Pre-1984 - The Subject “SPORTS” was part of the erstwhile Department of Tourism, Sports and Culture, having a combined Directorate of Culture and Sports
May’1984 - An independent Directorate of Sports was created vide Resolution No – 4517 Dt. 7-5-1984
1991 - A separate ‘Tourism’ Department was created. The subject “Youth Services”, earlier being dealt in the Education Department, was transferred to Sports & Culture Department and the Department was renamed as Sports, Culture and Youth Services Department.
1995 - A dedicated Department in the name of Department of Sports and Youth Services was created with Directorate of Sports & Youth Services working under it. (GA Department Notification No – 29049/Gen, dtd. 30-12-1995). A separate ‘Culture’ Department was also created.
2012 - The Directorate of Sports & Youth Services was integrated with the Sports & Youth Services Department w.e.f 1st April’12 vide Government in GA Department Resolution No – 4970/Gen, Dtd. 27-2-2012.
Post-April’12 - Since April’2012, the integrated Sports & YS Department is functioning in Plot No - C-1, Nayapalli, Bhubaneswar – 751012, the premises of the erstwhile Directorate of Sports & Youth Services

DISTRICT SPORTS OFFICES
For implementation of different schemes of the Department for promotion of Sports and Games as well as youth welfare activities at the grass-root level starting from village to district, District Sports Offices have been established in each district of the State under direct control of Collector & DM of respective districts. One District Sports Officer has been posted in each District.
SPORTS HOSTELS
15 Sports Hostels are functioning by the State Government in 14 districts of the State
covering the disciplines of Athletics, Archery, Basketball, Football, Gymnastics, Hockey,
Kabaddi, Swimming, Volleyball, Wrestling & Weightlifting.
The total sanctioned strength of sports hostel is 1000 (Boys-759 & Girls-241).
Facilities provided : Stipend @ Rs.125/- per head per day for inmates below 18 years
and Rs.150/- per head per day for inmates above 18years, sports uniform, sports equipment,
kit, bedding material, medicine, admission fee in Educational Institution, Toiletry expense @
Rs.150 per month for each girl inmate, to & fro journey expenses to attend competitions
wherever necessary, etc..
Selection Process : For admission of talents into sports hostels, selection of talents are
made through a series of scouting process starting from Block Level to State Level by a group
of Coaches. Talent Scouting is made through batteries of physical tests, physical structure &
fitness, etc. other than Annual Talent Scouting Programme, talented boys and girls are also
given admission to Sports Hostels through Lateral Entry Scheme throughout the year.

PHYSICAL EDUCATION COLLEGE (S)
Two Government Colleges of Physical Education i.e one at Bhubaneswar and the other at Kulundi, Sambalpur are functioning under the Administrative control of Sports & YS Department. Apart from this, two private Physical Education Colleges are functioning at Tigiria and Baliapal. Sports & YS Department is the Prescribed Authority in respect of these two private colleges. The courses offered in these four Colleges are here under:-

ODISHA COUNCIL OF SPORTS
A grantee autonomous organisation functioning since 1957 & duly registered under Society Registration Act in 1970-71 headed by the Hon’ble Minister, Sports & YS of Odisha as its Chairman, Commissioner-cum-Secretary, Sports & YS Department as Vice-Chairman and Director, Sports as ex-officio Secretary. The Council has 21 Members. The Under Secretary-cum-ADYS to Government, Sports & YS Department is functioning as Special Officer of Odisha Council of Sports.
The Council has engaged 29 trained Coaches who are imparting Coaching in various disciplines in 30 Districts of Odisha and also functioning as In-charge District Sports Officer in some districts.
STATE YOUTH WELFARE BOARD
A grantee autonomous organization, functioning since 1957 & duly registered under Society Registration Act in 1976, headed by Hon’ble Chief Minister, Odisha as Chairman of the Board. Hon’ble Minister, Sports & YS as Working Chairman and the Commissioner-cum-Secretary as Vice-Chairman, Director, Sports & Youth Services as ex-officio Secretary and Under Secretary to Government, Sports & YS Department as Jt. Secretary of the Board. The Board has 32 members.
Besides normal activities like conferment of STATE YOUTH AWARDS, BIJU PATNAIK BRAVERY AWARD, regular State & National level Adventure programs like Rafting, Coastal Trekking, Jungle Trekking, Para Sailing, etc. are undertaken by the Board regularly. Financial assistance is extended to Youth Clubs and Educational Institutions for organization of Youth related programs and Youth Exchange as well as Excursion to different places of the Country. Currently the entire youth welfare activities of the State Government are being carried out by the SYWB with the funding of Sports & Youth Services Department.

TSU - A Technical Support Unit (TSU) in partnership with UNFPA for implementation of policy direction of Odisha State Youth Policy 2013 has been functioning since with 50:50 financial support by UNFPA and State Government. The Unit is comprised of Team Leader, Monitoring and Evaluation Specialist, Education and Life Skill Specialist, Accounts and HR Officer, PO-Documentation Specialist, Youth Development Specialist.
BIJU PATNAIK SWIMMING POOL COMPLEX
An international standard Swimming Pool complex has been commissioned by the Sports & YS Department in Kalinga Stadium Sports Complex since 2006 having following facilities.

A Management Committee has been constituted & registered under Societies Registration Act 1860 for regular smooth management and maintenance of the Swimming Pool Complex with Hon’ble Minister, Sports & YS as Chairman. Different tariff rates have been fixed for monthly and annual membership for Swimming practice as well as use of multi-gym by the intending users.

SPORTS INFRASTRUCTURE
State Level & District Level Sports Infrastructure
Kalinga Stadium Sports Complex and JN indoor Stadium, Cuttack are two premiere State
Level Sporting Infrastructure managed by Department of Sports & Youth Services. Kalinga
Stadium Sports Complex spread over an area of around 50 Ac. has a main stadium with
synthetic athletic track having a seating capacity of 50,000 persons. JN Indoor Stadium at
Cuttack is centrally Air-Conditioned with a seating capacity of 5000 persons. The Indoor
Stadium has facility for organization of Basketball, Volleyball, Gymnastics, Table-Tennis,
Badminton etc. Funds released for repair/renovation of sports infrastructure in 2015-16
out of State Plan is enclosed (Annexure-A).
Scheme of Block Level Mini Stadium
The Scheme of Mini-Stadium introduced in 2013-14 was modified with new guidelines for
execution as well as funding pattern in September’2014. Under the Scheme, the
Department of Sports & YS contributes Rs. 20 lakhs for each project . Remaining amount of
Rs. 5 lakhs are supported from LAD funds of Hon’ble MPs/MLAs proposing the project. The
priority of items of work to be taken up within the budget of Rs. 25 lakhs are as under:
a. Playfield development including grass turfing with boundary wall and gate.
b. Watering facility.
c. Provision of drainage and soil erosion measures.
In September’2015, the Scheme was extended to Urban Areas. Maximum number of
playfields to be taken up each year, subject to availability of funds will be :-
i. All Municipal Corporation(s) (5 nos.) 4 each - 20
ii. Municipalities/NACs (only one field in each Municipality/NAC) - 40
167 projects were sanctioned under the Mini-Stadium Scheme for 2015-16, while 50
projects were sanctioned for Urban Areas. Till date, 201 projects have been sanctioned
under the Scheme. An amount of Rs. 25 Crores for 201 Mini-Stadium in Rural Areas and
Rs. 9.9 Crores for 49 Mini-Stadiums in Urban Areas. The details is placed at Annexure-B.
Construction of Swimming Pool Complex at District Headquarters
Except for Bolangir, none of the District Headquarters has Swimming Pool Complex.
Similarly It has been decided for construction of Swimming Pool Complex at District
Headquarters IDCO has submitted model plan, lay-out and estimate for construction of
swimming pool complex at each district headquarters as per the decision for construction
of a single swimming pool with 50MX 25M X (1.20-1.35)M dimension. The estimated cost
for each swimming pool complex will be Rs. 3,50,36,500/- . Approval has been accorded
for construction of Swimming Pool at district headquarters of Boudh, Mayurbhanj, Jajpur,
Ganjam, Subarnapur in the first phase. Site-specific survey is complete for Boudh and
Sonepur. Apart from it, renovation of existing Swimming Pool Complex at Sambalpur by
IDCO is underway with a approved budget of Rs.7,35,70,000/-

Urban Sports Infrastructure Schemes Relaying of Synthetic Athletic Track at Kalinga Stadium has been approved under USIS
Scheme of Govt. of India. An amount of Rs. 5.5 Crores has been sanctioned. , out of Rs.
2.50 Crores has been released as 1st installment for 2015-16. IDCO will be executing the
project.
Construction of Speed Climbing Facility
In order to promote adventure sports in general and speed climbing in particular which is
going to be a discipline from 2020 Olympics, a Sports Climbing Complex at Kalinga Stadium
Sports Complex with facility for Speed Wall, Lead Wall and Bouldering as per International
Federation of Sports Climbing (IFSC) norm is underway. M/s Outdoor Schools, New Delhi
representing M/s Entre-prises, France has been selected as the executants through a
bidding process with a cost of Rs. 3.70 Crores. The project is expected to be completed by
end of 2016.

RAJIV GANDHI KHEL ABHIYAN (RGKA)
PYKKA Scheme has been renamed as RGKA (Rajiv Gandhi Khel Abhiyan from the year 2014-15. Under PYKKA Scheme 155 no of Block Level playfields (PYKKA Centres) & 3115 no of Gram Panchayat Level playfields (PYKKA Centres) have been created/established as up to 2012-13 in the state. During 2015-16 proposal for construction of Block Level Sports Complex(Indoor Hall) in 05 blocks of the State at the cost of Rs. 80,00,000 /- (50:50 share basis) was submitted to Govt. of India but it has been kept in abeyance by GOI. Conduct of Annual Sports Competitions under Rajiv Gandhi Khel Abhiyan (RGKA) : a. Rural Sports Competition – 50 % Central Assistance for Block, District & State Level Competitions and excess Expenditure over & above 50% State Share are borne by State Govt. In 2015-16, the Lower Level Rural Sports Competition i.e. Block & District level has been conducted in each block & district. An amount of Rs.2,51,00,000/- has been spent for such block & district level competition. The State Level Rural Sports Competition has been conducted in Bhubaneswar, Sundergarh & Puri respectively with participation of 3198 (Boys-1940 & Girls-1258) and an amount of Rs. 57,07,500/- has been incurred for the purpose. Besides, State Govt. have released Rs. 2,33,000/- towards prize money paid to the medal winners participated in State level Rural sports competition. The State team in 05 groups have participated in National Rural Sports Competition 2015-16 held at Gudiveda (Andhra Pradesh), Gandhinagar (Gujarat), Puducherry, Sonepat (Haryana) and Hyderabad(Telengana). Result : In Weightlifting Sri Aswini Kumar Nayak won Gold Medal in 50 Kg. and Sri Debasish Pradhan won Bronze Medal in 94Kg. respectively. In Wrestling, Sri Suresh Chandra Tudu, Sri Sachin Lugun and Sibani Jena won Bronze Medal as well as Aziza Begum won Silver medal.
b. Women Sports Competition - 50 % Central Assistance for District & State Level Competitions and excess Expenditure over & above 50% State Share are borne by State Govt. In the 2015-16, the Lower Level Women Sports Competition i.e. in Block level & District level has been conducted in each block & district head quarters. An amount of Rs. 50,28,000/- has been spent for such block & district level competition. The State Level Women Sports Competition has been conducted in Cuttack, Puri, Bhubaneswar & Balasore respectively with participation of 1697 and an amount of Rs. 32,27,000/- has been incurred for the purpose. Besides, State Govt. have released Rs. 1,13,800/- towards prize money paid to the medal winners participated in State level Women Sports competition. The State team in 04 groups have participated in National Women Sports Competition 2015-16 at Hyderabad(Telengana), Patna(Bihar), Jammu(Jammu & Kashmir) and Patiala(Punjab). Result : In Athletics Miss Sekunta Kullu won 01 Gold Medal and in Swimming Pratyasha Ray became third and won Bronze Medal.

CASH AWARD FOR OUTSTANDING SPORTS PERFORMANCE Meritorious sportspersons are conferred with Cash Award considering their level of performance/achievements at National and International level. A committee headed by Secretary, Sports & YS Department select & recommend the quantum of Cash Award to be given to the Outstanding sports persons of the State as per resolution No. 17874/SYS/Dtd.20.11.2014. During 2015-16, 340 sportspersons have been awarded with cash award amounting Rs.95,80,000/- . ALLOTMENT OF RESIDENTIAL PLOT TO OUTSTANDING SPORTSPERSONS OF THE STATE A Policy decision has been taken in General Administration Department of Govt. of Odisha to allot residential plot to outstanding sports persons of the State for their creditable performance in the field of Sports & Games at International level. PENSION TO INDIGENT SPORTSPERSONS To provide financial support to the sportspersons, who are living in indigent condition, Government in Sports & Youth Services Department is providing Pension as per scheme notified vide no. 8893 –SYS-SPW-SP-0003/2015 Dtd.19.10.2015 under which presently 161 such persons are availing monthly pension @ Rs. 2000/-
SPORTSPERSONS IDENTITY CARD Sportsperson’s Identity Cards are issued in favour of outstanding sportspersons of the
State in recognition of their participation in Sr. National Championship organized by
recognized National Federation/Association in order to avail benefit of 1% job reservation
in Government, Public/Private Sector Undertakings.
Till date 977 sportsman identity cards have been issued to the sportspersons those have
participated in the Sr. National sports competition/championship representing the state of
odisha.
WEIGHTAGE TO SPORTSPERSON Sports & Youth Services Department issue Weight Certificate to Sportspersons reading in
Schools & Colleges in recognition of their participation in Sports
Competitions/Championships organized by recognized Sports Federations/Associations for
availing weightage for admission into educational institutions for pursuing studies.
FINANCIAL ASSISTANCE TO SPORTSPERSONS TO PURSUE SPORTS COACHING COURSE CONDUCTED BY SAI NS NIS, PATIALA AS A PART OF SKILL DEVELOPMENT PROGRAMME TO IMPROVE THEIR EMPLOYABILITY Under this scheme financial assistance are given to sportspersons of the state for
undergoing short term & long term conducted by SAI NS NIS, Patiala (6 Week Certificate
course/NIS Diploma course etc.) This has been implemented from the year 2014-15.
During the year 2015-16, 31 no. of sportspersons have been sanctioned Rs.4,33,664/-
FINANCIAL ASSISTANCE TO SPORTSPERSONS FOR INTERNATIONAL PARTICIPATION Financial assistance is provided to sportspersons seeking financial assistance for their
participation in International Competitions & these are considered at Government level
for grant of assistance.
During the year 2015-16, a sum of Rs. 2,00,000/- have been provided as Financial
Assistance for National/International participation in respect of 03 sportspersons.

BIJU PATNAIK MINI-MARATHON
Sports & Youth Services Department organizes Biju Patnaik Mini-Marathon in the State Capital Bhubaneswar on 5th March every year involving all age categories of people numbering about 3000 and Cash Prizes are awarded to the position holders. OBSERVANCE OF NATIONAL SPORTS DAY
In commemoration of Birth Anniversary of Legendary Hockey wizard Late Dhyan Chand, Sports and Youth Services Department, Government of Odisha observe National Sports Day in the State Capital, Bhubaneswar and in all District Headquarters every year by organizing different sports activities and Seminar/Workshop. Biju Pattnaik Sports Awards, Biju Pattnaik Beavery Award and State Award for Social Service are conferred on the awardees on this day by Hon’ble Chief Minister, Odisha in a State Level function.

ODISHA SPORTS DEVELOPMENT FUND (OSDF) The Department has set up an extra budgetary fund named as “Odisha Sports Development Fund” since 2012 for promotion of sports in the State. YOUTH WING INTEGRATED YOUTH DEVELOPMENT PROGRAMME
As part of the Youth Policy, one of the flagship programme taken up by the Department of
Sports and Youth Services is the ‘Active Citizenship Programme’ under the Integrated
Youth Development Scheme (IYDP). Active Citizenship Programme was launched by the
Government on 2nd October 2014 with the aim to nurture the spirit of active citizenship
and inculcate responsible behaviour among youth. The programme has been designed in
an innovative way by compiling short audio visual films into a film show titled ‘Active
Citizenship- Har Jagah Har Pal’ meant for the youth. The film show covers five important
themes relating to the youth namely Patriotism, Civic Sense, Respect to women, Empathy
for the disabled and Drug/Substance Abuse. Till date, Department of Sports and Youth
Services has developed two volumes of audio visuals on Active Citizenship (ACP-I and ACP-
II). The screening of Volume II ACP has been initiated since January 2016 covering around
1000 educational institutes.
The Active Citizenship Programme is rolled out in all the educational institutes of the State
and since its launch in 2014, the programme has been conducted in a phased manner in
around 3000 educational institutes of the State reaching out to 5 lakh youth.
On-line reporting mechanism has been developed for effective tracking of the active
citizenship programme. The active citizenship programme held in different educational
institutes is being tracked and monitored through the online monitoring mechanism by
compiling feedback/opinions shared by institutions over www.dsysodisha.gov.in. Specific
web page and facebook on active citizenship (www.ACP.OfficialOdisha) has also been
created to stay connected with the youth and for wider dissemination of information and
exchange of ideas and opinions.
The programme is currently implemented through Technical Support Unit created for
implementation of Odisha State Youth Policy-2013 with support of UNFPA on 50:50
sharing basis. The TSU is composed of Team Leader, Youth Development Specialist, Life
Skill & Education Specialist, Monitoring & Evaluation Specialist and Accounts & HR Officer.
2015-16, the programme has been conducted in 2236 educational institutes with
budgetary expenditure of Rs 2.80 crores approximately. The district wise details of
educational institutes covered and funds transferred has been provided in the table
below:

PROMOTION OF ADVENTURE ACTIVITIES The Scheme provides for
Adventure programme for youth both inside and outside Odisha :
Adventure Camp at Manali/ Rishikesk & Dehradun, Adventure Camp inside the State
Parasailing Programme, Expedition to Chilika Lake Mouth, Coastal Trekking, Hot-Air
Balooning, Water Sports Programme etc. are organized as a part of the programme .
Programmes outside the State are organized in association with All India Organizations as
National Adventure Foundation, National Adventure Club and other recognized Institutes
of Govt. of India and other State Govts. Adventure programme within the State are
conducted in association with NCC, INS Chilika, Indian Coast Guard, State Chapters of All
India adventure Sports organizations and other state level adventure sports bodies.
Financial assistance to youth for undergoing training courses in adventure activities
Cash Award for outstanding achievement in Adventure activities.
Financial assistance to organizations engaged in promotion of Adventure activities in
Odisha for purchase of adventure sports gears/equipments and/or creation of adventure
sports infrastructure.
There is budget provision of Rs.1.80 Crore per annum
Adventure activities organized in 2015-16 is enclosed as Annexure-C.

21. A Cash Award of Rs. 2 lakhs given to Jogabyasa Bhoi for scaling Mt. Aconcagua. Similarly Rs. 2 lakh was paid to Sri Ganesh Jena for scaling Mt. Elbruz . Ms. Kalpana Dash was paid Rs.6 lakh for scaling Mt. Aconcagua, Mt. Elbruz
and Mt. Kilimanjaro. As such total Rs. 10 lakh has been ppaid as cash award fpor scaling highest continental peak.
Assistance to applicants undergoing Adventure Sports Courses n recognized Institutes
22. Rs. 2,70,175/- was sanctioned for 17 eligible applicants for undergoing mountaineering and water sports courses
at Jawaharlal Institute of Mountaineering, Pahalgam and NIWS, Goa
Assistance to organizations engaged in promotion of Adventure Sports for Adventure equipments/Gears
23. Grant was sanctioned by the Committee as per provisions of the Scheme for “Promotion of Adventure Activities” to IMF, East Zone Committee amounting to Rs.4,63,500/-, State Adventure Club, Phulbani amounting to Rs.3,53,110/-
and Kalinga Divers Foundation Trust, Cuttack amounting to Rs.10,02,881/- (for 6 number of wind-surfing board).

STATE & DISTRICT YOUTH FESTIVAL
The Government of India in collaboration with one of the States and institutions like the Nehru Yuva Kendra Sangathan (NYKS) and the National Service Scheme (NSS) organizes National Youth Festival every year. The idea behind a Youth Festival is to organize a gathering of the youth for fostering the concept of National Integration, spirit of communal harmony and brotherhood. The Sports & Youth Services Department following the Government of India guidelines conducts State level, District level youth festivals in the same line as that of the National Youth Festival to select District Contingent for the State Level Festivals and selection of State Contingent for the National Level Festival. There is a budget provision of Rs.1.00 Crore per annum. State Youth Festival-2015 was hosted by Kalahandi district administration at Bhawanipatna for selecting the state contingent to participate in the National Youth Festival-2015 held from 12th to 16th January 2016 at Raipur, Chhatisgarh. State won prizes in three category as under :

STATE AWARD FOR SOCIAL SERVICE From 2015-16, Scheme for State Award for Social Service will be given to Six No. of Individual (Two Awardees for every Revenue Divisions) with Award value of Rs. 25,000/- each..
BIJU PATNAIK BRAVERY AWARD From 2014-15, the awards are given annually to a person of any age in or outside Odisha in recognition of his/her spectacular act of bravery performed in Odisha. The award shall comprise of a cash award of Rs.1.00 lakh, one silver medal and a scroll. Both the awards will be presented on state level function on 29th August 2016. OBSERVANCE OF NATIONAL YOUTH DAY/WEEK
Birth Anniversary of Swami Vivekananda is observed as National Youth Day on 12th January. Mass Rally, Seminar on life & works of Swami Vivekananda are organized to mark the occasion.
