chris Leahy and

continues to be an objective of current Police Chief Sandra DiRuzza. Accreditation status is the

aspiration of most, if not all, Police Departments throughout NYS. The Village of Mamaroneck

Police Department does not take the accreditation process lightly. In order to achieve

accreditation the Village of Mamaroneck Police Department must devote significant human and

financial resources to analyze, revamp, modify, and modernize its internal processes from

policies, to training, to discipline, and more. The Department must commit itself to this process

as it will expose areas of strength, weakness and identify opportunities and strategies for

improvements.

1. Start the process of accreditation by filing an application with New York State. The State

Division of Criminal Justice Services provides guidelines and a path for accreditation

success. They provide:

a. Accreditation is a progressive and contemporary way of helping police agencies

evaluate and improve their overall performance. It provides formal recognition

that an organization meets or exceeds general expectations of quality in the field.

b. Accreditation acknowledges the implementation of policies that are conceptually

sound and operationally effective.

c. The accreditation program provides oversight in agency organization, fiscal

management, personnel practices, and records management. Training standards

encompass basic and in-service instruction, as well as training for supervisors

and specialized or technical assignments as well as operations standards.

d. The New York State program became operational in 1989 and encompasses four

principle goals:

i. To increase the effectiveness and efficiency of law enforcement agencies

utilizing existing personnel, equipment, and facilities to the extent

possible.

ii. To promote increased cooperation and coordination among law

enforcement agencies and other agencies of the criminal justice services.

iii. To ensure the appropriate training of law enforcement personnel; and

iv. To promote public confidence in law enforcement agencies.

2. Continue to use PowerDMS to modernize the existing policies and add new policies to

this platform.

a. PowerDMS is an online platform specifically designed to manage policy

distribution and training requirements for an organization. A specific component

of the PowerDMS platform utilizes the require management tool for the NYS

Division of Criminal Justice Services Standard 55.5 Intra-Agency Cooperation as

well as any distribution of written directives found in multiple Standards.

3. Continue encouraging officers to use PowerDMS so it becomes a critical and essential

resources of written policies and procedures for VMPD to doing and performing their

Component 3 – Community Relations Recommendations (Short Term Goal)

The Police Reform and Reinvention Committee Community Sub-Committee recommends the

following actions to the Board of Trustees. Except for maintaining an “open” online survey, .

The PRRC unanimously supports these recommendations:

Conduct both indoor and outdoor community forums. Forums can be both topic specific and

allow for informal Q&A. In an effort to connect with the community, the Village of

Mamaroneck police Department will expand on the DARE program to include more focused

forums to listen/learn from the residents. Examples: Domestic Violence-NYS Mandatory Arrest,

explore cultures and beliefs

1. Utilize Larchmont Mamaroneck Community TV (LMCTV) to schedule Village of

Mamaroneck Police Officers to speak on certain community outreach topics. LMCTV is

a tri-municipal resource for the Village of Larchmont, Town of Mamaroneck and Village

of Mamaroneck provided to Altice and Verizon subscribers and can be streamed online

from their website www.lmcmedia.org/. As a tri-municipal resource, all residents in the

viewing area will benefit from the information provided in a multi-media platform

expanding the audience and creating an opportunity for outreach topics that uniquely

impact the extended community base.

2. Conduct engagement events such as Coffee with a Cop or the National Night Out (NNO)

program. These programs create an opportunity to build and develop trust among the

residents and the Village of Mamaroneck Police Department. Specifically, NNO has been

a leading national program typically held in August of each year. According to the NNO

website, “National Night Out is an annual community-building campaign that promotes

police-community partnerships and neighborhood camaraderie to make our

neighborhoods safer, more caring places to live. National Night Out enhances the

relationship between neighbors and law enforcement while bringing back a true sense of

community. Furthermore, it provides a great opportunity to bring police and neighbors

together under positive circumstances” (https://natw.org/).

3. Identify what issues require police notification/response and provide resources for non-

police matters. Continue review and revision of police notification and responses as an

ongoing practice by the continuation of the Police Reform and reinvention Ad Hoc

Committee or other such future body as may be determined by the Village Board.

4. Continue to maintain an “open” online survey (abbreviated version) based on the Police

reform and Reinvention Survey the Village issued in December 2020. Received 87.5%

support from the PRRC. Alternatively, the Village may consider conducting a

similar survey in a year or so to gauge if opinions have changed.

5. Add trained professionals (i.e. social workers, therapists, etc.) to VMPD staffing based on

funding availability. These professionals would augment the Village of Mamaroneck

Police Department with a civilian staff specializing in wellness and mental health.

Additionally, the Village of Mamaroneck Police Department currently maintains a

partnership with the Westchester County Crisis Stabilization Team.

Component 4 - Civilian Oversight Recommendation (Medium Term Goal)

The Police Reform and Reinvention Committee Civilian Oversight Sub-Committee recommend

the following to the Board of Trustees. It is noted that these recommendations received only 50%

support from the PRRC membership.

The creation of a collaborative complaint review board composed of appointed civilians and

police officers. This Board will receive complaints, review them, and recommend a disposition

(or further investigation) of such complaints. The PRRC sub-committee recognizes that the

process set forth below must align with the parameters set forth in the Westchester County Police

Act as well as applicable State, County and local laws. As such, Civilian Oversight Sub-

Committee recommends the following, and are open to further discussion as to how to properly

adjust and implement such a board:

1. Complaint Review Board will do the following:

a. Directly receive complaints and refer such complaints to the Chief of Police for

investigation.

i. Complaints that are minor and rule based in nature (ex: improper wearing

of the uniform, complaint that a patrol car went through a red light etc.)

would remain with the Chief of Police/ Command structure for

disposition. The level at which such complaints would remain with the

command structure to be further discussed and agreed to.

ii. All other complaints would be investigated per the current investigation

protocol. The results of such investigation would be returned to the

complaint board for review and recommendation of disposition (either to

the Chief of Police and/or the Board of Police Commissioners). The

recommendation will be for disposition or further investigation.

1. If the recommendation is for further investigation, the complaint

board must specify the areas that require further investigation and

why.

2. Recommendations for disposition must be in writing and agreed to

by a majority of the complaint review board. Dissenting members

should have an opportunity to note their dissent and may provide a

reason if they so choose.

iii. Upon recommendation of the complaint review board, the Police Chief

and/or Board of Police Commissioners (as applicable under the current

discipline and review process) must either concur with the

recommendation or reject the recommendation (both of which may be

done in part or in full). Full concurrence with the recommendation

requires written sign off. A rejection (even if only in part) of any part of

the recommendation must be in writing and must provide the reason for

which the recommendation was rejected.

2. The complaint review board will be composed of an odd number of individuals. We

recommend at least 3 civilian volunteers, and at least 2 police officers (final numbers to be

determined at a later date). We also strongly recommend alternate members to account for

vacations, possible bias, command influence etc. On a broader level (and possibly at a later

time), it may be helpful to collaborate with the tri-municipality area (Village of Mamaroneck,

Town of Mamaroneck, and Village of Larchmont) in order to access more neutral police officers

in the instance that a complaint may be alleged against of a larger number of officers within

VMPD being subject to one investigation. The final makeup of the board for each complaint

must ensure neutrality and fairness (considering command structure to ensure no unlawful

command influence).

3. Police officer representatives will be appointed by the Chief of Police and approved by the

Board of Trustees. Civilian representatives will apply and be approved by the Board of Trustees.

4. All members of the complaint board must take an oath, be trained in the process (training to be

created) and serve for a set term. There will be a limit to the number of consecutive terms a

board member may serve but not cumulative term limit.

Zero or one officer, 4-5 civilians. Committee members are trained on law, rights and obligations

of officers, forms of discipline.

Complaints made directly to Committee or, if made to VMPD, referred to Committee.

Committee review and send to VMPD 1-3 recommendations for discipline, if any, including

possibly community mediation which leaves no blemish if completed voluntarily.

Police Commissioners (Board of Trustees) review Departmental decision with participation of

Committee in case of serious disagreement. Merge with recommendation made by Civilian

Oversight Sub Committee.

Component 5 - Crime Prevention Recommendations (Short Term Goals)

The Police Reform and Reinvention Committee Crime Prevention Sub-Committee recommends

the following. These PRRC unanimously supports these recommendations except where noted.

1. Community Policing - Increase in foot patrols and access to officers. As personnel

allows, increase foot patrol in more heavily trafficked areas. Familiarize with local

businesses and community leaders, clergy.

2. Efforts to rotate officers of color and women to day tours and visible positions. Enhance

availability for interaction with the public, provide business cards. Increase Facebook

presence inviting communication, anonymously or not.

3. Community Justice and individualized justice.

a. Decriminalize individuals, gain assistance from community leaders, family

members where individuals can be offered behavioral improvement options to

arrest and possible incarceration (programs available from Westchester DA,

Westchester County, TASC, possible no-plea judicial intervention). Establish

Liaison Committees with rotating officers and community members from

different areas to step in as needed site-specifically. Received 75% support from

PRRC members

4. Car Stops

a. Source of critique of officers' attitudes. Newly introduced DATs (Desk

Appearance Tickets) require subject to appear in court at a later date - reduces

street arrest scenes and lengthy processing. Use should be expanded as much as

possible for non-violent, non-bail eligible crimes. Received 75% support from

PRRC members

5. All auto stops are on video from p.o. vehicle. Can we add sound/volume? Received

87.5% support from PRRC members

6. Instruction for POs to approach with courtesy, introduction, maybe provide business card,

not exude power and control over the situation, keep subject informed of any delay.

Written record of ethnicity and age of subjects reported to Senior Officer end of tour and

make available on website stats. Received 75% support from PRRC members

levels (a tip is not probable cause without tipster identity verified and proven

must be strictly followed.

9. Facebook presence inviting communication, anonymously or not as well as adding a

dedicated FB page in Spanish.

10. Village of Mamaroneck Police Department recruiting be made from the Westchester

County listing to promote more diversity.
