1. INTRODUCTION

1.1 The university system in Sri Lanka operates within the framework laid down in the Universities Act

No. 16 of 1978. The selection of students for admission to undergraduate courses in the universities

is a task assigned to the University Grants Commission (UGC) under the above Act. Accordingly,

at present the UGC selects students for admission to undergraduate courses in the following fourteen

(14) National Universities, three (03) Campuses and five (05) Institutes which have been set up

under the Universities Act.

English is the medium of instruction. Accordingly, an applicant whose primary language is notEnglish or whose previous education has been conducted in another language, must demostrate acommand of English sufficient to meet the demands of classroom instructions, written assignmentsand participation in tutorials and discussions. Therefore applicants whose primary language is notEnglish or whose previous education has not been in English must provide evidence of proficiencyin English i.e. achieve a minimum score of 550 on the Test of English as a Foreign Language(TOEFL) or achieve minimum score of 6.5 on the International English Language Testing System(IELTS) etc.

2.1 Candidates with impressive results at a foreign examination held outside Sri Lanka, deemedequivalent to G.C.E. (Advanced Level) Examination of Sri Lanka are eligible to apply for admissionto universities in Sri Lanka.

a) Applicants are advised to attach to their applications the original letter obtained from theExaminations Board concerned, to prove that their educational qualifications are equivalent tothe G.C.E.(A/L) Examination of the University of London or qualifications required for admissionto a university in their own country to follow an undergraduate course of study leading to aBachelor’s Degree.

b) Applicants should ensure that all required passes should be obtained in one and the samesitting under a recognized Board of Examinations.

2.2 In order to become eligible for admission under this special provision,

a) Sri Lankan candidates should have studied abroad for a period of not less than five yearsimmediately prior to sitting the qualifying examination.N.B. - Applicants must provide documentary proof.

b) In the case of children of Sri Lankans attached to Sri Lanka diplomatic missions abroad or onforeign assignments sponsored by the Government of Sri Lanka, candidates should have studiedabroad at least for a period of 03 years continuously, immediately prior to sitting the qualifyingexamination.

Note : However, the candidates who have satisfied the requirements for admission at aforeign examination equivalent to GCE (A/L) Examination held locally too will beconsidered, if;

a. they have sat the said examination locally within a period of 06 months from thedate of their returning to Sri Lanka after completion of a continuous period of 2 1/2years of studies abroad immediately prior to sitting the qualifying examination.

b. their parents have returned to Sri Lanka on completion of the assignment havingserved at least a period of 03 years immediately prior to their child sitting the saidexamination locally.

N.B. - Applicants must provide documentary proof.

2.3 Candidates with High School Diploma should have passed the Scholastic Aptitude Test (SAT) andTest of English as a foreign Language (TOEFL) in addition to the High School Diploma.

2.4 Applicants must submit the documentary evidence in proof of the availability of sufficient funds.

3. ENGLISH LANGUAGE PROFICIENCY

The academic year of the Universities which follow the old system consists of three terms. TheUniversities which follow the semester system has two semesters per year. The date of commence-ment of the first term/semester of a particular academic year may vary from one institution toanother or from one Faculty of an institution to another. No students will however be admittedexcept as from the commencement of the first term of the academic year. It is planned to have acommon academic year for all the universities commencing from September/ October 2012, inwhich case the academic year will be from October of a particular year to September of the follow-ing year.

6. HOW TO APPLYEvery application of the admission should be made in the prescribed form obtainable from theUniversity Grants Commission.

a) Children of Sri Lankan diplomats seeking admission to universities in Sri Lanka should forwardtheir applications to the Additional Secretary (Academic Affairs & University Admissions),University Grants Commission, No 20, Ward Place, Colombo 07, through the Secretary, Minis-try of Foreign Affairs, Republic Building, Colombo 01, Sri Lanka.

b) Foreign students seeking admission to universities in Sri Lanka should forward their applicationsto the Additional Secretary (Academic Affairs & University Admissions), University GrantsCommission, No 20, Ward Place, Colombo 07, through the Ministry of Foreign Affairs of applicant’scountry and the Secretary, Ministry of Foreign Affairs, Republic Building, Colombo 01,Sri Lanka.

c) Sri Lankan students with foreign qualifications should send their applications direct to theAdditional Secretary (Academic Affairs & University Admissions), University Grants Com-mission, No 20, Ward Place, Colombo 07.

d) Every application should be accompanied by a Bank Draft of US $ 10/- payable to the Univer-sity Grants Commission, being the application processing fee. Applications which do not accom-pany the application processing fee will not be considered for admission.

e) All Pakistani Nationals seeking admission to Universities in Sri Lanka should obtain theconcurrence of the Ministry of Education, Government of Pakistan, Islamabad and attach theoriginal of the ‘No objection Certificate’ to their applications.

f) It shall be the responsibility of the applicant to ensure that his/her application is accompanied byall relevent supporting documents. All documents must be certified by the relavent authorities.

g) Each application for admission should reach the Additional Secretary/Academic Affairs &University Admissions of the University Grants Commission at least 03 months prior to theproposed date of admission.

h) Failure to submit the relevent documents and certificates along with the application may resultin rejection of the application for university admission under the foreign quota.

i) Closing date for applications for the academic year 2011/2012 will be on 15th May 2012.

4. SUBJECT PRE-REQUISITES AND PARTICULARS OF COURSE OF STUDY

In addition to the minimum admission requirements specified above, candidates have to fulfill certainsubject pre-requisites in order to qualify for admission to a particular course of study. Subject pre-requisites which have to be satisfied by the applicants with local qualifications for each course ofstudy are given in the Part Two. Applicants with foreign qualifications too are required tohave passed/offered (as the case may be) the subjects equivalent to those given in thePart Two.

7. ACKNOWLEDGEMENT

The UGC will acknowledge the applicant the receipt of the application immediately after the appli-cation is received. The acknowledgement card merely indicates that the UGC has received theapplication and it does not mean that the application has been processed.

8. SELECTION AND OFFER OF PLACES

1. The number of places reserved for this category of students is very limited and at present it is upto0.5 % of the total number of places available in each course of study. Selections of candidates withforeign qualifications are based on the following order of priority;

a) Children of Sri Lankan diplomatic personnel who are/have been stationed in other countries.b) Children of foreign diplomatic personnel working in Sri Lankac) Applicants from SAARC countries who seek admission on a self financing basis.d) Sri Lankan applicants not covered under (a) above.e) Other foreign applicants not covered under (b) or (c) above.

2. Upto 4.5 % of the places over and above the proposed intake in each course of study will beallocated to foreign students and Sri Lankan students who have obtained qualifications abroad onfee levying basis. Accordingly, candidates who have foreign qualifications equivalent to G.C.E.(A/L) Examination of Sri Lanka are eligible to apply.

Once the selections are finalized, the sucessful candidates will be so informed by the UniversityGrants Commission. Such candidates should make arrangements to get themselves registered at theUniversities which they will be assigned as early as possible in consultation with the Senior AssistantRegistrar/ Assistant Registrar (Student Registration) of the University.

All prospective foreign students should note that the Government of the Democratic Socialist Re-public of Sri Lanka will not convert a tourist visa to a student visa. Therefore, no person who wishesto gain admission to a University should enter the country on a tourist visa and they should makearrangements to obtain visas in advance.

9. ACCOMMODATION

In view of the limited hostel facilities available, the universities are not in a position to provide hostelaccommodation to students gaining admission under this special provision. However, the SeniorAssistant Registrar or the Assistant Registrar in charge of students welfare of the University towhich the successful candidate is selected will assist such students to find suitable accommodationoutside the university.

10. FINANCIAL ASSISTANCE

No scholarships or other financial assistance will be provided by the Government of SriLanka to candidates selected for admission under this special provision. They are requiredto bring with them sufficient funds in foreign currency for their maintenance whilst in Sri Lanka. Itis estimated that at present about 5,000/= (Sri Lanka Rupees) will be required per month for thispurpose apart from lodging which costs (Rs.5,000/= - 10,000/=) depending on the location of thelodging.

Those who are admitted to Higher Educational Institutions under the Special Provision of “Students withForeign Qualifications” are liable to pay the following combined tution and examinations fees. There-fore the applicants should submit with their applications, documentary evidence in proof of the availabil-ity of sufficient funds. However, students who will be selected under section 8 (1) (a) above are ex-empted from the following tution and examinations fees.

Universities/ Institutes may decide to offer scholarships in the form of a waiver up to 50% of the fees statedabove to students who will be selected under section 8 (1) above from SAARC Countries, Sri Lankanstudents and other students with good academic achievements from the Asian Region. However, studentsselected under 8 (2) above will be admitted only on fee levying basis.

SUBJECT PRE-REQUISITES FOR COURSES OF STUDY

1 ARTS STREAM

1.1 Arts

In order to be eligible for admission to a course of study in Arts, a candidate should have obtainedat least ‘S’ Grades in three subjects listed below, subject to the following conditions;

(i) Candidates should have offered at least one subject (they may if they wish select two or allthree subjects) from Social Sciences / Applied Social Studies, provided that; no candidate shouldhave offered the related Civilization when he/she has offered a religion classified under “Religions& Civilizations” as a subject. However, one subject can be offered from the TechnologicalSubjects with the other two subjects from Social Sciences / Applied Social Studies.

(ii) The requirement given in (i) above does not apply to candidates who have offered;(a) either three “National Languages” (Sinhala, English and Tamil) or a combination of

National and Classical Languages which includes at least one National Language (e.g.Sinhala, Pali and Sanskrit or English, Greek and Latin). However, no candidateshould have offered three Classical Languages.

(b) two languages with the third subject from either Social Sciences / Applied Social Studies,Religions/Civilizations or Aesthetic Studies.

1.2 Arts (SP)

The University of Colombo (Sripalee Campus) offers the following degree programs which areof four years’ duration.

B.A. Special Degree in Performing ArtsB.A. Special Degree in Mass Media

In addition to the minimum requirements for admission stipulated earlier in this Handbook, an applicantshould have;

(a) offered three subjects given in paragraph 1.1 above, provided that a candidate has not offered;

more than two languagesmore than one of the religions & civilizationsmore than one Technological subjectsmore than one of the following subjects ;

Accounting Business StatisticsEconomics

and

(b) a pass in English at the G.C.E (O/L) Examination. Candidates are required to submit theduly certified copy of the original G.C.E (O/L) Certificate along with the application. Failure tosubmit it will result in rejection of the application for Arts (SP).

1.3 Arts (SAB)

Candidates who have satisfied the minimum requirements for admission in Arts and CommerceStreams are eligible to seek admission to follow a four year / three year course in Arts (SAB)leading to following degrees’ at the Sabaragamuwa University of Sri Lanka;

(a) Bachelor of Arts (General)(b) Bachelor of Arts (Special)

The subjects, Economics, Statistics, Geography, Sociology, Political Science, Sinhala, English,Japanese, Hindi, Chinese and German are available to study as major subjects.

However, when selecting students it will be ensured that 50% of the intake will be from thestudents in Arts Stream and other 50% of the intake will be from the students in the CommerceStream.

1.4 Communication Studies

Candidates who have satisfied the minimum requirements for admission with at least a credit (C)pass in Sinhala/Tamil/English at the G.C.E. (A/L) Examination are eligible to seek admissionto follow a three year program leading to a Bachelor of Arts (Communication) Degree at theTrincomalee Campus of the Eastern University. In addition, the candidates should haveobtained at least a credit pass in English at the G.C.E. (O/L) Examination.

The University will offer two Degree Programs i.e. B.A. (Communication Studies) and B.A.(Languages) for which students will be selected by the Faculty concerned in accordance with acriterion determined by the Faculty, depending on the maximum number of students that can beaccommodated for each program.

Candidates who have satisfied the minimum requirements for admission having offered any threesubjects available at the G.C.E. (A/L) Examination are eligible to seek admission to follow a threeyear course leading to a Degree in Bachelor of Arts at the University of Kelaniya.

1.6 Islamic Studies

3.5 Food Science & Technology

Special Degree in Food Science &Technology.

3.6 Ayurveda /Unani /Siddha

In order to be eligible for admission to a course of study in Ayurveda/Unani/Siddha; a candidateshould have passed in Biology, Chemistry and Physics. The course of study in Ayurveda leading toa Degree in Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S) is available at the Institute ofIndigenous Medicine of the University of Colombo and Gampaha Wickramarachchi AyurvedaInstitute of the University of Kelaniya. The course of study in Unani leading to a Bachelor ofUnani Medicine and Surgery (B.U.M.S.) is available only at the Institute of Indigenous Medicine ofthe University of Colombo. The course of study in Siddha Medicine leading to a Degree in Bachelorof Siddha Medicine & Surgery (B.S.M.S) is available at University of Jaffna and TrincomaleeCampus of the Eastern University, Sri Lanka.

The medium of instruction is English for the course of study in Ayurveda. The medium ofinstruction for the course of study in Unani is English at the Institute of Indigenous Medicineof the University of Colombo whereas medium of instruction is English and Tamil for thecourse of study in Siddha Medicine. Duration of the courses of study in Ayurveda, Unani andSiddha is of six years, which includes 05 academic years and 01-year (final) internship.

3.7 Biological Science

In order to be eligible for the above course of study, candidates should have obtained at least ‘S’Grades in Biology and Chemistry and the third subject from among;

11.2 SPEECH AND HEARING SCIENCES

Candidates who have satisfied the minimum requirements for admission in the Arts, BiologicalScience or Physical Science subject streams are eligible to seek admission to follow a four yearspecial degree programme leading to Bachelor of Science in Speech and Hearing Sciences withspecialization in Speech and Language Therapy or Audiology conducted by Faculty of Medicine,of the University of Kelaniya. Audiology track will be open only to the students who havepassed physics at the G.C.E. (A/L) examination.

In order to be eligible for admission to a four year Honors Degree Programme leading to B.Sc.(Hons) Information Technology & Management offered by the University of Moratuwa,candidates should have qualified for University admission with at least a Credit (C) pass inone of the following subjects at the G.C.E. (A/L) Examination;

Higher Mathematics Economics MathematicsCombined Mathematics Geography PhysicsAccounting Logic & Scientific Method Business Statistics

In addition, candidates must also fulfill the following requirements;(i) Have at least a Credit Pass (C) in English at the G.C.E. (O/L) Examination.(ii) Have at least a Credit Pass (C) in Mathematics at the G.C.E. (O/L) Examination.

In order to be eligible for admission to a course of study in Tourism & Hospitality Mangement, acandidate should have offered one of the following combinations of subjects and obtained at least“S” Grades in the three subjects offered;

(i) Any three subjects in the Commerce, Biological Science and Physical Science Streams.

(ii) At least one of the following subjects and any other two subjects in the Arts Stream.Economics, Geography, Business Statistics

The four year degree leading to a Bachelor of Science in Tourism Management (Special) andBachelor of Science in Hospitality Management (Special) are available at the SabaragamuwaUniversity of Sri Lanka and the four year degree leading to a Bachelor of Science in TourismManagement (Special) and Bachelor of Science in Tourism & Hospitality Management (Special)is available at the Rajarata University of Sri Lanka.

In order to be eligible for admission to a programme in Information Systems offered by theUniversity of Colombo, School of Computing (UCSC) a candidate should have obtainedat least a Credit Pass (C) in at least TWO of the following subjects at the G.C.E. (A/L)Examination;
