Paragraph 16

The above schematic (figure 1) depicts the proposed overall structure. It encompasses five UN/CEFACT Groups that will meet collectively as the UN/CEFACT Forum. The UN/CEFACT Forum is driven by the business and trade facilitation needs of government and industry. TBG is the focal point for the expression of those needs. ICG, ATG, TMG and LG are operational/support Groups addressing technology, implementation and legal issues.

It is planned that twice a year there be concurrent meeting of all the Groups at one time in order to facilitate closer liaison and full interaction as a single working body. This joint body will be referred to as the UN/CEFACT Forum. Each individual Group will also have the option to convene further specific Group meetings at their discretion.

Paragraph 21 The overall operational coordination of the

UN/CEFACT Forum will be achieved by a Forum Coordination Team (FCT) comprising the Chair and Vice-chair of each of the five Groups. In order to maintain neutrality, in addition there will be a Forum Chair. The Group Chairs and the Forum Chair shall be ex officio members of the CSG. Primary FCT responsibilities include: * Logistical coordination of the joint meeting requirements with the Secretariat or other support service provider. * Project management as detailed below

To ensure that the project proposals are assigned to the appropriate group(s) and to prevent duplication, any new project proposal would be reviewed and approved by the FCT in accordance with agreed acceptance criteria under the Open Development Process.

• A database of projects, accessible via the web, will be developed after the first meeting of the Forum to serve as the management and information tool.
